Millstone Township Fire Company will handle EMS calls By MATTHEW SOCKOL Staff Writer
O
fficials in Millstone Township will implement a municipally funded emergency medical services (EMS) operation through a shared services agreement with the Millstone Township Fire
District, which operates the Millstone Township Fire Company. During a presentation of the 2020 budget, officials discussed how it would incorporate an EMS operation funded by the municipality. Township Committee members said $260,000 has been allocated for
the service. The 2020 municipal budget totals $6.9 million. According to officials, EMS response will be provided through an agreement between the municipality and the fire company. The agreement is expected to be implemented during the second half of 2020.
The $260,000 appropriation in the budget includes $200,000 for an additional contribution to the fire company, $10,000 for a down payment on an ambulance and $50,000 for other capital items.

New Jersey is home to aquatic and semi-aquatic mammals
Y
ou’re walking near a stream or a lake and suddenly catch a flash of a small, sleek creature with dark, glossy fur. Could it be a mink? Or maybe you hear a loud slap on the water, followed by a glimpse of a submerged creature diving under a pile of sticks and logs. Could it be a beaver? Yes and yes! Mink and beaver are native New Jersey mammals found in and around freshwater. They and other aquatic and semi-aquatic mammals – including otters, weasels, ermine, fishers and muskrats – are in this state we’re in, but they are not easy to spot. “They are incredibly secretive,” said Dr. Emile DeVito, staff biologist for the New Jersey Conservation Foundation. “Nobody really studies them in New Jersey. They are an overlooked group of animals, except by trappers.” Anecdotal evidence suggests these aquatic mammals are becoming more common due to cleaner waters, more forest cover and less trapping, but because these animals are most active at dawn, dusk and nighttime, they are not often seen. According to the Conserve Wildlife Foundation of New Jersey website, “The best description of a fisher would be to imagine a cross between a cat and a fox with the nasty attitude of a wolverine.” • Muskrats (Ondatra zibethicus) – Despite their name and long, skinny tails, these rodents are not actually rats. Semi-webbed toes on their hind feet help them swim, and they eat roots, stems, leaves and fruits of aquatic plants, as well as small fish, clams, snails, crayfish and turtles. Muskrats sometimes build water houses like beavers, but they do not build dams. They have scent glands that secrete a musky odor – hence their name. Enjoy wildlife watching in New Jersey’s great outdoors and with luck you might spot some of these fascinating aquatic and semi-aquatic mammals.

