While she usually makes indoor kinetic sculptures, as the pandemic hit she wanted to find a way to share her art with neighbors in a safe venue. Since March, she has created 40 outdoor sculptures, ranging from from whirligigs of giant dragonflies to twig benches to moving squirrel feeders.

Arjun, 10, was diagnosed with Ewing’s sarcoma in July 2019. His treatment lasted a little less than a year – 13 cycles of chemotherapy, five weeks of radiation and surgery to remove the tumor. “Arjun was very positive from Day One and really set the tone as a family. He was very cooperative with all treatments and with six months of physical therapy at the Hospital for Special Surgery,” his parents said in an interview with the Sentinel. “Initially he just knew he had Ewing’s sarcoma, but didn’t know it was a cancer. He came and asked [us] if it was cancer, and they were open and honest with him. “First cycle was very difficult and we had to travel every day from New Jersey to New York City, which was very taxing on him. Nausea, couldn’t eat, and other side effects. Stayed at Ronald McDonald House which was great and helped with the travel. “Everyone at MSK was amazing and really helped him get through everything and the side effects. He bonded with everyone at MSK – nurses, doctors., etc. – which helped us mentally and emotionally. (Continued on page 15)

North Brunswick taxpayers to see $61 increase on average for municipal taxes By JENNIFER AMATO Managing Editor
T
he 2.7% municipal tax increase for calendar year 2020 is a “stable and predictable trend” according to North Brunswick Business Administrator Justine Progebin. The $50.95 million budget was adopted on Sept. 8 during the North Brunswick Township Council meeting. The $1.337 municipal tax rate per $100 of assessed valuation on a home assessed at the township average of $158,520 translates into a 3.5 cent increase in municipal taxes, or roughly $61.23 additional for municipal services. Progebin said municipal taxes account for 23% of the total taxes a property owner pays. The tax bill also includes school, county and library taxes. She said the total tax rate is $5.79 per $100 of assessed valuation. She said the figures do not include fire and first aid services, which are included in the municipal levy; or any volunteer services. For Fiscal Year 2021, there is a decrease in surplus of $320,000, an increase in revenue of $188,000, but a decrease in grant funding.
There has been a declining use of surplus, which was 14% in 2011, but has stabilized at 7%, Progebin said. Salaries and wages are down $126,000. There are now 194 employees, down four from the prior year; compared to 230 about 10 years ago, Progebin said. General government positions are down by two, and Community Development and the Department of Public Works each lost one employee. Grants are down $198,000, capital funds are down $270,000, debt is up $183,000, reserves are up $10,000 and operations is up $1.268 million. The total appropriations are up almost $867,000. For the Fiscal Year 2020 budget, the total revenue was $51.69 million, which was roughly $1.2 million over the anticipated value. In the Finance Department, two fulltime employees were reduced to one, the township audit came back clean with no recommendations, Standard & Poor’s rated the township AA+ with a positive outlook, the number of tax appeals declined, no cash refunds were given, and the ratable base increased BY $19 million. In the Department of Community Development, Andre Alexeev was named the
new zoning officer after Mike Proietti retired; Lidl, Wawa and the soon-to-be-completed Amaranth age-restricted housing complex are in town; and funding was secured for road projects on Finnegans Lane, Quarry Lane and Raider Road. In the Department of Public Works, a dual port charging station will accommodate two new Nissan electric vehicles. In the Police Department, a $2 million radio project through Middlesex County will join police, fire, EMS, the Office of Emergency Management and the DPW on one complete communication cycle by year’s end. In the Department of Parks, Recreation and Community Services, activities and programs were held in the wake of COVID-19. Aside from dealing with the novel coronavirus and Tropical Storm Isaias, the township also lost three prominent figures in the past 10 months: former mayor Sal Paladino, Councilman Bob Corbin and most recently, Police Director Ken McCormick. The township also faced issues stemming from its water meter replacement project, and bringing billing in house. Looking forward to next year, Community Development is on the road to repav-
ing Livingston Avenue from Nassau Street to Cox Road; will continue construction on Amaranth; and will accept payments online or via a dropbox at the municipal building. DPW will purchase forestry equipment and two automated refuse trucks. The Mile Run and Maple Meade interceptor projects will begin. Officials said the Board of Education and the township are working collaboratively to offer preschool to all, and to make a site for a playground at the former Nob Valley site; the township purchased the property at 46 Old Georges Road and will plan for a preschool, summer camp, spray park, pavilion, playground and walking trail. A meeting in August discussed the final steps of a train station in town, and Progebin said an announcement should be made soon. A new township website that will include an updated water utility page, allow for the electronic submission of documents and collect online payments should be launched in the coming weeks. Roosevelt Avenue extension will be closed for six weeks

NORTH BRUNSWICK – The second to last phase of the remediation project involving North Brunswick Township High School (NBTHS), Veterans Park and Roosevelt Avenue is underway. As of Sept. 21, the Roosevelt Avenue extension will be closed in its entirety for about six weeks, through Oct. 30, as crews track and tag soil that was contaminated from the park entrance toward the high school. The road will be fully reconstruct-
ed, along with curbing and limited sidewalk replacement. The high school will be fully accessible from Raider Road and the park will be fully accessible from the Fillmore Drive entrance, Michael Hritz, director of Community Development, said during a Township Council meeting on Sept. 14. Anyone trying to go from Judd Elementary School to the high school will have to go out to Route 130. Staff of Judd Elementary will be redirected from Fillmore, and the gate from
Fillmore to the playground should be open, Hritz said. Pedestrians and bicyclists should be able to get through the park, Hritz said, as the sidewalk on the park side is largely unobstructed. A concurrent project affecting residents off Roosevelt Avenue by Taylor Place and Halsey Road should be completed by Thanksgiving, Hritz said. There should be one more project prior to the completion of the entire remediation project, Hritz said. The other side of

