ov. Phil Murphy signed the Clean Energy Act of 2018, directing the New Jersey Board of Public Utilities (BPU) to establish a community solar program. This allows commercial real estate owners to rent their roof space to house solar facilities that power their community. The state is currently in the second year of a three-year pilot program as it moves toward its goal of 100% renewable energy by 2050. Middlesex County towns have been showing support for community solar projects. Murphy visited the 4PX Express/Duke Realty Solar Warehouse in Perth Amboy on Jan. 28 in a show of commitment to transforming to a clean economy and investing in green, good paying jobs in the state. “New Jersey is on the front line of the climate crisis and I’m proud our state is leading the way on our path toward a clean, low-carbon future,” Congressman Frank Pallone (D-NJ) said in a prepared statement. “These investments help ensure our state is ready to tackle the challenges of the climate crisis head on. Zwicker announces bid for State Senate; Fistonich seeks Assembly seat
A
ssemblyman Andrew Zwicker announced the kickoff of his campaign to run for the State Senate in the 16th Legislative District (LD16). Zwicker, who has served in the NJ General Assembly since 2016 and is a physicist and science educator, released the following statement on Feb. 3: “Now, more than ever, we need to make decisions that are based on evidence and continue to create sensible, practical policies to improve the lives of all New Jerseyans. During my time in the General Assembly, I have focused on protecting our environment, growing our economy, and guaranteeing every voter’s ability to participate in safe and fair elections. I have been laser-focused on advocating for my constituents and I hope to bring my expertise and experience to the State Senate to continue fighting for the people in my district and throughout our great state.” The 16th Legislative District consists of towns within Hunterdon, Mercer, Middlesex and Somerset counties, including Princeton, South Brunswick, Hillsborough and Montgomery. Zwicker first gained attention in 2015 when he ousted an incumbent Republican member of the Assembly in a 78-vote victory to become the first Democrat elected in the history of the 16th Legislative Dis-
trict, according to the statement. In 2017, Zwicker helped elect Democratic Assemblyman Roy Freiman of Somerset. “Assemblyman Zwicker has not only been a staunch advocate for the people of South Brunswick in Trenton but has been an invaluable member of our community here in South Brunswick,” Mayor Charlie Carley of South Brunswick said in the statement. “Our communities, now more than ever, need leaders with experience in the state legislature who are as dedicated to moving sound policy as they are to the people they serve.” “In 2015 we began our work laying the groundwork to bring Democratic representation to the 16th Legislative District for the first time in history,” Khalid Anjum, chairman of the South Brunswick Municipal Democratic Committee, said in the statement. “Assemblyman Zwicker broke through the Republican stranglehold on the district in 2015 for the Assembly. Now he is the best choice to be the first Democrat to represent the people of South Brunswick and the 16th in the New Jersey State Senate.” Kevin P. Milltown Mel optimistic despite snowstorm, predicts an early spring By KATHY CHANG Staff Writer
D
espite the recent snowstorm that walloped the Tri-State Area, Milltown Mel, the toothy teller of the weather, showed optimism in his prediction. “As I lay here in my bed and snore, I sneak a peek outside the door,” Mel said in a social media post on Groundhog Day, Feb. 2. “If the lack of shadow is what I truly see. Then an early spring there must be. See you in the spring.” Mel made his prediction in quarantine this year due to the novel coronavirus pandemic. He let his followers know he would take a quick look outside to check the weather. The popular annual prediction in its 13th year is usually announced early in the morning on Feb. 2 before a crowd assembled in the parking lot of the Joyce Kilmer American Legion Post No. 25 on JFK Drive. During the celebration, the Mill-
town Wranglers rally the crowd and wake up Mel from his slumber as people hold signs and blow party blowers. The Milltown Groundhog Day celebration is an evolution of the Guthlein family’s own observance of the holiday. Jerry Guthlein, the former owner of the Bronson and Guthlein Funeral Home in the borough and a former councilman, has since passed the torch onto John McNamara and the rest of the Wranglers. This was the sixth prediction for this particular Mel, who predicted an early spring last year, six more weeks of winter in 2019 and early springs the previous three years. The former Mel passed away in August 2015 after making a handful of favorable predictions over the years. This year, Milltown Mel agrees with his neighbor over the bridge, Staten Island Chuck. Punxsutawney Phil in Pennsylvania predicted six more weeks of winter.
