County memorial honors fallen law enforcement officers
T
he names of 22 law enforcement officers who lost their lives in the line of duty in Monmouth County are now enshrined in a newly installed memorial outside the headquarters of the Monmouth County Prosecutor’s Office in Freehold Township. The Law Enforcement Memorial is a lasting reminder of the sacrifices made for public safety, Monmouth County Prosecutor Christopher J. Gramiccioni said during a May 19 ceremony. “We gather here today to honor the memory and mourn the terrible loss of 22 brave Americans who put on a uniform and answered the call, giving their lives in the performance of their sworn duties. “Each died under different circumstances, but all had one common thread – the call to duty. Each understood the risks of heeding that call, but never shied away, even as their loved ones worried at home,” he said. Gramiccioni was joined at the dedication by surviving family members of the men and women whose names are etched on the memorial, according to a press release. The line of duty deaths of the officers honored on the memorial span more than 122 years, beginning in 1899. Each officer’s name, agency and date of their death, referred to as their “End of Watch” (EOW) are etched into the black granite stone. The memorial is made of two tiers of black granite and includes a fountain of water that creates a soothing waterfall. The top face of the memorial is surrounded by an etching of the shoulder patch for every law enforcement agency in Monmouth County. On the north side of the memorial, along its base, are the 22 names of the individual officers who died in the line of duty, according to the press release. The memorial will serve as a peaceful place for the family members of those who died and for their fellow officers to reflect upon and honor their sacrifices: • Constable James Walsh, Red Bank Police Department, was attempting an arrest when he was shot by a suspect. The accused individual appeared willing to surrender. When Lippincott placed his hand on the suspect’s shoulder, the suspect pulled a concealed weapon and fatally shot the officer in the chest. EOW: Dec. 10, 1911; • Patrolman Herman Kohler Emmons, Long Branch Police Department, was shot and killed by a suspect while attempting to place the suspect under arrest. Letts, of the Union Beach Police Department, was shot in the head, while off duty and in his home, by the man he was investigating as the prime suspect in an armed robbery. Monteparo was familiar with the suspect and had dealt with him on several occasions. Tagliarini, Sullivan unchallenged in Aberdeen mayoral primary By VASHTI HARRIS Staff Writer
ABERDEEN – There will not be a contested primary election on June 8 as two residents – one Democrat and one Republican – seek their political party’s nomination to run for mayor of Aberdeen Township in November. The candidates seeking the nominations are Fred Tagliarini, the incumbent Democratic mayor, and Republican William Sullivan. The winner in the November general election will begin serving a four-year term as mayor in January. Sullivan said he has lived in Aberdeen Township for six years and in Monmouth County for 30 years. “I am a public servant by nature. My father was the school board president in Middletown for years. My mother was always involved in campaigns and community activism. I want to help people and my community,” Sullivan said. “I feel the younger generation needs to get involved and take part in the community government they live in. When you buy a home and raise a family, you are investing in the community. I feel I can make a difference,” he said. Sullivan, who works as a correctional
police officer, said he is running for mayor to help bring a fresh look and perspective to the township. Among the issues he wants to address if he is elected mayor in November are the community as a whole, spending and property taxes. “We have a younger generation moving into town. I have small children. I believe we need to get to know our neighbors and get back to how I grew up. It seems no one knows each other,” Sullivan said. “More community events are needed. Secondly, everyone can agree taxes go up year after year and we don’t get more for the dollar. We need to give people muchneeded relief. “The developments are geared toward single commuters, but what the current administration does not realize is that people raise families in these smaller developments. This puts more students in our schools, which burdens the homeowners,” he said. Sullivan is the president of PBA Local 105, representing approximately 6,000 correctional police officers and parole officers. Tagliarini has lived in Aberdeen Township for 34 years. “My journey into public service began like most volunteers. I started with my

children and eventually volunteered as a coach or trustee in most of the youth sports organizations in Aberdeen, as well as the Cub Scouts and my local church. “From that volunteerism, I came to know the then-members of the Township Council, who asked me to serve as a councilman when a vacancy arose in 2008,” he
said. Tagliarini was elected mayor in 2009. He said he been working since then to complete initiatives such as the road replacement program and a neighborhood parks program to renew Aberdeen for the next generation. (Continued on next page)

