Holmdel officials approve corrective action plan following audit By MARK ROSMAN Managing Editor
T
he Holmdel Township Committee has approved a corrective action plan in the wake of findings that were noted in an audit report submitted by Suplee, Clooney and Company for the period ending Dec. 31, 2019. Holmdel Chief Financial Officer William E. Antonides Jr. said a corrective action plan was required to be submitted to and approved by the governing body. The plan was drafted by the Finance Department. Areas of concern were noted in purchasing and payroll, according to the com-
mittee’s resolution approving the corrective action plan. Regarding purchasing, the auditor found that Holmdel “maintains an encumbrance accounting system as required by (state law); however, we discovered several purchases by certain departments that were confirming purchase orders. These purchases for goods or services were done prior to the funds being encumbered by the chief financial officer in contradiction to the requirements of the administrative code,” according to the resolution. The auditor recommended that Holmdel “strengthen the internal controls over the encumbrance accounting system.”
Municipal officials said the township would immediately “reiterate the requirements of the encumbrance accounting system to all departments and especially to those departments where confirming purchase orders have been noted.” Regarding payroll, the auditor’s examination of the internal controls related to payroll revealed that proper segregation of duties was not being maintained in the following instances: “Payroll is not reviewed by an individual not involved in its preparation prior to disbursement. The individual who prepares the payroll also reconciles the payroll bank account. Certain employees’ compensation
did not have federal taxes withheld in an amount required by the IRS. “Employee health waiver calculations are not being calculated in accordance with (applicable regulations). The township did not include imputed income for group term life insurance coverage in excess of $50,000 on employees W-2s as required by the IRS,” according to the resolution. The auditor recommended that Holmdel officials “strengthen the internal controls over the payroll accounting system.” In response to the findings, municipal officials said Holmdel’s Finance

During a recent meeting of the Keyport Borough Council, officials authorized a closeout change order in a contract that had been awarded to Down to Earth Landscaping Inc. for improvements to Veterans Park and Terry Park. The original contract, authorized in 2018, totaled $485,941. According to a resolution, the firm completed work on the improvements and based on increases and decreases in quantities of materials that were required to complete the work, the original contract was reduced by $8,676 to a revised amount of $477,265. And, council members adopted an ordinance appropriating $40,000 for improvements to the Keyport Senior Center. The money will come from the borough’s capital improvement fund. Finally, council members authorized liquor license renewals. Plenary retail consumption licenses were issued to Keyport Waterfront Liquor, LLC (Old Glory Kitchen & Spirits) and Keyport Liquor License LLC (McDonagh’s Pub). Both licenses became effective on Oct. 1, 2020, and will expire on June 30, 2021, after which the governing body may renew them. Sandra Jackowski of Aberdeen Township, an artist who paints rustic scenes, farm animals and landscapes is currently featured at Windsor Gallery on Route 34 in Colts Neck and at Strodes Mill Art Gallery in West Chester, Pa. Jackowski participates in professional art shows and community events. Her art work has appeared in “Country Living Sampler” magazine. The Township Council in Aberdeen Township has awarded MTB, LLC, of Neptune City, an $87,000 contract to replace the roofs at the Jersey Avenue water plant and at sewage pump station No. 2, also on Jersey Avenue. The action was taken Nov. 5. Township Manager Bryan Russell said both buildings have leaky roofs and other damage. Municipal officials said MTB, LLC, was the lowest responsive and responsible bidder. The company will remove asbestos roof materials; remove and replace wood decking, steel decking and concrete decking; and furnish and install a new roof at each building.