Logo contest, art submissions will kick off celebration of North Brunswick Founders Day By JENNIFER AMATO Managing Editor
A
lthough the 250th anniversary of the founding of North Brunswick is eight years away, current township officials are discussing ways to begin the celebration. North Brunswick was incorporated on Feb. 28, 1779. As the township approaches its 242nd anniversary this year, Councilwoman Amanda Guadagnino discussed ways residents can get involved now in preparation for Founders Day in 2029.
“We want the entire community involved as we celebrate North Brunswick,” Guadagnino said during the Township Council meeting on Feb. 1. This year, the township will offer three activities to begin celebrating North Brunswick’s history and culture. First, residents can create and design a township logo that will be used on marketing items, paperwork, social media, etc. Residents may submit photographs, either amateur or professional, for a collage that will be displayed in the lobby of the
municipal building on Hermann Road. The pictures should capture something special or significant about town. Students from pre-kindergarten through 12th grade may submit artwork about what North Brunswick means to them. Those pieces will also be displayed at 710 Hermann Road. “We will see what they think of North Brunswick and what a great town we live in,” Guadagnino said. Information about how to submit and participate will be available soon on the
township website at http://northbrunswicknj.gov Guadagnino said a committee will be established for Founders Day. “We live in such a fantastic town. We live in a diverse town and everyone is different so we want to see everyone’s version of how they feel North Brunswick is and what it means to them,” she said. A proclamation honoring North Brunswick will be read during the Feb. 16 council meeting.

Zoning board expected to vote on housing, sports facility at ISCJ on Feb. 18 By JENNIFER AMATO Managing Editor
SOUTH BRUNSWICK – After more than four hours, South Brunswick Zoning Board of Adjustment members decided to wait to vote on an application involving housing, a sports facility and associated improvements at the Islamic Society of Central Jersey (ISCJ). The ISCJ sought amended preliminary and amended final site plan approval with use and bulk variance approval to permit a 44,880-square-foot sports facility and 24 senior housing units on a 5.5-acre lot adjacent to its mosque at 4145 Route 1 in the Monmouth Junction section of South Brunswick. The zoning board meeting on Feb. 4 was the fifth meeting on the application since November 2019. However, after hearing more testimony and public comments, the board members were split on whether to begin the applicant attorney’s closing statements followed by a vote since it was past 11:30 p.m. Zoning board Chairman Marty Hammer broke the tie, asking representatives of ISCJ to return on Feb. 18 for the final decision. He gave them the option of the board voting on one complete application, or voting on the sports facility and housing
component separately. “This is a very special site in the township. It’s a large mosque facility, has a school, has regional notoriety as well as local notoriety,” professional planner John Chadwick said. “The sports feature brings a unique perspective. … Senior residential housing is one of the objectives of the state planning law. I think the visions have addressed site proximity as well as reducing the bulk of the buildings.” Engineer Robert Sive said the plan was reduced from 32 to 24 units at the previous meeting, with 20 two-bedroom units and four one-bedroom units proposed, with 40 feet of space between every two units. The townhouse-style homes would accommodate single families; the original application called for multi-family units. He said the density would be 4.3 units per acre in the RM3 zone. The sports facility would be open from 6-11 p.m. on weeknights and from 8 a.m. to midnight on weekends. The facility would be rented out to the public via a third party, applicant attorney Steven Hambro said. A total of 48 parking spots would be available between the existing school and the residential area. Hambro said the inverted “U” shaped driveway would be widened to 20 feet to accommodate fire engines and garbage

trucks. He also said the applicant proposed a swale and inlets connected via a pipe to collect stormwater flow so water will not flow onto the adjacent properties. Landscape screening would include 144 shade trees, 426 evergreen trees, 297 shrubs and 465 flowers/ground coverings. If the application is approved, Phase 1 will tend to the sports facility, mosque and school; Phase 2 would construct the residences with associated infrastructure; and Phase 3 would complete the addition to the school. “I think the time spent developing this plan, both on our side and on the township’s side, produced an excellent plan in accommodating its environment,” Chadwick said. However, residents are taking issue with the lot being too small to accommodate a mosque, a school, a sports facility and housing, especially since the property borders neighborhoods on Richard Road and Essex Drive. “It isn’t compatible with what we have going on on Richard Road,” Karl Braun said. Jugnu Gagarani said an application for 22 multi-family units was denied in 2006 because of lot size, and agreed with the same. Rozalia Dudycz-Bornbach said 16 of the 25 families along Richard Road proposed a letter in opposition of the curbing and sidewalk to township officials, since neighbors do not want the sidewalk connecting to their area at taxpayers’ expense. However, Frank Anticell said on behalf of the applicant that the curbing and sidewalk are proposed on one side of the road only, along the ISCJ property. Dudycz-Bornbach also raised concerns
