South Brunswick officials reflect one year after COVID-19 reported in town
M
arch 10 marks the one-year anniversary when the first possible COVID-19 case was reported in South Brunswick. The first notification didn’t come from a doctor, hospital or public health official, but from the township’s partnership with its schools; the school district became one of the first in Central New Jersey to go completely virtual. The initial planning and coordination led to quick isolation of community and school cases, according to a joint statement released by Office of Emergency Management Director and South Brunswick Police Chief Raymond Hayducka, and Township Manager Bernard P. Hvozdovic Jr., who recognized the efforts by so many in battling this pandemic over the past year. “Our community responded to the crisis as they always have by rising to meet the challenges. Each time we reached out
and asked for assistance, you responded. Our business community rallied to supply needed gloves, masks and sanitizing equipment to EMS, police and fire. Our social services food pantry received hundreds of food items donated and thousands of dollars in contributions. Local groups gathered donations to help with all our efforts. Countless residents and families donated or dropped off meals for officers at headquarters. Officers conducted numerous graduation and birthday celebration drive-byes to help lift spirits,” the statement reads. “Throughout the pandemic it is our emergency services of police, fire and EMS that has been at the forefront. We declared a State of Emergency at the start of the pandemic and it is the longest declaration in township history. There were over 4,000 EMS calls, over 600 fire calls, and 74,000 police calls since the start of the
pandemic. “While we continue to push through as a collective community, the pandemic has taken a heavy toll. In the past 12 months, we have lost 60 community members and 2,160 residents have fallen ill to the virus. The members we lost were from all aspects of our community, and their loss will forever be felt,” according to the statement. Hayducka said specifically, “We have a long way to go, but we see progress. The fear that consumed so much of last March has been replaced by the hope of today. I want to thank the mayor and council for their support throughout this unprecedented year. It is the resources and assistance they provided that has enabled us to get through these difficult days. “I am proud of the men and women of the South Brunswick Police Department (Continued on page 11)
bout seven years ago, Marlene Brandt, a Rutgers University graduate and local philanthropist, watched her 17-year-old daughter suffer from severe depression, the inability to function in school, unhappiness, and a feeling of very little will to go on. Brandt searched New Jersey without finding a treatment center to properly address her daughter’s needs. She realized she would have to travel to Massachusetts or Baltimore, Md., as the closest areas. Settling for Boston, her daughter received “life-changing” treatment for about two months, but this situation led Brandt to develop the concept for a state-of-the-art treatment center much closer to home. Thus, the Brandt Behavioral Health Treatment Center and Residence was born, which will accommodate a treatment facility, plus a two-story residential building with eight beds for young adults ages 16 and 17, and eight beds for young adults ages 18 to 24, who suffer from mood and anxiety disorders, but who are not at imminent risk of hurting themselves or others. The North Brunswick Planning Board was granted a courtesy review of the plans by Rutgers University on March 9. The portion of the plan that lies in North Brunswick is part of Rutgers’ Cook/ Douglass campus off Ryders Lane in the educational and biological research zone, according to Frank Wong, a licensed professional planner representing Rutgers as assistant vice president of planning and development. The Rutgers Equine Science Center sits on the 5-acre property. Two dilapidated buildings will come down. An area for hazelnut research is winding down, Wong said. “The setting itself is a peaceful and therapeutic one and part of that for the residents is part of the healing process and (Continued on page 8)

Signals will alert motorists when they can use Route 1 shoulder
N
ew Jersey Department of Transportation (DOT) officials announced the activation of overhead lane control use signs (LUCS) alerting motorists when they can use the shoulder as a travel lane, as a roadway improvement project begins in South Brunswick. Motorists have been able to use the shoulder on Route 1 between Independence Way and Promenade Boulevard as a travel lane during peak travel hours since 2017, which is known as “hard shoulder running,” according to information provided by DOT on March 9. Route 1 is three lanes before and after this section of the highway, causing a bottleneck and delays where the three lanes
