Rumson council introduces $19M municipal budget By MARK ROSMAN Managing Editor

he Borough Council has introduced a $19.65 million budget to fund the operation of Rumson during 2020 and set July 14 as the date for a public hearing on the spending plan. The budget was introduced on June 9. Council President Laura Atwell and council members Gary Casazza, John J. Conklin III, James Kingsbery, Mark Rubin and Robert Swikart voted “yes” on a motion to introduce the budget. Rumson’s residential and commercial property owners will pay $12.79 million in a local tax levy to support the 2020 budget, according to the budget document that has been posted on the borough’s website. Other revenues in the 2020 budget include the expected receipt of $660,673 in state aid and the appropriation of $2.8 million from the borough’s surplus fund (savings). Rumson’s 2019 budget totaled $18.83 million and was supported by the collection of $12.24 million in local property taxes. State aid was $660,673 and officials appropriated $2.8 million from the surplus fund. From 2019 to 2020, total appropriations have increased by $820,000 and the tax levy has increased by $550,000. Two requests from the Atlantic Hub seeking a comment about the budget were sent to Atwell’s borough email address, but were not answered. In 2019, Rumson’s municipal tax rate was 33.3 cents per $100 of assessed valuation. The average home in the borough was assessed at $1,425,900. The owner of that home paid $4,748 in municipal taxes.

ew Jersey entered stage two of Gov. Phil Murphy’s reopening plan on June 15 and many local restaurant operators were ready to provide outdoor dining services to guests. Since the 2020 coronavirus pandemic
began in New Jersey in mid-March, restaurants had only been permitted to offer takeout and delivery services. While indoor dining is still prohibited, outdoor dining, following certain guidelines, is now allowed. County accepts donation of masks

n behalf of the Monmouth County Board of Agriculture, Freeholder Director Thomas A. Arnone and Freeholder Lillian G. Burry recently received the donation of 2,000 cloth face masks, courtesy of the New Jersey Department of Agriculture and Secretary Douglas H. Fisher, for the county’s agricultural community. “The masks will help agricultural businesses throughout the county comply with COVID-19 guidelines implemented by the state,” Arnone said. “I commend the department for reaching out to our Board of Agriculture and would like to thank Secretary Fisher and his staff for assisting the county’s large community of growers,” he said. The department, in partnership with the New Jersey Agricultural Society and the New Jersey Farm Bureau, secured cloth face masks from the New Jersey Office
of Emergency Management to be used for agricultural purposes, according to a press release. Since the onset of the health pandemic, the Monmouth County Board of Agriculture and the Grown in Monmouth team have been working with the department and its partners to acquire the 2,000 masks. “Monmouth County has a rich agricultural history and continues to be at the forefront of the industry in New Jersey, even during these challenging times,” Burry said. “I am grateful for the department’s support of county growers, who continue to make adjustments in accordance with state guidelines.” Monmouth County growers who are interested in obtaining cloth face mask may contact the Grown in Monmouth team at econdev@co.monmouth.nj.us

Adopters, fosters and donations needed for rescued horses
T
he Standardbred Retirement Foundation (SRF), based in western Monmouth County, has been a safe haven for retired racehorses for 31 years. But the 2020 coronavirus pandemic forced the cancellation of all its fundraisers, along with the closure of its farm sanctuary to adopters. Now open to potential adopters, donations are still needed to feed and care for 343 horses. Adopters are also needed so rescued horses have permanent places to live out their lives, according to a press release from the SRF. “This is still an emergency situation for us,” said Judith Bokman, founder and executive director of the award-winning, national organization. “The (coronavirus) crisis hit in March and we believed we would have relief from the pandemic by now. Sadly, that is not the case. Our fundraisers remain canceled and it costs approximately $4,000 a day just to feed all of our horses,” Bokman said. SRF has helped, mostly through rescuing, more than 4,000 racehorses from potential slaughter, according to the press release. After rehabilitation, the trotters and pacers are placed in loving homes for life.
Many are still young horses that are simply no longer competitive on the track. Some horses are placed with police units in New York City, Newark, Philadelphia and Texas sheriff departments, others are in therapy programs, and most are now loved as adopted pleasure mounts, according to the press release. “We have been an extremely productive organization for many years, but (coronavirus) has been devastating,” Bokman said. “SRF does not receive industry or government grants and we rely greatly on individual donations from people who care about these beautiful and majestic horses.” When injured or no longer competitive, nearly all Standardbred racehorses are sold off the track to dealers in rural communities. The horses are then resold – either for the price of meat in Canada or Mexico, or as work horses to plow fields, haul heavy logs, clear land and provide street transportation, according to the press release. SRF is headquartered in Upper Freehold Township, but the organization provides care for rescued horses in boarding facilities across the United States, including many in the tri-state area, according to the press release.

