Troop 131 makes service to the community a priority By STEVEN BASSIN Staff Writer

T

he members of Boy Scout Troop 131 in Holmdel have been busy helping the community during the 2020 coronavirus pandemic. The 37 scouts who comprise the troop range in age from 11 to 17. During June, the young men jumped into two philanthropy projects to assist their community. The scouts collected more than 1,000 pounds of food that was donated to the Fulfill food bank in Neptune, which serves individuals and families in Monmouth and Ocean counties. They also participated in the Holmdel and Monmouth County Clean Communities project. “We thought it would be a good idea for the kids to be outside and for them to help out the community in some way,” Assistant Scoutmaster David Gestrich said. To solicit collections for the food drive, the scouts walked around their neighborhood and dropped off letters they had written asking their neighbors for donations of food. “We thought having the kids writing their own personal letter asking for donations would be a nice touch,” Gestrich said. “This was a good deed for the troop to help out those in need.” Individuals who chose to donate food were able to reach out to the scouts to express their interest in supporting in the food drive. The members of Troop 131 collected 1,045 pounds of food and the donations were delivered to Fulfill during the weekend of June 6-7. (Continued on page 9)

Aberdeen council adopts $22M municipal budget for 2020 By VASHTI HARRIS Staff Writer

T

he Township Council has adopted a $22.08 million budget which will fund the operation of Aberdeen Township in 2020. The budget was adopted on June 18. When the budget was introduced in April, the spending plan totaled $22.05

million. Adjustments were made during the intervening months for road repair costs that added $30,000 to the budget, according to Township Manager Bryan Russell. The 2020 budget will be supported through the collection of a $12.22 million local tax levy to be collected from residential and commercial property owners. Officials will use $1.25 million from

the surplus fund (savings) as revenue and expect to receive $1.44 million in state aid. Aberdeen Township’s 2019 budget totaled $21.87 million and was supported through the collection of a $12.21 million local tax levy. Officials used $950,000 from the surplus fund as revenue and received $1.44 million in state aid.

In 2019, the municipal tax rate was 54.7 cents per $100 of assessed valuation. The average home in the township was assessed at $300,010. The owner of that home paid about $1,641 in municipal taxes. In 2020, the municipal tax rate is projected to be 52.4 cents per $100 of

Holmdel, Rumson residents serve on university’s board

A

t its June 18 meeting, the Monmouth University Board of Trustees elected its new slate of officers and four members with terms beginning July 1. The private university is in West Long Branch. Holmdel resident Jeana M. Piscatelli ’01 ’02M was elected chair of the board, the first woman in the university’s 87-year history to hold the position, according to a press release from the university. Rumson resident Miles J. Austin III ’18 will join the board as a new member. Piscatelli is senior vice president, director of treasury management at OceanFirst Bank. She has been a member of the university’s board since 2010. At OceanFirst, she is responsible for implementation of overall strategy and management of corporate treasury. Before that, Piscatelli held various roles with J.P. Morgan and Wells Fargo in New York. An alumna of the university’s business school, Piscatelli previously served as vice chair and will succeed Michael A. Plodwick ’82 as chair, according to the press release.‚Äã “It is an honor to be named chair of the board at my alma mater,” Piscatelli said. “Monmouth is home to me and I am ex-

development and community involvement in lower income areas, according to the press release. He holds a degree in political science from Monmouth, where he was a standout wide receiver for the football team from 2002-05. Austin’s jersey was retired in 2014 and he was inducted into the Monmouth University Athletics Hall of Fame in 2016. John A. Brockriede Jr. ’07 ’10M and Leslie N. Hitchner will serve as vice chairs, Christopher D. Maher as treasurer, and John C. Conover III as secretary of the Board of Trustees. Tasha A. Youngblood Brown ’97 ’03M, Jeremy Grunin, and James S. Vaccaro III will also join the board as its newest members, according to the press release. The Monmouth University Board of Trustees is composed of 32 regular members who are elected to four-year terms and are divided into four class years. The board operates within the conventional framework of higher education academic governance for independent institutions. Board members are concerned with higher education issues and share a specific and genuine involvement with Monmouth University, according to the press release.