merge to two lanes. Hard shoulder running during peak periods has been shown to keep traffic flowing, reduce congestion and improve safety, according to the statement. This is permitted Monday through Friday, from 6-9 a.m. and from 4-7 p.m. On March 8, DOT activated the LUCS altering motorists when they can use the shoulder as a travel lane. The signs display a green arrow during peak travel hours when the shoulder may be used, and a red “X” during all other times when hard shoulder running is not permitted. This is expected to improve safety and increase compliance, according to the statement. The sign activation has been coordinated with the beginning of a project to make

North Brunswick education association, Chartwells partner to support North Brunswick Food Bank By JENNIFER AMATO Managing Editor
E
very year, the North Brunswick Township Education Association (NBTEA) sponsors events through NJEA Pride which allows the association to apply for grants from the New Jersey Education Association to fund events that help schools and communities. In a typical school year, the NBTEA usually plans about 20 events in the schools that range from literacy and math nights to providing students with various school supplies. Since the pandemic has made it impossible to have in person events for students, members have gotten creative this year, according to Beth Passner, NBEA president. “We placed banners welcoming students back to school, purchased mask lanyards for our staff and students along with a book called “It’s OK to be Different” for each of our pre-K students which they read together on a Zoom Literacy Night,” she said in a prepared statement. As members started to brainstorm additional ways to help schools, they started thinking about how the pandemic has affected so many people in North Brunswick economically. “As with all food banks across the nation, North Brunswick’s food bank has been overwhelmed with requests during this pandemic. Our students are dealing with a lot during this pandemic and unfortunately hunger is one of them. We decided that one of the best ways to help our students right now was to help the North Brunswick Food Bank,” Passner said in the statement. They applied for an NJEA Pride Grant and were approved for $5,000 worth of food to fill in grocery bags. “We partnered with Chartwells, our district’s food service provider, to have bulk amounts of pasta, rice, cereal and peanut butter delivered to us. Over 1,500 additional items of soup, vegetables, mayonnaise, tuna and applesauce were purchased by our members,” Passner said. To ensure the safety of volunteers, the group planned an
outdoor event in the parking lot of their office on Route 130 on March 6. “We also wanted to comply with the governor’s social distancing orders for outdoor gathering so we implemented a sign up sheet to make sure that we did not go over the 25 person maximum as well as having our members take a COVID test before attending. We set up our tables across the parking lot and members walked around to stuff the bags. We had originally planned to do this event in January but when the COVID numbers spiked we postponed it. Adam Sawchak from Chartwells was amazing to work with and was very flexible especially when we had to change the date,” Passner said in the statement. In the end, 25 members stuffed more than 500 bags of food in just a few short hours. Students from the North Brunswick Township High School Key Club helped carry the bags. “We are so proud of our members and hope that this is an event that we can continue every year from now on,” Passner said in the statement.

Middlesex County mourns loss of Freeholder Valenti, a trailblazer for Latinx in politics By JENNIFER AMATO Managing Editor
M
essages of support are pouring in for the family of Blanquita (Bird) Valenti, a longtime Middlesex County Freeholder and New Brunswick City Councilmember. “It is with great sadness that we learned of the passing of a colleague and friend, former Freeholder Blanquita Valenti. Blanquita was an inspiration across the county, particularly for those in the minority community, as she not only shattered convention by becoming the first Latina to win a countywide election in Middlesex County, but she founded one of the county’s most active human services organizations, the Puerto Rican Action Board (PRAB). A mother and grandmother, Blanquita’s love for the youngest in our community was reflected in her career, spending almost four decades as an educator in both high school and university settings,” the Middlesex County Board of Commissioners, which was previously named the Middlesex County Board of Chosen Freeholders, released in a statement on March 10. “Each of our lives are made greater to
