Red Bank joins U.S. cities rallying against police brutality By MATTHEW SOCKOL Staff Writer
O
n June 9, Red Bank played host to a peaceful protest that saw hundreds of people make their feelings against racism and police brutality known. “Say Their Names” was organized by the Calvary Baptist Church, River Street, and the organization Count the Children. The event followed the May 25 arrest of George Floyd, a 46-year-old black resident of Minneapolis, Minn. Video of the arrest shows a white police officer, Derek Chauvin, pressing his knee to Floyd’s neck for almost nine minutes. Floyd was handcuffed and was face down in the street during the time Chauvin was astride him. Floyd died during the incident and Chauvin has been charged with second degree murder. Three other officers who were at the scene of Floyd’s arrest have been charged with aiding and abetting second degree murder. “Say Their Names” was held on the same day as Floyd’s funeral in his hometown of Houston. Participants gathered at Marine Park and walked to Count Basie Park. At Count Basie Park, Mayor Pasquale Menna asked those in attendance to kneel in memory of people who died as a result of racism and police brutality. “In the stillness of that silence, while we were kneeling together, we remember not just one victim, who was so graphically displayed in our own living rooms on television, but we also recall the anonymous, the nameless, the unrecognized victims for 400 years. “As I do so on behalf of myself and all my colleagues on the Borough Council, all of you should be congratulated for your courage, for your activism, and for your spirit. “Look around you, look to your right, look to your left, in back of you and in front of you for a second. In the faces around you is the community of Red Bank. We are a diverse community and not only that, but [we are for] what should be diversity in all the communities in [Monmouth] County. “We hope you take that message home, that message to all communities in trying to accomplish changes, not just at the local level, the county level and the state, but also the nation. 400 years is a long time … but your activism and your spirit is encouraging because I see in the young faces that are with us today, the hope for real change in the people who can accomplish that change,” Menna said. During the event, participants chanted expressions and statements against racism and in favor of racial equality. They chanted the names of George Floyd, Breonna Taylor, Ahmaud Arbery and others who have died at the hands of police. At one point the march stopped, people took a knee and held a moment of silence for the lives lost. The event received support from the police department, with officers guarding the route and some joining the march. Police Chief Darren McConnell previously spoke out against Floyd’s death on social media, stating, “We place great value on our relationship with the greater Red Bank community and look forward to continued collaboration with our community to strengthen those bonds and effect positive change.” The Rev. Kenneth McGhee, pastor of Calvary Baptist Church, thanked everyone for attending. “What is more sacred to every human who inhabits this planet than the gift of birth and life?” McGhee said. “It is a gift to each and every one of us God ever created. “This gift of birth and life does not come with the requirement of being born to any certain ethnicity, nor does it require you to be born a certain skin color. “This gift of birth and life does not discriminate. This gift of birth and life is so precious that parents sneak into their new-

born children’s room just to watch them breathe. “But I’m afraid that in this current society, African-Americans and other minorities have never been seen as individuals, but we are still regarded and referred to as aliens and are deemed expendable as if we do not matter. I stand before you today to tell you black lives matter,” he said. Referencing a Martin Luther King Jr. quote advocating for people to speak up about things that matter, McGhee said, “If you see something that’s going wrong, open your mouth. This is not the time to be silent. We refuse to keep silent any more. George Floyd has awakened America to the fact that we can no longer keep silent.” McGee read the names of individuals who died at the hands of police, announcing with the crowd that all of their lives mattered, before stating, “These are just a few names in a long list of our brothers and sisters. It doesn’t matter what color you
are, you are my brother, you are my sister. … It must stop.” Robin McGhee, the pastor’s wife, asked all of the mothers present to raise their hands in solidarity and said, “I fear our sons and daughters won’t come home safely when they leave the house because racism is outside their front door. “I fear because our sons and daughters wear hoodies when they leave the house and somehow that’s threatening. I fear because some who are supposed to serve and protect have fear themselves, so brownskinned citizens are treated as hostile and met with pre-conceived notions and guns drawn. “I fear because while some wearing blue (police uniforms) use excessive force with brown-skinned citizens, their partners turn a blind eye and write false reports instead of doing the right thing and de-escalating the situation and putting a stop to the abuse of the power,” she said.
“I fear because change has not yet come. I fear because our laws are not conducive to fairness and justice for all. I fear because those in positions to make a difference won’t. “I fear because the blood of our sons and daughters is shed on the streets and their bodies are disrespectfully left there for hours for the world to see. I fear because 45 (President Donald Trump) is hateful and incites racism. I fear because that could have been my son’s last eight minutes and 46 seconds. “Yet in spite of my fear, I pray for all of us. I pray for citizens of all colors and nationalities. I pray for the police. I pray for leaders and politicians, and yes, I pray for 45. “I pray for healing and understanding for each of us and I pray for peace and unity. I pray for decency, humanity and love to prevail and abide in these United States of America and throughout the world,” McGhee told those in attendance.

