County activates traffic light at busy intersection By MATTHEW SOCKOL Staff Writer

fter nearly four years of planning, design and construction, a new traffic signal that has been installed at a busy intersection in Tinton Falls has been activated. The traffic signal was constructed at the intersection of Monmouth County Route 13A (Sycamore Avenue) and Monmouth County Route 51 (Hance Avenue). Members of the Monmouth County Board of County Commissioners held a ceremony at the site on April 22 to mark the signal’s activation. In addition to constructing the traffic signal, construction crews installed a “Red Signal Ahead” sign, widened Sycamore Avenue to accommodate a dedicated left turn lane for vehicles heading east, completed curb work, milling and pavement resurfacing, upgraded signs and revised street striping along all approaches to the intersection, according to a press release from the county. The development of the traffic signal at the intersection of Hance and Sycamore avenues dates back to 2017. Because both streets are under the jurisdiction of the county, the project was handled by the county’s governing body. According to the county, the injury rate that occurs from motor vehicle accidents at the intersection of Hance and Sycamore avenues is more than three times the state average, and has totaled $12 million in damages and personal injuries during the past 20 years. After discussions with Tinton Falls officials and residents during the following years, the commissioners (formerly the Monmouth County Board of Chosen Freeholders) expected the traffic light to become operational in 2020. the coronavirus pandemic that overtook New Jersey in March 2020. County officials said the pandemic created shortages in certain materials and prevented them from obtaining the traffic signal equipment in a timely manner.

Volunteers needed to support survivors of sexual violence

or 45 years, 180 Turning Lives Around, a private nonprofit organization in Monmouth County, has provided support and advocacy for victims of sexual violence in the aftermath of a highly emotional and traumatic experience with the assistance of its dedicated Sexual Assault Response Team (SART) volunteers. 180’s specially trained, confidential victim advocates, with countywide law enforcement and the Forensic Nurse Examiners program, provide emotional support and assistance to victims, and their significant others, during accompaniments for timely and sensitive hospital medical examinations, and police and grand jury pro-

cedures, according to a press release. 180’s volunteers also provide telephone support, which includes at the time of crisis, addressing medical and emotional needs, information regarding the justice system, and referrals for services. The volunteers also provide support and advocacy for the survivor’s significant other and adult survivors of childhood sexual assault, according to the press release. The organization’s directors are inviting the community to join 180’s life-changing mission. 180 will conduct the mandatory, 40-hour SART training course for new volunteers from June 1-24 (Tuesdays, Wednesdays and Thursdays) from 6-9:30

p.m., remotely via Zoom. Basic requirements for volunteers to apply include that they must be 18 years of age or older, have access to reliable transportation, possess a valid driver’s license, be willing to serve on an on-call shift basis, participate in an interview process and submit to fingerprinting and background checks. 180 is committed to a socially and culturally diverse team to best serve the community. It will not only protect you, but it will help us drive down community spread so we can reopen the state further,” she said. According to the press release, the changes include: • Outdoor gatherings: The outdoor gathering limit will be raised to 500 persons from 200 persons. COVID-19 metrics will continue to be evaluated with the hope of raising the limit again, perhaps considerably, prior to Memorial Day; • Large venue outdoor capacity: Outdoor capacity limits will be raised to 50% capacity for venues with 1,000 fixed seats or more. The current limit is 30% capacity for venues with 2,500 fixed seats or more. All attendees at these events are required to be 6 feet apart from other attendees, except that individuals who purchase or reserve tickets together may be seated together, but must be 6 feet away from all other groups or individuals in all directions; • Maximum capacity for certain indoor activities: Capacity limits for indoor private catered events, including proms, will be raised to 50% capacity of the room in which the event is being held, with a maximum of 250 individuals.

Gov. Murphy announces loosening of COVID-19 restrictions

n the face of the ongoing coronavirus pandemic, Gov. Phil Murphy has announced the easing of restrictions for a variety of activities and higher outdoor capacity limits, effective May 10. Editor’s note: As the Atlantic Hub went

to press on May 3, Murphy’s office issued an updated press release which indicated that the effective date for the easing of some restrictions had been moved up to May 7. Residents should check with venues and individual event organizers for the most

The Ranney School varsity baseball team opened its 2021 season on April 19 and honored a beloved member of the Ranney Operations Team as the newly renovated field was dedicated in his memory before the game. Thanks to the generous philanthropic support of Ranney School parents Gary and Joanne Chropuvka of Red Bank, (Charles ’22, Curtis ’25, and Holden ’29), the baseball field will be known as Richard G. These events must continue to follow all indoor dining protocols; • The limit for political events, weddings, funerals, memorial services and performances occurring indoors will similarly increase to 50% capacity, with a maximum of 250 individuals. Indoor religious services will continue to operate at 50% capacity, without a numerical cap; • Dance floors at indoor catered events: Dance floors will be permitted to open at indoor private catered events, including proms, with masking and social distancing requirements in place. Dance floors will remain closed at bars and other related businesses, such as nightclubs; • Graduations and proms: Schools and universities will be able to use the newly raised outdoor gathering and large venue capacity limits to hold more robust graduation ceremonies. Proms will benefit from the increases to indoor private catered event capacity and the allowance of dance floors at such events. The Department of Education and the Office of the Secretary of Higher Education will be issuing guidance to assist schools and institutions in preparing for these end-of-year events; • Carnivals and fairs: Effective May 10, carnivals and fairs are explicitly permitted to operate at outdoor amusement business capacity limits, which currently stand at 50% capacity.

