Youngest pupils, childcare operators face new regulations By STEVEN BASSIN Staff Writer

L

ost in the discussion about New Jersey’s public and private schools reopening in September has been the efforts expended by the operators of the Garden State’s childcare centers. On its website, the New Jersey Child Care Association states it is “a nonprofit membership organization dedicated to providing professional development, support and guidance in the management and administration of child care centers in New Jersey.” Maria Hughes, the association’s secretary/treasurer, is the owner and executive director of the Les Enfants Preschool in Palisades Park. She said the operators of childcare centers have discussed what they can do to help children feel safe and secure upon entering the facilities. The Monmouth Day Care Center in Red Bank is an example of a New Jersey childcare center that is dealing with the changes brought about by the 2020 coronavirus pandemic. The center was closed for several months before reopening in mid-July. Executive Director Heidi Zaentz said her staff worked diligently to follow safety guidelines established by the state. She said the reopening “has been going very well; better than anyone expected.” The Monmouth Day Care Center has welcomed back 43 children ranging in age from 4 months to 5 years old. Zaentz said the children are cooperating with all of the new procedures that have been put in place. For example, she said the children understand they must stand in line and have their temperature taken before they enter the building and they know they have to wear a face mask while they are inside. Hughes said state guidelines recommend that children over the age of 2 should wear a face mask at all times to stop the spread of the virus. Zaentz said she understands the importance of socialization for youngsters. “The children are really happy to be back and to be around other children,” she said. “But they get the social distancing aspect and have to wear a mask. That has been very amazing to see.” In some instances staff members are

taking pictures of themselves with a face mask on and off so the children know who they are. “A lot of schools are doing similar things to help make kids feel more comfortable, loved and secure when they come back,” Zaentz said. “The children and teachers have grown a little bit closer since they came back. The kids miss all that socialization and the teachers miss being around them.” There are challenges to be met before a childcare center can reopen in the current environment. Having enough staff members willing to work at the facility and keeping a stock of cleaning supplies on hand are two things to be considered, Zaentz and Hughes said. State regulations require staff members to clean and disinfect each classroom a minimum of four times a day, which includes cleaning every surface and all of the toys in the room. The playground is disinfected after each class uses the equipment. Zaentz said the center is accepting donations of disinfectant cleaning supplies. At her center in northern New Jersey, Hughes hired a service which sanitized the facility before it reopened and she said other operators have done the same. State rules mandate the maximum number of children allowed in one class is 10. At the Monmouth Day Care Center there are two teachers per class, with three teachers sometimes being stationed in a room where infants stay, Zaentz said. Hughes said two teachers in a classroom is a standard procedure all day centers try to follow. That way, when one teacher takes lunch or uses the restroom, there is another teacher to watch the children. Under the current guidelines, teachers and children from different classes cannot mix. Zanetz and Hughes both said that rule has made it difficult for classes to combine in the afternoon like they usually would. The guidelines have tested the finances of childcare centers, which must have the ability to hire the teachers they will need to run the facility, Hughes said. Zaentz said she was thrilled all of her teachers came back when the center reopened in July and said everyone has been doing a great job.

“Our staff has stepped up to the plate and has done an amazing job,” she said. Zaentz said she has spoken with parents about the procedures the center is taking to provide a safe environment for the children and staff, and answered any questions they had. At this time only children and staff members may enter the building. “I have been very impressed with the patience of our parents,” she said. “They are very comfortable with what we are doing.” Hughes said there have been very few

cases of COVID-19 reported in the state’s childcare centers and said no program that has reopened has closed. “We are doing it well and showing we can do it safely,” Hughes said. “Everyone is following the rules.” The Monmouth Day Care Center is open from 7:30 a.m. to 5:30 p.m. and provides children with eight classrooms, two playgrounds, a multi-purpose room that also serves as an indoor gym and a library. The center serves breakfast, lunch and snacks.