Tinton Falls school board adopts budget for 2020-21 academic year By MARK ROSMAN Managing Editor
TINTON FALLS – The Tinton Falls School District Board of Education has adopted a $35.05 million budget to fund the operation of the school district during the 2020-21 school year. The budget will be funded in part through the collection of $26.36 million in property taxes from residential and commercial property owners in Tinton Falls and Shrewsbury Township. The school district’s budget for the
2019-20 school year totaled $34.14 million and was supported by the collection of $25.69 million in taxes from property owners in Tinton Falls and Shrewsbury. The school district is projected to lose $160,000 in state aid from 2019-20 to 2020-21. The district received $3.34 million in state aid in 2019-20 and expects to receive $3.18 million in state aid in 202021. Administrators said the budget would provide for district-wide upgrades of the wireless network; network security upgrades; an upgrade to virtual server in-

In 2020-21, the school tax rate in Tinton Falls is projected to be 74.13 cents per $100 of assessed valuation. The average home in the borough is assessed at $358,195. The owner of that home will pay $2,655 in school taxes during the upcoming year. In 2020-21, the school tax rate in Shrewsbury is projected to be 82 cents per $100 of assessed valuation. The average home in the township is assessed at $162,039. The owner of that home will pay $1,328 in school taxes during the upcom-
ing year. School taxes are one item on a property owner’s total tax bill. Property owners also pay Tinton Falls or Shrewsbury Township municipal taxes, Monmouth County taxes and Monmouth Regional High School District school taxes. The amount of taxes an individual pays is determined by the assessed value of his home and/or property and the tax rate that is set by each taxing entity. According to a budget document posted on the Tinton Falls School District website, there were 1,444 pupils enrolled on Oct. 15, 2018; 1,415 pupils enrolled on Oct. 15, 2019; and the projected enrollment for Oct. 15, 2020 is 1,430 pupils.
Department of Agriculture kicks off #thankyouNJfarmers contest

ew Jersey Secretary of Agriculture Douglas H. Fisher has announced the #thankyouNJfarmers social media photo contest. The contest began on June 10 and each week there will be two winners selected who will each receive a $250 gift card for fresh produce to a Jersey Fresh market of choice, plus a Jersey Fresh NJ-shaped cutting board, according to a press release. An overall winner will receive a $500 gift card to a Jersey Fresh market of choice. Funding for this program is provided by USDA grant allocations. The contest will run through Sept. 1 with the final weekly winners being announced Sept. 2. The overall winner will be announced Sept. 9, according to the press release. To enter the contest, share photos of Jersey Fresh farmers, farms, markets or produce with the hashtag #thankyouNJfarmers and make sure to mention the farmer, farm or market name. Using the #thankyouNJfarmers hashtag on Facebook, Twitter, and Instagram will automatically enter an individual to win, according to the press release. “This contest will be a great opportunity to showcase the essential work our farmers do every day,� Fisher said. “They grow outstanding fruits and vegetables year after year and are the reason the Jersey Fresh brand is so trusted. We know consumers will be creative and enthusiastic in highlighting the many sectors of agriculture in the Garden State.� The weekly winners will be chosen from photographs posted on social media using the #thankyouNJfarmers hashtag.
Starting Wednesday each week, contestants will have until the following Tuesday to post their #thankyouNJfarmers photos. New Jersey continues to lift restrictions as coronavirus pandemic eases By MARK ROSMAN Managing Editor
J
une 22 will mark the next milestone date for New Jersey residents and business operators as the state continues to rebound from the 2020 coronavirus pandemic. Phased-in businesses and activities, with adherence to safeguarding and modification guidelines, for Stage Two include outdoor dining (June 15), limited in-person retail (June 15), hair salons, nail salons, barber shops and tattoo parlors (June 22),
youth summer programs (July 6), in-person clinical research/labs, limited fitness/ gyms, limited in-person government services (i.e., Motor Vehicle Commission), and museums/libraries. Murphy has asked company executives to allow all workers who can work from home to continue to work from home, according to the press release. He has suggested that clinically high-risk individuals who can stay at home should continue to do so. The governor said New Jersey will move toward subsequent stages based on
data that demonstrates improvements in public health and the capacity to safeguard the public. If public health indicators, safeguarding or compliance worsen on a sustained basis, New Jersey will be prepared to move back to more restrictive stages, according to the press release. Effective immediately, indoor gatherings are limited to 25% of the capacity of the room, but regardless of the room’s capacity, the limit will never be less than 10 or more than 50 people. All attendees at the gathering must wear a face covering, unless for a medical

