Eatontown council puts budget in place By MARK ROSMAN Managing Editor

n a 5-1 vote, the members of the Eatontown Borough Council have adopted a 2020 budget that totals $27.34 million to fund the operation of the municipality this year. According to the municipal clerk’s office, council members Kevin Gonzalez, Joseph Olsavsky, Mark Regan Jr., Maria Grazia Escalante and Margaret Hope Corcoran voted “yes” on a motion to adopt the budget during a meeting on June 10. Councilwoman Jasmine Story voted “no” on the motion to adopt the budget. Asked for a comment regarding her vote, Story told the Atlantic Hub, “I voted no on the adopted budget because it does not take into consideration important guidance issued by the New Jersey Division of Local Government Services for responsible fiscal management related to the (coronavirus) pandemic. “We worked very hard last year to build our surplus and this mayor and council is about to flounder it without making budget cuts and without taking into consideration that we are facing reduced revenues in the very near future and will need that surplus in the next two years,” Story said. This year, Eatontown’s residential and commercial property owners will pay $18.49 million in a local tax levy to support the municipal budget. (Continued on page 11)
Tinton Falls approves contract for zoning officer services By MARK ROSMAN Managing Editor
A
n employee of a local engineering firm will serve as the zoning officer in Tinton Falls for the remainder of
2020. During a Borough Council meeting on June 16, the members of the governing
body authorized a contract for professional services with T&M Associates, Middletown. The contract is for an amount not to exceed $30,000. T&M Associates is the borough’s engineer. The zoning officer’s position was discussed in a May 20 letter from Borough
Engineer Thomas Neff, of T&M Associates, to Tinton Falls Acting Administrator Thomas Fallon. Neff wrote, “As you (Fallon) are aware, the prior zoning officer of many years retired on June 1, 2019. Since that time, I have been filling in as acting zoning officer. As requested, we are submitting a pro-
posal for a more permanent zoning officer to be named in 2020. “For this position, we are proposing Dana Webb out of our Middletown office. Dana has worked at T&M Associates for approximately seven years as an

County breaks ground for courthouse security vestibule By MATTHEW SOCKOL Staff Writer
C
onstruction has begun on an approximate $10 million expansion of the Monmouth County Courthouse. The project seeks to increase security measures at the building, which sits between Court and Monument streets in Freehold Borough. A groundbreaking ceremony was held at the courthouse on July 9 to recognize the start of construction on the West Wing Security Vestibule, a new section of the courthouse that will screen individuals entering the building. Security screenings are currently conducted in the entrance hallways of the East and West wings at the courthouse; these areas will be replaced by the expansion for all future screenings upon completion, according to county officials. At the event, Monmouth County Freeholder Lillian Burry explained that the areas being used for security screening purposes were designed and constructed prior to the need for such screenings. As a result, those areas do not provide the appropriate space to screen people who are entering the building. The expansion is intended to address the issue by creating a new vestibule for screenings with the appropriate space. “The new security vestibule demonstrates the county’s commitment to the safety of the judges, jurors, public and the sheriff’s officers,” Burry said. According to county officials, the expansion will cost about $10 million and is anticipated to be completed by the winter of 2022. It will be approximately 3,400 square feet in size and officials said it was designed to blend into the existing architecture and character of the building. “It’s worth every dollar,” Freeholder Director Thomas A. Arnone said. “This (project) is much needed in Monmouth County. Ensuring the safety of everyone who goes in and out of the courthouse is absolutely essential and the construction of this new security vestibule will help make that possible.” Monmouth County Sheriff Shaun Golden said the new security vestibule will allow authorities to increase the number of X-ray machines in the building from one to three or four. “This project provides needed security,” Golden said. “It is the constitutional duty of the sheriff’s office to protect the courthouse.”

All of the improvements will comply with standards enumerated in the Americans with Disabilities Act. “We have a lot of work,” Arnone said. “This is an older building and it needs to be updated.”