Murphy, legislators enact significant laws under cover of pandemic

S

oon after the nightmarish effects of the coronavirus pandemic subside, school district administrators may ask themselves this question: Where is Chris Christie now that we need him? The reference to the former governor may seem odd if not for the enactment during the past six months of three laws approved overwhelmingly by bipartisan majorities in both legislative houses and signed into law by Gov. Phil Murphy. Both noteworthy and disturbing is that this took place during the current health emergency in a virtual law-making environment, where public and media attention has been focused on more immediate concerns such as whether schools will reopen, the kind and quality of instruction offered, and myriad health and safety issues potentially affecting students and staff members. These three legislative initiatives, fair to say, were entirely geared to the interests of school employees and their unions. In both the short- and long-term, they will dramatically alter the balance in the bargaining relationship between school boards and local unions and will impose even greater budgetary stress on local school districts and financial pain on the state’s taxpayers, when relief, more than ever before, is urgently needed. It is indeed a sad commentary, but no surprise, that the legislative process has operated largely in the shadows during this difficult time, well out of public view and devoid of vigorous and vibrant debate as it made these dubious decisions. This misbehavior leaves the unfavorable impression that the state’s lawmakers have responded to special interest needs over the larger public interest. While school employees continue to encounter serious challenges during the current pandemic, they should find solace in the fact that the state’s elected policymakers have more than adequately protected their employment interests. If only other workers – the unemployed and furloughed – had the opportunity to enjoy the same.

Clerk discusses election to be conducted primarily via vote by mail

M

onmouth County Clerk Christine Giordano Hanlon is advising Monmouth County voters that Gov. Phil Murphy has announced major changes to the Nov. 3 general election process due to the ongoing COVID-19 public health situation. Similar to the July 7 primary election, the Nov. 3 general election will be conducted primarily by mail-in ballots with limited polling locations open for voting on paper provisional ballots only, according to a press release from Hanlon. According to Murphy’s Executive Order No. 177, all registered and active voters will automatically receive a mail-in ballot for voting in the 2020 general election without the need to submit a vote by mail application. The Executive Order states that the vote by mail ballots must be mailed to voters on or before Oct. 5. The county clerk’s office will provide a postage-paid envelope for the return of the completed mail-in ballot; therefore, voters are not required to attach a stamp when

returning the ballot via the United States Postal Service. According to the Executive Order, voters can return their completed general election mail-in ballot to the county Board of Elections via mail, drop box, in person to the Board of Elections Office, or in person at their assigned 2020 general election polling place. More information about deadlines and the placement of drop boxes will be forthcoming, according to the press release from Hanlon. A limited number of polling places will be available for voters on Nov. 3, where only paper provisional ballots will be available for voting. Voters with disabilities or who need an accessible ballot should contact the county clerk’s office at 732-431-7790, or may go to their assigned 2020 general election polling place, which will provide access to an in-person accessible voting device on Nov. 3, according to the press release. A sample ballot will not be mailed to voters for the Nov. 3 election, but a notice indicating voters’ polling lo-

cations will be mailed to voters. The county clerk’s office will make the sample ballots available online for viewing at MonmouthCountyVotes. com and on the Monmouth County Votes mobile app once the ballots are ready. A sample ballot will be available at each polling place on Election Day, according to the press release. “I encourage voters to check our elections website at MonmouthCountyVotes.com in the upcoming weeks and to follow the Monmouth County Clerk’s Office on social media for information regarding the Nov. 3 general election,” Hanlon said. “We will continue to provide updates as we receive more guidance from the state Division of Elections about the election process,” she said. Red Bank public schools will begin new academic year on Sept. 14 Staff Writer