Serviceman’s widow begins ninth annual holiday clothing drive to aid veterans

tacia McDonough and her nonprofit organization “Independence For Veterans” have kicked off their ninth annual “They Kept Us Safe, Let’s Keep Them Warm” new winter clothing drive to benefit the formerly homeless and disabled veterans who currently reside at the “Hope For Veterans” transitional housing facility on the VA campus in Lyons, Somerset County, and Vet Haven North in Glen Gardner, Hunterdon County. Items being collected are brand new hoodies, winter hats, socks, slippers, ear
muffs, robes, pajamas, undershirts (all men’s sizes: M to 3XL), thermal underwear, basketball shorts, sweaters, belts, wallets, blankets, toiletries (shampoo, bar soap, baby wipes, razors, Q-tips, deodorant, sunblock, lip balm, etc.), according to a press release. McDonough said the residents of the facilities are mostly men, however, there are currently 12 former servicewomen (sizes M to 14) residing at the facilities. There are about 200 former servicemen and former servicewomen residing at the two facilities.
In addition, gift cards from Visa, Amazon, grocery stores, Walmart and Target are a much sought after item by the veterans, according to the press release. The drive began on Veterans Day, Nov. 11, and will run through Jan. 7. McDonough said she was inspired to start the campaign in loving memory of her late husband, John, a decorated sergeant in the U.S. Air Force who served “in country” during the Vietnam War. Donough.” During the war, McDonough was assigned to the 21st Tactical Air Support Squadron. The 21st TASS engaged in combat in Vietnam’s hot zones including Saigon, Anloc and Nha Trang. The unit went on to earn five presidential citations, according to the press release. In 2008, in recognition of his bravery and leadership, McDonough was posthumously inducted into the Vietnam Veterans Memorial in Holmdel, according to the press release “As Americans, we must keep our veterans in the forefront. F
rederick Martin MacMurray was born on Aug. 30, 1908, in Illinois and spent most of his childhood growing up in Wisconsin. He played saxophone in local bands, which eventually led to him playing with the Gus Arnheim Orchestra in the early 1930s. He appeared on Broadway before signing with Paramount Pictures in 1934. Soon MacMurray was appearing in many films with several illustrious costars, including Katharine Hepburn (Alice Adams, 1935), Barbara Stanwyck

(Remember the Night, 1940), Errol Flynn (Dive Bomber, 1941), Marlene Dietrich (The Lady Is Willing, 1942) and Joan Crawford (Above Suspicion, 1943). In 1943, MacMurray’s salary reached $420,000, making him the highest paid actor in Hollywood that year and the fourth highest paid person in the entire country. His best known film performance came in 1944 with director Billy Wilder’s Double Indemnity, again opposite Stanwyck. This was a departure from MacMurray’s usual “good guy” roles, with him playing an insurance salesman who plots with Stanwyck to murder her husband. MacMurray continued to work on films prolifically during the ’40s and ’50s. In 1960, he again teamed up with Wilder for the unforgettable The Apartment, costarring with Jack Lemmon and Shirley MacLaine. MacMurray also starred in the popular Disney films The Shaggy Dog (1959), The Absent-Minded Professor (1961) and Son of Flubber (1963). In 1960, MacMurray moved to television with the lead role on a new series, My
Three Sons, as widower Steven Douglas. Despite his many film roles, this would be the project he is most remembered for, as the show grew to be a huge hit and aired from 1960 to 1972. MacMurray had a clause in his contract stating that all of his scenes be shot in two monthlong blocks, leaving him free to make films and play his favorite activity, golf. After the show ended in 1972, MacMurray settled into semi-retirement, living as one of the wealthiest actors in Hollywood due to having saved for many years — he was known for his frugality throughout his life. MacMurray made appearances in Greyhound commercials throughout the ’70s and gave his final film performance in 1978’s The Swarm. MacMurray was married twice, first to Lillian Lamont in 1936, adopting two children with her before her death in 1953. The following year, he married actress June Haver, with whom he adopted another two children. They remained married until his death in November of 1991 from pneumonia.

Due to COVID-19 issues in the Middletown schools, district administrators have since suspended all sports. The Lions’ season has now concluded. The article is presented as it was written. MIDDLETOWN - The Middletown North High School girls soccer team’s performance is peaking as the 2020 regular
season comes to a conclusion. Entering the Central East Region Group C state tournament with a 7-5-1 record, the No. 4 seeded Lions are 4-0-1 in their last five matches and are playing their best soccer at the most opportunistic time. “It’s where we want to be (as we) head into our last games and the playoffs,” Coach Patricia Misciagna said. “It’s nice to see us passing the ball well and playing together as a team. It’s good.” Middletown North completed a dominating sweep over Long Branch High School to finish the regular season on Nov. 12 at Arnie Truex Stadium in Middletown,
rolling to an 8-0 victory over the Green Waves for its fourth straight win. The Lions scored 15 goals during their two-game sweep of Long Branch and in the regular season finale, eight players found the back of the net. Senior Rett Schnoor started the scoring by knocking in her sixth goal of the season to put her team up 1-0. She has been outstanding in recent matches, scoring five goals in the last four matches. “Just getting a chance to play this season (during the coronavirus pandemic) has been a good feeling,” she said. “I didn’t think we were going to have a season this
year, so to play and score six goals is such a good feeling.” Juniors Alyssa Imbriale and Molly Moore found the back of the net in the first half to extend the lead to 3-0. Imbriale scored her fourth goal of the season and Moore scored her first goal of the campaign. Senior Stephanie Malick started a fivegoal second half by scoring her first goal of the season. The senior did it in style, dribbling down the left sideline and going all the way

