Residents express frustration with Altice service By CHARLES DAYE Staff Writer
I
Judith Persichilli, the commissioner of the New Jersey Department of Health, the decision was made to close South Brunswick schools. What everyone thought would be a two-week hiatus is still going on today, Feder said. He quoted the lyrics from “Seasons of Love” from the Broadway show “Rent” – 525,600 minutes (one year) have gone by
ndividuals and municipal officials from around New Jersey who purchase communications services from Optimum/ Altice USA voiced criticism about the company to members of the New Jersey Board of Public Utilities (BPU) on March 16. Some individuals who spoke during a virtual public hearing called for an independent investigation of the company. The speakers’ concerns focused on internet and cable television services provided by Altice. The quality of services being provided by Altice have been a topic of public discussion in many Garden State communities for several months and the BPU responded to municipal officials who have lobbied for a hearing. Former North Brunswick Council President Ralph Andrews recalls that township residents’ concerns over Optimum’s service did not just happen overnight. “Prior to the pandemic and March 2020 shutdowns, residents were complaining of increasing fees and declining service and customer service support from Optimum, commonly referred to as Optimum-Altice,” Andrews said in a statement released by Burton Trent Public Affairs on behalf of the Township of North Brunswick on March 15. Cablevision of Raritan Valley, also known as Optimum-Altice USA, provides telephone, cable and internet service to multiple communities in Central Jersey, including North Brunswick.

25,600 minutes: How do you measure a year? On March 10, 2020, Amy Finkelstein, the supervisor of Student Assistance and Wellness for the South Brunswick School District, called Superintendent of Schools Scott Feder to let him know about a potential case of COVID-19 in the district.
That night became an all-nighter, Feder recalled, as he recounted the one-year anniversary of the first case of the novel coronavirus. During the South Brunswick Board of Education meeting on March 11, Feder said he remembers trying to get information from the state last year, while conversing back-and-forth throughout the night with Deputy Chief Jim Ryan of the South Brunswick Police Department. The next morning, after speaking with

North Brunswick officials thank engineer for 15 years of service By JENNIFER AMATO Managing Editor
NORTH BRUNSWICK – Municipal officials said so long to a “personable” member of North Brunswick’s contract professional staff. John Kriskowski worked his last day with CME Associates on Feb. 26 after being employed with the firm since 2006. Kriskowski was North Brunswick’s designated client manager for 15 years and the engineer for the North Brunswick Planning Board. He sat through hundreds of meetings, assessing tens of millions of dollars worth of capital improvements for dozens of ap-
plications, Michael Hritz, director of Community Development, said during North Brunswick’s March 1 Township Council meeting. Councilman Ralph Andrews said Kriskowski always made complex information easy to understand. Andrews said Kriskowski is personable, not just technical. “I have come to respect the mayor and the council and the employees of the township,” Kriskowski said upon receiving a proclamation. “The very important part for me is … talking about the friendships and the personal relationships I have developed with many of you over these 15 years.” Kriskowski will be moving south upon his retirement.

hat a difference a year makes. It was March 12, 2020, when COVID-19 arrived and our assisted living communities locked down. Visitation was stopped, residents had to be isolated in their apartments, marketing was suspended.
The pandemic has impacted all of us – residents, staff, families and our health care partners. And although we deeply feel the pain of every loss in our communities, there is a sense of pride in knowing Chelsea did push forward through a most difficult time with a deliberate, professional
and compassionate focus to minimize the spread of this infection and use emerging technologies and treatments to provide state-of-the-art care. Today, with a strong infection control program and our embedded mitigation strategies, we are proud to report that as of the end of last week, we had only one COVID positive case among residents. The majority of our 22 buildings have been COVID-free for months.

Any residents who test positive may now receive monoclonal antibody treatments right in our buildings, thus eliminating major symptoms and illness. We are vaccinating our residents on an ongoing basis. We are cautiously optimistic the worst may be over. We are still bound by the regulations of the New Jersey and New York departments of health, but the Centers for Disease Control and Prevention has already issued new guidelines that allow people who are fully vaccinated to have family gatherings without masks. We foresee a day, hopefully soon, when we can do the same in our communities. We urge the state health departments to consider relaxing some of the protocols for those who are vaccinated. Chelsea Senior Living continues to offer safe, homelike living environments for older Americans. In-person family visits are allowed in our buildings that are disease-free. Our buildings are open for visits by prospective residents and new residents have been moving in without incident since the late summer of 2020. The pandemic is not over yet, but we have the tools and the confidence to stay out of its way. Tom Kranz Director of Communications Chelsea Senior Living Fanwood

since schools closed. Feder said a survey sent to parents and guardians was closed on March 10. He said the results show about 25% more students plan to come back in person to school. However, the district will not need to cohort the schools, with no changes to schedules or operations planned, he said in updated information on March 12. “While we are happy with this outcome, we also have identified some loca-
tions where numbers are making it a bit tight. In those locations we will be monitoring, as well as adding, staff to account for the larger numbers of students. If at any point the safety of students or staff are put in jeopardy, we will revisit this and consider if any changes are needed,” Feder said on March 12. However, during the March 11 meeting, Feder said the travel restrictions from the Centers for Disease Control and Prevention, the New Jersey Department of Health and the governor are contradictory; although travel restrictions per the health department were lifted as of Feb. 23, as of