enjoyed Mortal Kombat the video game long ago (early 1990s). I didn’t win much — my brothers usually got to hear the call of “Finish Him” when fighting me, but it definitely was a brothers bonding thing without breaking the tables, which made my mom happy. Now a new theatrical release of Mortal Kombat is ready to bring the battle back to the big screen. Cole Young (Lewis Tan) is fighting in underground cage matches to provide for his family when he meets Jax (Mehcad Brooks). Enter Sub-Zero (Joe Taslim), who brings with him a chilly desire to eliminate both Cole and Jax. While Jax stays to battle this intense opponent, Cole heads off to find Sonya Blade (Jessica McNamee) and attempts to put some perspective on the strange sequence of events. Cole’s birthmark is the key; it indicates

what he has inside him and makes him part of an elite club that includes champions of the Earthrealm who are recruited for an ultimate battle against the Outworld inhabitants and their supernatural powers. But are they ready for the brutality that awaits? I immediately wanted to know how the fight sequences would play out, as I didn’t expect much backstory for our characters. I was pleased when Director Simon McQuoid took a brief amount of time to give us just a taste of character background without bogging down the progression to the action that drives Kombat. It’s that taste of the details that allows us to connect with some characters while leaving us wanting from others. Mortal Kombat is loaded with battles, many of them head-to-head as if you were fighting your brother, at least in my case. The fights are like a beautifully choreographed dance in detailed environments. Oh, and the end kills are every bit

as brutal as in the game and not for the weak-stomached. Kombat is an R-rated film, and as such it can take the conclusions of battles and ramp them up to an extreme. It earns its rating. Finally there are the one-liners. Your favorite game phrases from “Finish Him” to “Flawless” are there. Mortal Kombat is by no means a great film by any measuring stick, but it was exactly what I hoped it would be. I was transported into the world of video games

Tinton Falls council members adopt $26.9M budget By MATTHEW SOCKOL Staff Writer

TINTON FALLS – Members of the Borough Council have adopted a $26.9 million budget to fund the operation of Tinton Falls during 2021. The local tax levy – which is the total amount all of the borough’s residential and commercial property owners pay to support the budget – will not increase from 2020. The $26.9 million budget, which was adopted on April 20, will be supported by the collection of $16.2 million in taxes from Tinton Falls’ residential and commercial property owners. Other revenue in the budget includes the receipt of $1.49 million in state aid and the appropriation of $4 million from the borough’s surplus fund (savings). Tinton Falls’ 2020 municipal budget totaled $26.6 million and was also supported by the collection of $16.2 million in local taxes. Other revenue included the receipt of $1.49 million in state aid and the appropriation of $3.63 million from the surplus fund. From 2020 to 2021, appropriations have increased by $303,408 and the tax levy has remained stable. In 2020, the municipal tax rate was 46.5

cents per $100 of assessed valuation. The average home in Tinton Falls was assessed at $358,195. The owner of that home paid about $1,665 in municipal taxes (0.465 x 3,581). In 2021, the municipal tax rate is projected to be 44 cents per $100 of assessed valuation. The average home assessment is estimated to be $367,074. The owner of that home will pay about $1,615 in municipal taxes (0.44 x 3,670). Municipal taxes are one item on a property owner’s tax bill, which also includes Tinton Falls K-8 School District taxes, Monmouth Regional High School District taxes, Monmouth County taxes and fire district taxes. Individuals pay more or less in taxes depending on the assessed value of their home and/or property and the annual tax rate that is set by each taxing entity. Municipal taxes account for 23% of a property owner’s tax bill. School taxes account for 58% of a property owner’s tax bill. Monmouth County taxes account for 15% of a property owner’s tax bill. The remaining 4% goes to the fire district and municipal open space taxes, according to a presentation on the borough’s website. In a presentation, municipal officials said the borough’s “budget structure con-

tinues to result in a positive position in available cash and reserves, which adds to our ability to stabilize the tax rate and weather economic downturns.” Regarding the 2021 budget, municipal officials said, “The budget provides necessary funding for all municipal services and for continued capital investment in the borough’s infrastructure, parks, and equipment. The budget allows for the regeneration of surplus (funds) used.” State aid to Tinton Falls has remained flat for 12 years. Tinton Falls received a credit rating upgrade in 2020. Municipal officials quoted a Moody’s Investors Service press release dated Aug. 14, 2020, which said, “Moody’s Investor Service has upgraded Tinton Falls’ general obligation unlimited tax rating to Aa1 from Aa2. “Concurrently we have assigned an Aa1 rating to the borough’s General Obligation Refunding Bonds, Series 2020. “The upgrade to Aa1 reflects the borough’s increasingly strong finances. 2021 Cadillac CT5 V-Series