New Jersey Hope and Healing provides support services

M

ore than one third of New Jersey adults reported exhibiting symptoms of anxiety and depression resulting from the COVID-19 pandemic in early June, according to a U.S. Census Bureau survey. To help residents navigate the emotional and behavioral health impacts of COVID-19, the Mental Health Association in New Jersey (MHANJ), Catholic Charities and Family Service Bureau of Newark are providing support services through the New Jersey Hope and Healing Crisis Counseling program (CCP), according to a press release from the MHANJ. This initiative is supported by the New Jersey Department of Human Services Division of Mental Health and Addiction Services through a federal grant. New Jersey residents finding it difficult to deal with the fear, loneliness, anxiety, anger, grief and feelings of disconnection are encouraged to connect with trained mental health staff through a variety of free and confidential services offered via phone, text or virtually as part of the New Jersey Hope and Healing CCP, according to the press release. Residents can reach trained staff through the NJ MentalHealthCares Help Line by calling 866-202-HELP (4357) or texting NJHOPE to 51684 from 8 a.m. to 8 p.m., seven days a week. The MHANJ team can provide emotional support via

phone or chat, including a referral to a specific program or crisis counselor. People may also opt in for care messages delivered via mobile phone to help them cope with emotional stress on a longer-term, ongoing basis, according to the press release. In addition to the helpline and texting services, residents also have access to crisis counseling and virtual support groups. The MHANJ is offering a variety of support groups, including sessions for teachers, parents, seniors, healthcare workers and teens. Holmdel Township Committee adopts $25M budget for 2020 By PETER ELACQUA Staff Writer

e HOLMDEL – Members of the Township Committee have adopted a 2020 municipal budget that totals $25.08 million and will be supported by the collection of $14.63 million in taxes from Holmdel’s eresidential and commercial property owners. To support the budget, officials will apepropriate $3.5 million from Holmdel’s surplus fund (savings) as revenue and expect to receive $1.99 million in state aid. Mayor Greg Buontempo, Deputy Mayor Cathy Weber, Committeeman Rocco Pascucci and Committeeman Prakash Santhana voted “yes” on a motion to adopt the budget on June 23. Committeeman Tom Critelli was absent from the meeting. Holmdel’s 2019 budget totaled $24.24 million and was supported ny the collecdtion of $14.52 million in taxes from resi-dential and commercial property owners. From 2019 to 2020, appropriations have increased by $840,000 and the local tax levy has increased by $110,000. In 2019, Holmdel’s municipal tax rate was 34 cents per $100 of assessed valu-

ation. The average home was assessed at $676,993. The owner of that home paid $2,301 in municipal taxes. In 2020, the municipal tax rate is projected to remain at 34 cents per $100 of assessed valuation. The average home is now assessed at $686,578. The owner of that home will pay $2,334 in municipal taxes. Officials said the municipal tax rate has remained flat for a fourth straight year. “I want to thank (Committeeman Prakash Santhana) and his Finance Committee for reviewing the budget, as well as our township administrator, Cherron Rountree, and our chief financial officer, Bill Antonides,” Buontempo said. “You all have done an amazing job for the residents of Holmdel and I thank you. “I am proud the Township Committee approved this budget with a 4-0 vote. It is a fiscally responsible, balanced budget that meets the needs of Holmdel’s residents. “We continue to provide the services our residents expect and deserve, focusing on public safety, infrastructure improvements and recreational opportunities while still respecting the difficult financial circumstances of many of our residents at this time,” Buontempo said.

The new Finance Committee reviewed the 2020 budget, according to a press release from the municipality. “We believe the budget represents the appropriate accounting of the anticipated revenues and expenses, and appropriately reflects the current state of the revenue expectations given the COVID-19 situation,” said Zach Gilstein, the committee’s chairman. Municipal taxes are one item on a property owner’s tax bill, which also includes Holmdel Township Schools taxes and Monmouth County taxes. The amount of taxes an individual pays is determined by the assessed value of his home and/or property, and the tax rate that is set by each taxing entity. Selected appropriations in the 2020 budget include the following: Holmdel Police Department, salaries and wages, $6.05 million; police, other expenses, $310,000; payment of bond principal, $2.21 million; interest on bonds, $948,931; group insurance plans for employees, $1.73 million; other insurance premiums, $355,000. And, Public Works, Road Repairs and Maintenance, salaries and wages, $1.32 million; Road Repairs and Maintenance,

other expenses, $415,000; payment to the Police and Firemen’s Retirement System of New Jersey, $1.49 million; payment to the Public Employees’ Retirement System, $510,463; and payment to the Social Security System, $740,000.

‘America will never forget their sacrifices’

OVID-19 silenced our traditional July 4th fireworks. This silence reminded us of President Harry S. Truman’s words which greet visitors to the American cemetery in Normandy, France. Seventy-six years ago, 73,000 American troops stormed Normandy; 6,603 young Americans would not survive the day.

