Councilwoman appointed to fill Armwood’s county seat

C

hanelle Scott McCullum was sworn into a seat on the Middlesex County Board of County Commissioners on April 21. She fills the seat left vacant after the sudden passing of Deputy Director Kenneth Armwood on March 29. A resident of Piscataway for more than 40 years, McCullum has served on the Piscataway Township Council since April 2013, when she was appointed to fill thenCouncilman Armwood’s seat when he left to join the Board of County Commissioners, according to information provided by the Middlesex County Office of Communication. McCullum was elected to the Piscataway Township Council in November 2013 and re-elected to four-year terms in 2016 and 2020. During her time on the Piscataway Township Council, McCullum served two terms as council president and

championed issues pertaining to wellness and healthy living, including founding a free annual Walk for Your Health event in Piscataway’s Johnson Park, according to the statement. “On behalf of the entire Board of County Commissioners, I am pleased to welcome County Commissioner McCullum to the board,” Middlesex County Commissioner Director Ronald G. Rios said in the statement. “The loss of Deputy Director Armwood, a dedicated public servant and wonderful human, is a tragedy for all of us – both personally and professionally. Deputy Director Armwood left big shoes to fill, but I am certain that County Commissioner McCullum is up to the task. She joins the Board of County Commissioners with her own impressive record of public service, and I look forward to working together on behalf of the people of Middlesex County.”

he next meeting regarding a proposed dog daycare and overnight boarding facility in South Brunswick is set for June 3. Matthew Coder came before the South Brunswick Zoning Board of Adjustment on April 1 in continuation of an application for the canine boarding facility, which would be on his existing residential property at 51 Orchardside Drive. Coder said he has owned the 7.5-acre

property with his wife since August 2018. The property is in an agricultural zone even though residences are across the street. The property is bordered by farmland for agricultural and nursery operations. There is one single-family home to the west and one home to the east along the road. Homestead Hounds LLC would coexist on their property. To put his professional experience into context, Coder said he currently owns and

Middlesex College unveils rebranding effort By KATHY CHANG Staff Writer

I

n efforts to spread the word of what all Middlesex College has to offer and help dispel the stigma of attending a community college, the college, in partnership with Middlesex County, officially unveiled its rebranding effort last month. Middlesex College, formerly Middlesex County College, announced its name change and move to rebrand earlier this year. The college’s Board of Trustees approved the name change in October 2020, which took effect Jan. 1. College President Mark McCormick, who said the process began in February 2020 right before the novel coronavirus pandemic, appeared with Middlesex County Commissioner Director Ronald G. Rios; Deputy Director Commissioner Kenneth Armwood; Dorothy K. Power, chairwoman of the Middlesex College Board of Trustees; and Kyle Anderson, a Middlesex College trustee and Middlesex County interim executive superintendent, in a Zoom press conference expounding on the college’s plans to further implement branding changes across campus and throughout the college’s identity on March 23. “Middlesex College offers high quality education that serves county residents and customize training and workforce development to area businesses,” McCormick said. “Our students transfer to every college/university in New Jersey including

Rutgers, Kean, New Jersey Institute of Technology, College of New Jersey and Princeton. Our transfer partners report that Middlesex College graduates perform better than students who started the four-year institution in terms of grade point average and time for completion of a bachelor’s degree.” However, McCormick said despite “amazing outcomes of our students, there are many in our community that remain unaware of what Middlesex College has to offer.” “Even though our name has changed, our mission has not,” McCormick said. “Our mission remains to offer quality, affordable education for residents of Middlesex College and help our students thrive in education, growth and personal success. For many students Middlesex College is the best choice in terms of affordability, transferability of credits, flexible scheduling, proximity, personalized attention and quality.” Rios said in many ways Middlesex College’s new brand is an extension of the county’s own brand journey that began several years ago. “We both seek to attract new talent and opportunities to Middlesex County; in fact the county’s strategic plan and master economic roadmap known as Destination 2040 makes it clear that the success of Middlesex County and Middlesex College are intertwined in Destination 2040,” he said. Rios said the county’s financial invest-

ments with a collaboration project with Rutgers Cancer Institute of New Jersey, Robert Wood Johnson Barnabas Health, New Brunswick Development Corporation and New Brunswick of a freestanding comprehensive cancer pavilion will provide Middlesex College extraordinary opportunities including a pathway for oncology education. County officials announced the project in May 2020. “This will provide Middlesex College students exclusive access to educational curricula and content from a premier oncology center,” Rios said. “As we’ve seen here today the new Middlesex College rebrand identity perfectly reflects the college’s onward unwavering dedication to its mission and every element from a new name to the new logo and even the new mascot reinforces the message that Middlesex College is a worthy first choice for perspective students just as Middlesex College is a top destination for residents and businesses. Middlesex College is one of the many reasons Middlesex County is an excellent place to live work and play.” Armwood said they recognize Middlesex College as a key pipeline for the talent that will fuel local businesses and help the county achieve its strategic long-term economic development goals. “We know that many of today’s Middlesex College students will become the entrepreneurs, CEOs, essential workers and life-science experts of the businesses that will call Middlesex County home in the future,” he said.