Freeholders to allocate CARES Act funding to small businesses
M
onmouth County Freeholder Director Thomas A. Arnone has announced that the county will allocate $10 million from the federal Coronavirus Aid, Relief and Economic Security (CARES) Act to supplement the Community Development Block Grant – Coronavirus (CDBG-CV). The funding will be used to provide grants of up to $10,000 to businesses with up to 50 employees, according to a press release from the county. “While other some counties have chosen to use the New Jersey Economic Development Authority, Monmouth County will be administering these grants directly because no one knows our small businesses like we do,” Arnone said.
“I have been in constant contact with small business owners and chambers of commerce throughout this pandemic and will continue to work with them to assist in any way I can,” he said. The CDBG-CV was received through the county’s Office of Community Development in the amount of $1.59 million. “My fellow freeholders and I realized the $1.59 million from the Community Development Block Grant for COVID would not provide sufficient funds to reach all small businesses in the county due to restrictions and guidelines put in place by the federal government and the U.S. Department of Housing and Urban Development (HUD),” Arnone said. “The board unanimously passed a reso-
lution to share supplemental funds from the CARES Act to Monmouth County’s small businesses and nonprofits to provide them with relief during this pandemic,” he added. The U.S. Department of the Treasury instituted the CARES Act to provide fast and direct economic assistance for American workers, families and small businesses, according to the press release. The goal of the economic relief package is to preserve jobs and lessen the economic impacts of the health pandemic. Congress provided $5 billion in CARES Act funding for the CDBG-CV, a program developed by HUD. The second round of CARES Act money for CDBG-CV, amounting to $1 billion,
will target public health, coronavirus, and housing and economic disruption needs. The grant was distributed to state and local governments and the county is awaiting further direction about properly allocating funds from HUD, according to the press release. “Throughout this pandemic in Monmouth County, countless residents have filed for unemployment and small businesses have shut their doors,” Arnone said. “These grant dollars will help support and recover our county economy as we continue to curb COVID here and in the United States,” he said. Students from Millstone Township attend Allentown High School through a send-receive relationship between Upper Freehold Regional and the Millstone Township K-8 School District. For 2020-21, the school board has proposed collecting a local tax levy totaling $27.5 million from residential and commercial property owners in Allentown and Upper Freehold Township to support the $43.7 million budget. Upper Freehold property owners will pay about $24 million of the tax levy and Allentown property owners will pay about $3.5 million of the tax levy, according to district administrators. During the 2019-20 school year, the district’s budget totaled $43.23 million and the tax levy was $27.27 million. From 2019-20 to 2020-21, total spending has increased $470,000 and the tax levy has increased $210,000. In 2019-20, the school tax rate in Upper Freehold was about $1.89 per $100 of assessed valuation. The average home in the township was assessed at $488,300. The owner of that home paid about $9,230 in school taxes. In 2020-21, the school tax rate in Upper Freehold is projected to be about $1.84 per $100 of assessed valuation. The owner of a home assessed at $500,000 will pay about $9,200 in school taxes. In 2019-20, the school tax rate in Allentown was about $1.87 per $100 of assessed valuation. The average home in the borough was assessed at $290,842. The owner of that home paid about $5,440 in school taxes. In 2020-21, the school tax rate in Allentown is projected to be about $1.80 per $100 of assessed valuation. The average home in the borough is assessed at $291,600. The owner of that home will pay about $5,250 in school taxes. School taxes are one item on a property
owner’s tax bill, which also includes municipal taxes and Monmouth County taxes. The amount of taxes a property owner pays is determined by the assessed value of his home and/or property and the tax rate that is set by each taxing entity. For the 2019-20 school year, the regional school district’s budget was supported by the receipt of $5.67 million in state aid. For the 2020-21 school year, the regional school district’s budget is expected to be supported by the receipt of $5.25 million in state aid, a decrease of $420,000. The school district’s state aid has decreased each year since the enactment of state legislation known as S-2 in 2018. In recent weeks, administrators in some Monmouth County school districts have expressed concern that the amount of state aid their districts have been promised for the 2020-21 school year could change due to the financial impact the 2020 coronavirus pandemic has had on New Jersey. Gov. Phil Murphy is expected to present an updated budget address in late August and school superintendents have said they are waiting to learn if their districts will receive all of the state aid that has been promised. “I am glad our budget is set for next year, but unfortunately at the cost of great staff members within our district,� Upper Freehold Regional Superintendent of Schools Mark Guterl said. “As a district, we are passionate to make our budget work and to make sure we do whatever we can to support our students and continue to make the Upper Freehold Regional School District an innovative district everyone is proud of,� Guterl said. According to a budget document that has been posted on the district’s website, the enrollment on Oct. 15, 2018 was 2,278 students; the enrollment on Oct. 15, 2019 was 2,215 students; and the projected enrollment for Oct. 15, 2020 is 2,215 students.

Friendship Fuels The Fight By Paul Hall
F
riends for years, friends through battle and friends for all time head back to Vietnam years after the war has ended. They have returned to the country that solidified their relationship in an effort to locate the remains of their friend in Spike Lee’s new film Da 5 Bloods. The world has changed since they were first in country, but many of the scars remain. Norman (Chadwick Boseman) was a fallen friend who lost his life in battle, but now new information is uncovered that leads the men to believe they can unearth Norman’s resting place and subsequently bring his remains home. But searching for Norman is only part of the trip back to the jungle; there is also the matter of some gold that a mudslide buried with their friend. Paul (Delroy Lindo) is struggling with
PTSD in a major way. It’s evident from the most innocuous meetings upon arrival in country that he has never really left the struggle behind. Paul is in this trip mainly for himself. Even when his son David (Jonathan Majors) joins the group, Paul treats David as less of a son than any of the other men do. David has joined the trip without his father’s knowledge to try and keep his dad in check. Otis (Clarke Peters) has a connection with a woman that brings the group in touch with someone to help them on their quest to get money out of the country, and combined with Eddie (Norm Lewis) and Melvin (Isiah Whitlock Jr.), the search party is a band of five attempting to find their fallen brother and lost treasure. The journey into the country they left behind includes a variety of flashbacks and new challenges to encounter, but these friends will face the uncertainty around every corner together and willing to put

