R
esidents and first responders from Monmouth County’s Bayshore region came together on the evening of April 14 to show their respect, love, appreciation and admiration to the doctors, nurses and staff members at Bayshore Medical Center, Holmdel, and to recognize
those individuals’ hard work during the coronavirus pandemic. Fire trucks, ambulances, police cars and other emergency vehicles filled a parking lot at the hospital as first responders and residents from Holmdel, Keyport, Union Beach, Hazlet, Matawan and Aberdeen Township came in waves for a 6:30 p.m. salute to healthcare workers who were

heading home after a 12-hour shift or arriving for work. First responders formed two lines in front of a hospital entrance and the employees walked through the space as a U.S. flag flew high above them, supported by a pair of fire trucks. Those entering and leaving the building received a standing ovation from the attendees.
To salutes from the first responders and cheers from residents who held signs stating their appreciation and respect, the hospital employees displayed a range of emotions from happiness to tears of joy upon seeing the support. “Bayshore Medical Center is so

Matawan native serves aboard USS Constitution BOSTON – U.S. Navy Hospitalman Katrina Mastrolia, a native of Matawan, checked aboard the USS Constitution on April 2. Duty aboard the USS Constitution is one of the Navy’s special programs and all prospective crew members must meet a high standard of sustained excellence and interview to be selected for the assignment. “I am extremely grateful for this amazing and exciting opportunity and by becoming a crew member of the USS Constitution I am living every sailor’s dream,” Mastrolia said. Mastrolia has served in the Navy for two months and the USS Constitution is her first duty station. Mastrolia is a 2016 graduate of Matawan Regional High School. The USS Constitution is the world’s oldest commissioned warship afloat and

We could not work in a greater community,” Chief Hospital Executive Frank Ciatra said. Holmdel Police Department Detective Eric Hernando took the lead in coordinating the event. Hernando is Holmdel’s emergency management coordinator and is in constant contact with the hospital. He said he understands the hard work the healthcare employees have been putting in on a daily basis during the pandemic. “They are on the front lines and I felt they needed to see support from our first responders,” Hernando said. Hernando, who is also the deputy chief of the Holmdel Township Fire Department, used his connections to create a chain of people who reached out to first responders in towns that are near the hospital. All of the first responders and residents who attended the event were required to wear masks and gloves, and to observe social distancing guidelines. As he ran from one spot to another during the event, Hernando was happy to see the reactions on the faces of the employees as they entered or left the hospital.
“The best part was the reactions on the nurses’ faces as they walked in,” he said. I remember seeing one nurse cry as she walked by. That made it all worth it.” Many government officials were in attendance, including state Assemblywoman Serena DiMaso (R-Monmouth). DiMaso, who is a member of the Holmdel Township First Aid Squad and chairs the Bayshore Medical Center Foundation Board of Trustees, said the gathering was exactly what the hospital employees and the first responders needed right now. “It was extremely moving from both sides,” DiMaso said. “To see the tears in the eyes of each healthcare worker as they walked in and out of the hospital meant a lot. All of us needed that 45 minutes to come together as a community and that’s what will help us get through these tough times.” Bayshore Medical Center has been receiving donations of food from Alana Marinello, who is the owner/operator of McDonald’s, Route 35, Hazlet, during the pandemic. Marinello has been an operator at McDonald’s since 2013 and wanted to show her appreciation for the hard work and selfless dedication the hospital employees have been providing during the health crisis. “We are proud to support our community at Bayshore Medical Center by donating meals to our healthcare workers who are on the front lines of this pandemic,” Marinello said. “We appreciate all the hard work they are doing to keep us safe and healthy.”

Consistent with Gov. Phil Murphy’s executive orders related to the COVID-19 public health emergency, this project is deemed an essential construction project and will proceed as planned, according to the press release. New Jersey American Water’s contractor, J.F. Kiely Construction Co., will begin work on or about April 20 and expects to finish by the end of May, weather permitting. MIDDLETOWN – New Jersey American Water will replace approximately 2,700 feet of aging water main in Middletown. Work is expected to begin during the week of April 20, according to a press release from the company. The project also includes replacing 46 utility owned service lines along the pipeline route. The company will upgrade the aging 6-inch water lines, installed as far back as the 1950s, with new 8-inch ductile iron main along Greene Avenue from Brookside Drive to Maple Avenue, and Maple Avenue from Greene Avenue to Main Street, according to the press release. This $560,000 investment will continue to advance water service reliability and increase water flows for household consumption and fire protection in the community, according to New Jersey American Water. The improvements in Middletown are part of the company’s multi-million dollar initiative to accelerate the renewal of water infrastructure that has reached the end of its useful life in more than 100 communities across New Jersey, according to the press release.

Holmdel school budget hearing set for May 6 By PETER ELACQUA Staff Writer
HOLMDEL – The Holmdel School District Board of Education has introduced a $67.77 million budget to support the operation of the school district during the 2020-21 school year. A public hearing on the budget has been scheduled for 7 p.m. May 6. The board may adopt the budget that evening. The 2020-21 budget will be supported through the collection of $59.6 million in taxes from Holmdel’s residential and commercial property owners. Property taxes account for about 88% of the budget’s revenue. The district’s 2019-20 budget totaled $67.44 million and was supported by a $58.6 million tax levy. Total spending for the upcoming school year is up by
$330,000 and the tax levy for the upcoming school year is up by $1 million. Under the terms of a state law known as S-2 that was enacted in 2018 and funds New Jersey’s schools, Holmdel will see its state aid increase from $2.58 million in 2019-20 to $3.04 million in 2020-21, according to the New Jersey Department of Education. Specific information about the impact of the 2020-21 budget on property taxes is expected to be available at the May 6 public hearing. In addition to Holmdel school taxes, property owners also pay Holmdel municipal taxes and Monmouth County taxes. The school district consists of the Village School, the Indian Hill School, the W.R. Satz School and Holmdel High School.