have known and served on the board with Blanquita and for those of us that benefitted from her mentorship. Her kindness was a signature, felt deeply by those who had the privilege to spend time with her, and she leaves behind a rich legacy of change driven by her service. Our thoughts are with Blanquita’s loved ones at this time. We hope they find peace in remembering the countless ways Blanquita touched and transformed the community she loved so much.” Valenti passed away on March 9 at age 87 at her home in New Brunswick. Born in Santurce, Puerto Rico, to the late Esteban A. and Blanca (Sanchidrian) Bird, she graduated from Rosemont College in Pennsylvania, according to her obituary provided by Selover Funeral Home in North Brunswick. She taught Spanish at John F. Kennedy High School in Woodbridge for 32 years before her retirement. She earned a master’s degree in teaching from Seton Hall University and in Spanish and Latin American literature from Rutgers University. She served on the board of directors for Saint Peter’s University Hospital and Mid-
dlesex County College and was a founding and charter member of the Puerto Rican Action Board and a founding member of ASPIRA, Inc. of New Jersey. Among her many accolades, she was named “Woman of the Year” by the New Brunswick Sister Cities Association. She helped achieve non-homelessness for veterans, was named “Who’s Who” for advancing the culture of the Latino American Business Community and was honored in a joint resolution of the NJ State Senate and General Assembly paying tribute to her meritorious record of service, leadership and commitment, according to her obituary. Valenti served on the Middlesex County Board of Chosen Freeholders for 15 years, from 2004 to Dec. 31, 2019; and the New Brunswick City Council from 1990 to 2010, the first Latino City resident to do so, and was chosen by her fellow council members to serve as council president and council vice president, according to information provided by the City of New Brunswick. She was also the first Latina woman to serve on the New Brunswick Board of Education and additionally served on the
New Brunswick Planning Board from 1996 to 2005, according to the statement. Valenti’s late husband, Carl, an attorney and former City Commissioner, served many years on the New Brunswick Free Public Library Board of Trustees. In 2008, the library dedicated the Carl T. Valenti Community Room in recognition of his service to New Brunswick, according to the statement. Visitation was held March 12 at Selover Funeral Home in North Brunswick. Funeral services were March 13 from Selover Funeral Home, followed by a Mass at St. Mary of Mt. Virgin Church in New Brunswick. Entombment followed in St. Peter’s Cemetery in New Brunswick. Former officer admits role in prescription drug scheme
A
former police officer with the North Brunswick Police Department admitted his role in a multimilliondollar scheme that defrauded state health benefits programs through the submission of medically unnecessary prescriptions for compounded medications. Daniel Passafiume, 45, of Monroe, pleaded guilty by videoconference on March 8 before U.S. District Judge Michael A. Shipp to an information charging him with conspiring to commit health care fraud, according to information provided by Acting U.S. Attorney Rachael A. Honig. According to documents filed in this case and statements made in court, between January 2014 and November 2016, Passafiume and a conspirator, marketed certain prescription “compounded medications,” including vitamins and pain creams, to beneficiaries of New Jersey state insurance plans, including the State Health Benefits Program (SHBP). These insurance plans paid thousands of dollars for compounded medications, which are specialty medications mixed by a pharmacist to meet the specific medical needs of an individual patient.
Passafiume and his conspirator had agreements with pharmacies to collect large commission payments for each prescription they obtained for the pharmacy. Passafiume and CC-1 found individuals with these insurance plans and connected them with doctors who were willing to sign prescriptions without an examination or a determination that the individuals needed the compounded medications, according to the statement. Those recruited to obtain prescriptions included employees of a New Jersey police department, family members of these employees, and Passafiume’s own family members. At times, Passafiume provided beneficiaries with cash, checks, and gift cards for agreeing to obtain these prescriptions, according to the statement. The conspiracy charge carries a maximum penalty of 10 years in prison and a fine of $250,000 fine, or twice the gain or loss from the offense, whichever is greater. As part of his plea agreement, Passafiume must forfeit $284,659 in criminal proceeds and pay restitution of $3.27 million, according to the statement. Sentencing is scheduled for July 12.