Red Bank Board of Education adopts $31.5M budget for 2020-21 By MARK ROSMAN Managing Editor
RED BANK – The Red Bank Borough Public Schools Board of Education has adopted a $31.59 million budget to fund the operation of the school district during the 2020-21 school year. The budget will be funded in part through the collection of $18.57 million in property taxes from residential and commercial property owners in Red Bank. The school district’s budget for the 2019-20 school year totaled $32.61 million and was supported by the collection of $18.16 million in taxes from property owners in Red Bank. During the 2019-20 school year, the district received $6.11 million in state aid. In February, administrators were informed by state officials the district would receive $6.9 million in state aid for the 2020-21 school year. However, on May 29, state officials announced that as a result of the financial impact the 2020 coronavirus pandemic was having on New Jersey’s finances, state aid to schools for the upcoming academic year is being revised. Figures released by the state indicate
Red Bank will receive $6.36 million in state aid for the 2020-21 school year. The Atlantic Hub’s requests for a comment about the change in the school aid amount for the upcoming academic year and the impact that change could have on the budget were not answered by district administrators. In 2020-21, the school tax rate in Red Bank is projected to be 81.4 cents per $100 of assessed valuation. The average home in the borough is assessed at $376,671. The owner of that home will pa $3,066 in K-8 school taxes. K-8 school taxes are one item on a property owner’s total tax bill. Property owners also pay Red Bank municipal taxes, Monmouth County taxes and Red Bank Regional High School District school taxes. The amount of taxes an individual pays is determined by the assessed value of his home and/or property and the tax rate that is set by each taxing entity. According to a budget document posted on the Red Bank Borough Public Schools website, there were 1,467 pupils enrolled on Oct. 15, 2018; 1,475 pupils enrolled on Oct. 15, 2019; and the projected enrollment for Oct. 15, 2020 is 1,508 pupils.

Zeik Dental Jam moves to Facebook to keep fun and fundraising alive RED BANK – The organizers of a local charitable event say they will not be deterred from hosting it this year because of the 2020 coronavirus pandemic. Created five years ago by Dr. Nicholas Zeik DDS MS and Telegraph Hill Records to raise money for charity and to celebrate Red Bank and surrounding communities, Zeik Dental Jam 5.0 is going live on Facebook on June 28. There will be five hours of continuous live virtual entertainment from noon to 5 p.m. available to all who tune in, according to a press release. Since the Jam cannot have a live crowd this year to collect donations, organizers are directing donations for multiple nonprofit organizations via a single online fund, which is open now for contributions, at https://www.gofundme.com/f/zeik-dental-jam-donationfund Telegraph Hill Records, an independent record label based out of Asbury Park and New York City, has hosted and produced for others multiple online charitable endeavors since the pandemic quieted New Jersey venues in March, according to the press release. time while adhering to safety guidelines. Pazzo saw good success with its operation during the first few days of outdoor dining. The restaurant served more than 300 people on June 15 and more than 200 patrons the next two nights, said Rantinella. Reservations are encouraged, but walkins are accommodated. “We can seat a lot of people at one time, which is a big help for us,” Rantinella said. “A lot of our regulars were interested in coming out and couldn’t wait until we opened. This helps the community. People want to get out and enjoy themselves. It’s very important to them.” Brian and Jeany Costello came out on June 17 to dine at the establishment and said they felt very comfortable with the outdoor set-up. It was the couple’s first outdoor dining experience since the pandemic struck the Garden State and the first time they have dined at Pazzo. “It’s a bit of normalcy,” Brian Costello said. “It was great to get out of the house and have a nice night. They did their best to serve us in a safe way.” Elizabeth Gulino and Nick Malvasi, who are from Middletown and have been to Pazzo before, said they visited the restaurant because of how safe the outdoor dining set-up looked as they drove by and of course for the food. “They had a nice set-up and we knew it would be easier to get into,” Malvasi said. “It’s nice to be out. It’s refreshing.” Owner Marie Dell’Anno is very happy with the support the restaurant has gotten since opening up outdoor dining and with takeout services over the last couple of months since the pandemic began. The best part, Dell’Anno said, about opening up outdoor dining is the smiles she sees on people’s faces. “It’s amazing how happy people are to be out and it makes us happy,” the she said. On Broad Street in downtown Red Bank, The Robinson Ale House has set up six to seven tables on the sidewalk in front of its establishment to provide outdoor dining for customers. According to General Manager Dana Notarnicola, the restaurant was planning to add more tables by extending out to the street. The extended set-up will only be available on Thursday night and all day on Friday and Saturday going forward. “The weekend days we tend to be busier and it will help us serve more people,” Notarnicola said. As for how outdoor dining had been going since opening on June 15, Notarnicola said the restaurant had been full. Holmdel residents Natalie Klobuchar,