Tinton Falls will provide school resource officer at high school By MARK ROSMAN Managing Editor
TINTON FALLS – The Tinton Falls Borough Council and the Monmouth Regional High School Board of Education have entered into an agreement through which the borough will provide a school resource officer (SRO) at the high school from July 1, 2020, through June 30, 2024. The school board will pay the borough $48,000 per year for the services of an SRO, according to information provided by the municipality. The SRO will be on duty during regular school hours. Monmouth Regional High School is in Tinton Falls and educates students in grades 9-12 from Tinton Falls, Eatontown and Shrewsbury Township.
According to a resolution council members passed on June 16, the municipality and the school board sought to enter into a shared services agreement for the provision of an SRO at Monmouth Regional High School to ensure the continued safety and welfare of students and staff members. According to the New Jersey School Boards Association, “an SRO is a specially trained sworn police officer who is assigned full-time to protect the children, staff and property in New Jersey’s public schools. “The mandatory training they receive ensures they are adequately prepared to face challenges that are unique to the school climate, and handle them appropriately. “The NJSBA School Security Task
Force, a group convened in March 2013 as a part of the NJSBA’s Safe and Secure Schools Project, in response to the deadly December 2012 shootings at Sandy Hook Elementary School in Connecticut, studied all aspects of school security. “In its 2014 final report, the task force stated that an SRO can provide a critical safety factor and valuable counseling and support services for students. Therefore, the employment of SROs is the ‘preferred’ model for a law enforcement presence in a school building,” according to the NJSBA. In other business during the June 16 meeting, the council authorized a shared services agreement with Eatontown for the repair and reconstruction of Hope Road. According to a resolution, Tinton Falls is proceeding with the repair and recon-
struction of Hope Road in Tinton Falls, and Eatontown officals “desire to have the improvement of Hope Road on the northbound side of Tinton Avenue, in Eatontown, included in the improvement project.” Officials in both towns said they believed it would be beneficial and cost effective to both communities to enter into a shared services agreement so the Hope Road project can proceed in both municipalities. Tinton Falls will be the lead agency for the project and will pay the initial costs associated with the design and oversight of the project, according to the resolution. Eatontown officials will reimburse Tinton Falls for any work completed in that borough.