reason or if the individual is under 2 years old; individuals must remain 6 feet apart at all times; and physical items may not be shared by multiple attendees of the same gathering unless sanitized before and after uses, according to the press release. Outdoor gatherings are limited to 100 people and attendees are required to be 6 feet apart. Individuals should wear a face covering at all times where social distancing measures are difficult to maintain. Individuals who are in vehicles will not count toward the gathering limit. Available parking at state parks and forests, and at county and municipal parks, may reopen to full maximum capacity. Outdoor swimming pools can open effective at 6 a.m. June 22, provided they comply with standards and policies to be issued by the Department of Health. Outdoor recreational and entertainment businesses are permitted to reopen immediately, with the exception of amusement parks, water parks and arcades. The recreational and entertainment businesses are required to abide by social distancing protocols. Public and private social clubs are permitted to reopen their outdoor spaces. A business may operate an amusement game outdoors, such as a game on a boardwalk. In other news, Murphy announced that the New Jersey Department of Education and the Office of the Secretary of Higher Education will issue updated guidance to allow school districts and colleges/universities to hold modified in-person graduation ceremonies beginning on July 6. The guidance will include requirements that ceremonies be held outdoors, adhere to social distancing protocols and observe capacity restrictions in order to protect the health of students and families celebrating these milestones amid the ongoing pandemic, according to a press release. “Despite the uncertainty of these times, our students deserve to have their hard work acknowledged and celebrate safely. We have reached a point where we feel confident moving forward and giving our graduates the send-off they have so rightly earned,” Murphy said. In-person graduation ceremonies must take place on or after July 6 and must take place outdoors. An in-person graduation must adhere to the relevant capacity limitation in place at the time of the ceremony. Since Murphy made the announcement regarding in-person graduations, administrators in some school districts have said they would proceed with plans to hold virtual graduation ceremonies during June and consider holding in-person graduations after July 6. As of June 11, the pandemic had claimed the lives of 12,625 residents of New Jersey, according to the governor’s office.

Placement of the sculpture “Endless Possibilities Through Reading” began on June 9 in front of the Eastern Branch of the Monmouth County Library, Shrewsbury. The sculpture is by Franco Minervini, formerly of Freehold. Minervini directed the assembly of the gift from the late Charles Raffetto. The sculpture displays an open book with a broad circle surrounding it, which is Minervini’s interpretation and belief that reading books opens the world to readers and surrounds them with knowledge. The Indiana limestone sculpture, created in five pieces, is being placed atop a pedestal on the Route 35 side of the library. NJSBA releases special report on reopening schools
T
he New Jersey School Boards Association (NJSBA) has released a special report exploring issues involved in the reopening of schools following the closures caused by the COVID-19 pandemic. The report was released on May 20 by the association which is a federation of the state’s local boards of education and includes the majority of New Jersey’s charter schools as associate members. NJSBA provides training, advocacy and support to advance public education and promotes the achievement of all students through effective governance, according to a press release. “In the two months since the COVID-19 pandemic forced the closure of our public schools, New Jersey’s education community has made a valiant effort to transition our students to digital learning,” said Dr. Lawrence S. Feinsod, NJSBA executive director. “Now, as we look toward the reopening of schools, the education community faces even greater challenges.” “Searching for a ‘New Normal’ in New Jersey’s Public Schools: How the Coronavirus Is Changing Education in the Garden State” provides information about the safe reopening of schools, students’ mental health, academic and extra-
curricular programs, budgetary issues, and preparations for the future, according to the press release. NJSBA announced plans to develop the special report on April 16. “The report draws on the viewpoints of New Jersey’s local school officials, research by experts in education, medicine and public health, and the experience of other nations in reopening schools,” Feinsod said. “It is designed to help school districts further define challenges in these areas and develop strategies to meet them.” The report recommends 10 strategies for local school districts and the state and federal governments, including the following: • Provide school districts with accurate financial data reflecting the impact of the pandemic on New Jersey’s economy, state aid to education and school budgets; • Engage in early, sustained communication with parents, students and school district staff about the steps being taken to ensure a healthy and safe environment; • Revise plans to ensure a smooth transition to full online instruction if schools are again closed due to health and safety considerations; • Include a “menu of options” in any statewide plan for the reopening of schools
so school district administrators can select the strategies that would work best for their communities; • Provide an adequate pool of educators by enabling teacher candidates to complete training, such as classroom observations, which was disrupted due to the health emergency. Other recommendations address strategies to meet the mental health and emotional needs of students and staff; policy regarding the use of personal protective equipment; modification of the state’s school district evaluation system – the New Jersey Quality Single Accountability Con-
tinuum – so districts are not penalized for actions necessary to address the pandemic; administration of tests to identify the need for remediation; and adequate funding to provide such programs, according to the press release. “As the New Jersey Department of Education begins charting a course to reopen schools, NJSBA’s special report will provide the critical perspective of local boards of education and school district leaders,” Feinsod said. “We look forward to contributing to this important undertaking.” The special report can be accessed at www.njsba.org/new-normal2020

