North Brunswick school budget has zero tax increase for 2021-22 By JENNIFER AMATO Managing Editor

F

or the first time in at least 15 years, North Brunswick taxpayers will see no increase in school taxes. “No new tax,” Superintendent of Schools Brian Zychowski said during a preliminary budget meeting on March 20. “We are not raising. This will be the first time in 15 budget presentations that we will be doing that. Zero. Complete zero. “Why? It’s been an unprecedented year. And unprecedented means ‘like never before.’

“We lobby hard and Trenton has heard this board as we lobbied for more funding coming from Trenton. Why? Because North Brunswick was underfunded and overtaxed. So with those two chips, we were able to lobby. We are receiving enough aid that we don’t have to increase our budget through the tax process,” he said. The North Brunswick Public School District will receive an additional $8.7 million in state aid for 2021-22, for a total of $34.3 million. In 2015, Zychowski said, the general budget was $93.4 million with $11.7 mil-

lion provided in state aid. Seven years later, the general budget for 2022 is $120 million with $34.3 million provided in state aid. The budget has increased by $26.6 million, but state aid has increased by $22.6 million. “Eighty-four percent of the budget growth has been funded through state aid. And we grew as a district and requirements and putting things in and adding, 84% of the cost has been provided by state aid,” said Zychowski, who thanked board members and others for lobbying in Trenton. he South Brunswick High School community is mourning the loss of one of its teachers. Sean Padraic Cannon passed away on March 18 at Robert Wood Johnson University Hospital in New Brunswick after a brief illness. He was 52. After graduating South River High School, Cannon attended Rutgers University and was a member of the Scarlet Knights Marching Band and Mu Upsilon Alpha, the band fraternity, according to his obituary from Carmen F. Spezzi & Maliszewski Funeral Homes. He continued his education, obtaining his Master’s in Education, also from Rutgers University. Cannon spent most of his 25-year teaching career as a history teacher at South Brunswick High School (SBHS). He shared his love of history to classes of freshmen learning about civics, juniors and seniors taking AP History and AP Government classes, and fellow teachers through impromptu rounds of trivia at lunchtime, according to the obituary. “I am just so heartbroken. I really can’t find the right words to express how much this hurts. Cannon was my first government and politics teacher and one of my biggest cheerleaders in the pursuit of my legal career. His class left a huge impact on me. Twelve years later, I still have the textbook sitting on my bookshelf,” one former student wrote on the funeral home’s website. (Continued on page 8)

North Brunswick councilwoman sworn in as Middlesex County surrogate By JENNIFER AMATO Managing Editor

F

ollowing her confirmation and swearing in by the New Jersey State Senate Judiciary Committee on March 25, Claribel Cortes was sworn in on March 26 by Middlesex County Clerk Nancy J. Pinkin to serve as Middlesex County’s surrogate. Cortes becomes not only the first Latina to serve as Middlesex County surrogate, but the first Latina constitutional officer in Middlesex County history, according to information provided by Middlesex County. The county surrogate acts as the judge of the Middlesex County Surrogate’s Court, which is responsible for probating wills; processing adoptions, contested probate matters and alleged incompetents; filming and recording all probate proceedings; investing minors’ funds; appointing guardians of minors; and handling the administration of estates without wills, according to the statement. “Today is an important day not only for Claribel Cortes, but it is an historic one for Middlesex County,” Middlesex County Commissioner Director Ronald G. Rios said in the statement. “We are honored to have her take on the

role of county surrogate, a position which will see her directly impact the lives of countless Middlesex County residents. “On behalf of the Board of County Commissioners, I offer my sincere congratulations and a warm welcome to Surrogate Cortes. I look forward to working together on behalf of the people of Middlesex County,” Rios said. Cortes currently serves on the North Brunswick Township Council, where she is the communications liaison. She filled the vacancy left by the late Robert Corbin in 2020 and was elected to the seat in the November election. From 2017-20, Cortes was a member of the North Brunswick Board of Education, where she chaired the board’s Community Relations Committee. She is a past member of the Board of Trustees of Middlesex College. Since 2017, she has been a vice chair and board member of the Statewide Hispanic Chamber of Commerce of New Jersey, which represents more than 119,000 Hispanic-owned businesses. Cortes is a media executive with nearly three decades of experience working for such companies as Fox News, ABC News, and, most recently, the Associated Press. As the director of digital media for the

Associated Press, she managed a global news division, securing partnerships with Warner Brothers, Sony and Disney, according to the statement. Since 2017, Cortes has served as cofounder and president of the Setroc Group, a New Brunswick-based minority- and veteran-owned business that assists firms and government agencies in expanding their media footprint in the Hispanic market via digital and broadcast media. She is currently completing an executive program at Penn State University in social impact strategy and will continue on

to an MPA. As an avid runner and marathoner, she volunteers as a head coach for the organization Girls on the Run. Cortes takes over the position of county surrogate left vacant by former Surrogate Kevin J. Hoagland, who retired in December after 28 years of service. The Office of the County Surrogate will be on the ballot in the November 2021 general election. Cortes could not be reached by press time.