March 8 those exemptions were reversed, and anyone traveling outside of New York, Pennsylvania, Connecticut or Delaware still needs to quarantine for 10 to 14 days upon return, even if fully vaccinated. Feder said spring break plans were in place prior to March 8, and he cannot operate in-person classes if 100 staff members are out on the first day due to quarantine. Therefore, the school district will be closed on Monday, April 5, because of an unused snow day; the rest of the week from April 6-9 will follow with remote learning. Schools will reopen for in-person instruction on Monday, April 12.
“I’m upset. We are on a good roll right now and I don’t want to close,” Feder said. “I trust you can understand the dilemma as the safety of our students and staff remain my utmost priority. “While it is true that things can change again with the Department of Health, I cannot wait for that to happen. Staff and families need to be able to plan for this upcoming change and we hope this gives you enough time to make your arrangements for students to all learn remotely on those days,” he said.

One year after closing, library sees ‘light’ at end of COVID tunnel vices going and jumped through hoops to provide the community access to books and materials in ways not done before. Staff created dozens of programs into virtual programs so that we could come to you in the safety of your home. That is how it started. Throughout this year our accessibility has changed with state guidelines and governor’s orders. We have closed, reopened, allowed curbside pickup and then browsing, then closed again and reopened for just contact-free pickup. That is where we are at now. No, we are still not back to normal, true. But, numbers are dropping since the recent development of new vaccines and as more and more people are vaccinated the number of dead and dying is dropping and the number of restrictions lifted. According to the South Brunswick Police Department COVID-19 Report, as of March 10 we had a total of 60 pass away and 2,160 ill in the past year. As of March 8 no new deaths had been reported for two weeks and new cases had dropped to 42. Carbone said he is beginning to see some light at the end of this long, dark tunnel. ticipated, the library could begin to slowly phase in its reopening plan as early as midApril. That’s just a few weeks away. We will keep you up to date on the specifics as we get closer. Meanwhile, the library is grateful for the continued support, patience and understanding of the South Brunswick community that it serves. We have tried to express our gratitude to the public in different small ways, such as waiving any fees for movie and video game rentals, and recently we started putting little thank you notes in the patrons’ pick-up bags. We event put in a fortune cookie for the Lunar New Year. Hang in there, South Brunswick. You have been so understanding and supportive and we are grateful. We hope to actually see you very soon. Know that your library is also looking beyond the next step to reopen. We plan to do more than just get back to normal. We are looking to the future to build our library into the greatest facility it can be for the next generation. Stay tuned! n South Brunswick, the date of March 13, 2020, will be remembered as the day a pandemic closed the doors of the South Brunswick Public Library, along with the rest of our community, state, country and the world. Some places closed days before and some after, but we all closed. Nothing like this had ever happened in any of our lifetimes. We thought the closing might be for a day or maybe a week, but no one could have guessed it would pass one year. The lockdown was meant to protect us against the novel virus COVID-19. People were getting sick and dying all over the world, even in South Brunswick. We didn’t know what hit us, but acclimate we did. Our physical doors shut, but our phones and internet stayed open. We all learned a few new tricks and we kept up service as best we could and continue to do so. “The goal has always been to maintain a consistent level of service,” Library Director Chris Carbone said. The library even invited the public to share our Wi-Fi in our parking lot while they sat with their laptops in their cars. Staff kicked into high gear to keep ser-