to the net before putting home her first goal of the year for a 4-0 lead. Senior Allie O’Keefe assisted on Malick’s goal and also helped Schnoor score the game’s first goal with a nice pass to her senior teammate. O’Keefe finished with three assists on the day to extend her team lead to nine assists. She scored her sixth goal to give the Lions a 5-0 lead. “I’m just trying to make the most of everything and scoring is the best thing ever,” O’Keefe said. “It’s all about the team. It’s a team effort. They are all helping me and everyone connects. It’s teamwork. We are all doing well.” Senior Ashley Dietrich leads the team with seven goals and has added four assists. After the team’s slow start, Dietrich said she believes the players have come together well over the past few weeks. “I think we can make a good run in states and make it to the finals,” Dietrich said. “We are closer together and a strong team now. I’m happy with what I have been able to do for the team in a short season.” Sophomore Ava Mescall and seniors Grace Inacio and Cassie Soldo each recorded their first goal of the season to finish out Middletown North’s seventh victory of the year. During the final minutes of the contest, Misciagna made sure all of the seniors who
had dressed for the match were on the field together. The coach said she made the move because she wanted to make sure all of her senior players had one last moment on their home field since nothing is guaranteed going forward due to the pandemic. “Each game we get in is nice and in the event that maybe this is our last game and our last home game, I just wanted to give them one last chance to be out there,” Misciagna said of her senior players. “It’s their last year, so it was really nice they were able to get some games in and have a season. That is what I feel the happiest about,” she said. Misciagna said she believes her players have accomplished the most important thing they could have done this fall by playing a full season. She said every opportunity to be on the field is a blessing for her and the team. Most importantly, the ninth-year coach has seen her players appreciate and love soccer even more as they played during the pandemic. “I think they are happy to have had a season and they appreciate the sport and their team a little bit more than usual this year,” Misciagna said. “They are a nice group of players who play well together. We are just looking to take things one game at a time and see what happens from there.”

Seven SJV student-athletes signed a letter of intent to continue their education and athletics in college. There are several misconceptions that I hear from clients on a regular basis. I thought I would take the time to write about several of the misconceptions I hear from clients most often. “But won’t the nursing home take my parents’ home?” Clients believe that once they enter a nursing home, they have to turn their home over to the nursing home immediately as payment for the services that the nursing home is rendering to them. Most nursing homes are private businesses. Monmouth County owned two nursing homes in the recent past; however, the County sold these homes, so in the immediately area, I know of no nursing homes that are owned by the government. Nursing homes bill residents on a daily basis. In the immediate area, nursing homes cost anywhere from $350 to $450 a day. Nursing homes issue a bill on a monthly basis. For example, if Mr. Smith were in a nursing home costing $400 per day and left the facility on the fifteenth of the month, then he would receive a bill for fifteen days times the daily rate of $400, or $6,000. Now, if Mr. Smith entered a nursing home costing $400 a day and he lived in the nursing home for years, he might, from a practical standpoint, have to “pay his home to the nursing home,” but that is not the same thing as turning his home over to the nursing home. For instance, if Mr. Smith owned a home worth $200,000 and the nursing home cost $12,000 a month, then it would take approximately seventeen months before the entire value of the house would be paid to the nursing home. But this is not the same thing as Mr. Smith turning his home over to the nursing home. Finally, there are things that Mr. Smith could do to save some of his money from the nursing home. A large part of my practice is helping people save money and qualify for Medicaid sooner than they would if they failed to plan. This concept is called Medicaid planning. Another misconception that I hear all the time is that the Medicaid lookback period is seven years. Medicaid is a health payment plan for needy individuals. In order to qualify for Medicaid benefits, an individual must have a limited amount of resources, typically below $2,000. To prevent people from simply giving away all of their assets and qualifying for Medicaid soon thereafter, the Medicaid program punishes people for giving away their assets. Medicaid only looks at transfers made during a certain period of time, commonly known as the “lookback period.” Medicaid only wants to punish those transfers/gifts that were designed to qualify for Medicaid benefits, and from a policy standpoint, Congress said that only transfers made during the lookback period were transfers that were made in order to enhance the individual’s eligibility for Medicaid benefits. This period of time is the five years immediately preceding the date of application. The lookback period has been five years since 2006. Prior to 2006, the lookback period was three years. Ever since Congress made the lookback period five years in 2006, clients have been telling me that they heard the lookback period was seven years. I have no idea where clients get this misconception, but I have heard it many times so it is a pervasive misconception. The lookback period is five years, not seven. Period. Bur from a practical perspective, banks are only required to maintain certain records for five years, so I doubt Congress could ever extend the lookback period beyond five years because an applicant simply couldn’t get records from the bank. Finally, clients constantly ask me about the gift limit. Most people believe they can only give away $10,000 or $12,000 or $15,000 a year. Many are uncertain about the figure but they believe there is some amount of money they are limited to giving away in a given year. The truth is a person can give away $15,000 a year without reducing their $11,580,000 lifetime exclusion against gift tax. In other words, unless you give away more than $11,580,000, you would never pay gift tax. Since most people don’t have $11,580,000, most people would never pay gift tax. A new hydraulic motion control suspension system was also added to provide a smoother, more stable ride. The results are indeed impressive for this massive SUV, first introduced by Infiniti back in 2004. I not only drove the QX 80 around town – to and from work and such – for one week, but I also took it on a 240-mile roundtrip sojourn out to Camp Hill, Pennsylvania, to display my wares at a sports card show. The ride out to Camp Hill and back was extremely comfortable and pleasant. The cabin is not only opulent but roomy and comfortable as well. The QX 80, powered by a large 5.6 liter naturally aspirated V8 that puts out 400 horsepower is more than adequately powered. This engine roars, providing easy passing and lane changing capabilities, and once you get all the way over to command the left lane on the Pennsylvania Turnpike it cruises at high speeds quite nicely as well. However, all this bigness and opulence comes at a price. The new Sensory model QX 80 is not cheap and neither is it gas consumption efficient – this isn’t your typical tree hugger ride. The EPA’s fuel consumption ratings for the QX 80 come in at an average of 15 miles per gallon – with 19 mpg on highway driving and 13 mpg in around town or city driving. Moreover, the EPA estimates that on average it will cost you about $3,250 a year to feed the QX 80 with gas as it uses about 6.7 gallons per every 100 miles driven. The base price of the Sensory model QX 80 is $83,300. My test model had added options as well and when you tack on the $1,395 destination and delivery charge the bottom line sticker price comes in at a hefty $87,035. The added options on my test vehicle included: $485 for Infiniti illuminated kick plates; $410 for roof rail cross bars; $295 for a cargo package; $455 for Infiniti illuminated welcome lighting and $695 for the Coulis Red premium exterior paint. So the question at this point remains, is while the new Sensory top-of-the-line QX 80 is certainly luxurious and rich, the price point it is now offered at pushes it into the company of some pretty hefty competitors – namely the popular BMW X7 or the