The couples said they were happy to support Red Bank in their first outdoor dining experience since the pandemic struck New Jersey. “It’s great timing,” Perrotti said. “We were able to come out and celebrate the start of summer. Robinson Ale House was wonderful. Single server. Disposable menus. Plenty of spacing. We were all very comfortable.” “We want to support Red Bank,” Buchan said. “Robinson Ale House has great food. The service was great.” A reservation was necessary to dine at

the restaurant, according to the couples. The guests said they hope the availability of outdoor dining will lead more people to support local restaurants. The operators of the New Monmouth Diner, Route 35, Middletown, have set up a tent and tables with umbrellas throughout most of the parking lot in the back of the diner to host guests. The outdoor dining experience also provides live music for patrons. “This (outdoor dining) will definitely help out our business a bit,” owner Michael Minas said. “We are so happy to be back. We got a lot of great reviews from people who came on the first day.” Minas said he will continue to provide
outdoor dining for the remainder of the summer, even if indoor dining at some capacity is eventually permitted. Nana’s Kitchen, which is just down the highway in the Fountain Ridge Plaza, hopes to start providing outdoor dining for guests by the end of June. The restaurant’s event planner, Gina Venezio, said the operators of Nana’s Kitchen are hoping to debut outdoor dining on June 26, but that date was not definite as of June 17. Nana’s Kitchen has not been closed since the pandemic began, according to owner William Nassar’s GoFundMe Page. It’s affiliate, Fresh Bistro in Highlands, is currently open for outdoor dining.

2020 Toyota Camry Hybrid XLE
A
s a kid growing up in the Bronx in the 60s, I remember listening to Yankees’ broadcasts and hearing Phil Rizzuto refer to his former teammate right fielder Tommy Henrich as “Old Reliable.” Henrich was known as a notoriously good clutch hitter. He helped the Yanks win an incredible 7 World Series titles. All championship caliper teams must have their stars and then those other guys, like Henrich, who are Peter Perrotta in the background, come through in those clutch moments when you really need them. That analogy also pertains to car companies. Most manufacturers have their star per-
formers and then their “old reliables.” For Toyota, one of the world’s largest auto makers, the Camry sedan , a best-selling staple in their lineup of vehicles for 38 years, is truly this Japanese importers “Old Reliable.” Toyota redesigned the Camry for the 2018 model year. No longer can this model be criticized for looking like a refrigerator on wheels. The 2018 redesign which carries over to the 2020 Camrys, offers up a sleeker, more aggressive looking Camry sedan. I recently jumped behind the wheel of the 2020 Toyota Camry Hybrid Sedan XLE for one week to not only take a look at one of the world’s best selling sedans but to also check out the new Toyota Hybrid System (THS) 2 that was upgraded for this year. If you ask me, the new THS 2 is a smashing success. This new hybrid system was designed to be more efficient and more powerful at the same time. As far as gas mileage goes, it would be hard to beat the 46 miles per gallon EPA

