Monmouth Conservation Foundation works to preserve open space By CHARLES DAYE Staff Writer

T

he executives who direct the efforts of the Monmouth Conservation Foundation (MCF) believe having access to parks and open spaces has improved Monmouth County residents’ quality of life during the 2020 coronavirus pandemic. The foundation, which has offices in the Lincroft section of Middletown, is Monmouth County’s only county-wide land trust. At present, the foundation’s directors are working on about a dozen open space initiatives throughout the 665-square-mile county that is home to almost 620,000 residents. The Monmouth Conservation Foundation was founded in 1977 by Michael Huber and Judith Stanley Coleman as a nonprofit organization. The foundation works to preserve land and protect the county’s natural habitat. During the past, 43 years, the organization has saved more than 22,500 acres of open space and farmland, according to its website. As more farmland and open space is targeted for development for residential and commercial uses, the foundation forms partnerships by serving as a facilitator and/ or partner among public and private entities.

The foundation’s objective is to preserve land by determining how a property will be best preserved and used so the public benefits. MCF Executive Director William Kast-

ning said the foundation has a priority list of 11 projects at the present time. He said the foundation is “trying to raise sufficient funds to match funds provided by the state, the county, a municipality or individuals.”

He said the foundation is working on projects in Howell, on farmland preservation initiatives in Colts Neck, and on three waterfront projects, including Swimming River Park in Red Bank. The MCF is also interested in improving green space in the more urban areas of the county such as Asbury Park and Long Branch. “In general, we have park projects, we have farmland projects … We are also saving properties that surround Naval Weapons Station Earle in Howell, Colts Neck and a few other municipalities, so we are working with the Navy on those projects,” Kastning said. He noted that “many people think we are part of the Monmouth County Park System or the county, which of course we are not. We are an independent organization.” MCF Deputy Executive Director Amanda Brockwell said that in addition to using funding that is provided by taxpayers, the organization “is raising private dollars from people around the county and beyond that ultimately go to fund these projects.” In September 2019, the New Jersey Department of Environmental Protection’s Green Acres program and the MCF completed the $3.8 million purchase of 190 acres of forests and forested wetlands that (Continued on page 7)

2020 Monmouth County Fair cancelled due to coronavirus pandemic By MARK ROSMAN Managing Editor

T

he Monmouth County Fair, which has long been a staple of the summer season in the county, has been cancelled for 2020 as a result of the coronavirus pandemic.

There will be no racing pigs, no pie eating contests, no friendly cows to pet and no surprise performance from Bruce Springsteen (“The Boss” joined Sonny Kenn onstage at the fair in July 1982). A message posted on the Monmouth County Fair Facebook page on May 27 re-

ported that the fair will not take place in 2020, but states that “plans are already in the works to make 2021 our best fair yet! We hope to see you in the parks this summer.” The county fair is organized by the Monmouth County Park System and the

Rutgers Cooperative Extension and is held during the last week of July at the East Freehold Showgrounds in Freehold Township. Each year the fair features rides, entertainment, food and vendors, and the event

Hotel Tides to host Trianglist works by Howard Schoor

A

t 81, Howard Schoor has had too many life acts to assign a number to this one. Trianglism is his personal art/life movement. Schoor’s mold is that of other self-taught originators, existing apart from the art world establishment. A phrase widely attributed to art historian and author Roger Cardinal, “outsider art” is described by The New York Times writer Roberta Smith as encompassing a “certain purity.” Smith went on to describe it as “an unstoppable need to make art unsullied by the ‘insider’ art world, with its fine art degrees and commercial machinations that always struck me as rather hoity-toity.” Schoor’s Trianglist works embody inescapable purity. The art is unsullied. His medium is spackling paste, oils, acrylics and markers on canvas, according to a press release. Howard Schoor’s art will be on display at Hotel Tides, 408 7th Ave., Asbury Park, from June 14 through July 12. Schoor is a classically trained and licensed professional engineer. He built and led one of the United States’ largest regional engineering firms from 1967-92 in Manalapan. Daily, he worked with – and sometimes against – the triangle. Today, the triangle remains the focus of his art conscious. Then as now, Schoor leverages their angles and, as he discerns it, aesthetic, to shape and deliver compelling visual narratives, according to the press release. His Trianglist works evidence his love of architecture, forms, angles and shapes, and his belief that “less can be more.” Trianglism tells a story. The Trianglist, Schoor, engineers emotion. Schoor was an art consumer long before he was an art creator. For a long time he, too, succumbed to the “hoity-toity” and “hocus-pocus” commercial machinations of the “insider” art world. As a consumer of important works, he learned quickly the arbitrary nature of the contemptible phenomenon called “art value.” He was driven to, more than merely arriving at, the decision to return art value to its rightful place. “Pleasure became my barometer. If the art pleased me, it was valuable.” Emboldened, he began to create. Schoor lives and creates art in Jupiter, Fla., Bethel, N.Y., and Asbury Park. Trianglism occupies an original art

