Monmouth Conservation Foundation works to preserve open space By CHARLES DAYE Staff Writer
T
he executives who direct the efforts of the Monmouth Conservation Foundation (MCF) believe having access to parks and open spaces has improved Monmouth County residents’ quality of life during the 2020 coronavirus pandemic. The foundation, which has offices in the Lincroft section of Middletown, is Monmouth County’s only county-wide land trust. At present, the foundation’s directors are working on about a dozen open space initiatives throughout the 665-square-mile county that is home to almost 620,000 residents. The Monmouth Conservation Foundation was founded in 1977 by Michael Huber and Judith Stanley Coleman as a nonprofit organization. The foundation works to preserve land and protect the county’s natural habitat. During the past, 43 years, the organization has saved more than 22,500 acres of open space and farmland, according to its website. As more farmland and open space is targeted for development for residential and commercial uses, the foundation forms partnerships by serving as a facilitator and/ or partner among public and private entities.

The foundation’s objective is to preserve land by determining how a property will be best preserved and used so the public benefits. MCF Executive Director William Kast-
ning said the foundation has a priority list of 11 projects at the present time. He said the foundation is “trying to raise sufficient funds to match funds provided by the state, the county, a municipality or individuals.”
He said the foundation is working on projects in Howell, on farmland preservation initiatives in Colts Neck, and on three waterfront projects, including Swimming River Park in Red Bank. The MCF is also interested in improving green space in the more urban areas of the county such as Asbury Park and Long Branch. “In general, we have park projects, we have farmland projects … We are also saving properties that surround Naval Weapons Station Earle in Howell, Colts Neck and a few other municipalities, so we are working with the Navy on those projects,” Kastning said. He noted that “many people think we are part of the Monmouth County Park System or the county, which of course we are not. We are an independent organization.” MCF Deputy Executive Director Amanda Brockwell said that in addition to using funding that is provided by taxpayers, the organization “is raising private dollars from people around the county and beyond that ultimately go to fund these projects.” In September 2019, the New Jersey Department of Environmental Protection’s Green Acres program and the MCF completed the $3.8 million purchase of 190 acres of forests and forested wetlands that

2020 Monmouth County Fair cancelled due to coronavirus pandemic By MARK ROSMAN Managing Editor

he Monmouth County Fair, which has long been a staple of the summer season in the county, has been cancelled for 2020 as a result of the coronavirus pandemic.
There will be no racing pigs, no pie eating contests, no friendly cows to pet and no surprise performance from Bruce Springsteen (“The Boss” joined Sonny Kenn onstage at the fair in July 1982). A message posted on the Monmouth County Fair Facebook page on May 27 re-

ported that the fair will not take place in 2020, but states that “plans are already in the works to make 2021 our best fair yet! We hope to see you in the parks this summer.” The county fair is organized by the Monmouth County Park System and the
Rutgers Cooperative Extension and is held during the last week of July at the East Freehold Showgrounds in Freehold Township. Each year the fair features rides, entertainment, food and vendors, and the event

Hotel Tides to host Trianglist works by Howard Schoor
A
t 81, Howard Schoor has had too many life acts to assign a number to this one. Trianglism is his personal art/life movement. Schoor’s mold is that of other self-taught originators, existing apart from the art world establishment. A phrase widely attributed to art historian and author Roger Cardinal, “outsider art” is described by The New York Times writer Roberta Smith as encompassing a “certain purity.” Smith went on to describe it as “an unstoppable need to make art unsullied by the ‘insider’ art world, with its fine art degrees and commercial machinations that always struck me as rather hoity-toity.” Schoor’s Trianglist works embody inescapable purity. The art is unsullied. His medium is spackling paste, oils, acrylics and markers on canvas, according to a press release. Howard Schoor’s art will be on display at Hotel Tides, 408 7th Ave., Asbury Park, from June 14 through July 12. Schoor is a classically trained and licensed professional engineer. He built and led one of the United States’ largest regional engineering firms from 1967-92 in Manalapan. Daily, he worked with – and sometimes against – the triangle. Today, the triangle remains the focus of his art conscious. Then as now, Schoor leverages their angles and, as he discerns it, aesthetic, to shape and deliver compelling visual narratives, according to the press release. His Trianglist works evidence his love of architecture, forms, angles and shapes, and his belief that “less can be more.” Trianglism tells a story. The Trianglist, Schoor, engineers emotion. Schoor was an art consumer long before he was an art creator. For a long time he, too, succumbed to the “hoity-toity” and “hocus-pocus” commercial machinations of the “insider” art world. As a consumer of important works, he learned quickly the arbitrary nature of the contemptible phenomenon called “art value.” He was driven to, more than merely arriving at, the decision to return art value to its rightful place. “Pleasure became my barometer. If the art pleased me, it was valuable.” Emboldened, he began to create. Schoor lives and creates art in Jupiter, Fla., Bethel, N.Y., and Asbury Park. Trianglism occupies an original art

