Littenberg named Distinguished Citizen of the Year By MARK ROSMAN Managing Editor

usinessman Abe Littenberg has been honored as Middletown’s Distinguished Citizen of the Year. Township Committee members saluted Littenberg and his wife, Linda, during the April 19 meeting of the governing body. In addition to presenting Littenberg with a key to the township, Mayor Tony Perry presented Littenberg with a plaque containing a statement in which municipal officials said, “This prestigious award is hereby bestowed upon Abe Littenberg for being a philanthropic community leader and ardent supporter of Middletown businesses, especially during the COVID-19 pandemic. “This past year has thrown many small business owners and residents into challenging economic situations and Abe has made it his mission to help others get back on their feet again. “Abe Littenberg is an effective, efficient and compassionate business leader who has spent countless hours helping other business owners navigate this pandemic, as well as helping facilitate a COVID-19 economic recovery plan. “He was able to execute this all while ensuring his own Middletown-based companies, Guttenplan’s Frozen Dough and A Child’s Place, a school he owns with his wife Linda, could adapt to the pandemic and continue to thrive. “As chairman of the Middletown Economic Development Committee (MEDC), Abe supported the township’s ‘Takeout Thursday’ initiative and small business recovery efforts. “With the help of MEDC and Lincroft Village Green Association board members, Abe created a database of local restaurants to provide an easy way for community members to order meals from their favorite establishments during the lockdown TO

Volunteers needed to support survivors of sexual violence
F
or 45 years, 180 Turning Lives Around, a private nonprofit organization in Monmouth County, has provided support and advocacy for victims of sexual violence in the aftermath of a highly emotional and traumatic experience with the assistance of its dedicated Sexual Assault Response Team (SART) volunteers. 180’s specially trained, confidential victim advocates, with countywide law enforcement and the Forensic Nurse Examiners program, provide emotional support and assistance to victims, and their significant others, during accompaniments for timely and sensitive hospital medical examinations, and police and grand jury pro-
cedures, according to a press release. 180’s volunteers also provide telephone support, which includes at the time of crisis, addressing medical and emotional needs, information regarding the justice system, and referrals for services. The volunteers also provide support and advocacy for the survivor’s significant other and adult survivors of childhood sexual assault, according to the press release. The organization’s directors are inviting the community to join 180’s life-changing mission. 180 will conduct the mandatory, 40-hour SART training course for new volunteers from June 1-24 (Tuesdays, Wednesdays and Thursdays) from 6-9:30
p.m., remotely via Zoom. Basic requirements for volunteers to apply include that they must be 18 years of age or older, have access to reliable transportation, possess a valid driver’s license, be willing to serve on an on-call shift basis, participate in an interview process and submit to fingerprinting and background checks. 180 is committed to a socially and culturally diverse team to best serve the community. H ealth & F itness Gov. Murphy announces loosening of COVID-19 restrictions
I
n the face of the ongoing coronavirus pandemic, Gov. Phil Murphy has announced the easing of restrictions for a variety of activities and higher outdoor capacity limits, effective May 10. Editor’s note: As the Independent went to press on May 3, Murphy’s office issued an updated press release which indicated that the effective date for the easing of some restrictions had been moved up to May 7. Residents should check with venues and individual event organizers for the most current regulations that are in place. Additional restrictions will be lifted on May 19 in conjunction with the states of New York and Connecticut, according to a press release from Murphy’s office. “Our robust COVID-19 vaccination program is starting to show results through lower COVID-19 case metrics, including a decline in COVID-19 cases and hospitalizations,” Murphy said.
“This allows us to take steps so New Jerseyans can have a much more normal summer, including allowing for students to celebrate important milestones and events like graduations and proms in person. “The continued cooperation with public health preventive measures and increasing vaccination rates among New Jersey residents allows for this easing of restrictions in the state,” New Jersey Health Commissioner Judith Persichilli said. “We encourage all residents 16 and older to get a COVID-19 vaccine. It will not only protect you, but it will help us drive down community spread so we can reopen the state further,” she said. According to the press release, the changes include: • Outdoor gatherings: The outdoor gathering limit will be raised to 500 persons from 200 persons. COVID-19 metrics will continue to be evaluated with the hope of raising the limit again, perhaps considerably, prior to Memorial Day; • Large venue outdoor capacity: Out-
door capacity limits will be raised to 50% capacity for venues with 1,000 fixed seats or more. The current limit is 30% capacity for venues with 2,500 fixed seats or more. All attendees are required to be 6 feet apart from other attendees, except that individuals who purchase or reserve tickets together may be seated together, but must be 6 feet away from all other groups or individuals in all directions; • Maximum capacity for certain indoor activities: Capacity limits for indoor private catered events, including proms, will be raised to 50% capacity of the room in which the event is being held, with a maximum of 250 individuals. The current limit is 35% capacity of the room in which the event is held, with a maximum of 150 individuals. These events must continue to follow all indoor dining protocols; • The limit for political events, weddings, funerals, memorial services and performances occurring indoors will similarly increase to 50% capacity, with a maximum
of 250 individuals. Indoor religious services will continue to operate at 50% capacity, without a numerical cap; • Dance floors at indoor catered events: Dance floors will be permitted to open at indoor private catered events, including proms, with masking and social distancing requirements in place. Dance floors will remain closed at bars and other related businesses, such as nightclubs; • Graduations and proms: Schools and universities will be able to use the newly raised outdoor gathering and large venue capacity limits to hold more robust graduation ceremonies. Proms will benefit from the increases to indoor private catered event capacity and the allowance of dance floors at such events. • Carnivals and fairs: Effective May 10, carnivals and fairs are explicitly permitted to operate at outdoor amusement business capacity limits, which currently stand at 50% capacity.