North Brunswick crossing guard finally retires at 90 years old By JENNIFER AMATO Managing Editor
NORTH BRUNSWICK — Gabriel Chiappetta, who is “90 years old plus six months” finally retired, after providing a lifetime of service to the community. Chiappetta was born in Italy in 1930 and moved from Calabria to the United States in 1954 with just $1.65 in his pocket, according to a proclamation read during the North Brunswick Township Council meeting on March 15. Before working for North Brunswick, Chiappetta worked at Johnson & Johnson for 33 years as a machine operator. He also worked as a special officer for the North Brunswick Police Department for five years. He is an accomplished, copyrighted author, according to the proclamation. Chiappetta was again hired by the township in 1992 as a crossing guard; he served until 2020 at the same corner of Newton Street and Cranbury Cross Road. “It was a long journey but a beautiful one,” Chiappetta said. “They were the best
years in my life, to be on my corner.” Chiappetta said he was never late, he never left his corner unguarded, and he never missed a day – even if that meant substituting for a crossing guard on a different corner. Council President Carlo Socio recalled when he was a child living on 16th Street. “Mr. Chiappetta was always looking out, whether it was something going on at the library … if kids were acting up … or really, if there was any other neighborhood issue, Mr. Chiappetta, outside of just being a crossing guard, really was that person who really looked out for everyone.” Chiappetta is also known in the neighborhood for his backyard garden. For more than 30 years he has been tending to tomato plants, broccoli, savoy cabbage, red cabbage, bok choy, arugula, Swiss chard, kale, white eggplant, purple eggplant, hot peppers, zucchini, cucumbers, escarole, scallions, basil and figs. He learned his gardening skills from his parents, who farmed in Calabria. Chiappetta and his wife Rosaria have been married for 52 years.
COMMUNITY BULLETIN BOARD North Brunswick is seeking crossing guards for three hours per day at a rate of $12 per hour. Applicants must be available from 7-9:15 a.m. as well as from 2-4 p.m. Applicants must have access to a vehicle and a cell phone. Altice (Continued from page 1)
“Then the pandemic hit. Scores of people started working from home and students at all grade levels were homeschooling,” Andrews said in the statement. “Resident frustration with Optimum-Altice service outages and poor customer service was mounting. Complaints on the township’s Facebook page were multiplying. The council and mayor’s office were inundated with calls for help. We realized we had to escalate our involvement. Poor internet service was affecting people’s livelihoods and students’ ability to succeed.” The North Brunswick governing body prepared to petition the BPU. Joining the Townships of Hamilton and Robbinsville in a formal request for a BPU investigation, the municipalities cited not only the company’s poor performance, but the lack of a response to their earlier requests for assistance, according to the statement. North Brunswick’s efforts to get the attention of the BPU paid off, according to the statement. In its issuance of the Notice of a Public Hearing, the BPU said “after review of various complaints from municipal and government officials requesting a board investigation and intervention in this matter, found that there is sufficient cause to convene a public hearing to afford both the officials and Altice customers the opportunity to voice their concerns about the services received from Altice; as well as afford the company the opportunity to respond to these concerns before determining what corrective action may be warranted and should be taken in this matter.” North Brunswick resident Marty Angstreich told the BPU during the March 16 hearing that, “I and too many of my neighbors continue to suffer from less than acceptable internet and wifi service, faulty and inefficient hardware and software equipment, poor customer service, and bills that are completely out of sync with the value they should bring. “Too many times my family has had to resort to using our Verizon wireless phones as hotspots to compensate for (Altice) network issues, at a cost above and beyond what we are paying (Altice). “We lose hours and days trying to get through to customer service to address our problems, only to waste more time performing the same troubleshooting tasks over and over again to no avail. “I am sick and tired of paying through
NEWSPAPER MEDIA GROUP • www.centraljersey.com
the nose for subpar service and knowing (Altice) doesn’t care one way or another about me. I am tired of waiting endlessly on hold with service reps who are illprepared to provide customer service and supervisors who often provide little to no added value. “I am tired of texts coming in and out dozens of times with no actual problem resolutions. I am tired of (Altice) increasing my monthly bill while continually changing cable packages I have subscribed to for years. “Raising my costs and reducing the features, inherently reducing the value of their services. I am tired of constantly losing my internet service, which has an impact on my daughter and I while trying to work remotely and earn a living,” Angstreich told the BPU. The Howell Township Council asked the BPU to order a reduction in charges for residents who pay for services provided by Altice because of what officials assert is the company’s failure to provide adequate and proper service. During the March 16 public hearing, Howell Councilwoman Pamela Richmond said Altice has about 15,000 customers in Howell. “For the vast majority, (Altice) is the only cable and broadband internet provider available. Starting before the COVID-19 pandemic, Howell residents have raised substantial complaints with Altice’s internet and cable service, as well as its customer service. “These complaints have only worsened since the inception of the pandemic. The service got so bad, and the complaints so numerous, that in the fall of 2020 Howell created a forum for residents to submit their complaints about Altice online,” Richmond said. Howell residents submitted more than 700 complaints about issues such as hourlong service blackouts, slow internet speed, customer wait times and the company’s unresponsiveness. “This poor level of service to our residents is unacceptable. It is also imperative that the residents of Howell, and New Jersey, have access to quality internet and cable service. Such services are essential; especially during the pandemic (so) residents (working at home) may earn a livelihood and so children (receiving instruction at home) may receive a quality education,” Richmond said. She called on the BPU to investigate the issues being raised.
For a complete list of community events, visit www.centraljersey.com. Any calendar items not appearing in the printed version of the newspaper will appear online. To submit a community announcement, send details via email to news@nsbsentinel. com The deadline for submissions is noon on Thursday.

