here will be a contested race for two three-year terms on the Allentown Borough Council in the Nov. 3 election. The terms of the council seats currently held by John A. Elder III and Angela Anthony will end on Dec. 31. Robert H. Schmitt Jr. ran in the Democratic primary on July 7 and secured a spot on the Nov. 3 ballot. Unofficial results as of July 22 showed Schmitt with 176 votes. Schmitt was the only candidate running under the banner of a political party. No other Democrats and no Republicans filed a nominating petition to seek a council seat. The unofficial results showed there were 14 write-in votes cast in the Democratic primary, but election officials had not yet reported on who received those votes and/or if anyone would gain the second ballot spot available to Democrats. Schmitt served on the council from 2014-09. He lost his bid for a third consecutive council term in the 2019 general election. The unofficial results showed there were five write-in votes cast in the Republican primary, but election officials had not yet reported on who received those votes and/or if anyone would gain a ballot spot available to Republicans. Republicans’ objection to borrowing plan to be heard in court By MARK ROSMAN Managing Editor

T

he justices who sit on the New Jersey Supreme Court will hear oral arguments on Aug. 5 from attorneys representing Gov. Phil Murphy and the New Jersey Republican State Committee. The legal case arises from legislation Murphy signed into law on July 16. Murphy, a Democrat, signed the New Jersey COVID-19 Emergency Bond Act which authorizes the state to borrow up to $9.9

billion to address the fiscal crisis that has arisen as a consequence of the 2020 COVID-19 pandemic. “The passage of this legislation is an important step in New Jersey’s recovery from the economic ravages of the COVID-19 pandemic,” Murphy said upon signing the bill. “While this is by no means a silver bullet, the ability to responsibly borrow is essential to meeting our fiscal needs in the coming year.” The plaintiffs in the litigation are the

New Jersey Republican State Committee (also known as the NJGOP); state Sen. Declan O’Scanlon (R-Monmouth); state Assemblyman Hal Wirths (R-Morris, Sussex, Warren); and residents Lisa Natale-Contessa of Toms River and Ileana Schirmer of Hamilton Township. Murphy is the only named defendant in his official capacity as governor. The Republicans’ complaint states, among other claims, that Murphy “must be enjoined from enacting and enforcing (the

New Jersey COVID-19 Emergency Bond Act) as doing so would be a violation of the Debt Limitation Clause of the Constitution of the State of New Jersey.” O’Scanlon has called the bond act a “devastating scheme (that is) fiscally indefensible and unconstitutional. There is a legal opinion that says we cannot borrow without voter approval to fill a hole in our budget.”

MCSPCA rescues 61 dogs from ‘horrific conditions’ By MARK ROSMAN Managing Editor

ndividuals and business operators have responded by making more than $65,000 in donations and offering their services as groomers and foster dog parents after a call for help went out from the Monmouth County Society for the Prevention of Cruelty to Animals (MCSPCA). On July 20, the MCSPCA rescued 61 small dogs from a home in the Belford section of Middletown. According to the organization, the dogs were living in “horrific conditions.” By July 23, the organization was reporting that groomers had volunteered their time and skills to help clean the dogs and that many people had reached out to volunteer as foster parents for the pups. In an interview on July 24, Ross Licitra, the executive director and chief of humane law enforcement at the MCSPCA, said Marlene Sandford will face 61 counts of animal cruelty. “I will make certain this is charged criminally,” he said. Licitra said Sandford was caught in the same situation at the same location in 2009, but did not face criminal charges. He said a different administration pursued civil charges. Unlike some situations in which an individual may start out with good intentions about caring for puppies and eventually end up overwhelmed by dozens of dogs,

Licitra said, “This was a purely orchestrated situation driven by someone operating a puppy mill and having dogs for resale, but she let them go and neglected them.” Licitra said the MCSPCA was called by a person who is related to the owner of the dogs. He said staff members were on the scene within an hour of receiving the call. “We walked into a horrific scene,” he said, adding that the dogs were living by themselves. “Our staff is incredibly dedicated and shines in the face of adversity. They faced unimaginable conditions in the house, including an overwhelming smell of ammonia.”