Get On and Off the Floor A series of studies suggest that if you can go from standing to sitting on the floor and back to standing without using your hands, you’re a lot less likely to die than someone who can’t. It’s called the sittingrising test. Here’s how it works: You start standing, and without support you sit down on the floor, then stand back up. You start with a score of 10. Every time you put a hand, knee, forearm or the side of your leg on the floor you lose one point. Putting a hand on your knee or thigh to
help also costs a point. In a sample of over 2,000 people, they found that scoring less than eight points made you twice as likely to die in the next six years when compared to people who scored higher. Score three or less and you’re five times more likely to die in the same period. Overall, each point in the test is worth a 21% decrease in mortality from all causes. Notice that both gait velocity and the sitting-rising test aren’t specific to any one thing. The risk of hospitalization in the gait velocity studies was hospitalization
for any reason. Death in the sitting-rising studies was death from anything. So while we know that exercise and healthy lifestyle reduce your risk of specific diseases like heart disease or diabetes, it appears that being able to move may provide much more wide ranging protection than we previously thought. Gait Velocity Gait velocity is how fast you walk. Studies have shown that if your typical walking speed is over 1 meter per second or 3.3 feet per second, you’re likely able to complete typical daily activities independently. You’re also less likely to be hospitalized and less likely to have adverse events like falls. If you’d like to test yourself, measure out a straight, flat course to walk between 10 feet and 30 feet long. You’ll also need 5 feet or so at the beginning and the end for acceleration and deceleration. Walk the course at your typical speed and divide the length of the course by how long it took you to walk it (distance/time). That’s your gait velocity.

Aberdeen council plans for sewer upgrades By VASHTI HARRIS Staff Writer
ABERDEEN – The Township Council has introduced a $185,000 bond ordinance that will help fund $417,000 worth of sewer improvements in Aberdeen Township. The ordinance was introduced April 15. Council members scheduled a public hearing for May 6 and may adopt the ordinance following the public hearing. The improvements would consist of line rehabilitation and related televising equipment; pump replacement at each
pump station; manhole rehabilitation; improvements and upgrades at pump station No. 3; the acquisition of an autodialer; and the acquisition of pump station alarms, according to municipal officials. Although no down payment is required, officials will pay $232,000 to fund the portion of the improvements that will not be covered by the bond ordinance. Those funds will come from previously adopted budgets, according to the council. In other business, council members took action to seek state funding that will
permit Aberdeen police officers to employ body worn cameras for the first time. The New Jersey Department of Law and Public Safety, Office of the Attorney General, offers a body worn camera grant program. Police Chief Alan Geyer said officials are applying for funding for the first time. The grant program is designed to provide eligible law enforcement agencies with state funding to assist in the purchase of body worn cameras, ancillary equipment and storage.