The 2020 anniversary of D-Day had a new sadness this year. The American cemetery is a lonely place 364 days a year. In 2020, it will be lonely for 365 days. The pandemic eliminated any memorial of these heroes who offered their all and asked for nothing. As our D-Day veterans dwindle from age, have we forgotten the sacrifices of our

veterans? Perhaps the silencing of July 4th fireworks was appropriate given the tragedy which occurred in our state-operated veterans homes. The COVID-19 pandemic has been virulent among older people and our veteran community is not an exception. That story is beyond sad and compelling. The state reports 658 elderly and frail veterans

had been living in state-operated veterans homes. Of these World War II, Korean War, Vietnam and Global War on Terror veterans, there have been 391 COVID positive cases. Yes, 60% are COVID positive. Worse, we have experienced 142 COVID deaths in these facilities. A mortality rate of 21.6% and growing. Allow us to provide some perspective on the magnitude of a 21.6% mortality rate in these state-run veterans homes. The Bataan Death march had an American serviceman mortality rate of 1.3%. The Normandy D-Day invasion had a first day mortality rate of 9%. It takes the mortality rate of the entire Iwo Jima conflict, the bloodiest battle in Marine Corps history, to have a similar mortality rate at 22%. These 142 brave souls died alone, denied their family’s presence in their final moments. These veterans stepped up to serve their country and have been sacrificed at a pace not seen since Iwo Jima. They are veterans who have been promised care in return for their service and for whatever reason, the state did not fulfill its obligation to them. The USNS Comfort was only miles away and empty with 1,000 beds while they were dying by the day. Yet the state left these veterans behind in their COVIDinfested buildings. These veterans, now frail and dependent upon the good will of the country they served valiantly, are the people with the highest COVID-19 mortality rate. On President Truman’s desk was a sign, “The buck stops here.” We want to know where the buck stops now. Who is responsible for this tragedy? Who will assure us the remaining survivors of this malaise will be cared for properly, and with the dignity and respect they so richly deserve? We humbly beseech you to contact your state representatives and demand they Save Our Soldiers (Sailors) … SOS. As Hazlet’s former Navy SEALs, we were inculcated to never leave a man behind. Join us, VFW Post 4303 and its 150 members, to help protect those veterans who can no longer protect themselves.

Homdel officials affirm need for affordable housing project By MARK ROSMAN Managing Editor

HOLMDEL – In a 3-0 vote, the Township Committee has taken a step toward satisfying Holmdel’s obligation to provide opportunities for the development of affordable housing in the community. During a meeting on June 15, committee members Cathy Weber, Rocco Pascucci and Prakash Santhana voted “yes” on a motion to pass a resolution that confirms the need for the construction of an affordable housing community at 625 South Laurel Ave., Holmdel. Mayor Gregory Buontempo and Committeeman Thomas Critelli were absent from the meeting. The passage of the resolution was “in furtherance of satisfying Holmdel’s affordable housing obligation,” according to municipal officials. According to the resolution, a fairness hearing was conducted in court on April 4, 2019, and Jan. 30, 2020, approving settlement agreements between Holmdel and the Fair Share Housing Center, Cherry Hill. The Fair Share Housing Center advocates for the construction of affordable housing throughout New Jersey. According to the resolution, the court found on a preliminary basis that the settlement agreements are fair to low income and moderate income households. The settlement agreements include a township-sponsored 50-unit, income-restricted family residential housing community at 625 South Laurel Ave. The Township Committee has authorized Holmdel to enter into a developer’s agreement with Holmdel Family Apartments LLC as the entity that will construct, own and operate the residential community, according to the resolution. 2020 Lexus RC 350 F Sport AWD

I

f it looks and sounds like a hot car, is it truly a “hot” car? That’s a good question. The answer, of course, depends on who you ask. When it comes to the 2020 Lexus RC 350 F Sport, an all wheel drive coupe that is a sure head turner when you take it down the block, the good looking part of that equation is a certain slam dunk. The sound part is easy,too. When you put this coupe, introduced in 2014, in Peter Perrotta the “sports plus” driving mode it emits a heartwarming exhaust rumble when you accelerate that is quite frankly rather impressive. So, if you are asking me, the answer should be that this attractive sports car, the coupe version of the IS sedan, is certainly a “hot” performance car. However, there are those in the automotive press that give this Lexus high marks for its looks, craftsmanship and comfort, but stop short of patting it on the back as a sports performance coupe. However, for me, the 3.5 liter, V6 engine with a six speed automatic transmission that puts out 311 horsepower at 6,600 pound feet of torque has plenty sports performance in it. You may not win any Indy races with that powerplant, but it can certainly get you in a whole heap of trouble with your local law enforcement agents if you so chose to get heavy footed with this vehicle. The 0 to 60 clocking on this snazzy coupe is six seconds. Again, I’m not try-