Public hearing on Eatontown municipal budget scheduled for June 10 By MARK ROSMAN Managing Editor

EATONTOWN – The Eatontown Borough Council will conduct a public hearing on the proposed 2020 municipal budget on June 10. Council members introduced the $27.34 million budget on May 13 and may vote to adopt it following the public hearing. Eatontown’s residential and commercial property owners will pay $18.49 million in a local tax levy to support the municipal budget, according to the budget document that has been posted on the borough’s website. Other revenues in the 2020 budget in-

clude the receipt of $1.46 million in state aid and the appropriation of $4 million from the borough’s surplus fund (savings). In 2019, Eatontown’s budget totaled $26.25 million and the total local tax levy was $18.2 million. The municipal tax rate was 80.3 cents per $100 of assessed valuation. The average home was assessed at $349,405 and the owner of that home paid $2,806 in municipal taxes. In 2020, Eatontown’s municipal tax rate is projected to remain 80.3 cents per $100 of assessed valuation. The average home in the borough is now assessed at $359,783. The owner of that home will pay $2,888 in municipal taxes.

Municipal taxes are one item on a property owner’s tax bill, which also includes Eatontown Public Schools taxes, Monmouth Regional High School taxes and Monmouth County taxes. An individual pays more or less in taxes depending on the assessed value of his home and/or property, and the tax rate that is set by each taxing entity. The largest single appropriation in the borough’s 2020 budget is the salaries and wages that will be paid to Eatontown’s police officers, $6.15 million (approximately 22.5% of the budget). The budget includes a $250,000 appropriation for other police department expenses.

Basie Awards announces June 9 online broadcast

T

he Count Basie Center for the Arts, Red Bank, has announced that the 2020 Basie Awards, the annual celebration of Monmouth County high school theater presented by Bank of America, will take place online on June 9 at 8 p.m. exclusively on theBASIE.org and Facebook. This year’s Lifetime Achievement Award, recognizing outstanding commitment to the arts in the community, will be presented to New Jersey Governor and First Lady, Phil and Tammy Murphy. The First Lady is a former Basie Center trustee, according to a press release. “The Basie Awards have celebrated the extraordinary talent in Monmouth County for over a decade,” said Adam Philipson, president and CEO of the Count Basie Center for the Arts. “In doing so, we have created a deeply supportive and connected artistic community. Though we won’t be in the theater screaming and cheering, by being virtual, the accolades will be celebrated far and wide. We can’t thank enough our title

were added to Allaire State Park at the border of Howell and Wall Township. The parcel is referred to as the McDowell property. “That was a project that is particularly great in terms of size, but also one of the last remaining pieces to expand Allaire State Park,” Brockwell said. “The irony of (the pandemic) is that parks are packed now. People are craving outdoor opportunities and to be part of that important acquisition was a timely opportunity. “For Allaire State Park to be expanded by 200 acres to allow for more areas of passive trails, essentially right before this crisis hit … is serving a lot of people right now,” she said. Brockwell said the county’s parks and open spaces have been an unexpected silver lining during the pandemic. “I think it is fair to say our quality of life in Monmouth County is so much better right now because of all the opportunities people have to access open spaces and trails, and really maintain their mental and physical health at a time when we desperately need it. “What unifies all of these different (foundation) projects is that we can take an experience like what we are going through right now with this (pandemic) and reflect on a lot of priorities and what is important in our lives. “One thing I think has come forward for a lot of people is (having) access to these lands we are protecting, and it is a important thing to support,” Brockwell said. Kastning said he hopes residents and visitors will continue to enjoy Monmouth County’s parks and open spaces once the pandemic passes.