Middletown municipal buildings reopen to public with limited hours MIDDLETOWN – As of June 1, Middletown officials initiated a phase-in plan to begin reopening municipal facilities to the public. Town Hall (1 Kings Highway), Croydon Hall (900 Leonardville Road, Leonardo), the offices at Poricy Park Nature Center (345 Oak Hill Road), the Department of Public Works (52 Kanes Lane) and the Health and Social Services Department (180 Main St., Port Monmouth) reopened on June 1 with limited hours, according to a press release from the municipality. Tax collection reopened to the public with limited hours on June 2. All employees and visitors will be required to wear a mask when interacting in township buildings. Hand sanitizer will be available at all public counters. There will be plastic shields and floor markings showing 6-foot separations placed where appropriate, according to the press release. “As our township facilities begin to reopen, we will do everything we can to ensure the health and safety of our employees and residents,” Township Administrator Tony Mercantante said. Township facilities are expected to be fully open to the public by July 6, however,
this decision will be based on experiences during the first phase and by trends and rates of the COVID-19 infection, according to the press release. The public is still encouraged to conduct municipal business by phone, email and virtual meetings with township employees. Visitors should call the department they are going to ahead of time to see if an appointment is needed, according to the press release. Fire Prevention, Purchasing, Human Resources, Planning and Information Technology will begin public hours on June 15 and specific hours will be announced. The Middletown Arts Center, senior center and township preschool programs will remain closed until further notice, according to the press release. The Middletown Township Public Library, 55 New Monmouth Road, is collecting checked out items on Mondays and Thursdays from 11 a.m. to 3 p.m. Patrons are asked to drop off the items in colorcoded bins by the regular drop box near the exit of the library. Library officials will be announcing the return of library services such as curb side pick-up in the near future.

DEP’s denial of permits for pipeline through Raritan Bay hailed in region By MARK ROSMAN Managing Editor
L
ocal elected officials and representatives of environmental groups continued to share their pleasure this week with recent decisions in New Jersey and New York that scuttled plans for the construction of a 23-mile-long pipeline through Raritan Bay to Rockaway, N.Y. In mid-May, the New Jersey Department of Environmental Protection (DEP) and the New York State Department of Environmental Conservation rejected a permit application submitted by the Williams Company to build the Northeast Supply Enhancement (NESE) project. In addition to constructing a pipeline through the Raritan Bay, the company was also proposing to construct a compressor station in Franklin Township, Somerset County. The Williams Company operates the Transco pipeline, a 10,000-mile interstate transmission pipeline system that transports much of the natural gas consumed in the northeastern United States. The system includes more than 50 com-
pressor facilities and currently features more than 500 miles of pipe and five compressor facilities in New Jersey, according to information provided by Williams regarding NESE. NESE was a proposed $1 billion enhancement of existing Transco infrastructure in Pennsylvania, New Jersey and New York. Laura Creekmur, vice president of communications and corporate social responsibility for Williams, said, “We are disappointed with the decisions … to deny the NESE permits. While we continue to believe in the fundamentals of this project, we will not re-file in New Jersey or New York at this time.” Cindy Zipf, executive director of Clean Ocean Action, said, “NESE is finally dead in the water. Three cheers for the hard work of the coalition on both sides of the ocean in the New York-New Jersey region, and the thousands of citizens who rallied to stop NESE. “We salute Gov. (Phil) Murphy and the DEP for recognizing this project would have devastated the environment, and is and will always be UN-NESE-SARY,”
Zipf said in a press release. Peter Blair, policy attorney for Clean Ocean Action, said, “In a sweeping victory for the environment, New Jersey doubled down on its commitment to a clean energy future by denying crucial permits for NESE. “If approved, the project would have resulted in drastic environmental damage and locked the region into decades of continued reliance on climate-altering fracked gas. This denial is a tremendous win, future-proofing our environment for generations to come. We applaud the leadership of Gov. Murphy and the DEP,” Blair said. During a Township Committee meeting on May 18, Middletown Mayor Tony Perry commended everyone who stood in opposition to the proposed pipeline. “In the 1990s, this state took a stand to protect its beaches. Why would we pollute New Jersey’s greatest asset? Our fishermen in Belford and our community are grateful for the support of our local mayors, the Monmouth County Board of Freeholders and other groups who opposed this project,” Perry said.
Hazlet Mayor Michael Glackin said his community “was happy to support Clean Ocean Action in opposition to the devastation the NESE pipeline would have had on the environment. A special thanks to Cindy Zipf’s efforts in educating residents and local governments on this issue. This is a victory for all of us.” Citizens for Informed Land Use (CILU), which is based in Holmdel, said, “For all CILU members who attended rallies sponsored by Clean Ocean Action, wrote letters to the governor or called his office to oppose this project, for those who shared emails or Facebook posts or told friends about this issue, we thank you. “This was a significant win for the people of New Jersey. While a Williams spokesperson said they would not file an appeal, it is possible they could pursue further legal action. CILU will remain vigilant to protect our natural resources,” the organization said in a statement. On its website, CILU says it “promotes thoughtful land use decisions, the protection of our natural resources and a government based on open communication with an informed electorate.”