Power said the county’s flag motto – leading together – and the campus college’s motto – explore, grow, drive – are compatible. “Middlesex College has been an engine of growth,” she said. “We have almost 60,000 alumni and countless more have been taking non-credit classes for who have been trained in our workforce development program.” Anderson said going to college is not just about hard work in the classroom. “Middlesex College offers numerous extracurricular activities as well as [giving students] a chance to have fun, learn leadership skills, and participate in clubs and athletics,” he said. “As a former athlete, football coach and Middlesex College student, I can tell you that the new brand is extremely important in creating school spirit and a sense of pride and camaraderie that propels student life and the athletic brand forward.” Anderson said the college’s new athletics logo embodies the strength and pride of the Middlesex College Colts. “In addition to our logo, within a year we will be unveiling our new physical mascot,” he said. “Our colt will be named by online polls of Middlesex College students. South Brunswick police awarded top certification for policing excellence

T

he South Brunswick Police Department has been awarded national recognition for policing excellence by the Commission on Accreditation for Law Enforcement Agencies, Inc. (CALEA). CALEA accreditation requires agencies to submit annual reports showing compliance with the programs’ standards. Agencies must complete a process that includes an in-depth on-site assessment, community input, and a formal hearing before a panel of commissioners. The assessment of these professional standards provides for a high level of transparency and commitment to an objective critique of the police department’s policies, procedures, and operating standards, according to information provided by the South Brunswick Police Department. Last year, an assessment team from CALEA spent multiple days conducting interviews with elected officials, municipal executives, department staff, and community members; reviewing written materials and examining policies, procedures, and operations protocols across department activities, including riding along with officers in the field to verify that policies and procedures were actually in prac-

tice, according to the statement. The team of assessors looked at over 484 standards of policies, procedures, management, operations, and support services of the South Brunswick Police Department in awarding the recognition. The CALEA recognition is the gold standard in law enforcement. The South Brunswick Police Department is now accredited both nationally, CALEA, and statewide by the New Jersey State Association of Chiefs of Police. The joint accreditation is a unique designation held by less than 12 of the state’s over 500 law enforcement agencies. “Excellence in policing requires constantly making improvements. In my 16 years as chief, we have never stopped striving to be the best police department in serving our community. I am proud of the dedication and commitment of the men and women, both sworn and civilian, who make our department great,” Hayducka said in the statement. “I also want to recognize the support and encouragement of Mayor [Charles] Carley and the [Township] Council in obtaining this recognition.”

McCullum was educated in Piscataway’s public and private schools before earning her bachelor’s degree in pharmacy, magna cum laude, from Howard University in Washington, D.C., and her doctorate in pharmacy from Shenandoah University in Winchester, Virginia, according to the statement. She is the daughter of Retired Lt. Richard Scott of the Middlesex County Prosecutor’s Office and Middlesex County Sheriff Mildred S. Scott, the first female sheriff in Middlesex County and the first African American sheriff in the State of New Jersey. McCullum is only the second African American female to serve on the Middlesex County Board of County Commissioners, according to the statement. The first was her mother, who left the board to serve as Middlesex County Sheriff and was replaced as county commissioner by Armwood. The remaining year of Armwood’s term will be on the ballot for the Nov. 2 General Election.

pril is National Child Abuse Prevention Month, and CASA of Middlesex County is raising awareness of the need for more dedicated members of the community to step up and become CASA volunteers, and support abused and neglected children and their families. CASA volunteers, or Court Appointed Special Advocates, are everyday people from all walks of life who are recruited and specially trained to advocate for children in foster care and provide a consistent, reliable adult presence for them during a difficult time in their life. Last fiscal year, CASA of Middlesex County served 157 children, which equates to 45% of the 352 children in Middlesex County who were in foster care during that time. This represents a 25% increase from the number of children served during the year prior. “We still have work to do,” said Stephanie Brown, executive director, in a prepared statement from CASA of Middlesex County. “We need your help to ensure that no child has to navigate the foster care system alone.” In particular, CASA is in great need of more male and bilingual Spanishspeaking volunteers. CASA volunteers are trained, committed community volunteers who advocate on behalf of abused and neglected children in Middlesex County. CASA volunteers are assigned to one child or sibling group to advocate for their best interests in court, in school and at home. They get to know the child and everyone involved in their life, such as their parents and other family members, foster parents, therapists, caseworkers and teachers, in order to develop a realistic picture of the child’s unique situation, according to the statement. They engage those important to the child and family in order to build a network of support around them, so that the family has access to support and resources after the case ends. They make recommendations to the

