AMBUStat machine assists first aid squad during pandemic By STEVEN BASSIN Staff Writer
T
he Hazlet Township First Aid and Rescue Squad has answered its fair share of calls for assistance during the 2020 coronavirus pandemic. According to Capt. Stephen Schmidt, the first aid squad received 30% more calls than usual from March through May and is still seeing an uptick in the number of residents requesting assistance. More calls for help mean more sanitation is required for the ambulances and emergency vehicles first aid squad members use. The sanitation efforts are aimed at stopping the spread of COVID-19. All 35 active members on the squad are volunteers. The squad lost several volunteers during the pandemic because a family member was compromised with another illness or because they were prohibited by their employer from answering calls due to the risk of contracting the virus, according to Schmidt. Each vehicle is sanitized after a call. The squad members were cleaning the equipment and all of a vehicle’s surfaces. The effort became a chore, Schmidt said. The situation prompted the squad’s officers to seek a tool that could do the job and they found AMBUStat, a bio-decontamination device that is designed for prehospital and public health spaces. It uses an atomized cold sterilant to decontaminate surfaces ultraviolet light cannot reach effectively. “It’s like a fogger,” Schmidt explained. “It lays on all surfaces and cleans away all viruses and chemicals. It makes it easier to keep ambulances clear from any viruses.” It takes AMBUStat between 30 minutes and one hour to clean a vehicle. For the first 10 minutes, the machine dispenses a fog that covers all of the surfaces in the ambulance. Squad members then wait 15 minutes before they clean up the chemical residue. Finally, the doors of the ambulance are opened so the vehicle may air out. Schmidt said the AMBUStat has made a difference. “It’s guaranteed to sterilize all surfaces in the ambulance,” he said. “It’s done a pretty good job.” An AMBUStat costs about $2,700 and each sterilant for the device costs $260.

Hazlet municipal officials purchased several devices for the community’s first responders. “We are lucky enough that the township put in the funding to get the equipment we
needed,” Schmidt said. “The township has given us great support during the pandemic.” Schmidt praised the efforts of the first aid squad’s volunteers during a difficult
time in the community. He said each volunteer wears a gown and uses gloves and a mask on every call, even if the call is not related to COVID-19. He said no one on the squad has contracted the virus.

Murphy, legislators enact significant laws under cover of pandemic

oon after the nightmarish effects of the coronavirus pandemic subside, school district administrators may ask themselves this question: Where is Chris Christie now that we need him? The reference to the former governor may seem odd if not for the enactment during the past six months of three laws approved overwhelmingly by bipartisan majorities in both legislative houses and signed into law by Gov. Phil Murphy. Both noteworthy and disturbing is that this took place during the current health emergency in a virtual law-making environment, where public and media attention has been focused on more immediate concerns such as whether schools will reopen, the kind and quality of instruction offered, and myriad health and safety issues potentially affecting students and staff members. These three legislative initiatives, fair to say, were entirely geared to the interests of school employees and their unions. In both the short- and long-term, they will dramatically alter the balance in the bargaining relationship between school boards and local unions and will impose even greater budgetary stress on local school districts and financial pain on the state’s taxpayers, when relief, more than ever before, is urgently needed. This misbehavior leaves the unfavorable impression that the state’s lawmakers have responded to special interest needs over the larger public interest. While school employees continue to encounter serious challenges during the current pandemic, they should find solace in the fact that the state’s elected policymakers have more than adequately protected their employment interests. If only other workers – the unemployed and furloughed – had the opportunity to enjoy the same.

Clerk discusses election to be conducted primarily via vote by mail
M
onmouth County Clerk Christine Giordano Hanlon is advising Monmouth County voters that Gov. Phil Murphy has announced major changes to the Nov. 3 general election process due to the ongoing COVID-19 public health situation. Similar to the July 7 primary election, the Nov. 3 general election will be conducted primarily by mail-in ballots with limited polling locations open for voting on paper provisional ballots only, according to a press release from Hanlon. According to Murphy’s Executive Order No. 177, all registered and active voters will automatically receive a mail-in ballot for voting in the 2020 general election without the need to submit a vote by mail application. The Executive Order states that the vote by mail ballots must be mailed to voters on or before Oct. 5. The county clerk’s office will provide a postage-paid envelope for the return of the completed mail-in ballot; therefore, voters are not required to attach a stamp when
returning the ballot via the United States Postal Service. According to the Executive Order, voters can return their completed general election mail-in ballot to the county Board of Elections via mail, drop box, in person to the Board of Elections Office, or in person at their assigned 2020 general election polling place. More information about deadlines and the placement of drop boxes will be forthcoming, according to the press release from Hanlon. A limited number of polling places will be available for voters on Nov. 3, where only paper provisional ballots will be available for voting. Voters with disabilities or who need an accessible ballot should contact the county clerk’s office at 732-431-7790, or may go to their assigned 2020 general election polling place, which will provide access to an in-person accessible voting device on Nov. 3, according to the press release. A sample ballot will not be mailed to voters for the Nov. 3 election, but a notice indicating voters’ polling lo-