“I have decided to run again because that work is not done; we still have nearly a dozen original roads and eight parks left to renovate. I am running for mayor again to ensure those programs are completed,” Tagliarini said. He said those initiatives seek “to renew Aberdeen’s roads and parks, which were almost all constructed between 1945 and 1967, for our next generation. As residents can see from the seemingly continuous construction around town, these programs are enormous endeavors.” In 2016, Tagliarini retired after working for 39 years at the Staten Island Advance newspaper. He said that during the past five years he has dedicated 100% of his time to serving as mayor. He said he takes pride in preventing the development of nearly 1,000 housing units on more than 300 acres of pristine woodlands along Lake Lefferts and instead preserving the land to create the first county park in Aberdeen: Freneau Woods Park.
After working for more than a decade on the township’s finances, Tagliarini said delivering municipal budgets in 2020 and 2021 with a reduction in the local tax levy year over year was an accomplishment. “This is nearly unheard of in municipal government and it represents 10 years of my work with the Township Council to implement a town-wide redevelopment strategy to expand our ratable base, while simultaneously renegotiating labor contracts, sharing interlocal services, cutting ancillary costs and streamlining our local government without reducing services,” Tagliarini said. There are two seats on the Township Council available in 2021. Margaret Montone and Joseph Martucci, the Democratic incumbents, are seeking the nomination of their party, and Republicans Michael Vail and Michael MacDermott are seeking the nomination of their party. The primary in uncontested. The winners in the November general election will begin serving three-year terms on the council in January.

he 59th graduating class of Christian Brothers Academy, Lincroft, will truly be one for the history books. CBA is an independent, Catholic, college preparatory school for young men. “You will always remember coming of age in this historic year” during the ongoing coronavirus pandemic, Principal Ross Fales said to open the 2021 commencement ceremony on May 18. “Like few other academy classes before you, your class has been forged in the crucible of crisis. But once again, the brotherhood persevered,” he said. Following in the footsteps of the Class of 2020, the 2021 commencement ceremony once again took place outdoors on campus, according to a press release. The 208 graduates gathered for the 59th commence-
ment exercises and received the CBA diploma they have been working toward over the past four years, according to the school’s press release. “Like the 58 classes before you, you grew into the fine young men we see here today,” President Br. Frank Byrne said to the graduates. “You have taken to heart the mission of our school, which is to raise young men to become morally responsible and intellectually mature for the betterment of our world. I am fully confident you will make a positive impact on all those you come in contact with in your lives.” Collectively, the 208 graduates earned $27.19 million in merit-based scholarships to colleges and universities across the nation. That dollar amount does not include grants, financial aid or athletic scholarships, according to
the press release. The senior class logged 21,840 community service hours, which averages out to 105 hours per student where 50 hours are required, according to the press release. Fifty-six students graduated with distinction (seven semester GPA of 91.5+); 31 seniors were members of the National Honor Society; 36 senior student-athletes were scholar athletes (varsity athletes with seven semester GPA of 91.5+); and 22 graduates were Brother Michael Dwyer Scholars. The commencement exercises were completed with speeches by Valedictorian Nicholas Geissler (Johns Hopkins University) and Salutatorian Grant D’Orsi (University of Southern California).

much sense to continue to work with Hazlet, especially with costs that were not saving the taxpayers any kind of money,” Cannon said. “With this agreement, anyone who is issued a ticket in Matawan will have their case heard in the Aberdeen Township municipal court,” he said. In other business, Matawan council members authorized the promotion of Class II Special Law Enforcement Officer Shawn Ramcheran to police officer and authorized the hiring of Lyndsay Merola as a police officer. They will replace officers who retired from the Matawan Police Department.