average for this sleek, comfortable and exciting to drive hybrid. The highway gas mileage rating comes in at 47 miles per gallon with a 42 mpg rating for city driving. Moreover, the EPA estimates this model uses a miserly 2.2 gallons of gas per every 100 miles you drive it and carries an impressive annual fuel cost of $900 – one of the lowest I’ve seen since resuming this column in November. Another impressive change for 2020 is the driving mode selector choices. Beyond the typical normal, eco and EV modes for driving, Toyota added a “sport” mode option for 2020 designed to give this car more of an edgy and aggressive drive. It works. I found that when you push the “sport” mode button on the center console, it morphs the usually staid and conservative Camry Hybrid into a bit of a sports sedan with an aggressive edge to it. It accelerates aggressively and smoothly and with ease and handles cornering curves quite nicely as well. I recently took the 2020 Camry Hybrid on a road trip (about 320 miles roundtrip) from the flatlands of South Jersey to the hilly, twisty mountain roads of Mahopac, New York. I found the Camry Hybrid to be way above average in comfort, handling and performance on my trip. But, beyond that, with the drive selector in the sport mode this car only used a little less than one-quarter tank of gas to get me from Maple Shade, N.J. to Mahopac, N.Y. We tooled around Mahopac for the weekend – visiting relatives – and headed back to Maple Shade with an amazing halftank of gas left when we got home. Never once having to stop to refill. Powering the Camry Hybrid XLE is a 2.5 liter, four cylinder engine, combined with an 88 kilowatt electric motor that makes up the Hybrid Synergy Drive System – putting out a more than adequate 208 horsepower.
i $ The hybrid system is coupled with anh electronically controlled continuously$ variable transmission (ECVT) that makesp for a very smooth almost seamless operation. e The base price for the Hybrid XLE se-s dan is $32,550. With options, my tester vehicle carried an MSRP sticker price ofe $39,819 – including $995 for destinationh and delivery. i Added options to my tester included: $2,375 for a driver assist package; $415 foro adaptive headlights; $1,810 for the naviga-a tion package; $860 for a power/tilt slidingo moonroof; $259 for a carpet/trunk mat sete and $395 for paint protection film. f The driver assist package includes a$ 10-inch color heads up display; bird’s eyew view camera; intelligent clearance sonar with rear cross traffic braking and multip staged ventilated front seats. a The navigation package also includes ah premium audio system with JBL speakers,l a subwoofer and an amplifier. The navigation system along with the$ phone sync and music integration – fromt my ipod – was fairly easy to use. The pre-t mium JBL sound system was definitelyt one of the better auto sound systems I haveS heard. In its annual review of all makes anda models, the editors at Consumer Reportsb gave the Camry glowing reviews. $ “The Camry is one of the better modelsp among mid-sized sedans thanks to its com-D fortable ride, quite cabin, good fuel econ-f omy and easy to use controls,” says CR. $ In its overall grading system CR givesc the Camry an impressive 84-to-86 overallt score with a road test score of 86-to-89. d When it comes to crash test safety, the Camry Hybrid sedan didn’t miss a beat either. On the government’s 5 star safety ratings the Camry Hybrid scored a top of the mark 5 star rating. In fact, the Camry Hybrid turned in 5 star marks for the frontal crash test, side crash test and the rollover test, as well. Overall, I must say, I was quite impressed with the Camry Hybrid SLE and would have to say that anyone is considering a mid-sized sedan hybrid who doesn’t give this vehicle serious consideration would be making a serious mistake.

In 2020, Rumson’s municipal tax rate is projected to decrease to 32.5 cents per $100 of assessed valuation. The average home in the borough is now assessed at $1,472,600. The owner of that home will pay $4,786 in municipal taxes. Municipal taxes are one item on a property owner’s tax bill, which also includes school taxes and Monmouth County taxes. An individual pays more or less in taxes depending on the assessed value of his home and/or property, and the tax rate that is set by each taxing entity. Selected appropriations in the borough’s 2020 budget include the salaries and wages to be paid to Rumson’s police officers, $2.06 million; $160,000 for other police department expenses; $100,000 for the purchase of police vehicles; and $240,000 for police dispatch, salaries and wages. Also, $2 million for the capital improvement fund; $1.91 million to the sewer authority; $1.5 million for employee group health insurance; and $356,563 for general liability insurance. During 2020, Rumson officials will pay $590,497 to the Police and Firemen’s Retirement System of New Jersey; $408,790 to the Public Employees’ Retirement System; and $315,000 to the Social Security System. Municipal officials have appropriated $1.06 million for the payment of bond anticipation notes and capital notes; $455,000 for the payment of bond principal; $1.26 million for Public Works, Street Department, salaries and wages; $160,000 for Street Department, other expenses; $600,000 for landfill/solid waste disposal costs; and $427,251 for solid waste collection, contractual, according to the budget document.