Red Bank native Crystian signs letter of intent to play for FDU By STEVEN BASSIN Staff Writer

I

t was going into her freshman year of high school that Taylor Crystian knew she could pursue her dream of playing college basketball at the NCAA Division I level. The Red Bank native began her journey on the hardwood when she was in fourth grade and by middle school she was playing competitively in travel basketball leagues. Over the last four years, Crystian showcased her skills at the high school level, tallying almost 950 career points during stops at Mater Dei Preparatory School, Middletown, The Patrick School, Elizabeth, and Red Bank Regional High School, Little Silver. All of her hard work and dedication came to fruition on April 15 when Crystian signed a national letter of intent to play for Fairleigh Dickinson University at the school’s Metropolitan Campus in Teaneck, Bergen County. “It’s an incredible opportunity to play at the D-1 level and to continue to do something I love,” Crystian said. “I wanted to go somewhere my family could come to see me play. FDU has a great coaching staff and the players there are great. It was a perfect fit.” Basketball is a big part of Crystian’s family. Her brother, Miles, recently completed his freshman year playing for the Fairleigh Dickinson University-Florham team in Madison, Morris County. Her parents, Simmee and Memone, have been with her every step of the way, helping her to become the best player she can be. Her father, Simmee, helps to train her as well. While playing AAU basketball for the Central Jersey Hawks, Crystian was able to develop an all-around game from the coaching of Randy Westrol and Mary Beth Chambers-Bowler that helped her make an impact from the time she stepped onto the court at Mater Dei Prep. During her two years as a member of the Seraphs, Crystian helped the squad put together consecutive 14-win seasons. As a sophomore, she led the team in assists and steals, and was the Seraphs’ No. 2 scorer. Her performance caught the attention of Coach Brian Laux, who made it clear to

Crystian that she was good enough to earn a Division I scholarship, she said. After two years at Mater Dei Prep, Crystian accepted the challenge of transferring to The Patrick School, a parochial powerhouse in Union County. It was a move Crystian knew would help her take her game to the next level, even if it meant seeing less playing time. It also made sense for her family since Miles was already attending the school. Crystian played very well coming off the bench for the Celtics during the 201819 season. Playing against the best competition in New Jersey and being coached by Damel Ling and Charles Hawley taught Crystian a lot about perseverance and to keep setting the bar higher for herself to accomplish more, she said. “It was a great experience,” the young woman said. “The school was like a community. Everyone knew each other and it was a great program to be a part of.” When The Patrick School shut down its girls basketball program, the final chapter of Crystian’s high school career came full circle when she chose to attend Red Bank Regional. She said she saw it as the perfect time to join a team she had always wanted to play for. Crystian joined a Buccaneers squad that was coming off a 20-9 season and an appearance in the semifinals of the NJSIAA Central Jersey, Group 3 state sectional tournament.

After being welcomed by her new teammates with open arms, Crystian helped the Bucs win the Shore Conference B North Division title and earn the No. 1 seed in the state sectional tournament. She was the Bucs’ leading scorer with 369 points and earned second team AllDivision honors and third team All-Group 3 honors. “I learned so much about myself this year,” Crystian said. “I was able to contribute to the team and we did very well. It helped make me stronger.” One of Crystian’s favorite memories during her year with the Bucs was playing Manchester Township High School in the quarterfinals of the Shore Conference Tournament on Feb. 22 at the RWJ Barnabas Health Arena in Toms River. She scored 21 points as Red Bank came up just short of defeating the defending conference champions, losing to the Hawks, 64-61. “Even though we lost, it was a fun experience playing in front of a big crowd in a tournament game,” Crystian said.

“You had people in the crowd booing and cheering you. It was pretty cool to have the chance to play in that type of environment,” she said. Red Bank finished the 2019-20 season with a 21-7 record and reached the quarterfinals of the state sectional tournament. Crystian is the first Red Bank girls basketball player to sign with an NCAA Division I school in 19 years. Off the court, she holds a 4.0 GPA and plans to study biology in college, with a goal to pursue a career in the medical field. The high school story for Crystian ended with the goal she worked hard to achieve: a scholarship and a spot at a Division I program. Crystian said she is thankful for everyone who has been a part of her journey; from her family, coaches and teammates, to her trainers Corey Bennett, Elijah Allen and Ellonya Green. She said there are a lot of people who have helped her get to where she is today.