Matawan ready to compete with top teams in conference By STEVEN BASSIN Staff Writer
MATAWAN – There has been no slowing down the Matawan Regional High School softball team to begin the 2021 season. Under first-year coach Jess O’Brien, Matawan scored 68 runs in its first six games en route to a 6-0 start. “The players came out hard from the first day of practice and are excited to play,” O’Brien said. “They are such a talented group and they are so fun to coach.” After losing the 2020 season to the coronavirus pandemic, O’Brien said her players came ready to work when practices for the 2021 season began on April 1. “They work hard and they want to have hard practices. Our bonding experience was me pushing them to be the best they can be,” the coach said. Junior first baseman Chloe Montalvo leads the Huskies with 11 hits (five doubles) through six games. Losing her sophomore season did not stop Montalvo from training hard to make an impact in 2021. In addition to playing with a travel team, Montalvo dedicated her time to completing virtual workouts Matawan had in the off-season and hitting off a tee to be ready to go this spring. “It definitely feels good to be back after losing out on last year,” Montalvo said. “We have a good group this year and we all gel really well together. It’s been great.” Montalvo is second on the team with seven RBI through six games. Junior Kaysey Antos and senior Michaela DeGeorge have each driven in eight runs. Antos drove in six runs during Matawan’s 31-0 victory over Red Bank Regional on April 30 in Little Silver. “Our bats are always alive,” Antos said after the win. “Our pitching is very good

The senior second baseman said it has been fun being back on the diamond with her teammates and said she is enjoying playing her last year of softball. “I’m glad we came back with a strong squad and that we are scoring a lot of runs,” DeGeorge said. “Everyone gets along. We all just want to win as a team.” Senior Alissa Eimont was Matawan’s top hitter in 2019 with 34 hits. She scored a team-high 18 runs scored and stole 16 bases. Batting third this season, Eimont had seven hits and four RBIs through six games. Four of her hits have gone for extra bases, including Matawan’s first home run in the win over Red Bank Regional. The biggest impact Eimont has made this season has been in the pitching circle. She is 5-0 with 67 strikeouts through 32 innings pitched and she has only allowed two runs. With a 6-2 victory over Middletown South on May 1, Matawan has outscored its opponents 68-7 to start the season. The hot start has fueled the drive the Huskies have had since practices began to be one of the top teams in the Shore Conference and to make a run at a state championship. That first step will come while competing for the Shore Conference B North Division crown against teams like Saint John Vianney, Middletown North and Colts Neck, which is 5-0 and has defeated St. John Vianney. O’Brien knows her players are excited to play the top teams and believes those challenges with help the Huskies in their pursuit of winning a state title. “Those games are going to be challenges for us and I think our girls are going to be up for it and focused on trying to beat those teams,” the coach said. Matawan was scheduled to host Red Bank Regional on May 4 and to play St. John Vianney on May 6.

rookdale Community College, the county college of Monmouth County, is introducing sports management to the fall curriculum as an elective for business, and hospitality management degrees. Students will explore sports organizations and professions in the field and understand the management of the sports industry and sports facilities, according to a press release. With local business leaders across the sports world, Brookdale’s faculty will teach about emerging trends and related career opportunities in the ever-evolving business of sports and marketing. Students will identify the types of employment opportunities available in the sports industry after taking this class. They will engage with guest speakers, take tours