Eagle’s Landing plans to open for summer camp

ov. Phil Murphy announced that both day and resident youth summer camps in New Jersey have been approved to open for this coming camp season. Guidelines for safe operations will be finalized by the New Jersey Department of Health (DOH) in the coming months for this approaching camp season. Eagle’s Landing Day Camp in North Brunswick opened last summer for seven full weeks of camp following Murphy’s 2020 announcement. Functioning at limited capacity, Eagle’s Landing made it through the entire summer – with an average of 500-600 people on the 20-acre property every day – with no cases of COVID-19, according to information provided by the day camp. With the physical, mental and emotional health of the campers and staff members served by summer camp, Eagle’s Landing is committed to opening in a safe manner. “We never waivered in our decision to open our doors last summer,” Ruth Ann Weiss, director, said in the statement. “With children being stuck inside last spring, opening for summer 2020 was something we felt was necessary to help children get outside,

socialize, and have the opportunity to just be kids again. Looking forward to summer 2021, kids, along with our high school and collegeaged staff, have been stuck inside even longer, lacking the social engagement and connections that are so important for healthy development.” Working within the guidelines provided by DOH to open safely, summer 2020 looked different than any previous summer. Precautions included, but were not limited to, screening everyone upon arriving on the property; staying outdoors as much as possible; cleaning and disinfecting regularly; and additional registered nurses in the Wellness Center, according to the statement. By following proper guidelines and safety measures, Eagle’s Landing was able to operate as normally as possible for the full seven weeks of summer 2020 with no closures or cases of COVID, according to the statement. Eagle’s Landing is waiting for final updated guidelines from the DOH as they prepare for summer 2021. “Having been one of the handful of summer camps who chose to open last summer, and operated safely, we

NESE pipeline developer requests two-year extension By JENNIFER AMATO Managing Editor

T

ranscontinental Gas Pipe Line Company, LLC, (Transco) has requested a two-year extension of time to construct and place into service the expansion facilities authorized by the Federal Energy Regulatory Commission (FERC) for the Northeast Supply Enhancement project (NESE). The Williams Company operates the Transco pipeline, a 10,000-mile interstate transmission pipeline system that transports much of the natural gas consumed in the northeastern United States. The system includes more than 50 compressor facilities and currently features more than 500 miles of pipe and five compressor facilities in New Jersey, according to information provided by Williams regarding the NESE project. The NESE project is a proposed $1 billion enhancement of existing Transco infrastructure in Pennsylvania, New Jersey and New York that includes a proposed new compressor facility in Franklin Township, known as Station 206. The facility would feature two natural gas-fired turbine compressor units with a combined output of 32,000 horsepower.

For more than five years, residents have expressed concerns because of the proximity of the proposed compressor station to the Trap Rock Industries rock quarry in Kingston; the potential for clay byproducts to be disturbed during construction; the possibility of leaks, fires and explosions; and quality of life disruptions due to health

and environmental concerns. According to information released by FERC on March 19, “Transco remains committed to constructing this important energy infrastructure and placing the project into service as soon as possible. “Moreover, no party would be harmed by a two-year extension of the deadline for completion of construction of the project,” requesting a May 3, 2023, date for Transco to complete the authorized construction of the project facilities and make such facilities available for service.

Deputy Mayor Joe Camarota of South Brunswick has been a vocal opponent of the project. “We were somewhat surprised this week when we read Williams Transco’s letter to FERC requesting for an extension that would enable them to complete the NESE project by May 2023. We are in the process of, once again, rallying and galvanizing all the troops to express our vehement opposition to NESE. We already have had some initial meetings and have several

“Even with this growth, we know the growth was needed, it was permitted, we didn’t just put it on the taxpayers,” he said. The state allowable increase per the 2% tax levy cap would have been $1.7 million. However, Zychowski reiterated that the tax increase for the owner of an average assessed home of $160,498 is $0 per month and $0 per year. This includes debt service increase, which is also at zero. In addition, personnel that was cut due to the COVID-19 pandemic in 2020 will be restored, including an assistant principal at the high school, a K-12 health/physical education supervisor, a bilingual teacher at the high school, an English as a Second Language traveling teacher, a counselor at the middle school, a therapist, a psychologist, an aquatics director, instructional coaches, a nurse clerk at Linwood School, three building aides at Linwood and the high school, four secretaries, and four custodians. Zychowski addressed concerns about payments for the North Brunswick Middle School, but said the district has been paying for the school since 2016. The board rejected a 4% interest loan over 30 years, opting instead for 2.4% interest over 15 years, and the board budgeted the increases. This includes improvements to Linwood School, the Early Childhood Center and the board offices. He said the board kept its promise of no debt service increase for the first six years of the new school. He said the total appropriations and savings for taxpayers is $4.8 million. Yet every year the board faces the chal-