High school athletic association adds COVID-19 sports task force

T

he New Jersey State Interscholastic Athletic Association (NJSIAA) has established the COVID-19 Sports Advisory Task Force, a group of athletic directors from across the state who will consider sport-specific proposals and recommendations with a focus on implementing, executing and enforcing potential modifications. The May 28 announcement follows by one week the NJSIAA’s formation of its COVID-19 Medical Advisory Task Force, which will identify and implement general and sport-specific modifications, according to a press release. These two task forces will work inde-

pendently, but communicate regularly and provide ongoing counsel to each other, according to the press release. Both panels will make recommendations to NJSIAA leadership, which will then work within governmental and National Federation of High School Sport guidelines to manage the safe return of high school sports in New Jersey. The Sports Advisory Task Force will be chaired by Dave Frazier, the Rutherford High School athletic director and a former NJSIAA president. The task force will also include Denis Nelson, River Dell High School athletic director; Kevin Murphy, Washington

Township High School athletic director; Ryan Miller, Scotch Plains-Fanwood High School athletic director; Vito Chiaravalloti, Christian Brothers Academy athletic director; Dan Uszaki, Northern Burlington Regional High School athletic director; and Todd Ricker, Parsippany Hills High School athletic director. Tom Mullahey, the Clifton High School athletic director, will serve as the NJSIAA Executive Committee liaison, and Colleen Maguire, the NJSIAA’s director of finance and administration, will serve as the NJSIAA liaison. “More than anyone else, athletic directors want to see a safe return to high school

sports,” Frazier said. “But we also clearly understand the significant challenges ahead. “I’m confident we will make tremendous progress and optimistic we will see kids playing again before too long. “But it’s essential to manage expectations and prepare our students-athletes – as well as those who cheer them on – for the short-term changes that may be necessary,” Frazier said. “Input from our peers will be essential as we try to navigate the various guidelines, the needs of our members schools and the concerns of our student-athletes,” Mullahey added.

Tinton Falls council adopts $26.6M municipal budget By MARK ROSMAN Managing Editor

TINTON FALLS – The Tinton Falls Borough Council has adopted a $26.59 million budget to fund the operation of the municipality during 2020. The budget was adopted during a meeting on May 19. According to a presentation, the $26.59 million budget will be supported through the collection of $16.15 million in taxes from the borough’s residential and com-mercial property owners. Officials will use $3.63 million from nthe borough’s surplus fund (savings) as -revenue in the 2020 budget. State aid will total $1.49 million. Tinton Falls’ 2019 budget totaled $26.53 million and was supported in part eby the collection of $15.87 million in taxes from property owners. Officials used $3.87 million from the surplus fund as revenue in the budget and received $1.49 million in nstate aid. o From 2019 to 2020, total appropriations

have increased by $60,000 and the tax levy has increased by $280,000. Chief Financial Officer Thomas Fallon, who is also serving as the acting borough administrator, said the budget was adopted without any amendments from the spending plan that was introduced several weeks earlier. “As far as revenue projections go, we were able to make modifications to certain revenues prior to the introduction of the budget so we are optimistic those projections will be realized. “The budget went through the full review and approval process by the New Jersey Division of Local Government Services so we are not waiting on any guidance from Trenton at this time,” Fallon said. In 2019, the municipal tax rate was 47.2 cents per $100 of assessed valuation. Municipal taxes on a home assessed at $360,000 were about $1,700. In 2020, the municipal tax rate is projected to be 46.5 cents per $100 of assessed valuation. Municipal taxes on a home assessed at $360,000 will be about $1,674.

Municipal taxes are one item on a property owner’s tax bill. Property owners also pay Tinton Falls School District taxes, Monmouth Regional High School District taxes, Monmouth County taxes and a fire district tax. The amount of taxes an individual pays is determined by the assessed value of his home and/or property and the tax rate that is set by each taxing entity. According to the budget presentation, expenses in 2020 will include $11.7 million for salaries and wages for borough employees; $7.87 million for other expenses; $2.92 million for statutory expenses; and $2.63 million for debt service.

Tinton Falls’ operating expenses have increased by 0.75% from 2019 to 2020. Total budgeted salaries and wages, which are a component of operating expenses, have increased 1.24% and debt service remains consistent with the prior year, according to municipal officials. Borough officials have planned capital projects totaling $4.86 million in 2020, consisting of $4.64 million in general capital improvements and $220,000 in sewer utility capital improvements.