Local players look forward to ‘Last Dance World Series’ By STEVEN BASSIN Staff Writer
H
igh school baseball players and coaches watched the 2020 coronavirus pandemic take away their chance to enjoy the fun-filled moments of America’s pastime on the diamond this past spring. Because of the hard work of Mike Murray, the head baseball coach at Saint Joseph High School, Metuchen, players across the state are getting a second chance to get back on the field with the “Last Dance World Series.” Players from more than 220 high school baseball programs will compete in a month-long tournament that was scheduled to begin on July 14. “It’s definitely very exciting,” Red Bank Catholic High School Coach Buddy Hausmann said. “It’s a great opportunity for the seniors. They will be able to make memories from it and end their careers on the right note.” Hausmann was one of the people in the New Jersey baseball community who helped Murray organize the tournament. He said at first he did not believe they would be able to pull it off, but he is happy things have progressed to the point where the event is ready to begin. “We can all see the light at the end of the tunnel,” Hausmann said. There were high expectations at RBC in 2020. The Caseys were coming off a 23-6 campaign in 2019 that included going 14-0 in Shore Conference A Central Division and winning the Shore Conference Tournament championship.
Junior ace and University of Virginia commit Shane Panzini was back to toe the rubber after a sensational sophomore campaign that saw him pitch to an ERA of 0.66. Panzini’s 21 RBI in 2019 would have added to a lineup that had seniors Chris Sparber, Rob Gonzalez and Jack Scrivanic returning to anchor it. The cancellation of the season was tough for the team, Hausmann said, but the coach was happy with how his players handled the process. When the players found out they were going to get the chance to play in the summer tournament, everyone was excited and on board, the coach said. The Caseys will have a 25-man roster for the tournament and 11 seniors playing. RBC is the No. 1 seed in the 6A-Red Bank Regional bracket. Red Bank Regional High School is the No. 2 seed, with No. 3 Neptune High School and No. 4 Long Branch High School. Hausmann likes his team’s chances of advancing past the pool play round and into the single-elimination round of 32. The Caseys have pitching depth after Panzini with seniors Tyler Birnbaum, Brayden Kiel and Jared Terefenko. Panzini will not be able to pitch until the team’s third and final pool play game, according to Hausmann. The pool play games will take place at RBC’s home diamond at Count Basie Park. “It’s important to the team to have that one last game at home and playing under the lights will be awesome one last night,” Hausmann said. “Getting to wear the uniform and to have that last at-bat or last inning pitched is something all the seniors
will cherish to end their careers on.” On the other side of the bracket in the 6B-Belmar Regional, Saint John Vianney High School of Holmdel players have the No. 1 seed for a team known as RPI Baseball. The No. 2 seed in the region is Howell High School’s Blue and Grey squad, with Monmouth Regional High School of Tinton Falls slated at No. 3 and St. Rose High School of Belmar as the No. 4 seed. In an eight-team bracket, the two teams that are undefeated after the first two pool play games will play each other in the final pool play contest with the winner advancing to the single-elimination round of 32. The remaining teams will advance depending on their pool play record and how their record compares to the other teams in the entire South Jersey bracket. Monmouth Regional Coach Paul Crivello is excited to get back on the field with his squad one last time and believes his squad can make some noise in the tournament. “We want to go out and compete and make a name for ourselves,” Crivello said. “The players lit up when I told them we were playing in the tournament. We are going to go out and play and have fun. That’s what this game is all about.” Seniors Michael Bateman, Alex Alonso, Nick Bogan, Brett Delutis, Starion Marvin and Jeffrey Meyer will all suit up as part of the team’s 16-man roster. Crivello said he is proud of how his players handled everything surrounding the cancellation of the 2020 season. He said he told them their attitude shows why they will be able to succeed in life.
“(Their attitude) showed that our guys understood that what is going on in the world right now is more important than baseball,” Crivello said. “How they handled everything is going to help them make it through anything else that happens in their life. I’m happy our team and the seniors have this opportunity to play one last time. It’s very exciting,” he said. Senior lefthander Kevin Shanes will lead the way for the Rumson-Fair Haven Regional High School squad that is the No. 2 seed in the 15B-Ocean Township Regional that is in the South Jersey bracket. Ocean Township is the No. 1 seed in the region. Hazlet is the No. 3 seed and Matawan is the No. 4 seed. Shanes and Max Nicholson are the only two seniors playing for the Bulldogs, who will have a 25-man roster for the tournament. New Monmouth University commit Andrew Schmidt and junior classmate Thomas Elgrim are set to anchor the Bulldogs at the plate and in the field. Shanes is excited to get on the mound and pitch a couple more times to finish off his high school career on the right note. The senior said everyone on the team is excited to play together one last time and it showed with the players meeting in groups during the pandemic to stay in shape for a possible season. “I can’t wait to take the field and take in everything one last time with my teammates,” Shanes said. “We are a very tightknit group. Everyone is excited to play together one last time. I’m confident our group can make a run in the tournament.”
NJSIAA: Start of 2020 high school fall sports season pushed back In a press release dated July 10, the New Jersey State Interscholastic Athletic Association (NJSIAA) said the official start of the fall sports season for Garden State high schools is being pushed back by approximately one month in the face of the ongoing 2020 coronavirus health crisis. Summer workouts for high school student-athletes – which began on July 13 – will continue until Aug. 28. Following summer workouts, there will be a two-week hiatus from Aug. 29 through Sept. 13, during which only virtual meetings will be permitted, and only related to in-season (fall) sports, according
to the press release. Under the current plan – developed by the NJSIAA Sports Advisory Task Force, which is composed of athletic directors from across the state – official practices for all fall sports may commence on Sept. 14. Competition will start on Sept. 28 for girls tennis and on Oct. 1 for all other sports except football, which will kick off its season on Oct. 2. Regular season competition will conclude on Oct. 23 for girl’s tennis, Nov. 7 for football, and Nov. 12 for all other fall sports. Limited postseason play will run from
Oct. 24-31 for girls tennis, and Nov. 13-22 for all other sports, according to the press release. Schools that do not participate in the postseason may continue to play until Nov. 22, with the exception being Thanksgiving football games. These are permissible after Nov. 22, at each school’s discretion. No other fall sports competition will be allowed after Nov. 22, according to the press release. “High school sports are school-based, so we need to first ensure all is in order with the opening of our schools,” said Colleen Maguire, NJSIAA chief operating of-
ficer. “After that, we can begin playing sports. “To be clear, our goal is to return to play – while making sure that health, safety, emotional well-being and academics come first. We have a different model than some other types of programs that are far smaller in scale and operate independently. We have a duty to ensure that New Jersey’s schools and their more than 1.5 million students and teachers, including 283,000 high school student-athletes, can first return to school and their academics, and then participate in extracurricular activities like sports,” Maguire said.