lenge of paying for charter school enrollment, which Zychowski said is a duplications of costs. For 2022, tuition is $7.4 million plus $500,000 for transportation; last year, charter school tuition was $5.6 million plus $400,000 for transportation. Without the state-mandated charter school payments, taxes would decrease by $11 per month, Zychowski said. There are increased costs in the 202122 budget, including health, pension, labor contracts, technology, debt service payment, capital projects and special education costs. However, that $13 million is offset by $13 million in increased revenues, which include state aid, grants, reserve appropriations and transportation grants. Zychowski said this shows fiscal responsibility by the board, including energy conservation, cooperative purchasing, retirements and consolidation, staff benefits payments, training, increased state aid and grants, and increased ratables. Capital and maintenance projects, which include the ongoing roof replacement project at the high school, walkways at the high school, snow removal and associated costs, and the solar project at the middle school, cost $3.8 million. Zychowski did note that some variables within the budget include the review of the budget by the state Department of Education, retirements, benefit rates, grants, enrollment and charter schools. Williams Transco is once again trying to game the system by requesting a two-year extension from FERC for NESE. This application is alarming because the proposed fossil fuel project would cut through the already polluted and sensitive Raritan Bay and New York Bay. “An explosion or leak from their proposed compressor station could threaten communities and destroy important habitat while adding even more pollution. “This is the third time Transco’s NESE project has come back, it’s like the Dracula project. FERC needs to turn it down, but there are other ways of stopping it if they

We have beaten them twice and we are going to beat them again no matter what. We are going to continue to fight to stop this (NESE) project using all of the tools available. “This project is completely unnecessary. The gas companies get the money, New York gets the gas and we get the pipe. “We must continue to fight to stop this project to protect public health and safety, and the environment. FERC must deny this extension of time request because even with an extension, this project won’t be able to get the permits it needs,” Tittel said in a prepared statement.

he North Brunswick Woman’s Club has spent the past year adapting its community service efforts because of the novel coronavirus pandemic. Members have made and donated more than 1,000 masks, raised over $1,000 to donate books to both CASA (Court Appointed Special Advocates) and the North Brunswick Food Bank, provided scholarships, made gift baskets of encouragement and treats for first responders, donated water and sweatshirts to Operation Chillout, and continued its partnership with Elmwood Cemetery and Wreaths Across America. In addition, they worked together – yet separately – to create a quilt, scrapbooking their personal experiences with COVID-19 reflected in each square. They entered the quilt into the Arts and Community Service “What a Wonderful World” Contest. The North Brunswick Woman’s Club (NBWC) was founded in 1965 as a nonpolitical and non-sectarian organization whose aims are to promote better social conditions and to aid the local community of North Brunswick. The NBWC is a member of the NJ State Federation of Women’s Clubs (NJSFWC), the largest organization of volunteer women in the state and one of 184 clubs in the state. Membership is open to all women residents of North Brunswick and the surrounding area who want to expand their horizons by making new friends, sharing creative talents, and improving the lives of those less fortunate. North Brunswick’s club motto is “Joined Together, Making a Difference.” Club members have the opportunity to share their interests and talents in various departments: Arts and Culture – for those interested in painting, crafts, photography, baking and sewing Arts Performing – for those interested in drama, literature and music Civic Engagement and Outreach – for those interested in promoting awareness of civic activities and supporting the military Education and Libraries – for those interested in implementing educational programs Environment – for those interested in conservation and garden Health and Wellness – for those interested in improving their well-being, addressing nutrition, disease prevention and emotional care The NBWC started the children’s section of the North Brunswick Library and continues to support them. The club supports all emergency services in the town-

ship and one year they purchased bulletproof vests for the police. They support Meals on Wheels and contribute to the North Brunswick Food Bank. They assist needy families with gift cards, food and clothing. The NBWC also works with the NJSFWC to make a larger impact, by supporting state projects, such as the Community Food Bank of NJ, Canine Companions for Independence, Family Promise, Prevent Child Abuse NJ, and Court Appointed Special Advocates. The current state project is Operation Chill Out, which helps homeless veterans become independent. Some of the ways the club’s fundraising activities are used are for providing scholarships to North Brunswick Township High School seniors. In addition, members help raise awareness of issues, such as by “planting” a pinwheel garden at the municipal complex on Hermann Road for Child Abuse Prevention Month in April. The group members also try to have some fun by socializing with other members. Prior to the pandemic there were movie nights once a month at the local movie theater, Girls Nights Out with trips to see performances at the State Theater, and a book club that meets regularly. The North Brunswick Historical Society recognized the North Brunswick Woman’s Club for over 50 years of community service at their 240th anniversary gala. The Township of North Brunswick will be planting a rose garden at the municipal complex, as a nod to the club’s flower, in recognition of its dedicated service to the community. The North Brunswick Woman’s Club meets in person the second Monday of each month from September to May, but during the pandemic have been conducted via Zoom. The North Brunswick Woman’s Club will hold a clothing drive from 9 a.m. to noon April 17 on the patio outside the auditorium at North Brunswick Township High School, 98 Raider Road. Wearable and usable clothing, shoes, belts, handbags, linens, stuffed animals and hard toys will be accepted. Place shoes in a separate bag. No sports equipment, board games, books, puzzles, pots, pans, glass, electrical devices, VCR tapes or furniture.