Heckman named director of Aberdeen Parks and Recreation Department By VASHTI HARRIS Staff Writer
ABERDEEN – Keith Heckman has been named the director of the Aberdeen Township Parks and Recreation Department. He comes to the township after 11 years with the Monmouth County Park System. Heckman will succeed James Colabelli, who retired following 23 years of service to the township, according to municipal officials. “As a Certified Park and Recreation Professional, Keith joins us with extensive experience in recreational programming, budgeting, staff management and custom-
er service during his years at Monmouth County’s acclaimed park system,” Township Manager Bryan Russell said. “He brings the skillset, leadership qualities and energy to direct a department responsible for maintaining our 16 neighborhood parks and athletic complexes, a senior center and other facilities, as well as coordinating special events and year-round programming for residents of all ages,” Russell said. Heckman began his career in 2010 as a park ranger with the Monmouth County Park System before moving into golf administration. He was eventually elevated to the position of manager in the golf unit,
according to municipal officials. He was subsequently promoted to recreation supervisor in the Visitor Service Division, where his responsibilities included supervising department programming, including general recreation, special events and summer camps. Heckman holds a bachelor’s degree in political science and a master’s degree in corporate and public communication from Monmouth University, West Long Branch. He is a certified pool operator and earned a certificate from the National Recreation and Park Association’s Revenue Development and Management School. “I welcome this opportunity to lead Ab-
erdeen’s Parks and Recreation Department and look forward to working with the administration, Township Council, residents and business community in making our facilities and programming even more robust,” Heckman was quoted as saying in a press release from the township. Mayor Fred Tagliarini said, “We are thrilled to have Keith onboard and are confident he will build upon the strong foundation Jim Colabelli built. We will miss (Colabelli) and will think about him every Aberdeen Day, every Fourth of July, and whenever there is an event that he helped create or build. He was Aberdeen through and through.”

How does cupping work?

efore we answer the question of e how cupping works, your first question may be: Does cupping actually swork? y The answer is “yes.” d A recent systematic review (basically an danalysis and summary of high quality studhies) published in the Journal of Bodywork and Movement Therapies in 2020 concluded that “dry cupping was found to be effective for reducing pain in patients with chronic neck pain and non-specific low back pain.” At ProFysio Physical Therapy, we effectively manage and treat musculoskeletal conditions of the extremities such as tendonitis, sprains and strains, with cupping as well. In fact, the clinical value of cupping is no secret and it has been used in treatment for a very long time. While it is used as treatment by many practitioners and providers to care for their patients, I believe it is particularly beneficial when performed by a doctor of physical therapy or physical therapist assistant because of their vast knowledge and expertise in the areas of movement science, biomechanical analysis, pathophysiology of the musculoskeletal system, and noninvasive treatment techniques.
After all, we are the first line of defense and preferred provider for all things related to movement. So now that we’ve established that it works – let’s tackle how it works. Cupping is the practice of placing cups onto the skin and creating a suction effect. It creates distraction or stretch to the tissue through negative pressure. This serves to increase blood flow to the area where the cups are placed and may reduce muscle tension, promote cell repair and improve blood flow and tissue oxygenation.