The suggestion was raised to provide Altice with meaningful competition and allow other companies to seek customers in the company’s service areas. “Competition will spur Altice to make capital investments in Howell, which will result in better service and lower rates to our residents,” Richmond said. Jackson municipal officials have filed two complaints with the BPU regarding the services being provided to residents who are Altice customers. They said Altice executives are seeking to blame the COVID-19 state of emergency for the company’s inability to provide adequate service. However, the Jackson representatives said the complaints regarding the company’s level of service existed prior to the pandemic. Residents from several counties who spoke during the BPU’s public hearing also pointed to issues that existed prior to the pandemic. Andrew Kern, president of the Jackson Township Council, told the BPU that “it is essential to acknowledge Jackson has been receiving complaints from our 60,000 residents about Altice since 2019, well before the COVID shutdowns.” “Customers suffer the loss of their TV signal, or the screen becomes pixilated. Customers need to reboot their cable box over and over during a program. TV programs are not recording, or are partially recording, because the cable (service) was out during that time,” Kern said. Regarding internet service, Kern said, “Residents suffer a complete loss of the internet, or their wifi will not connect to the internet, and they need to reboot their router and their modem throughout the day, and loss of internet for hours at a time. “Internet speeds are not what was advertised. I pay $133 a month for Optimum 400 and the highest speed test I have ever seen was not above 274 mps. Jackson has hundreds of teachers and thousands of students living in our town. Teachers are forced to piece together lessons because either they or their students lose connection during classes,” he said, explaining that streaming services are constantly interrupted. Kern said Altice should be held accountable by the BPU. “For service, the biggest complaint is that there has been a serious degradation of service since Altice took over. Waiting on hold for over an hour (to speak with the company) is expected. The frustration of the customer service operators comes
through in their voices. “Being told that equipment needs to be replaced and not having the needed equipment on the truck when the service team comes out, and being told that equipment is the problem because it is inferior to (previous) equipment. “It takes a week for an appointment with a tech who comes out and cannot or does not fix the problem completely, and then another service call is needed and another week is lost. Our residents deserve to get what they are paying for and Altice should be held accountable by the BPU for not living up to their claims,” Kern said. On behalf of residents, Jackson is seeking a refund of fees paid by residents since changes occurred in 2019. “We ask that the reduced fees remain until infrastructure and residential equipment has been upgraded or replaced and performs as advertised,” Kern said during his remarks. Residents from Monmouth, Ocean, Middlesex and Morris counties urged the BPU to allow Verizon/Fios into their areas to compete with Altice. Many people said the inadequate service cannot be blamed on the pandemic because the problems with Altice existed prior to 2020. Altice USA released a statement after the meeting. “Altice USA is proud to serve our Optimum customers in New Jersey and we value our partnership with the Board of Public Utilities and other government officials in the state. Altice is committed to ensuring that all our New Jersey customers receive reliable service and have positive experiences when they engage with us. “We recognize that some of our customers experienced frustration particularly as broadband demand surged with the shift to remote learning and working. While dealing with the impacts of the pandemic, we simultaneously accelerated and increased our investments in New Jersey, resulting in more than $28 million in network investment in 2020 with plans to invest approximately double this amount in 2021 to ensure continued service quality. “Our teams continue to work diligently to continuously enhance the service experience for our customers and we plan to follow up on the individual issues raised by those who provided information through the Board of Public Utilities,” the statement reads.

PRAYER IS POWERFUL Oh, most beautiful flower of Mount Carmel, fruitful vine of splendor of Heaven, Blessed Mother of the son of God, Immaculate Virgin, assist me in my necessity. Oh, Star of the Sea, help me and show me herein you are my Mother. Oh, Holy Mary Mother of God, Queen of Heaven and Earth! I humbly beseech you from the bottom of my heart to succor me in this petition. There are none that can withstand your power. Oh, show me herein you are my Mother. Oh Mary conceived without sin pray for us who have recourse in thee (3Xs). Holy Mother, I place this cause in your hands (3Xs). Holy Spirit, you who solve all problems, light all roads so I can attain my goal. You who gave me the divine gift to forgive and forget all evil against me and that in all instances in my life you are with me, I want in this short prayer to thank you for all things as you confirm once again that I never want to be separated from you in eternal glory. Thank you for your mercy towards me and mine. + Say this prayer 3 consecutive days and publish prayer after petition is granted. Do not despair. Additional advice and petition.