Amtrak employee charged with stealing, reselling chainsaws
A
n Amtrak employee was accused on March 8 of stealing chainsaws and chainsaw parts valued at more than $50,000 from Amtrak and reselling them, primarily through an online auction service. Acting U.S. Attorney Rachael A. Honig announced on March 9 that Jose Rodriguez, 48, of Brick, is charged by complaint with one count of theft from an agency receiving federal funds and one count of theft of government property. According to the documents filed in this case and statements made in court, Rodriguez has been an Amtrak employee since October 2007, most recently as a senior engineer and repairman, based out of an Amtrak facility in North Brunswick. Between August 2016 and July 2020, Rodriguez allegedly obtained 77 chainsaws, 103 bars,and 163 chains from Am-
trak, the total value of which was over $50,000, according to the statement. Rodriguez allegedly used an online auction service to sell most of the Amtrak chainsaws and parts to purchasers throughout the United States. Rodriguez also allegedly directly contacted one purchaser on multiple occasions offering to sell chainsaws and parts the day before or the same day that Rodriguez picked up chainsaws and parts from Amtrak, according to the allegations. Agents reportedly recovered several chainsaws that Rodriguez sold, which had serial numbers matching Amtrak’s chainsaws. One of those chainsaws had previously been reported stolen by Amtrak, according to the statement. The offenses charged in the complaint each carry a maximum penalty of 10 years in prison and maximum fine of $250,000.

part of the therapeutic environment,” said Dr. Frank A. Ghinassi, a licensed clinical psychologist and president and CEO of Rutgers Behavioral Healthcare. Ghinassi said the usual length of treatment in the residences would be two to six weeks for those needing daily treatment or for those who are traveling a long distance to attend. Each unit will have a single bed with its own bathroom. The treatment center will offer in-patient or outpatient therapy, consisting of individual or group therapy, partial hospitalization, peer support and medication delivery as warranted. The outpatient facility is expected to treat 70 to 75 patients per day from 9 a.m. to 8 p.m. The residences are expected to accommodate 200 people per year. The facility will be staffed 24 hours a day, seven days a week by about 40 staff members total. “We are extraordinarily excited about
this program. This offers a level of treatment complexity and treatment completeness across residences and outpatient that is unparalleled in New Jersey,” Ghinassi said. Ghinassi said although the program is beginning with Brandt’s philanthropy, there will be a business model to accept insurance plans, serve the undocumented, and become self-sustaining; her gift allows for the building of the facility. Ghinassi also explained that the facility mirrors the key examples of Rutgers’ mission: evidence-based treatment for patients and their families; advancing the sciences through research of anxiety and depression; and training the next generation of healthcare providers. As such, Ghinassi said there will be a national search to recruit a research director. As for the details of the plan, Wong said there will be a driveway at the intersection of Ryders Lane that will align with a driveway on the opposite side. To enter, one would come down Ryders Lane from Route 1 and make a right. To leave, there would be only a right turn onto Ryders Lane. The median currently in the center of Ryders will be filled

The intersection does not require a traffic signal currently, but the roads are aligned in the event a light is needed in the future, Wong said. “The revised configuration makes for a much safer way of entering and exiting the site,” Wong said. In terms of emergency services, the North Brunswick Volunteer Fire Department would provide fire response with Rutgers emergency services. Rutgers police would provide police services, Rutgers emergency services would provide ambulances, and Rutgers fire inspectors would inspect the property, Wong said. As part of the courtesy review, Thomas Vigna, North Brunswick’s township planner, made a motion on the record to establish that the proposed use is not in conflict with North Brunswick’s Master Plan and that the land use designation is acceptable. 2021 Cadillac Escalade 4WD Sport Platinum
W