Cupping also stimulates the nerves in the tissue, which sends increased ascending input to the brain to promote improved descending motor output, thus reducing pain. This concept is very similar to the theory behind other pain relieving treatments such as electrical stimulation and is sometimes referred to as the gate control theory. However, it is the unique therapeutic stretch to the tissue that makes this treatment distinctly different from other treatments and creates the potential for healing and long term relief. Instrument assisted soft tissue mobilization (IASTM), or Graston which is also offered at ProFysio, and cupping can be a very effective treatment combination to
treat muscle imbalances and chronic pain. Cupping is considered a low risk intervention with few side effects other than of course the most notable, bruising. Breen well positioned to repeat as leading trainer at Monmouth Park OCEANPORT – With Hall of Fame trainers Todd Pletcher, Steve Asmussen and Jerry Hollendorfer – along with future Hall of Famer Chad Brown – all having a formidable presence on the Monmouth Park backstretch this summer, it is easy to forget the race for leading trainer honors still goes through Kelly Breen. It did in 2020, when the 52-year-old Breen easily captured his third Monmouth Park trainer’s title, according to a press release from the thoroughbred racetrack. There’s no reason to think things will be any different during Monmouth Park’s 76th season, which opened on May 28. “We do gear up for Monmouth Park,” said Breen. “It goes back to me saying all we can do is continue to work hard and to try to do our best. So much depends on the condition book. I can’t predict how we will do this year because I don’t know how the
condition book will play out. “But we have a good variety of horses, from $5,000 claimers to multiple graded stakes winners. There are probably guys with more well-rounded stables, maybe with more claimers, guys with bigger stables. But we have 40 horses right now that are ready to run. We will just try to put them in the right spots.” Breen’s impact will likely be felt throughout the 53-day meet, since he led all Monmouth Park trainers in 2020 with 117 starters. His 32 winners were nearly double that of runner-up Jose Delgado. That Monmouth Park success was a major factor in a career year for the New Jersey native, who set personal bests in overall wins (84) and starters (418), while producing the second-best earnings year in a career that began in 1992. “Last year was more validation after
having built up a public stable after almost 10 years of being a private trainer and not being out there with multiple horses and this many horses,” said Breen. “It has been a gradual process of evolving. I didn’t always have a big stable after I became a public trainer again. It took a couple of years to get to this point. It took time. But we have a nice, well-rounded stable now.” Breen, who went 14 years between Monmouth Park training titles, again figures to make an impact when the 2-yearold races start as well. “The 2-year-old program at Monmouth Park has always been exceptional, so we hope to be a factor in that later in the summer,” he said. Though Breen says his sights are not necessarily set on another Monmouth Park title – “Whatever amount of wins we get,
that’s what we’re going to have as a total,” he said – he knows he enters the meet as the favorite to win the training title. “Not being cocky or anything, but I like to think that when people think of Jersey racing they think of my name,” he said. “I’m a Jersey guy. I grew up here. We have more of a presence in New York than we have had in a while, but Monmouth Park is still home.” In other track news, a variety of local craft beers and a revamped wine list are among the new food and beverage options Monmouth Park will be offering this year. New Jersey craft beers from Screamin Hill, Toms River, Ross and Kane breweries will be featured throughout the season in Grandstand Level 1 Trackside. Wine connoisseurs will find a new list of offerings in the Dining Club, parterres and at Lady’s Secret Café.

King, Long Branch Police Department, was on duty, in uniform, when a man shot him in the back of the head while King was standing at a counter ordering a meal. The suspect then stole King’s car and led police on 60-mile chase before crashing the police vehicle and being killed in a shootout. EOW: Nov. 20, 1997; • Trooper Marc Kenneth Castellano, New Jersey State Police, was struck by an out-of-control car as he was standing on the shoulder of Interstate 195 in Howell near his patrol vehicle. Castellano was transported to a hospital, where he died. EOW: June 6, 2010; • Trooper Anthony A. Raspa, New Jersey State Police, was killed in a vehicle crash on Interstate 195 in Monmouth County. EOW: May 30, 2015; • Detective April Bird, Asbury Park Police Department, was on duty when she suffered a heart attack during a shooting investigation. Bird died three days later. EOW: Aug. 2, 2019. “These 22 officers who died never asked for, or wanted to be heroes, but sometimes as fate has it, it just turns out that way,” Gramiccioni said. “The men and women in blue know this possibility, but they follow the calling in the name of community service. These 22 fallen officers had wives and husbands, mothers and fathers, brothers and sisters, and children young and old. “They shared a commitment to something larger than themselves – a call to serve the greater good. None sought glory, riches, or their names on billboards or in lights. Their reward came from their pride in service,” the prosecutor said.

The Monmouth Museum, Lincroft, is planning to reopen the Main Gallery, the Nilson Gallery and the Wonder Wing on June 5. Hours will be Wednesday through Sunday, 10 a.m. to 4 p.m. Reservations will be required to enter the museum, according to a press release. The Main Gallery opening exhibit is by New Jersey-based artist Arlene Mollow and the Nilson Gallery opening exhibit is by Ne Jersey Emerging Artist Natalia Pas. The museum directors said they are launching a new system with timed entry and online reservations, as well as digital memberships. Museum members will be receiving an email with additional details, according to the press release. Steps have been taken to upgrade the bathrooms, and auto/touchless features and sanitizer stations have been placed throughout the museum, according to the press release.