In a Facebook post, the MCSPCA said several pregnant dogs were recovered, along with newborn puppies. “Many of these poor animals were so matted in their own urine and feces that they could barely walk in their small, excrement-filled kennels and were forced to drink out of filthy water bowls, if any water was accessible at all. “Our team spent hours inside the sweltering house, with ammonia so strong it burned their eyes, in full personal protective equipment, until every dog was safely recovered and brought back to our shelter,” the MCSPCA said in a statement. Licitra thanked the Middletown Police Department and Middletown Animal Control for providing assistance at the home. He commended the MCSPCA staff members who rescued the dogs and those who waited at the shelter in Eatontown to receive the dogs, perform triage and begin administering medical care. “I could not be any prouder of my staff. They shined once again. Today, it is amazing to have seen the transformation of these

dogs. They feel the pain (of the situation they were in) and they feel compassion and love when they know they are being cared for” at the shelter, Licitra said. He said within 24 hours of their arrival, some of the pups had started to play with toys, while others were seeking and accepting attention from the staff members who are caring for them. As the dogs become available, they will be posted on the organization’s website for adoption. As of July 23, nearly all of the dogs had been groomed after business operators reached out and volunteered their time. Millstone administrators planning for 2020-21 school year By MATTHEW SOCKOL Staff Writer

MILLSTONE – Administrators in the Millstone Township K-8 School District are planning to offer parents an option which would allow students to receive fulltime remote (virtual) instruction when the 2020-21 school year begins in September. New Jersey’s schools were ordered to close in mid-March by Gov. Phil Murphy at the start of the 2020 coronavirus pandemic. For the remainder of the 2019-20 school year, students received a remote education at their homes. Several weeks ago, Murphy directed school administrators to develop, in collaboration with community stakeholders, a plan to reopen schools for the 2020-21 school year in September in a manner that best fits a district’s local needs. Guidance from the governor’s office describes the health and safety practices administrators should prioritize, including social distancing, the wearing of face masks, limiting capacity in classrooms and an increase in sanitation and disinfecting of surfaces. In Millstone Township, a presentation was released by the district on July 16 which explains the options under consideration for the reopening of schools. One option will be full-time remote instruction. Millstone’s decision regarding full-time remote instruction predated Murphy’s July 20 announcement directing administrators in all of New Jersey’s school districts to provide a full-time remote learning option. Students who opt for remote instruction will receive a district-provided Chromebook laptop computer. There will be a

structured schedule of all classes taught by Millstone teachers and a remote back-toschool night for parents. During a question and answer session hosted by the Board of Education on July 16, Superintendent of Schools Christopher Huss said a remote learning plan is being worked on. “At this time, we have committees of paid teachers doing professional development on revamping our entire virtual plan,” Huss said. “It will include a schedule of at least four hours where students are required to attend a class at that time. It will be much more structured (than March through June), it will have an increase in the amount of FaceTime with teachers, students and peers.” Huss said the plan had not been completed as of July 16 because it is going to be different for each of Millstone’s three schools: the primary school, the elementary school and the middle school. “I can say that from the feedback on surveys, from staff and parents, that we conducted at the end of (the 2019-20 school year), we have a pretty good list of what needs to change (in virtual education), what needs to be done differently, what was done well and what will continue,” Huss said. “Obviously, the biggest thing is that people want more face-to-face synchronous learning, so that’s something we will continue to work on improving.” District administrators said they are considering several options for parents who want to send their children to school for in-person education. One option would be in-person education five days a week with the possibility