2020 Ford Ranger XLT Supercrew 4X4
A
t one time, the Ford Ranger pickup truck was the best selling compact truck in the United States. In fact, the Ranger dominated that segment for 17 years, from 1987 to 2004. That is a pretty impressive run. However, even the best of sluggers reach their tipping point – as age sets it. So, when sales started to lag and consumers drifted towards the larger F-150 model and other SUVs, the folks at Ford retired Peter Perrotta the Ranger pickup line from 2012-18. Last year, Ford brought back a totally redesigned Ranger that recaptures some of the nostalgic feel and look of the previous Ranger line and adds some of the modern day technological updates. I recently jumped behind the wheel of the 2020 Ford Ranger XLT Supercrew 4X4 for one week to get a first hand look at how the resurrection of the one time sales leader went. Overall, I like the look of the XLT Supercrew. It’s not overly large and has a rugged aggressive stance. My tester came equipped with the FX4 off road package and a black appearance package, so it had a very “tough guy” stance. Inside, the ergonomics – while not overly fancy – were adequate for a pickup truck. “I like how they kept it simple in here,” my 21-year-old son said. The Ranger comes in three models – the XL, XLT and the Lariat – but is only offered with one engine – a 2.3 liter, in line four cylinder engine with ecoboost that puts out 270 horsepower at 5,500 rpm. They marry that engine with an efficient

electronic 10-speed automatic transmission. The powerplant/transmission combination is one of the most impressive features of the new Ranger. I found that it accelerated and shifted smoothly and was a more than able performer in city driving and out on the highway. More impressive are all the various selections for the drivetrain. From the center console gear shifter, you can select either regular “drive” or drop in down a notch into the “sport” mode for a little extra oomph. Next to the gear selector, is a transfer case selector where you can chose from two-wheel rear drive to four-wheel high for normal inclement weather or fourwheel low when you need to get down and dirty into some rough off-road terrain. Moreover, another impressive feature is the terrain mode selector that allows the driver to chose from normal conditions to, mud, sand, snow and ice. All these features make the Ranger a very impressive offroad performer. The one area where I would have to point out that I feel the Ranger needs a bit of improvement in is in the suspension sys-

tem. For off-road and even highway driving, I found the Ranger’s suspension and ride to be quite impressive. However, on simple little daily driving matters – like absorbing routine road bumps – I felt the Ranger’s more traditional pickup suspension left something to be desired. The editors at Consumer Reports called the ride of the Ranger “stiff and choppy” with “clumsy” handling at low speeds. I would add a qualifier to that. I found the Ranger to only be a bit stiff and choppy going over bumps at low speeds. I didn’t think the overall handling was clumsy at all. The 2020 Ranger XLT Supercrew I road tested carried a base sticker price of $34,635. However, after adding in options and $1,195 for destination and delivery, the MSRP sticker price of my test vehicle was $42,410. The options included: $2,450 for the XLT equipment package that includes a sliding rear window with a defroster and a remote start; $995 for the technology package; $1,090 for the black appearance package; $1,295 for the FX4 off road package

Educator/Educational Program, Volunteer Citizen and Source Reduction/Resource Management/Sustainability. Nominations are due by July 31 and awardees will be notified in September. Award winners will be honored at the Association of New Jersey Recyclers Symposium and Awards Luncheon scheduled Oct. 14 in Neptune.
with locking differential; $495 for the trailer tow package and $160 for a floor liner. The technology package included adaptive cruise control, a forward sensing system and navigation. The black appearance package includes 18-inch black painted aluminum wheels, spray in bed liner, and running boards. The government’s EPA fuel ratings system comes in at an overall 22 miles per gallon – 24 mpg in highway driving and 20 in city driving. The EPA estimates than annual average fuel cost for driving this model to be $1,850 – as it uses about 4.5 gallons of gas per every 100 miles driven. The government’s five star safety ratings for crash test gives the Ranger an overall four-star rating. On the frontal crash test it received five stars for the driver and four for the passenger. For the side crash test it got five stars for both the front and rear seat tests. And, it got a three-star rating on the rollover test. On the inside I found the Rangers controls and infotainment system fairly easy to use. The touch screen and voice controlled system for navigations, phone and music were not difficult to master. The Ranger Supercrew has ample interior room in both the front seats and the two rear seats in the back of the cab. However, it doesn’t feature a full-sized bed. Instead, similar to the Jeep Gladiator, this Ranger comes with a compact five-foot bed. A If you are thinking about using the1 Ranger for a full work load truck, it mayd not fit the bill for that.