“For Allaire State Park to be expanded by 200 acres to allow for more areas of passive trails, essentially right before this crisis hit … is serving a lot of people right now,” she said. Brockwell said the county’s parks and open spaces have been an unexpected silver lining during the pandemic. “I think it is fair to say our quality of life in Monmouth County is so much better right now because of all the opportunities people have to access open spaces and trails, and really maintain their mental and physical health at a time when we desperately need it. “What unifies all of these different (foundation) projects is that we can take an experience like what we are going through right now with this (pandemic) and reflect on a lot of priorities and what is important in our lives. “One thing I think has come forward for a lot of people is (having) access to these lands we are protecting, and it is a important thing to support,” Brockwell said. Kastning said he hopes residents and visitors will continue to enjoy Monmouth County’s parks and open spaces once the pandemic passes.

Basie Awards announces June 9 online broadcast
T
he Count Basie Center for the Arts, Red Bank, has announced that the 2020 Basie Awards, the annual celebration of Monmouth County high school theater presented by Bank of America, will take place online on June 9 at 8 p.m. exclusively on theBASIE.org and Facebook. This year’s Lifetime Achievement Award, recognizing outstanding commitment to the arts in the community, will be presented to New Jersey Governor and First Lady, Phil and Tammy Murphy. The First Lady is a former Basie Center trustee,
according to a press release. “The Basie Awards have celebrated the extraordinary talent in Monmouth County for over a decade,” said Adam Philipson, president and CEO of the Count Basie Center for the Arts. “In doing so, we have created a deeply supportive and connected artistic community. I recently watched a docuseries. This particular show was about guardianships. The theme of the docuseries is to expose the ways in which people in power or the-know steal from others. The theme of this particular show was about how people serving in the role of guardians steal from their wards, the incapacitated individuals. Throughout the series, the director played ominous background music and made it sound as if a great many wards don’t need a guardian and how many guardians steal from their wards. I have been an elder law attorney for over twenty years now. I have served in the role of guardian hundreds of times. I have been appointed to represent potential wards in guardianship actions over a thousand times. I have filed hundreds of guardianship actions on behalf of my clients. Given my education and experience, I think it is fair to call me an expert when it comes to guardianship actions. Given my self-proclaimed expertise, here is my take on guardianships and guardianship actions: The vast majority of people for whom a guardianship action are filed clearly need a guardian. Most potential wards are, without question, unable to manage their financial, health, and residential affairs. Some of the potential wards are questionably in need of a guardian. If you didn’t know better, and many people don’t, you would talk to the ward and think he/she is a bit off but basically with it. For instance, in this show I watched, there were two guardianship stories that were presented. One involved an eighty year old man who owned a business. He was described as having a “common law wife.” The wife appeared substantially younger than the ward. The ward was clearly elderly whereas his common law wife was vibrant and very well put together. The impetus for the guardianship action occurred when the ward attempted to buy a home for himself and his common law wife with a pile of cash. Now, I don’t know if my assumptions are correct because the show was clearly slanted towards proving that all guardians are thieves and the ominous background music was playing very loudly so I may have missed a few details, but since I’ve seen situations such as this, my take is this. The ward definitely was beginning to miss a step. His well-coifed, much younger common law wife moved into his house. She wanted her own house, so the ward took a pile of cash and was going to buy her a house. Now, people don’t buy houses in cash, unless they are drug lords, so that triggered a red flag. Adult protective services, a government agency responsible for investigating potential abuses committed against the elderly, investigated and thought the “wife” may have been financially exploiting the ward. After a hearing the court thought so to and appointed a guardian for him. Once a guardian is appointed in New Jersey, the guardian is responsible to account to the court and the interested parties, the ward’s family. The surrogate’s office reviews the guardian’s accountings. The surrogate’s office is staffed by a very capable accountant who reviews the accountings and the backup material—the bank statements. Finally, there is an independent board of non-attorneys who review guardians and the actions of guardians. Do I think that some guardians steal from their wards? I do. But in my experience, more incidents of theft occur when people appoint friends, family members, or professionals as their power of attorney agents or trustees of trusts they create and fund. These type of arrangements have no oversight, so the opportunity for theft is far greater. For this reason, I do not serve as clients’ power of attorney agents or trustees. I like the idea of oversight. It protects the client and me from abuse or the allegation of abuse. LETTERS Voting by mail a good option during crisis
T
he coronavirus has forced many changes in how we interact socially. We now have to worry about daily food supplies, educating our children without schools and protecting our health. Sadly, we must also worry about safeguarding our elections. We cannot forget the importance of our vote. Voting is the basic right upon which our democracy is built. We cannot let the virus impede our fair and democratic processes. Voting by mail is convenient and easy, and now, more importantly than ever, it is safe. You can vote from the security of your home without endangering yourself, poll workers or fellow voters. Voting by mail leaves a paper trail and is unhackable, and is also germ-free! Social distancing is something to which we must adjust in order to defeat the virus
and protect our loved ones. But we must not lose our voice in government. It is simply too important. If you have not already signed up for voting by mail, please call your local clerk for an application. Also, our local government should be acquiring high speed scanners before our June and November elections to help with the expected surge in voting by mail. We need to stay in front of this. There is also a bill before the New Jersey Assembly (A-3591) that will help educate voters about voting by mail and keep our votes safe.