equally as popular Mercedes Benz GLS. In summarizing its review of the QX 80, the editors at Car and Driver gave it high marks for, “handsome styling, standard V8 power, plush and spacious cabin.” However, for low points, Car and Driver pointed out that the QX 80 “seems outdated compared to rivals.” I tend to agree, but not wholeheartedly. The German-made X7 and GLS have gone to smaller, more state-of-the-art engines that make up for the downsizing by adding a turbo charger or an electric battery EQ boost to give them more pep and better gas mileage. Additionally, inside the cabins, the German X7 and GLS seem to be a bit ahead of Infiniti when it comes to providing the latest infotainment and wide touch screen command center. Don’t get me wrong, there is nothing wrong with the operational functionality of Infiniti’s system, it just seems a bit dated with comparing it to what you get inside the X7 or GLS. However, all that being said, there is still room for the new Sensory model QX 80 if you are considering a full sized luxury SUV. There is a distinct difference in the way that the German made X7 and GLS feel and drive when compared to the Japanese made Infiniti. The Infiniti offers a smoother, more airlike ride. With the German models you get a stiffer, more performance-oriented ride. Is one better than the other? Who is to say? The true test is in the eye of the beholder. You have to get in and test drive these models and see for yourself which is more to your liking. In case your were wondering just how big the QX 80 is, according to Infiniti’s spec sheet this vehicle has a wheelbase 121.1 inches, an overall length of 210.2 inches, a width of 79.9 inches and stands 75.8 inches high.

his team transformed the former theater into a location that offers signature craft beers made on-site in Alternate Ending’s brewhouse. Tagliarini said, “On behalf of the Township Council and the Economic Business Council, it gives me great pleasure to welcome the Alternate Ending Beer Co. family to the Aberdeen business family. “The fruits of your labor have paid off with this exciting grand opening. The way you have incorporated the movie theater’s history of the past with your recipe for the future will certainly earn you an Oscar for best new brewery of the year. “This is truly a great reuse of a cherished theater that was unable to survive the changes in how people view movies,” the mayor said. In addition to Tagliarini, Aberdeen Township was represented at a ribbon cutting ceremony by Deputy Mayor Joseph Martucci, Councilwoman Connie Kelley, Councilwoman Margaret Montone, Councilman Artie Hirsch, Economic Business Council Chairman Carmine Visone and Police Chief Rick Derechailo.
