Legislators want school to begin with all-remote learning
N
ew Jersey Assembly Democrats Mila Jasey, Pamela Lampitt and Joann Downey have announced they are planning to introduce legislation that would – if passed in the Assembly and Senate and signed into law by Democratic Gov. Phil Murphy – require school districts to provide virtual or remote instruction during the beginning of the 2020-21 school year. Under the proposed bill, public schools would begin the 2020-21 school year with only virtual or remote instruction, with the exception of special education and related services that must be delivered in person, according to a July 29 press release from the New Jersey Democrats. Beginning Oct. 31, reopening schools for in-person instruction would be evaluated on a monthly basis by Murphy, in consultation with the Commissioner of Education and the Commissioner of Health. Reopening schools would be contingent upon a number of factors, including New Jersey’s phased reopening and public health data on the spread of COVID-19. School district administrators would develop guidelines and plans for in-person instruction that adhere to public health guidance, according to the press release. Additionally, under the proposed measure, school districts may delay the start of the 2020-21 school year by up to two weeks from the district’s regular start date.

ing remote instruction, closing the digital divide and keeping our students safe,” Downey said. “The reality is the pandemic isn’t over. School is set to begin in just a few weeks and it is not clear that a safe and comfortable environment can be maintained for students and staff,” said Jasey (D-Essex, Morris), chair of the Assembly Higher Education Committee. “We have heard from school administrators, medical professionals, educators, students and parents on school reopening, and the common sentiment being expressed is the same – our schools lack the guidance and support needed to safely reopen,” said Lampitt (D-Camden, Burlington), chair of the Assembly Education Committee. ” … Until we can ensure the safety of our students and school staff, we must focus our efforts on how we can enhance remote and virtual learning to provide students with the highest quality education possible,” Lampitt said. Also, under the bill, school districts may hold outdoor events for students, teachers and parents to meet one another and foster relationships during the remote learning period. These events must comply with state and federal health and safety guidelines for COVID-19, according to the press release. The press release does not indicate when the legislation may be introduced.

Patrons can enjoy healthy, three-course meals at home while paying it forward to feed individuals and families experiencing food insecurity, according to a press release. The JBJ Soul Kitchen restaurants in Red Bank (207 Monmouth St.) and Toms River (1769 Hooper Ave.) are open for outdoor seating and are offering a complimentary child’s entrée with the purchase of one regular entrée, according to the press release. “The emergence of COVID-19 has bolstered our commitment to helping individuals and families in need,” said Dorothea Bongiovi, founder and program director. “Since we recently transitioned back to
our pay it forward model, about 83% of our meals are being served to those struggling with food insecurity. We want to spread the word that those in need can still count on us for a delicious meal served with dignity. “At the same time, those who wish to support our mission can stop by to enjoy a meal outside or order a meal online for curbside pickup. Together, we can do what we can to help our community during this challenging time,” Bongiovi said. Bongiovi is the wife of singer Jon Bon Jovi. Paying guests donate a minimum of $20 for a three-course meal, including soup or salad, an entrée, and a dessert. TINTON FALLS – Ranney School’s 63-member Class of 2020 celebrated its commencement on campus during a ceremony held on July 11. Twenty of the seniors, known as “Ranney Lifers,” had attended the school for 10 or more years, according to a press release from the school. Because of the coronavirus pandemic, the Class of 2020 was the first class to take Advanced Placement exams at home, the first to produce their year-long Capstone research projects via live, interactive YouTube presentations, and the first to have a socially distanced graduation on Ranney’s Campus in Tinton Falls, according to the press release. Student Council President Derek Vastola of Colts Neck (Harvard University) began a weekly Ranney News Network Show called “Quarantine Weekly” that showed what members of the campus were doing in their time away from school, raising the spirits of the community while bonding the members from afar, according to the press release. The Class of 2020 had representation at All-Shore and All-State Performing Arts Ensembles: Sam Novotny of Freehold (New York University, Steinhardt) in the All-Shore Jazz Band; and Haocheng Bai of Freehold (New York University) in the AllShore Honors Chorus and All-State Mixed Chorus. Emily Chang of Holmdel (University of Pennsylvania) was awarded the U.S. Figure Skating Gold Level Graduating Seniors Award. Autumn Siliato of Wall Township (University of South Carolina) was featured on Fox Business News for creating a philanthropic equestrian clothing line. In her commencement speech, Valedictorian Qinyuan Xue said, “Here at Ranney, we received a great education that prepared us to overcome these challenges. All of us … are here because we have tried our best and overcome the fear. “We couldn’t have done this without the help of all the teachers and our families. … Yes, the future is unclear and we
are going for a college career that will be much different from our high school life. “I know we can move on and take on whatever challenges come next in our lives. And we won’t forget that our friends and family will always be by our side,” Qinyuan said. Qinyuan, known as Sophia to her classmates, is an international student who lived with a host family in Freehold. She will be attending the University of California, Berkeley. Salutatorian Seth Marx of Marlboro (Vanderbilt University) said, “As we all take the next big step of life and move into the real world, I am certain the lessons Ranney has taught us, in and out of the classroom, will be able to take us far in an uncertain future. “The lessons we learned from each other, however, will take us even farther, and I’m glad to have completed my high school education with all of you,” he said. Freeholders are opposed to exclusive use of mail-in ballots
T
he Monmouth County Board of Freeholders has unanimously passed a resolution opposing the exclusive use of mail-in ballots for the Nov. 3 general election and all future elections. The freeholders took the action during a July 23 meeting, according to a press release from the county. “My fellow freeholders and I are gravely concerned as the exclusive mail-in ballot ‘experiment’ (for the July 7 primary election) has been difficult at best and should not be conducted when selecting individuals to lead boards of educations, political parties and bodies of government,” Freeholder Director Thomas A. Arnone said. “As we have seen repeatedly in the past, using mail-in ballots increases the risk of voter fraud and causes delays in counting ballots,” he said. This year, New Jersey Attorney General Gurbir S. Grewal has already charged individuals with illegally collecting and processing ballots in an election, which occurred in Paterson, according to the press release. The Attorney General’s charges against the two winning Paterson City Council candidates allege that votes had been cast in the names of deceased residents and those who have indicated they did not receive vote-by-mail ballots, according to the press release. Prior to the COVID-19 pandemic, New Jersey law permitted residents to request mail-in ballots for any reason, therefore enhancing voter choice, while other individuals still preferred to cast their ballot electronically on Election Day in order to fully assess the latest information available, according to the press release. “The freeholder board believes voter choice should refer to ‘how to vote,’ in addition to ‘who to vote for,’ in any given election cycle,” Arnone said. “On behalf of the board, I urge the secretary of state and the 21 county clerks to use in-person voting in conjunction with mail-in balloting come Nov. 3. After regularly corresponding with the Governor’s Office about this matter, we hope a decision is made before our next meeting,” he said. environment for our students and staff while maximizing in-person instructional time,” administrators said. “Our overall plan reflects guidance provided by the New Jersey Department of Education, the Centers for Disease Control and Prevention, the New Jersey Department of Health and the Monmouth County Regional Health Commission, as well as feedback received from family and staff surveys.” According to district administrators, their current plan when schools reopen will be to place students into two cohorts. The first cohort of students will attend school for in-person instruction on Monday and Tuesday and receive virtual instruction on Wednesday, Thursday and Friday. The second cohort of students will attend school for in-person instruction on Thursday and Friday and receive virtual instruction on Monday, Tuesday and Wednesday. “Our plan is to place families with multiple children throughout the district in the same cohort,” district administrators said. “This will allow (parents or guardians) to plan for child care in advance.” All students will receive virtual instruction on Wednesday, which district administrators said will include live content, prerecorded content, whole class meetings, small group meetings, small group inter-