hen the powers that be at Cadillac were looking for someone exciting to help them launch their kickoff press junket for the newly redesigned 2021 Escalade, they turned to Spike Lee. Yes, that same Brooklyn-born Hollywood film maker who directed “Do The Right Thing,” “She’s Gotta Have It,” “Malcolm X” and many other critically acclaimed movies. What does Spike Lee have to Peter Perrotta do with Cadillac? What’s the connection? It’s in the screen. No, not the big screen. But, the 38-inch diagonal display screen on the dash of the new Escalade that features a pixel density of a 4K television and is being championed by GM as the industry’s first curved OLED screen (Organic Light Emitting Diode). According to the folks at Cadillac, “the technology delivers bold imagery, perfect blacks and the largest color range of any automotive display in production today.” I recently jumped behind the wheel of the 2021 Cadillac Escalade 4WD Sport Platinum for one week to get a firsthand look at all of this new dynamic tech being offered. The exterior of the new Escalade is bolder and more aggressive, but it’s really on the inside with the large screen tech and with the new rear independent suspension that this new Escalade shines. The new screen is actually a three-inone. It includes a 7.2-inch diagonal touch control panel and driver information center to the driver’s left, a 14.2-inch diagonal cluster display behind the steering wheel and a 16.9-inch diagonal infotainment screen to the driver’s right. Simply put folks, this screen is mindblowing in its capabilities. On top of that, the new interior accoutrements inside the cabin are sumptuously luxurious as well. But back to the innovative screen for a moment. The vividness of the new screen enables Cadillac to offer up a newly available augmented reality-enabled navigation system, which uses camera produced real life street views with directional overlays displayed

on the screen. This is an eye-popping feature which at first can seem a bit unsettling because it’s so real. But, after I got used to it, I embraced it. It also features surround vision, a standard feature that employs four exterior cameras to provide 2-megapixel bird’s eye view of the scene around the vehicle. And, if that’s not enough, night vision is an available feature which uses infrared technology to enhance forward visibility, including detection of pedestrians and large animals projected on the center cluster display. But one shouldn’t buy a vehicle of this magnitude, size and expense just because Spike Lee makes a cool commercial and short film promo for it. Or, for the screen alone, right? Who knows? For some, that may be enough motivation. But, at the end of the day, you can’t drive the screen around. To go with the new fully independent rear air suspension, the new Escalade offers up two engines: a 6.2 liter V-8 and a new turbo-diesel inline six cylinder. Both are paired with a smooth 10-speed automatic transmission. The tester I drove for a week was equipped with the 6.2 liter V-8 which puts out 420 horsepower and is capable of deac-
tivating half of its cylinders when cruising to save fuel. I really put this Escalade through its paces for the week I drove it – logging a lot of miles which included two 230-mile round trips out to Camp Hill, Pennsylvania, for a sports card show I was displaying at. Needless to say, the long drives were effortless and enjoyable. This new Escalade rides smooth as silk and the independent rear suspension coupled with the air suspension in my tester makes it feel like you are riding on air. The V-8 was plenty powerful enough the get you on and off the interstate with great ease. While it’s certainly slick, smooth and comfortable, the new Escalade is massively big and not terribly fuel efficient. It has a 24-gallon fuel tank that gets awfully thirsty very quickly. The EPA fuel economy ratings for the new Escalade are 16 miles per gallon overall – with 19 mpg for highway driving and 14 mpg in city driving. EPA estimates it will cost – on average – $3,050 a year in fuel to feed this monster. And monster it is. The new Escalade is a whopping 211.9 inches long, 81.1 inches wide, 76.7 inches high. While this Escalade is plenty slick and
smooth, its overwhelming “bigness” can be a bit much at times. This vehicle cruises quite nicely on the highway, but, truth be told, it’s not overly nimble or athletic. There were a few times when I thought about driving it into Center City Philadelphia to go pick up some supplies I needed, but thought better of it. I can’t imagine trying to parallel park this vehicle. The test vehicle I drove carries a bottom line sticker price of $112,095. The base price of the 4WD Sport Platinum is $102,995. Added options on my test vehicle included: $2,000 for night vision; $1,995 for 12-spoke gloss black alloy wheels; $1,750 for retractable, power step assist with perimeter lighting; $1,225 for the Crystal White Tricoat exterior paint; $700 for a console cooler; $135 for puddle lamps that display the Cadillac logo and $1,295 for destination and delivery. There is plenty positive to offer in this newly redesigned Escalade, a staple in the Cadillac line up since 1998. However, its hefty price tag and large stance has to be considered when you so shopping for a full sized, three row, luxury SUV.