ar is not a beautiful thing. It’s not glossy, it’s not shiny, and it is definitely not rainbows and puppy dogs. It is gritty, it is real, and it is hard to watch. The reality of war is played out a bit like an amazingly choreographed dance sequence. One side does one thing, the other responds, all while the reality of the consequences to the combatants and the bystanders is vicious and heartbreaking and leaves the whole experience with an emptiness. In the new film The Outpost, director Rod Lurie takes us on a gritty and real ride into Combat Outpost Keating in Afghanistan. Outpost Keating has a beauty to it, with mountains enveloping the post at the bottom of a clearing. But the mountains overlooking the camp make for an extremely vulnerable target for the American soldiers who inhabit it.
Surrounded by villagers who seem to be split in their loyalties to the Taliban fighters who are embedded with them and the money that the United States provides to shape their future, the Americans try desperately to complete a mission that seems unknown to them. Although unclear in focus, they do what they have been trained for and attempt to survive the unyielding environment in which they are placed. And the soldiers staffing Outpost Keating come from varied backgrounds and form varied alliances, each with their own coping mechanisms for the barrage of gunfire and mortar attacks that they face. While attempting diplomacy in the light of day with the surrounding villagers, they are constantly faced with a barrage of unpredictable attacks. In The Outpost, the actors playing the roles are less important than the men they are portraying. And that is a huge bit of praise to Scott Eastwood, Caleb Landry

Jones, Orlando Bloom and so many of the cast members. I didn’t see Eastwood — I saw Staff Sgt. Clint Romesha. Jones was not on my radar — it was all about Ty Michael Carter. And Bloom was not a movie star — he just became 1st Lt. Benjamin Keating. So many actors bring to life the Battle of Kamdesh, which, save for Jake Tapper’s book on which this film is based, has seen little publicity. But isn’t that the case with all war? The fighting and the process seem indistinguishable from the next. What does change are the people. Their stories change, their background changes, their personalities change, but there are some comforting components that are truly made clear in Lurie’s film. These men at this remote location love each other. The most bitter enemies have true emotions when losing a brother, and
brothers were lost here. These men don’t celebrate Memorial Day at the beach with fun and frivolity; they remember those brothers who were not as fortunate and paid the ultimate sacrifice. The Outpost is gritty and real. It shows the revolving door a military operation can be. It focuses on the people who are impacted in battle and doesn’t apologize for the graphic nature that is the reality of the situation. While a far-from-perfect film, when The Outpost started rolling, I was riveted to the screen and found tears rolling down my cheek when people I learned to love were put in peril. The men of Outpost Keating were on their own in a foreign land, but they were together, and sometimes being together is just the salve that is needed to start healing the wounds of battle.

2020 Toyota C-HR Limited
W
hen one strives to stand out – like going out on the limb with a way different style – there always stands the chance that the result will be a “you either love it, or hate it” reaction. Pink hair. Blue hair. Purple hair. Maybe, I’m old fashioned, but something about it just doesn’t look right to me. When the folks at Japanese car importer Toyota began toying with the idea of the crossover SUV CH-R model a few years Peter Perrotta back, it began as a very edgy looking and sculpted concept car. A lot of these types of cars never make it to the mass market production line. But, Toyota went out on the limb in 2018 and introduced the C-HR crossover as a worldwide, mass market production car. The CH-Rs that are sold in the United States are actually made in Turkey. To be honest, I had never even heard of this model until the publicist from Toyota scheduled me for a one week test drive for review recently. When I told my brother, who sells Toyota’s in Minnesota, that I was going to be test driving one he said, “You’re going to hate it.” Well, after one week behind the wheel of the 2020 Toyota CH-R Limited recently, I must confess, I didn’t hate it. I kind of liked it, with some reservations. First off, before I get into all the techni-
cal details, being the journalist that I am, I rushed to research just why this compact crossover is called the CH-R. The answer is a bit confusing, but here goes. It stands for Compact High Rider, Cross Hatch Run-about or Coupe High Rider. At first glance, the exterior of this vehicle looks like a very snazzy, sculpted flying wedge with the back end of the car sitting up noticeably higher than the front end. Hence, all those different CH-R names. In it’s review, Car and Driver gave the CH-R high marks for what it termed its “look at me” styling “cheeky interior design” and “plenty of standard features”. In fact, it is a stylish looking cross over SUV, the smallest Toyota offers in its lineup. In a very edgy design feature, the handles for the rear doors of this compact SUV are located at the top of the windows. When I first attempted to open one of the back doors, it threw me for a loop for a few seconds. I had never seen a design like this. But, at the end of the day, for this vehicle that design fits and works. The front seat cockpit and passenger seat ergonomics are superior, nicely designed and comfortable. The back seat, on the other hand, is a bit cramped. The sticking points – and issues most car reviewers have knocked it for – is the fact that this vehicle is not offered in a fourwheel-drive drive train and only comes with a somewhat inadequate 2.0 liter, four cylinder engine that puts out a modest 144 horsepower. Quite frankly, this car is crying out for a turbo boost engine so that it can get a little more giddy up than the 0 to 60 in 11 seconds performance. The 2.0 liter engine is coupled with the