ing to win the Grand Prix here. But, that is more than enough to get your heart pounding when doing an aggressive pass or just trying to accelerate onto the interstate. The folks at Consumer Reports say: “The various driving modes sharpen throttle and steering response, but the car’s weight ultimately compromises its agility.” Personally, I didn’t find that to be true. I ran this car aggressively through some tricky twists and turns from time to time and thought that it held up quite well. It sticks to the road with very little body lean and I never felt that the car was about to get away from me at any point. Over at Car and Driver, for comments under “high points” they said: “Fierce body work, surprisingly refined ride quality and spacious cockpit”. For “lows”: “Back seat is not spacious, contrived touchpad controller, should be quicker.” I agree on the back seat and the controller, but not on the “should be quicker” comment. Overall, Car and Driver stated, “The RC has the superficial traits of a sports car but lacks the athleticism.” I’m not sure what these guys were driving, but, sure if police willingly renegotiated contracts; and debt service is stabilizing as a result of the township’s debt restructuring and bonding with the Monmouth County Improvement Authority. Officials expect an increase in revenue for a payment in lieu of taxes program due to the completion of new construction; surplus as revenue was increased due to a larger increase in all surplus balances, while maintaining what officials called strong balances and a commitment to capital improvement projects; and all revenues and expenses were re-evaluated at the start of the coronavirus pandemic and changes were made to ease the effects of the crisis on residents.

you compare it to the AMG Mercedes line, or the M series BMWs, it’s not going to measure up. But, in reality, there aren’t many roads or circumstances where you can even use the power of this car to its full potential. So, what’s the point of those 500 to 600 horsepower stallions? Anyway, for the record, my test vehicle has a base price of $50,905. With added options and destination charges, the MSRP sticker price comes in at $57,785. The added options included: $2,725 for the Navigation/Mark Levinson Audio package; $1,160 for triple beam LED headlamps; $1,100 for a power moonroof; $500 for intuitive parking assist; $150 for an F Sport heated steering wheel and $220 for an all weather package that includes headlamp washers, windshield wiper deicer, water repellant front door glass and fast-response interior heating. While the exterior of the RC 350 is certainly an aggressive looking sports coupe, the interior is nicely refined. The ergonomics of the dash and all the controls is expensive looking and sporty at the same time. The front bucket seats are form fitting, firm and comfortable.

And, the Mark Levinson sound premium sound system is simply “off the hook”. It outfits this coupe with 17 speakers that are capable of pumping out 835 watts of premium surround sound. I was quite impressed with this audio system. The only knock is that the touchpad center console controller that links to the 10.3-inch color screen is at times finicky and clumsy to use when trying to control the phone, music selection or navigation. The voice command system, which bypasses the need for the touch pad controller, works fine, though. The EPA Department of Transportation fuel economy ratings for this vehicle are 21 miles per gallon overall – with a 24 mpg rating for highway driving and 18 for city driving. The EPA estimates that the annual fuel cost for operating this coupe to be about $2,300 per year as it uses about 4.8 gallons of gas per every 100 miles. This vehicle has not been rated by the government for its 5-star safety rating test. The RC coupe comes in an all wheel drive and rear wheel drive version. It’s available in a 300 model featuring a 2.0 liter 4 cylinder turbo engine that puts out 241 horsepower. There’s a 350 and 350 F Sport with the 3.5 liter, V6 that I drove. And, finally there is a top of the line F model that features a 5.9 liter, V8 that puts out 472 horsepower. The RC 350 I drove comes with loads of standard equipment, including: 19-inchA split, five spoke wheels; F Sport grill; Blue-1 tooth; Apple Car play and Android capa-R bility; a rear view camera and loads of the6 newest safety and technology equipment. 9

trash and clean those areas. Gestrich said more than 50 bags were filled with trash. “It was a community effort by our troop members and their families. Everyone came together to help clean up areas in our town,� he said. Gestrich said the scouts are planning to conduct community service projects in the fall. High school baseball players look forward to ‘Last Dance World Series’ By STEVEN BASSIN Staff Writer