that since Richard Road is at the bottom of a hill, flooding could occur. “This will definitely cause a huge impact on the entire community,” she said. Jody Bolansky asked why the sports facility has to be open so late, and cautioned that although Hambro said the operations are similar to a facility in Monroe Township, there are light and noise factors since this is in a residential area. Bolansky also said the application goes against the South Brunswick master plan since it is requesting several variances and waivers, because the lot is too small. In North Brunswick, municipal officials discussed endorsing a resolution for Solar Landscape on Jan. 25 to enable the third party company to install three solar locations in town that would be added to the energy grid. According to Michael Hritz, director of Community Development, residents who otherwise are not able to install solar panels on their roofs, based on the size of the roof, the age of the roof or the landscape, could sign up to receive a portion of energy from the grid, and then would save 20% off the base energy portion from PSE&G (not the delivery fee). Fifty-one percent of this program must be sold to low-income and moderate-income households, according to the criteria of the program. Hritz said the senior housing building at 740 Hermann Road and the Crescent apartment complex would qualify. Hritz said if energy costs $30 to $40 per month, participants would save $5 to $10 a month. “Ultimately, it could offer a modest discount to residents who choose to participate,” Hritz said. The proposed locations are 1980 Route 1, Building 3, enough to power 207 homes; 1112 Corporate Park Road, enough to power 114 homes; and 1101 Corporate Park Road, enough to power 188 homes,
based on an estimated 7,500 kWh annual usage per subscriber home. The North Brunswick project alone could prevent more than 2,700 metric tons of carbon dioxide from entering the local atmosphere each year. North Brunswick would receive 25 Sustainable Jersey points for municipal support. If the North Brunswick Township Council approves the resolution, Solar Landscape can then apply to the New Jersey Board of Public Utilities. If approved, the North Brunswick solar projects will be among the largest in the state. Solar Landscape will design, construct, own, operate and maintain the systems for the 20-year term of the project. There is no contract involved, Hritz said, and this is not a community energy aggregation plan. He said residents can sign up and cancel at any time. Other community solar projects completed by Solar Landscape in 2020 include Edison, North Bergen, Pennsauken, Teterboro, Perth Amboy and Wood Ridge. helsea Senior Living will be among the first assisted living companies in New Jersey to make on-site monoclonal antibody (mAb) treatments available to residents symptomatic with COVID-19. This allows the affected residents to avoid a hospital trip while receiving a treatment that has been effective in reducing symptoms, according to information provided by Chelsea. MAb are laboratorymade proteins that mimic the immune system’s ability to fight off harmful pathogens such as viruses. They were given Emergency Use Authorization (EUA) by the Food and Drug Administration in November. MAb therapy, given by infusion, is not a cure for COVID-19 and is not a substitute for the vaccine. “The impact the mAb has had on our patients has been nothing short of remarkable,” John Hopkins, DO, CCS Healthcare, said in the statement. “This is a game changing medication in the fight against
COVID. It truly saves lives.” “While we have worked hard to minimize infection in our communities, we are still dealing with isolated outbreaks,” Pat Banta, BSN/MA, regional director of Health Services for Chelsea Senior Living, said in the statement. “Our partners at CCS Healthcare provide the monoclonal antibody infusion with expert monitoring during and after the infusion at the assisted living community to residents who have confirmed COVID-19 infection and who fit the criteria for therapy. It reduces the likelihood of developing severe illness requiring the need for hospitalization, can provide short term immunity and reduces the risk of infection transmission.” Chelsea residents and staff are currently receiving the COVID vaccination at the company’s 21 residences in New Jersey and New York. However, screening, testing, masking and social distancing will continue into 2021.