ever popular CVT (continuously variable transmission). These transmissions don’t shift gears, using one continuous gear mode instead. When you stomp on the accelerator, for quick passes or entrance ramp acceleration, the engine just sort of sits there and whines. When I asked my brother if they sell a lot of these CH-Rs in Minnesota he said that the fact that it isn’t offered with a fourwheel-drive option is a major drawback, especially in a snowy state. Whether or not Toyota has any plans to add a bit more power and a four-wheeldrive option remains to be seen. On the positive side of that, the 2.0 liter engine is fuel efficient. The EPA Department of Transportation fuel economy ratings for this car come in at an impressive 29 miles per gallon average – with 31 MPG on the highway and 27 in city driving. The EPA estimates that the average annual fuel cost of operating the CH-R is a modest $1,400 as it uses about 3.4 gallons of gas per every 100 miles driven. Toyota offers the 2020 CH-R in three different trim levels, the base LE (starting
at $22,415), the mid level XLE ($24,450) and the top of the line Limited ($27,470). The test car I drove for one week was the Limited model in Hot Lava with silver/ black. The base MSRP sticker price – with destination included – was $27,470. The only additional options on my tester were $465 for an audio plus HD upgraded radio and $500 for two-tone paint. The final sticker price on the tester came in at $28,435. As most Toyotas do, this car gets high quality points for its structure, design and safety. On the government’s 5-star safety ratings crash test it received an overall 5-star rating. For the frontal crash test it received five stars for driver side and four for the passenger. In the side crash test, it got five stars for both the front seat and rear seat tests. And, on the rollover test it got four stars. The all important these days, infotainment system in this car is above average. It features an 8-inch touchscreen with six speakers. The audio system is average. However, the functionality of the infotainment system is good. It is fairly easy to sync up your phone, music (from a iPod) and connect to the Apple Car Play or Android Auto system for navigation. Overall, the CH-R is worth checking out if you are in the market for a compact crossover SUV. It may not be everyone’s cup of tea, but it is sure to attract enough consumers to make this an interesting consideration in this segment.

Other revenues include the receipt of $1.46 million in state aid and the appropriation of $4 million from the borough’s surplus fund (savings). In 2019, Eatontown’s budget totaled $26.25 million and the total local tax levy was $18.2 million. The municipal tax rate was 80.3 cents per $100 of assessed valuation. The average home was assessed at $349,405 and the owner of that home paid about $2,806 in municipal taxes. In 2020, Eatontown’s municipal tax rate is projected to remain 80.3 cents per $100 of assessed valuation. The average home in the borough is now assessed at $359,783. The owner of that home will pay about $2,888 in municipal taxes. Municipal taxes are one item on a property owner’s tax bill, which also includes Eatontown Public Schools taxes, Monmouth Regional High School taxes and Monmouth County taxes.
An individual pays more or less in taxes depending on the assessed value of his home and/or property, and the tax rate that is set by each taxing entity. The largest single appropriation in the 2020 budget is the salaries and wages that will be paid to Eatontown’s police officers, $6.15 million. The budget includes a $250,000 appropriation for other police department expenses. Other appropriations include $2 million for road repairs and maintenance, salaries and wages; $1.28 million for road repairs and maintenance, other expenses; $317,000 for Monmouth County reclamation (landfill) fees; $1.82 million for the payment of bond principal; $702,000 for interest on bonds; $3.34 million for group health insurance; and $454,000 for workmen’s compensation insurance. During 2020, $1.3 million will be paid to the Police and Firemen’s Retirement System of New Jersey; $518,000 will be paid to the Public Employees Retirement System; and $464,000 will be paid to the Social Security System.