of full capacity in a building. This option would require students to wear a face covering at almost all times because the option would not be conductive to social distancing protocols (including classrooms, where desks could not be spaced 6 feet apart if a school opened at full capacity). District administrators said a face covering for students would only be required when social distancing is not practicable, although that is subject to change. Individuals who wish to wear a face covering throughout the entire day would be allowed to do so. A second option being considered is a staggered schedule that would be intended to reduce a building’s capacity and follow social distancing protocols by incorporating a hybrid program of in-person and remote instruction. In that scenario, classroom desks will be spaced 6 feet apart and social distancing will be practiced as much as possible, which is expected to allow students some opportunities to remove a face covering. Two options have been proposed for a staggered schedule. In one, students will rotate every other day between in-person learning and at-home activities such as homework, projects and independent work on tech-based apps. In the second, students will attend inperson sessions on Monday and Tuesday or on Thursday and Friday. Wednesday will be reserved for remote instruction for all students. On days when students are at home, they will complete independent learning activities and projects and use tech-based apps, according to district administrators.

If a large percentage of parents select a full-time remote education for their children, the in-person attendance may be at a point where every child who returns to a school can be accommodated and social distancing protocols can be followed five days a week, district administrators said. “Hand sanitizer will be in every classroom and in the hallways, it will be in every office and we will be encouraging hand washing as much as possible,” Huss said. Students who ride a bus to and from school will be required to wear a face covering because social distancing will not be possible on a bus with more than 11 students, according to district administrators. Bus transportation will be made available for every student, but administrators will ask parents who do not need or want a seat for their child to waive their entitlement to transportation to help reduce the number of children on a bus. For lunch, administrators said student eating spaces will consist of a combination of tables and unused classroom desks spaced 6 feet apart. If social distancing in lunchrooms is not practical because of the number of children attending school, additional spaces may be used and classrooms or outdoor dining may be considered. Millstone parents are asked to complete a survey to help administrators fashion a reopening plan. Sierra Club, Pinelands group file motion for stay on pipeline

ttorneys representing the New Jersey Sierra Club and the Pinelands Preservation Alliance have filed a motion for a stay on the New Jersey Natural Gas (NJNG) Southern Reliability Link (SRL) pipeline and a motion to supplement the record with the Appellate Division of the Superior Court of New Jersey. According to New Jersey Natural Gas, the Southern Reliability Link “is being developed to support the safe, reliable, resilient distribution of natural gas to our customers.” “The SRL will provide a major interstate connection between NJNG’s distribution system that serves customers in Ocean, Burlington and Monmouth counties and the interstate pipeline system adjacent to the New Jersey Turnpike. “By reinforcing the supply of natural

gas with a feed from a separate interstate supplier into the southern end of NJNG’s system, the SRL will help mitigate potential customer interruptions, enhance system resiliency and ensure safe, reliable natural gas service for the region,” the company states. Two weeks ago, the New Jersey Department of Environmental Protection (DEP) sent a letter of suspension to NJNG. The action includes a suspension of the company’s Freshwater Wetlands permit and the department is re-evaluating the project’s ability to move forward, according to a July 22 press release from the Sierra Club and the Pinelands Preservation Alliance. The suspension letter from the DEP cited three separate inadvertent return (IR) incidents that occurred during horizontal directional drilling (HDD) in Upper Free-

hold Township. An IR is an un-permitted release of drilling sludge, chemicals and fluid into the environment surrounding the construction area. According to the press release, five additional IR incidents had been reported in 2019 in the Pinelands portion of Joint Base McGuire-Dix-Lakehurst in south central New Jersey. The first incident reported on Jan. 31, 2019 discharged 444 gallons into adjacent wetlands. On Feb. 4, 2019, about 80 gallons of slurry were discharged into wetlands. On Feb. 7, 2019, two separate IRs yielded about 490 gallons that were discharged. On Feb. 8, 2019, about 100 gallons were discharged at the same station, according to the press release. There have been reports along the SRL

pipeline route in Monmouth, Ocean and Burlington counties about problems with the construction of the pipeline. These reports include suspected spills, sinkholes and materials from drilling finding their way into streams and ditches, according to the Sierra Club and the Pinelands Preservation Alliance. Within the past month, an occupied house in Upper Freehold was condemned because NJNG caused a blowout while drilling and cracked the foundation of the home along the route of the pipeline, according to the press release. The Sierra Club and the Pinelands Preservation Alliance are asking the court to halt all construction of the SRL until their ongoing appeals have been decided. NJNG has been constructing the pipeline while litigation continues in the matter.