vention and/or enrichment, and independent practice. The virtual instruction will also provide students with assignments to complete under the direction of a teacher. “On days students are assigned to virtual instruction, teachers will have the opportunity to check in with students at a designated time,” administrators said. “Based on feedback, we feel it is important for every child to connect with their teacher(s) daily.” As part of the virtual instruction, district administrators said they plan to distribute Chromebook laptop computers with protective cases to all students in early September. According to district administrators, face masks will be required for all students on buses and in school until further notice. District staff members will be required to wear cloth masks and face shields. Exemptions to the face mask requirement will include staff/students with medical conditions, students with disabilities, and circumstances in which appropriate social distancing can be guaranteed. District administrators said students should provide their own school-appropriate cloth face covering. If a child forgets a face covering, the district will provide a disposable face covering for the day. The starting date for students will be Sept. 14. The 2020-21 school year is scheduled to have 180 days of student instruction and will follow a trimester schedule, according to district administrators.

Teachers will be required to have assignments and provide live instruction for students during virtual (remote) learning days. “Splitting the student body in half will accommodate the social distancing requirements sent down by the New Jersey Board of Education and the state,” McCue said. “A big piece of our plan is to maintain the health and safety of our students and staff.” McCue said having students in school for a half-day will provide sufficient time for a building to be cleaned and sanitized for the following day. Administrators are planning to send parents a short survey about the upcoming school year and are asking for the survey to be completed by Aug. 7. The first question on the survey will ask parents if they will have their children follow the combined in-person and remote education plan, or if they will select the allremote option. The other two questions on the survey will focus on transportation to and from school if a child will be attending classes, and the availability of internet access at home.

McCue said between 5% and 10% of the district’s students did not have internet access at home when schools closed in March. The superintendent said he is working to ensure that every student will have internet access for the 2020-21 school year and he said the district will provide service to those who need it. All students will be provided with a device (computer) by the district. McCue said he believes the remote curriculum to be offered during the upcoming academic year will be enhanced compared to what administrators were able to provide to students when schools closed suddenly in March and never reopened. Administrators will continue to provide services for students who are having issues with their work by providing basic skills learning classes and they will offer resources to help English as a Second Language students. Students who require special education services will be able to attend school four days a week. McCue said in-person classes will provide the children with assistance they would not be able to receive in a remote setting. “We are committed to providing our students with the services they need to help with their learning,” the superintendent said. Students and staff members will have their temperature checked prior to entering a school. There is no requirement indicated by the Centers for Disease Control and Prevention for teachers and students to take a COVID-19 test before starting school. Students and staff members must wear a face mask at all times. Administrators said there will be face covering breaks at appropriate times during the day. Students will be asked to wear a mask when riding the bus and at their bus stop if social distancing is not possible. The school district will hold professional development days for teachers from Sept. 1-3. Staff members will review the reopening plan and the remote curriculum. The first day of school is scheduled for Sept. 8.