RED BANK – The Red Bank Borough Public Schools Board of Education has approved a plan that will offer a hybrid model of in-person and remote (virtual) instruction for students when the 2020-21 school year begins in September. New Jersey’s schools were ordered to close in mid-March by Gov. Phil Murphy at the start of the 2020 coronavirus pandemic. For the remainder of the 2019-20 school year, students remained at home

and received instruction remotely. Earlier this summer, Murphy directed school administrators to develop a plan to reopen schools for the 2020-21 academic year in a manner that best fits a district’s local needs. The governor initially mandated in-person instruction for all students. However, Murphy later said an all-remote option must be provided for parents who do not want to send their children into a school at any time. The governor changed course again when he said a school district could open

with 100% remote instruction if administrators could not meet certain criteria to safely reopen buildings to students and staff members. Numerous school districts are seeking to use the 100% remote option, but Red Bank is not among them. On Aug. 11, members of the board approved a plan that will begin on Sept. 14 and see students divided into four cohorts. Two cohorts will consist of children whose parents have selected the hybrid model of in-person and remote instruction, according to district administrators. Students in the first of those two cohorts will attend school for in-person instruction on Monday and Tuesday and receive remote instruction on Wednesday, Thursday and Friday. Students in the second of those two cohorts will attend school for in-person instruction on Thursday and Friday and receive remote instruction on Monday, Tuesday and Wednesday. The third cohort will consist of students in self-contained special education classrooms who will receive in-person instruc-

tion on Monday, Tuesday, Thursday and Friday. The fourth cohort will consist of students whose parents selected the option of 100% remote instruction. Students will be required to wear a face mask on their bus and in school until further notice. Staff members will be required to wear cloth masks and face shields. Exemptions to the face mask requirement will include staff members and students who have a medical condition; students who have a disability; and circumstances in which appropriate social distancing can be guaranteed. District administrators said students should provide their own cloth face covering. If a child forgets a face covering, the district will provide a disposable face covering for the day. Students who attend school will be permitted to bring a clear water bottle that may be refilled during the day. The use of water fountains will be limited to students filling a water bottle. Art students reunite in exhibition after 40-year hiatus RED BANK – On Aug. 28, the exhibition “Seasons: New Work by Lou Storey and Eileen Kennedy” will open at Red Bank Frameworks, 135 Monmouth St. The show will feature three-dimensional mandalas of cast resin and acrylic paint by Long Branch artist Lou Storey, and egg tempera paintings and silverpoint drawings by Eileen Kennedy of Middletown. There will be a Zoom opening at 6:30 p.m. Aug. 28. The show runs through November, according to a press release. A milestone for the artists, this is their first show together since they showed at the Brooklyn Museum in 1980 in Brooklyn

Abstract Artists. Little did they think when they were both students at Pratt Institute that more than 40 years later they would still be friends, much less be exhibiting together, according to the press release. In 2019, Kennedy was working on a series of paintings and drawings that explored the four seasons as she experienced them growing up in and around Red Bank. She wanted to mount an exhibition when the series was completed, but felt it would not be enough work for a solo show. She went to see Storey’s solo exhibition at the Art Garage in Atlantic City and

noticed that many of his new works dealt with the passage of time, night and day, and other natural phenomena. Kennedy asked Storey if he had eight to 10 pieces related to the changing seasons for a two-person show. He said yes and then proceeded to create a new series inspired by the ancient myth of Persephone and how the seasons came to be, according to the press release. The show was originally scheduled to open on April 3. Now that Red Bank Frameworks is once again open at the capacity permitted by state authorities, owner Steve McMil-

lion and the two artists agreed they wanted to proceed with the show. It will kick off with a Zoom opening Aug. 28 at 6:30 p.m. Once the show has opened, individuals and small groups will be able to see the show in person (with face coverings), Tuesday through Friday from 10 a.m. to 6 p.m., and Saturday from 10 a.m. to 5 p.m. The artists plan to offer additional online talks and demonstrations throughout the course of the exhibition, according to the press release. hen New Jersey residents head to the polls on Election Day, Nov. 3, they will be voting for members of local and regional school boards. Candidates from Eatontown, Fair Haven, Rumson, Red Bank, Tinton Falls, Shrewsbury Borough and Shrewsbury Township have filed nominating petitions to run for seats on the area’s school boards. In Eatontown, Barbara F. Van Wagner is running unopposed for a three-year term on the Monmouth Regional High School Board of Education. 2020 Buick Encore GX