f you live in New Jersey you already know that when it comes to cars and music our biggest ambassador is The Boss himself – Mr. Bruce Springsteen. One of the many gems he penned was Pink Cadillac. A small bit of that song proclaims: “I love you for your pink Cadillac. Crushed velvet seats. Riding in the back. Cruising down the street. Waving to the girls. Feeling out of sight. Spending all my money. On a Saturday night.” Wow! The vision you get from that song is almost perfect. But that was then when the brand was noted for being the ultimate big cruiser mobile. The 2021 Cadillac brand has morphed into something a lot more performance and technology oriPeter Perrotta ented than what it once was. The new Escalade is a technological wonder, featuring one of the world’s most advanced infotainment screens. Last year, Cadillac stuffed its former CTS sedan and replaced it with the CT5 – a more sculpted version with a sportier stance. And, this year, it pivoted even more in the direction of offering a more performance lineup by coming out with the CT5 V-Series sedan. The CT5 V-series sedan features a high output 3.0 liter twin turbo V-6 engine which uses low inertia turbochargers to enhance power production across the rpm band. It is rated at 360 horsepower and 405 pound feet of torque. Cribbing from the press release offered by Cadillac on the new CT5: “CT5 recasts the concept of American luxury with a distinctive fusion design, performance and comfort, supported by the brand’s latest technologies.” I recently jumped behind the wheel of the 2021 Cadillac CT5 V-series for one week to see where this fairly new offering stands among its competition in this segment. The problem is this segment of the sports sedan market features some stiff competition – namely the BMW 3 series,

Mercedes C class and the Audi A-5. The folks at Car and Driver said: “When compared with its rivals the CT5 doesn’t have the sharpest reflexes or the poshest cabin, but its handsome styling helps it stand out from the crowd.” In this case the CT5’s main rivals are all German imports. So, does the CT5 V-series drive like a German import with its stickto-the-road handling? Absolutely not. The CT5 V-series has its own personality. Overall, I would say that the CT5 Vseries is a good-looking sports sedan with plenty of Wow! factor. It is fast enough to make it an exciting ride and luxurious enough to impress. Personally, I found it to be comfortable in the fit category, albeit I could have used a tad more leg room. Its interior ergonomics are good and its infotainment system works well and isn’t confusing to use. Here’s the rub with the CT5 V series. It doesn’t handle like a German import performance sports sedan. What I mean by that is that in the ride and handling department you get a much different feel than a 3 series BMW or a C

class Mercedes. The BMW and C Class give you a tight handling ride you can take through some hairpin turns at high speeds in confidence, and like most European cars, you feel the road under you a bit more. If you harken back to Springsteen’s vision, the DNA of the Cadillac just isn’t the same. If you are looking for that Euro sports car feel then the CT5 V-series just may not be for you. But, if you are more comfortable with a bit of a softer, more pillowy ride that still gives you some power pizzaz, then the CT5 may just be the ride for you. The all wheel drive CT5 V-series sedan I drove carries a base sticker price of $47,795. With added options and $995 for destination and delivery the bottom line sticker price on my tester came in at $65,445. Added options included: $6,290 for the Platinum Package; $5,290 for the Premium Package; $2,000 for the all wheel drive; $1,950 for driver assist and advanced security; $635 for Satin Steel metallic paint and $500 for the driver awareness plus package.

The Platinum Package includes: an ultraview sunroof; leather seats and a parking package. The Premium Package includes: lighting package; navigation and Bose premium; climate package and a technology package. The EPA fuel consumption rating for this model comes in at 21 miles per gallon overall – 26 mpg in highway driving and 18 mpg in city driving. The EPA estimates that it will cost about $2,300 a year in fuel expenditures to run that CT5 as it uses about 4.8 gallons of gas per every 100 miles you drive it. In the government’s 5-star safety ratings it did not get an overall score yet or a score for the frontal crash test. It received 5 stars for the rollover test and 5 stars for the side crash test. Later this year, Cadillac will introduce the “Super Cruise” feature for the CT5 V series. It will be the world’s first true hands free driver assistance feature.

Two Republicans are seeking their party’s nomination to run for the borough’s governing body in the Nov. 2 general election. The GOP primary on June 8 will be uncontested According to the Monmouth County Clerk’s Office, the four Democrats who are seeking two nominations in the June 8 primary election are incumbent council members Kate Triggiano and Hazim Yassin, and challengers Bruce Maida and Jacqueline Sturdivant. The Republicans who are running uncontested in the primary election are Jonathan Maciel Penney and Christine Stout. The Triggiano and Yassin ticket will square off against the Maida and Sturdivant ticket in the Democratic primary.

When they go to the polls on June 8, registered Democrats may select any two candidates from among the four residents who are seeking the nominations. The general election will be held Nov. 2. The two winning candidates will serve terms that will run from Jan. 1, 2022 through Dec. 31, 2024. An individual who wants to run for Red Bank Borough Council as an independent candidate has until June 8 to file a nominating petition and secure a place on the Nov. 2 ballot. Democrats hold all six seats on the Borough Council and the mayor’s office. Republicans last held seats on the governing body in 2018.