Matawan council sets special duty guidelines for officers By VASHTI HARRIS Staff Writer
MATAWAN – The Borough Council has adopted two ordinances that amend the municipal code regarding Matawan Police Department officers who perform special duty assignments. “Two ordinances were amended to allow the borough to use a third party contractor to administer all police special duty assignments. This action will provide for those responsibilities, previously handled by police and borough administrative per-
sonnel, to be handled by an outside vendor at no cost to the borough,” Mayor Joseph Altomonte said. All police special duty assignments will be in Matawan unless specific written approval is given by the police chief for an officer to work outside the borough. According to the ordinances, which were adopted on April 7, all special duty assignments for police personnel will be determined and approved by the police chief. No police officer will be permitted to perform duty assignments for private par-

Lately, you may have been thinking about your mortality and deciding that you definitely need to have your last will and testament drafted—the one you’ve been putting off for years. While you were at it, you wanted to have a living will and financial power of attorney drafted. As with your Will, you’ve been putting off having these documents drafted for years, too. You know the documents are very important, something everyone should have, but you just didn’t see the immediately need. You may have been reading my articles for years, thinking, I’m going to go see that John Callinan someday and have him draft my Will. The problem with procrastination is that the event that finally brings the thing you’ve been putting off to the fore also prevents you from finally accomplishing the thing you’ve been putting off. For instance, you want me to draft your Will, living will, and power of attorney, but with the statewide emergency, you find it difficult to come see me or you think you cannot come see me. For the past month, I’ve been “seeing” clients through calls, conference calls, Facetime, and video conferencing. I find that these methods of meeting with clients are highly effective. I’m able to counsel the client and mail the client draft documents to review. Even without the coronavirus crisis, I typically give clients four to five weeks to review draft documents before I get together with the client to sign the documents. Four to five weeks from today is mid-May. Hopefully, by that point in time, the stay-at-home restrictions will be eased somewhat. Even with the current stay-at-home order, Governor Murphy says that law firms can continue to operate. So, I could simply meet clients in my office. I’m going to hold off on that for a few more weeks, though. For the next several weeks, I’m telling clients that I will continue to meet with them via the remote services mentioned above. After I mail draft documents to the client, I’ll review their documents with them before they come to my office to sign. At the office, I’ll have the clients sign the documents outside in the open air. My staff will maintain social distancing rules and wear masks and gloves. For those clients who are extremely reluctant to leave their homes, I could do remote notarization of their documents using a video conferencing program such as Zoom.com. Governor Murphy recently signed into law a remote notary act that permits a notary to notarize a document using a video conferencing service. I am a notary public. Under New Jersey law, lawyers are also permitted to take acknowledgments and, now, remote acknowledgements using a video conferencing service. Using the remote notary act to sign documents would work as follows: I would mail the client draft documents. Once the client is satisfied with the draft documents, I would mail the client finalized documents. The client and I would participate in a video conference call. I would witness the client sign the documents that I mailed to the client. I would then sign a notary page at my office affirming the fact that I witnessed the client sign the documents. The client would then attach the notary page that I signed to the finalized documents. Viola! The client has fully notarized legal documents. The fact of the matter is, given modern technology, I can freely meet with clients and can have clients sign any documents that need to be signed and notarize those documents. In some ways, remote technologies make the attorney-client relation better than before, more convenient for the client. I think people need to acclimate themselves to the fact that all of us may be spending more time meeting other people through remote technologies. People are used to meeting face-to-face with their attorney, but people are also used to meeting face-to-face with their doctors. Yet, I just participate in a tele-medicine appointment with a doctor this past week, and I’m sure many of my clients have participated in tele-medicine meetings with their doctors as well. In sum, I think it’s healthier for you and healthier for me if we meet remotely and I think those meetings can be highly effective, but if you want to meet face-to-face, I’m going to begin having meetings in the office in the next few weeks. Prior to requiring special duty services, borough officials will receive a description of the project and special duty assignment; the number of officers required; the date and time an officer will be required; the location of the assignment; and contact information for the project contractor. The police chief may assign a patrol vehicle for use at a special duty assignment. The police chief may deny the assignment or the use of police officers or vehicles and/ or impose any condition or requirement if he determines that is in the best interest of the borough, the police department and/or the police officers or public safety. The work to be performed by an officer will be considered a “special assignment from independent contractors” and will not be considered a direct assignment. The taking of special duty assignments will be on a voluntary basis in accordance with a fair and reasonable system established and approved by the police chief, according to the council.
“Borough officials and the police chief believed that by outsourcing this function (of scheduling special duty assignments), it made the process more efficient. It freed up borough personnel and police personnel to handle other things,” Altomonte said. Officers engaged in special duty assignments will be considered to be off-duty and will conform to all police department rules, regulations and procedures. The contractor will pay for services that include a police officer hourly rate; a police vehicle fee of $5 per hour per vehicle assigned to a special duty assignment; and a $12 per hour administrative fee for each special duty assignment, according to municipal officials. All payments for special duty assignments will be made through a special police fund established by the municipal treasurer from which payment will be made to the individual officers who perform the assignment. An administrative fee will be retained by the borough, according to municipal officials.
Trinity Dominion offers way to provide PPE to those on the frontlines