I

f legendary song writer and Nobel laureate Bob Dylan were setting out to write the songs for his critically acclaimed “Highway 61 Revisited” album today, he might be a bit stumped when it comes to one of the songs on that album. “From a Buick 6” a raucous blues tune included on that disc was – I am assuming – written while Mr. Dylan was riding in a six cylinder Buick sedan. In 1965, this was entirely possible. Peter Perrotta If you fast forward to today, not so much. For one, there aren’t as many Buicks on the road today as there were back then. Secondly, most of the Buicks are powered by four cylinder turbo engines these days. And last, but not least, about 90% of Buick’s model lineup are comprised of SUV models now. “From a Buick 4 turbo” just doesn’t have the same ring to it. However, knowing Dylan’s penchant for creative genius, I am sure he would have figured something out if he was embarking down that road today. This all comes to mind because I recently just finished a one week journey behind the wheel of a 2020 Buick Encore GX – an all new model in the Buick lineup. The Encore GX represents the fourth Buick offering in the SUV segment and is slotted as its sub-compact offering. “As we look to the future of Buick, the Encore GX positions us strongly as a consideration for those who want to purchase small or subcompact SUV’s,” says Duncan Aldred, vice president of Global Buick and

GMC. Buick offers the Encore GX in three trim levels: the base Preferred ($25,095); the Select ($26,695) and the top of the line Essence ($29,495). The model I tested for one week was the front wheel drive GX Essence. There is an all wheel drive version available. My overall impression of the Encore GX was that, while it’s a bit small and cramped on the inside, it affords itself a much bigger feel once you start driving it. It is of average looks on the exterior – sporting the typical compact crossover SUV look that is popular these days – but inside if affords itself a rather luxurious feel, giving it a richer vibe than the window sticker suggests. While you won’t win many races – if any – with the Ecotec 1.3 liter, 3 cylinder engine (155 horsepower), the Encore GX does have a very smooth ride to it and handles well enough to make it exciting to drive. The folks over at Car and Driver gave the Encore GX high marks for its “upscale appearance, thoughtfully designed interior.” They also said it was a “good value proposition.” On the negative side Car and Driver says the Encore GX has “pokey acceleration times, blasé handling and the fit and finish doesn’t match luxury rivals.” To be honest, I didn’t find this three cylinder Encore GX to be all that slow. As far as handling goes, while it doesn’t handle like a BMW or Mercedes, it does have a smooth edge to its handling athleticism. The Encore GX I tested had $5,470 of optional equipment added to its base of standard features. Included in the options were: $1,790 for a technology package; $1,500 for a moonroof and upgraded 18-inch wheels; $770 for a convenience package; $520 for a liftgate package; $495 for the Chili Red Metallic paint and $395 for the upgraded three cylinder engine.

The technology package includes: an HD surround vision camera; heads up display; adaptive cruise control and navigation. The optional convenience package includes: automatic parking assist with braking; wireless charging; rear camera mirror with washing and rain sensing windshield wipers. With the options added in and the destination and delivery charge included, the MSRP sticker price of this Encore GX Essence model comes in at $34,965. The Department of Transportation EPA fuel ratings for this model are 31 miles per gallon as an overall average – 30 mpg in around town mileage and 32 mpg for highway driving. The EPA estimates that the average annual fuel cost for this model to be $1,300 as it uses about 3.2 gallons of fuel for every 100 miles driven. This model of the Encore GX has not been tested for the government’s five star crash test ratings yet. Buick’s 8-inch infotainment touch

screen system is one of the better and more responsive to use that is generally available on the market. I found this system very easy to sync my phone and music to and the navigation system was a pleasure to use as well. While this might seem like an easy task, it isn’t as easy as it looks. The bumper to bumper limited warranty on this Buick model is 4 years, 50,000 miles. The powertrain carries a 6 year, or 70,000 mile warranty. The first scheduled maintenance visit on this Buick is complimentary. While this Encore GX enters the segment of the compact crossover SUV at a very competitive time, I would say that its hat should be tossed into the ring when it comes time to consider an SUV from this category.