cations will be mailed to voters. Matawan-Aberdeen announces revised plan for school reopening
A
dministrators in the Matawan-Aberdeen Regional School District have settled on the plan that will be followed as students return to school in September at a time when restrictions brought on by the 2020 coronavirus pandemic remain in place. Board of Education President Allison Friedman said that when the 2020-21 academic year begins, students in non-tuition pre-kindergarten, kindergarten, first grade, fourth grade, sixth grade, ninth grade and 12th grade will follow a schedule of inperson and remote instruction. She said students in second, third, fifth, seventh, eighth, 10th and 11th grades will follow an all-remote schedule at home. Under a directive from Gov. Phil Murphy, regardless of the grade a child is in, parents have the option to select an allremote instructional model if they do not want to send their child into a school. The revised instructional plan was approved by the school board members on Aug. 18 and Friedman explained why the
decision was made. “To be able to see, appreciate, learn and touch your new school is a milestone and something that was important not to deprive those children. “First grade is when you do a lot of learning how to read and that is not something that can be effectively taught via Zoom or remote learning. So that is why first grade students (will attend school),” she said. Friedman said fourth grade is a child’s first year at the Lloyd Road Elementary School, which is a transitional year when he or she is learning their room, their way and their teacher. Those pupils will attend school under the revised plan. “Sixth grade is a student’s first year (at the Matawan-Aberdeen Middle School) in a transitional year. … Ninth grade is obviously freshman year (at Matawan Regional High School) and (in-person attendance) gives those students the opportunity to learn about the high school … and 12th grade, senior year, is a milestone year and we would like to give the seniors as much (Continued on page 6) NM-00438107

School will begin on Sept. 8 and the instructional model will be re-evaluated shortly after the academic year begins, she said. “We will be able to (review) any bumps or any concerns about safety. … We would be able to manage those numbers and see what problems arise, if any, and if there are no problems … on Oct. 5, we would enact our original hybrid plan (a combination of in-person and remote instruction for all grades) for all the students whose parents choose that plan.” Friedman said the board members understand the revised plan is different from what administrators initially told parents. “I understand and empathize with the frustration our parents are feeling; those who work and had worked out a schedule with their employer. You are not alone. There are a number of us on the board who have children and are in the same situation. … However, this seems to be the safest option,” she said. Friedman said administrators hope to implement the original plan which provided a combination of in-person and remote instruction for students in all grades on Oct. 5. As the school year begins, students in kindergarten, first grade, fourth grade, sixth grade, ninth grade and 12th grade will follow the following schedule: • On Monday and Tuesday, students with a last name starting with A-K will attend school; • On Wednesday, all students will receive remote instruction; • On Thursday and Friday, students with a last name starting with L-Z will attend school. Friedman said self-contained special education students, homeless students and English as a Second Language students will attend school five days a week.

Woman receives prison sentence for fatal collision with Hazlet pedestrian
A
state Superior Court judge has sentenced a 51-year-old Keansburg woman to five years in prison in connection with a 2016 collision which took the life of 39-year-old Yuwen Wang on Laurel Avenue in Hazlet, Monmouth County Prosecutor Christopher J. Gramiccioni announced. Alexandra Mansonet, 51, of Keansburg, was sentenced to serve five years in state prison by Judge David F. Bauman, sitting in Freehold, on Aug. 21. Mansonet must serve 85% of the sentence before becoming eligible for release
on parole. She will be on parole for three years once she is released, according to a press release from the Monmouth County Prosecutor’s Office. On Nov. 22, a trial jury returned a guilty verdict for second degree vehicular homicide following a three-week trial. Evidence presented at the trial revealed Mansonet was texting while driving at the time of the fatal crash, according to the press release. The charges stem from a collision which occurred at 8:20 a.m. Sept. 28, 2016 at the intersection of Laurel Avenue and Sixth Street in Hazlet.
The initial collision involved a 2000 Mercedes Benz, operated by Mansonet, and a 2011 Toyota Corolla, operated by Robert Matich of Keansburg. Matich’s vehicle was proceeding south on Laurel Avenue approaching the intersection with Sixth Street when he observed pedestrians looking to cross Laurel Avenue at a marked crosswalk. In compliance with a New Jersey motor vehicle law that requires a driver to yield to a pedestrian in a crosswalk, Matich slowed his vehicle a significant distance prior to the intersection to allow the pedestrians to cross, according to the press release. As Matich brought his vehicle to a controlled stop, Mansonet’s vehicle collided with the rear of his vehicle, which was propelled forward, striking Wang. Wang was transported by helicopter to Robert Wood Johnson University Medical Center’s Trauma Unit in New Brunswick, where she died on Oct. 3, 2016. Brown, one of the attorneys handling her appeal, asked the court to grant Mansonet’s release on bail while her appeal is pending. His request was opposed by the state and Bauman denied the motion. Brown then asked Bauman to stay his order pending an emergent appeal of the denial of bail pending appeal. The stay was granted, allowing Mansonet to file an emergent appeal to the Appellate Division on the issue. Bauman released Mansonet, but ordered that she turn herself in on Aug. 25 by 3 p.m. to begin serving her sentence unless the Appellate Division reverses his ruling and grants bail pending appeal, according to the press release. The Keyport Music Festival is presented by KBBC, the Business Improvement District for Keyport. Funding is provided by commercial property owners and business operators.