T

he thrills associated with America’s pastime will be on display this summer when an event that has been dubbed the “Last Dance World Series” takes center stage for high school baseball players from throughout New Jersey. Saint Joseph High School, Metuchen, athletic director and baseball coach Mike Murray has put together the 222-team tournament. The players who will be competing lost out on the 2020 season that was cancelled by the coronavirus pandemic. Pool play in the tournament is scheduled to begin on July 14. Teams representing Middletown South High School and Christian Brothers Academy, Lincroft, received the No. 1 seed in their respective regions of the South Jersey bracket and have high hopes of making a strong run in the tournament. “Our team has a competitive mindset and wants to win and go as far as they can in the tournament,” CBA coach Marty Kenney Jr. said. CBA will host the 2A-Lincroft Regional that also features Manasquan, East Brunswick and Mater Dei Prep of Middletown. The team will play under the name CBA Colts. Kenney said the 25-man roster will include all 12 seniors who would have played during the 2020 campaign.

Seniors Pat Reilly and Braedin Hunt give CBA an edge in the pitching department. Both righthanders are NCAA Division I commits who should keep the Colts in every game when they are on the mound. They will be joined by classmates Ben Settino, Jason Arnott, Mason Wolf and Declan Hoverter, who all will provide experience on the field and in the lineup. The players had high expectations for 2020, but their hopes were dashed by the coronavirus pandemic that cancelled all spring sports in New Jersey. Kenney admits it was disappointing not to be able to spend a full season with the senior class and to see what these young men could have accomplished in their final year together. “The seniors are a fun group to be around,” he said. “They are a mature group of kids who love playing baseball. I’m extremely excited to coach them in the tournament.” Middletown South is another seniordriven squad that was looking to build on a 17-7 campaign in 2019 that saw the Eagles soar to a Shore Conference A North Division title. Seton Hall University commit Chris Lotito leads a pitching rotation that will also feature senior righthander Mike Keenan. Lotito will be in the middle of a powerful batting order that will feature seniors Danny Minze, Chris O’Connor, Anthony Esposito and Jack Sheridan.

The players have been practicing together five days a week since June 22 and are ready to make some noise in the tournament. “We thought we had a team good team this year and winning this tournament would prove we could have had a great season,” O’Connor said. “The seniors want to fit in as much as we can in these two to three weeks from what we missed out on during the season. Everyone has been working hard in practice and we are ready to go for the tournament.” The Eagles will be coached by Chris LeMore, who was entering his first year at the helm for Middletown South this spring. Middletown South is the No. 1 seed in the 15A-Wall Regional. All pool play games are scheduled to be played at the North Wall Little League Complex. Teams from Colts Neck, Holmdel and Shore Regional high schools will also compete in the 15A-Wall Regional. The other side of the bracket in the 15B-Ocean Township Regional will consist of No. 1 Ocean Township, No. 2 Rumson-Fair Haven, No. 3 Raritan and No. 4 Matawan. The team representing Raritan High School of Hazlet will play under the name Hazlet Renegades. A familiar face will be at the helm of the team from Matawan Regional High School – Mike Pallitto, who played for the Huskies during his high school career.

Pallitto calls it an honor to coach the team and said he has enjoyed his time with the players during practice. “They are all great kids and excited to play in the tournament,” he said. “The practices have been just as much fun as playing a game. This tournament is extra special to the seniors. Everyone is happy to be back on the field playing baseball.” Matawan will be led by seniors Jay Kalieta and Griffin Falcon, who are both committed to playing NCAA Division I baseball in 2021. They will be joined in the lineup by classmates Ryan Anderson, Christian Rivera, Ben Porricelli, Matt Silva and R.J. Clifton. Juniors Tim Egan and Mike Caldon give Matawan a solid one-two punch at the top of the rotation. Pallitto said the team’s goal is to advance past pool play into the single elimination round. Middletown North High School has been awarded the No. 4 seed in what is being called the 2B-TBD Regional. The pool portion of the event will consist of three games. The two teams from each region that are 2-0 after the first two games will play each other, with the winner advancing to a single-elimination round. The remaining teams may advance depending on their pool play record and how it compares to the other teams in the South Jersey bracket.

Congress provided $5 billion in CARES Act funding for the CDBG-CV, a program developed by HUD. The second round of CARES Act money for CDBGCV, amounting to $1 billion, will target public health, coronavirus, and housing and economic disruption needs.