judge overseeing the child’s case, with the goal of ensuring that the child is safe and the family has the resources, support and healthy relationships needed to heal. “CASA volunteers are a constant for the child in a time of chaos,” Brown said in the statement. “A child may have multiple social workers, attorneys, therapists and foster placements throughout the life of the case but we make every effort to ensure they have only one CASA volunteer, which can make all the difference for the child’s future.” Recently, just two days after a 7-yearold child moved to a new foster placement, in a new town, with a new school, the CASA volunteer visited and the child ran to the volunteer shouting ‘you found me’ with excitement over seeing a familiar, caring face, according to the statement. Throughout April, in honor of Child Abuse Prevention Month, CASA of Middlesex County is calling on members of the community to help our program serve more of Middlesex County’s most vulnerable children. A child in foster care may have faced physical, psychological and/or emotional trauma only to endure long periods of uncertainty in the system as they wait to go home or be adopted, according to the statement. All this chaos and inconsistency has long-term effects. But having a caring, consistent adult who listens, checks in and puts the child’s best interests first can change this story, according to the statement. Children with a CASA on average receive more services while in care, do better in school, spend less time in foster care, are more likely to be adopted, and are less likely to be bounced from home to home, according to the statement. Coder said he is also a dog trainer, and worked for the Plainsboro Recreation Department doing dog obedience and puppy classes, plus some dog sporting (agility) classes. He holds a CATCH Canine Trainers Academy certification. He said he and his wife also rehabilitate dogs. He provided one example where a client died, so they took in the dog, rehabilitated and rehomed the pet. He and his wife also have two of their own rescues, a beagle mix and an allAmerican mutt, he said. For Homestead Hounds, Coder said the plan is to operate a dog daycare during daytime hours for the purpose of socialization. He said there would be indoor and outdoor play runs, separated by dogs under and over 30 pounds. The inside area would have multiple doors, gates and fences, he said. The dogs would be allowed off leash in the play areas, but while supervised. The outdoor runs would be 50 feet by 100 feet for the large dogs and 50 feet by

79 feet for the small dogs. There would be a maximum of 50 dogs on site at one time. For the overnight boarding component of the plan, a maximum of 26 dogs would be allowed. The dogs would sleep in 4-foot by 6-foot rooms, which are “pretty large” by canine facility standards, he said. “I believe that will offer more comfort for everyone involved; for the dogs and for the owners who will have peace of mind their dog will have some space,” Coder said. He said this will not be a retail facility or pet shop, and it will not be a training facility. He will be partnering with his brother, Nathan Coder, on day-to-day operations, and his parents, David and Susan Coder, on an advisory level. Coder said he would have to seek a kennel license that has to be approved by the health department. As such, all dogs staying at the facility would have to be vaccinated; spayed or neutered; and temperament tested for bite history, behavioral issues and signs of aggression. Coder said the three-phase process after a questionnaire is completed involves a personal interaction with Coder and the staff; a temperament test with other dogs in the same space, but with no contact, to see if the dog growls, barks or displays certain body language; and then an introduction to

the remaining dogs one at a time. He said the evaluation could take anywhere from an hour to a half-day per dog, and appointments would be scheduled. He said any dog who excessively barks or is a “behavior menace” would be denied admittance to the program. “Most dogs are not in an active barking state all day,” he said, noting that a dog sleeps about 80% of the day after being well-exercised. “We believe a tired dog is a happy dog and we believe a tired dog is a quiet dog.” He said since he lives on site, he does not want to hear dogs barking overnight either. “We will ask the owner to no longer use our services, so to speak. We are not going to tolerate an obnoxious dog on our location,” he said. “I also live on site and I also want to sleep.” The facility would be open from 7 a.m. to 7 p.m. all week for the drop-off; Coder said he expects the busier times to be before and after work on weekdays, from 7-9 a.m. and from 5-7 p.m. He said there would be a maximum of five customers on site per time, for about two minutes each, per the traffic engineer’s analysis; the engineer is set to testify at the next meeting. There would be eight employees on site for 50 dogs, under the pet care specialist title.

Coder said the property is in the rural residential zone, which allows livestock. He said Dey Road Farm composts manure. Coder said his employees will clean up waste with a Pooper Scooper and put it in a Pet Genie, specially designed to contain pet waste. The waste will be put in a garbage bin and emptied at least once a week, he said. In case any dog is sick, Coder said he would contract with Cranbury Animal Hospital as the overseeing veterinarian. He said a sick dog would be isolated, put in a 4- by 6-foot room without access to other dogs, and the owner and veterinarian would be called. Kevin Asadi, who is representing neighbors of the Coders, said, “After hearing you testify, I think I would be very happy to have you taking care of my dog, but just not here.” One issue is that the pole barn on the property is 75 feet from the adjacent property. There are only internal renovations planned for the pole barn, except for some external lighting since there is no light in the building, according to architect Ricardo Perez. The building was used by the previous owner as a garage. Another issue is the loudness of the dogs, which other neighbors who spoke during the public portion of the meeting, via video conference, addressed as well.