Elder is completing his first term on the council, having joined the governing body in January 2018. Cotte has been a resident of Allentown since 1998. She ran for a council seat in 2018. Torsiello has served as a member and vice chair of the Upper Freehold-Allentown Municipal Alliance. The alliance coordinates the planning and education of substance abuse prevention efforts in the two communities, according to Allentown’s municipal website. The Borough Council has six members. In addition to Elder and Anthony, the 2020 council includes Robert Strovinsky, Michael Drennan, Martha Johnson and Dan Payson.

According to a press release from the governor’s office, under the law, the state has the authority to issue bonds totaling $2.7 billion for the remainder of the extended Fiscal Year 2020, which runs through Sept. 30, and up to an additional $7.2 billion for the nine-month Fiscal Year 2021 that runs from Oct. 1, 2020 through June 30, 2021, for a combined amount of up to $9.9 billion to be issued over the two periods. “The current economic crisis is virtually unprecedented in both its severity and swiftness,” Murphy said upon signing the legislation. O’Scanlon, who is a member of the Senate Budget and Appropriations Committee, said borrowing $10 billion will produce a bill for taxpayers of more than $40 billion over the next 35 years.

2020 Ford Edge ST AWD

I

n June of 2009, things looked very bleak for American automakers like, Ford, Chevy and Chrysler. Swept up in the financially crippling housing market lending bubble that burst rather abruptly, many stalwart American companies, like Ford, were literally on the verge of insolvency. Led by President Barack Obama, the government issued massive amounts of bailout money in an attempt to keep the American autoPeter Perrotta makers from withering away into the abyss. Ford took advantage of about $9 billion in line-of-credit government loans to right its ship and get itself sailing in the right direction again, while the entire country slowly emerged from this severe financial crisis. Now, more than 11 years later, companies like Ford and Chevrolet can proudly say that they survived this crisis and are once again viable economic forces on the American landscape. One of the things, Ford did, in order to become meaner and leaner in the face of this crisis was to streamline its product line. They began offering less models. Thus, they were in a better position to build higher quality cars and trucks by concentrating their production efforts on less product. The formula worked. While not perfect, most of the models in the current Ford lineup are solidly built trucks or cars that compare quite nicely with most of what the Japanese, Korean and German automakers have. My recent one week test drive in the 2020 Ford Edge ST AWD did nothing to dissuade me from that thesis. Overall I found the 2.7 liter, V-6 turbo Edge ST to be a very solid offering and contender in the very crowded two row, midsized crossover SUV segment. This sporty Edge is performance oriented enough to thrill the driving enthusiast and yet, at the same time, roomy and comfortable enough to fill the needs of a cargo carrying family. This aggressively styled Edge is flashy and edgy enough to turn heads and it grips the road quite nicely through twists and turns in any kind of weather, thanks to its

capable all wheel drive system. Introduced in 2007, this marks the 13th year that Ford has included the mid-sized Edge in its lineup. The 2020 model is relatively unchanged from last year’s version when the Edge did receive a fairly significant face lift. In 2019, Ford gave the Edge a new look with a significantly changed front grill, revised front and rear bumpers and more modern looking front and rear lighting elements. They laid to rest the Sport model and in its place introduced the ST, with its twin turbocharged V-6 engine. I must say, I like the new aggressive looking ST model. As an added option my Blue Met tester added a $2,695 performance package that included performance brakes; 21-inch premium painted black wheels and summer tires. The base price of the Edge ST is $43,265. The tester had $8,030 in options. When you add in the $1,245 destination charge the MSRP sticker price was $52,540. The other added options included: $4,840 for a Group A equipment package and $495 for a cold weather package. The Group A package includes: garage door opener; perimeter alarm; wireless charging pad; panoramic roof; voice activated, touch navigation system; adaptive cruise control; remote start; heated rear seats and heated and cooled front seats.