their lives on the line for the Bloods. What a powerful discussion of friendship and unity despite differences. These friends who would do anything for each other also have many differing opinions on everything from politics to family and everything in between. Lindo is amazing in his role as Paul, eliciting fear and compassion from viewers. We never know when he may snap, but yet we can’t help but empathize with his plight. And that the other friends in Da 5 Bloods get behind him inspires us, despite Paul’s occasional diversions from the path. Da 5 Bloods is a film that feels much like the film The Treasure of the Sierra Madre. It shows us that themes such as madness and greed exist and are universally present, and attacks on friendship come from all angles. This film could have been trimmed up
a bit. It’s over two-and-a-half hours long, but the scattered nature seemed to mimic the head of an individual like Paul, and that makes the extended length even more powerful. In a day and age when we are all looking for answers, could it be possible that they are sitting right in front of us? We are all broken individuals like Lindo’s character in this film. The question is, what are we going to do about it? Millstone Township Fire Company will handle EMS calls (Continued from page 1)
The presentation, which described the EMS response as the major addition to the 2020 budget, stated that Millstone needed a plan to provide residents with timely and affordable emergency medical services. “Once performed on a volunteer basis, EMS now needs to be funded by the municipality to ensure citizens are receiving the care and attention they need, when they need it most,” Business Administrator Kevin Abernethy said. “An outsourced service was being used to perform this service in 2019. The service that performed the function in 2019 has increased prices to a point where the municipality cannot afford to continue with the contract and, more importantly, the service provided to citizens was lacking in timeliness and quality of service,” he continued. “We were paying about $9,000 a month and the provider collects the billable (services). They proposed to increase it to $44,000 a month and obviously, that is not a sustainable number,” Abernethy said. According to municipal officials, the advantages of the agreement with the fire company will be direct management, the ability to better control and forecast costs, timeliness and consistency in service, stability, increased community involvement and controlling costs for taxpayers. The initiation of the agreement with the fire company – which is comprised of volunteers and paid professionals – follows a decrease in personnel in the volunteer Millstone Township First Aid Squad. The decrease in volunteers has been acknowledged by the Township Committee since 2016, when the first aid squad entered into a contract for ambulance services. Committeeman Michael Kuczinski said different vendors have been used for first aid services. “We were in a position where we have been, due to demographics and the changing of the way people did things 20 years ago, limited as far as our options in using a fully volunteer service,” Kuczinski said. “We did not have the volunteer base (with the first aid squad) to continue the same performance we had in the past. It was a matter of not having enough manpower, not enough volunteers to be able to commit to the hours and time required. “We have two things to our advantage by using the fire company,” he continued. “One, we have the professional, dedicated service we know and have trusted for many years. but it’s definitely the lowest cost option we have.” Mayor Fiore Masci thanked the members of the first aid squad who provided volunteer EMS response to Millstone Township. “We have a first squad in town and the members have done an outstanding job to the best of their ability with what they have,” he said. “I want to make sure we are also mindful of thanking them for the dedicated
years of service they put in and don’t lose sight of the people who have been here for many years. “As times are changing, unfortunately, volunteers become less and less (involved). However, we are committed to making sure our first aid service is paramount,” Masci said. Millstone Township’s 2020 budget will have a local tax levy of $3.32 million to be paid by residential and commercial property owners. The owner of a home as-
sessed at the township average of $528,310 will pay about $929 in municipal taxes for 2020. Municipal taxes are one item on a property owner’s tax bill, which also includes Millstone Township K-8 School District taxes, Monmouth County taxes and a fire district tax. An individual pays more or less in taxes based on the assessed value of his home and/or property, and the tax rate that is set by each taxing entity.

ALLENTOWN – The Borough Council has taken another step forward in the planned creation of Sgt. George Ashby Memorial Park in Allentown. During a meeting on June 9, council members voted to authorize E&LP Associates, the firm with which they are working to develop Ashby Park, to seek bids from contractors who wish to perform the Phase I improvements of the project. Mayor Thomas Fritts said, “We look forward to progress on this project.” Allison Arnone, who chairs the Sgt. George Ashby Memorial Park Committee, has said Phase I work may include the removal of overgrown grass, the removal of trees, some earth work, the planting of trees around a planned pathway, cleaning up the areas near the proposed entrances and what she called “creating the bones of the park.” Arnone has said the cost to develop the park could approach $1.2 million. According to a previous resolution passed by the council, Allentown has received a Monmouth County Municipal Open Space grant in the amount of $125,000 to assist in the development of Ashby Park. The land where the park will be developed is bounded by Hamilton, Broad and North Main streets. The parcel is behind the Allentown United Methodist Church property. Allentown officials purchased the 3-acre tract in 2016 for $250,000. The Monmouth County Open Space Program contributed $125,000 toward the purchase and the Monmouth Conservation Foundation contributed $25,000. According to the website findagrave. com, George Ashby died at his home in Allentown on April 26, 1946, at age 102. At the time of his death, Ashby was the last remaining New Jersey Civil War veteran. Ashby is buried in the African Methodist Episcopal (AME) cemetery on Hamilton Street, which is adjacent to the land that will be developed as a park and bear his name. Municipal officials have said that in addition to Ashby, there are other African American soldiers from Allentown who served in the Civil War who are buried in the AME cemetery.