or decades of Christian Brothers Academy runners, there is one building on the Lincroft campus that holds a special place in their hearts: the Round Barn. Like many of the structures on campus, the Round Barn is a remnant of the property’s past, the former site of Whitney Greentree Stables, where many real Colts were trained – hence the school’s choice of a mascot, according to a press release. Prior to the property’s purchase in 1958 by CBA’s founders, the barn’s 300-yard track was used exclusively to train horses. Since the 1960s, the barn has been used as an indoor running facility for the newage Colts, CBA’s nationally recognized running programs, according to the press release. On April 18, more than 125 alumni and friends of the academy descended on the campus for one “last lap” in the Round Barn. “I have great memories from my years attending CBA and one of those memories was lacing up my track spikes and running in the Round Barn,” Phil Hinck ’71 said. “There were very few places where you could actually have a good indoor workout, especially when the weather outside was cold, wet and snowing, and the Round Barn was one of them,” he said. Hinck was one of the many alumni who – quite literally – brought their old running sneakers and took a jog around the barn. It was the meeting of generations of past, current and future Colts. Old friends shared a laugh, fathers brought their young sons, and current student-athletes heard stories from alumni. to the barn. The upcoming reconstructed facility will officially bear his name: the Thomas J. Heath Round Barn, according to the press release. As part of the Forever CBA: Securing Our Mission campaign, the new building will be constructed in the same footprint as the original barn, but it will have all the features to match CBA’s championship running teams. The new barn will include a synthetic track floor, energy efficient lighting, radiant heat, roof ventilation, a multipurpose practice infield, a meeting room and restroom facilities. Many alumni, including Nick Raguseo ’11, know it is both a bittersweet and exciting time for the track and field program. He made the trip from Charlotte, N.C., to say his goodbyes to the barn in which he spent his high school years training. “Running track for CBA was incredible, but the best part about it was the day-to-day activities that centered around the Round Barn. Warmups, workouts, long runs, you name it, we were always in there,” Raguseo said “As sad as I am to see the historic barn be torn down, I’m excited for the new indoor complex to be created.” Construction on the Heath Round Barn facility will begin later this spring, according to the press release.

During the Nov. 3, 2020 election, residents cast their ballots on a public question and voted to increase the local open space tax rate. Perry said 67% of the residents who voted on the public question cast a “yes” vote. Several days after the vote, Perry said, “I want to thank the voters for an overwhelming victory” on the public question. “We are now able to move forward (on open space preservation) … this (decision) gives us added dedicated revenue to preserve farmland, to protect our beaches … This is a big win for our township.” Perry has said the $1.1 million in tax revenue that will be generated on an annual basis through the increase in the open space tax rate would only be used for the acquisition of additional open space in the community. As the ordinance was considered for adoption, the mayor said, “This process has gone on for several months. I want to thank the 67% of voters who stood tall. They made it clear they want to preserve land. I also want to thank the Township Committee for standing up and doing what is right. “The Township Committee is incredibly proud of this initiative and it is now set in stone. We are grateful we will have the opportunity to preserve more open space, to make upgrades and to preserve farmland,” Perry said. According to the ordinance, the funds accumulated in the trust fund must be expended for any or all of the following purposes, or any combination thereof, as determined by the governing body: • acquisition of lands for recreation and conservation purposes; • development of lands acquired for recreation and conservation purposes; • maintenance of lands acquired for rec-
reation and conservation purposes; • acquisition of farmland for farmland preservation purposes; • historic preservation of historic properties, structures, facilities, sites, areas or objects, and the acquisition of such properties, structures, facilities, sites, areas or objects for historic preservation purposes; • payment of debt service on indebtedness issued or incurred by Middletown for any of the purposes listed; • Blue Acres projects. By way of history on Middletown’s open space preservation efforts, in 1998, voters in the municipality approved the creation and funding of a local open space trust fund with a tax rate of 1 cent per $100 of equalized valuation. In 2002, voters supported an increase in the open space tax rate to 2 cents per $100 of equalized valuation. On Nov. 3, Middletown’s voters approved an increase in the open space tax rate to 3 cents per $100 of equalized valuation. The ordinance that was adopted by the committee on April 19 will implement the increase in the open space tax rate. In 2020, the average home in Middletown was assessed at about $448,000. With an open space tax rate of 2 cents per $100 of valuation, the owner of that home paid about $90 into the open space trust fund last year. Raising the open space tax rate to 3 cents per $100 of valuation will increase that homeowner’s payment into the open space trust fund to about $135 on a $448,000 assessment in 2021. Speaklng about open space funding, Perry previously said, “We all want to ensure our children and grandchildren inherit the Middletown we enjoy today. Discussions for purchasing well-known properties in every section of Middletown are already underway and with this approval (of additional open space revenue) these acquisitions are now possible.”
NEWS BRIEFS The Middletown Arts Center is calling for submissions to The MAC One-Acts, a play-reading festival featuring original, one-act works by New Jersey playwrights. The deadline for entries is May 10. The MAC will present this year’s festival outside, under the arts center’s patio canopy, on June 9 at 7 p.m. The live reading will feature three selected plays read by local actors, according to a press release. Submissions from playwrights age 13 and older will be accepted and must be original, unpublished scripts adhering to standard professional play format with a
run time of no longer than 30 minutes. At this time, the festival is only open to New Jersey residents.