The cold weather package added a heated steering wheel; front and rear all weather floor liners and a windshield wiper de-icer system. The Edge is also offered in the base model SE trim (starting at $32,195); a midlevel SEL ($35,450) and the top of the line $39,195 Titanium edition. The Edge is the only model offering the V-6. The other models come standard with a 2.0 liter, 4 cylinder turbo engine that puts out 250 horsepower. The V-6 gets a spunky 335 horse. In general the auto critics have been kind to the Edge. The folks at Consumer Reports say: “the Edge can rival a luxury car with its quiet cabin, steady ride and agile handling.” Car and Driver wrote: “ranging from adequately equipped base models to the sporting ST, the Edge offers something for everybody”. Car and Driver gave the Edge high marks for its quiet cabin, comfortable seats and plentiful standard equipment. For low marks, Car and Driver says the Edge’s interior materials were “subpar” and its handling was clumsy. To be honest, I didn’t find the interior accoutrements to be subpar. I would rate it more like average. As far as handling goes, I thought the steering could have been tighter. This Edge drives more like a luxury SUV – serving

up a soft and cushy ride that at times could feel a bit squishy. The Department of Transportation’s EPA fuel economy ratings for the Edge come in at 21 miles. The EPA estimates that this Edge will cost about $1,950 a year in fuel to operate as it uses about 4.8 gallons of gas per every 100 miles driven. In the government’s five star crash ratings test, this Edge had very strong marks, sporting a 5 star rating for its overall vehicle crash test score. It received 5 stars for front crash for both driver and passenger side, 5 stars for the side crash test and 4 stars in the rollover test. The center console infotainment system is slightly above average. While there is nothing overly impressive about the infotainment system, which mainly controls navigation, phone and audio controls, it functions quite easily and seamlessly for any of the day-to-day driving functions asked of it. Overall, I would recommend that anyone who is considering leasing or purchasing a mid-sized, two row crossover or SUV, should give serious consideration to the Ford Edge.

Allentown inks medical services agreement with Upper Freehold By MARK ROSMAN Managing Editor

ALLENTOWN – Municipal officials in Allentown have formalized a shared services agreement with Upper Freehold Township for emergency medical services provided by Capital Health System. Borough Council members passed a resolution on June 9 to make the arrangement official. Capital Health System has been providing services in the two neighboring communities since Feb. 1. Each municipality will be an independent contractor with the vendor for services. The cost of the shared service will be $300,000 per year annually for four years beginning Feb. 1, 2020. Allentown’s share of that expense is 27.5% or $6,875 per month for the first 11 months of the contract, according to the resolution. The amount payable by Allentown will not exceed $75,625 for the first year of services. Borough officials agreed to immediately pay Capital Health System for services rendered from Feb. 1 through June 30. Mayor Thomas Fritts thanked Borough

Attorney Greg Cannon for his work on the contract and said, “I worked with (Upper Freehold) Mayor (Stephen) Alexander on this agreement. The agreement solidifies first aid services in the borough, which are so critical.� Capital Health System provides 24hour emergency medical services in Allentown and Upper Freehold Township. Allentown council members previously pledged to continue to make an annual donation to the Allentown First Aid Squad. In 2019, the borough made a $22,560 donation to the first aid squad. For 2020, the donation will be $12,597, according to the municipal budget. According to the 2020 Upper Freehold Township budget, municipal officials have appropriated $222,000 for emergency medical services. In 2019, that line item was $0. In 2019, Upper Freehold officials made a $61,000 contribution to the Allentown First Aid Squad. The 2020 budget shows no appropriation to the first aid squad. Officials in both towns worked together to enter into a shared services agreement