the road, near Silver Hollow and a wooded area, has some remaining elements of contamination, he said. Industrial waste was dumped at NBTHS and the park site decades ago; a refuse trucking business operated a property adjacent to the area on Roosevelt Avenue through the 1960s. The New Jersey Department of Environmental Protection (DEP) previously investigated the site in 1971 and in 1985. In 1985, “a field contractor putting cable wire underground near the high school found buried drums and thousands of lab bottles approximately 3 to 15 feet below the surface near the soccer field,” according to DEP records. DEP records state that remediation of the contamination that was discovered in 1985 consisted of “the excavation of an area 10 by 150 feet that was filled with topsoil and sod.” The excavated material, which New Jersey Health Department Dr. Don Patel deemed “not harmful,” was moved to “the northwest edge of the school where it was covered with clean fill and sod,” according to DEP records. Tak Construction, a contractor working on the $29 million renovation project at the high school, located the waste material while digging at the northwest end of the high school in July 2003. Litigation against the responsible parties is ongoing. Township Attorney Ronald Gordon said a special counsel will brief members of the Township Council in October about the status of the litigation. “The process is still ongoing,” Gordon said, “but this is a crucial part of it and an important part in getting Veterans Park and the roads back up and running.”

iddlesex County Board of Chosen Freeholders Director Ronald G. Rios delivered the annual State of the County address virtually, reflecting on the past year and setting the stage for the county’s future. This is the first time in Middlesex County’s history the address will not be delivered in person due to the COVID-19 pandemic. The address highlights the county’s pandemic response; the ways in which the county and community are “Leading Together”, a public campaign spotlighting the county’s collaboration efforts; the county’s impact on economic development; and the importance of the community’s commitment to civic engagement, according to information provided by the Middlesex County Office of Communication. County officials set the groundwork for the county’s forward-thinking initiatives, including the construction of the muchneeded North Brunswick Train Station and key, critical investments in the Rutgers Cancer Institute of New Jersey’s Cancer Pavilion and State Theatre New Jersey. Additionally, the county outlines its plans for an economic development strategy which will attract, retain and expand businesses, workforce and investors in the county in three key industries, including life sciences, food innovation and electric connected autonomous vehicles, according to the statement. “The county has long been home to industry leaders such as Johnson and Johnson, Rutgers and Novo Nordisk and a talent pool that is cultivated by one of the best educational systems in the country,” Rios said. “We want to continue to not only
nurture the industries and businesses we have, offering them an experience only the county can provide, but we want to be the key facilitators in growing our eco-system by attracting rising and emerging businesses and investors from other parts of the country, as we will be doing in those three industries.” Recognizing that 2020 has been an unprecedented year, Rios highlighted the county’s programs, like testing, contact tracing, small business grant programs and food distribution, which enhanced the lives of those in our community and provided support for those hardest hit by the pandemic, according to the statement. Those services and programs only exist, as Rios explained, because of the county’s sound fiscal standing and investments in technology which form the foundation of the county’s ability to provide such support. In addition to the programs and services the county provides to the community, the director reminds residents that while the pandemic has gripped our communities, there are key democratic rights we must exercise – such as the completion of the Census and voting in the presidential election – requiring every residents’ support and participation, according to the statement. “If these past several months have shown us anything, it is that we are stronger as a community. We are more resilient when standing alongside our neighbors. And we are more likely to make it through a crisis – like a global health pandemic – by ‘leading together,’ ” Rios said. These days there is an Emmett’s Inn page on Facebook. Many people – those who performed there, those who worked there and those who loved and remember the nights they spent there – post pictures and memories. Garvey’s passing prompted many comments on the page. Here is some of what people had to say: • “RIP, Bob. Your influence on the rock and roll scene will never be forgotten.” • “Thank you for giving so many of us fond memories of your establishment over the years.” • “Rock and Roll has lost one of the original Greatest Club Owners in NJ (sic).” • “Bob was an absolute legend. Was always a great guy.” • “RIP Mr. Garvey … a great establishment … I met my husband there … thanks

So many memories of Emmett’s Inn.” • “Blessed to have known him and raised a Chivas Regal with him on a few occasions. Emmett’s Inn was the place to be and Bob was the man. Glad to have played there back in the day. RIP Bob one of a kind!” Garvey was a longtime resident of Monroe Township, a local real estate developer, a parishioner of St. James the Less RC Church and a member of Knights of Columbus Council No. 6336, Jamesburg. He was pre-deceased by two sons, Robert E. Garvey III in 2015, and Michael E. Garvey in 2019, and his brother, Kenneth Garvey. He is survived by his wife of 60 years, Kathleen; two sons; three siblings; and seven grandchildren, according to an obituary posted online by the M. David DeMarco Funeral Home, Monroe Township. Memorial contributions may be made to the Alzheimer’s Association.

New Jersey to provide opioid overdose antidote for free Gov. Phil Murphy and Human Services Commissioner Carole Johnson have announced New Jersey will offer the opioid overdose reversal drug naloxone (commonly called Narcan) for free to residents at participating pharmacies throughout the state from Sept. 24-26. According to a press release, New Jerseyans can visit participating pharmacies and anonymously obtain naloxone for free with no prescription and no appointment. Each naloxone pack contains two doses. The free naloxone will be available at 322 pharmacies, including locations of
Acme, CVS, Rite Aid, Sav-On, ShopRite, Stop & Shop, Walgreens, Walmart, Weis Markets and independent pharmacies. For participating pharmacies, visit nj.gov/humanservices/stopoverdoses In June 2019, Human Services oversaw a free naloxone distribution at pharmacies that led to residents receiving 32,000 doses of naloxone, according to the press release. “The ongoing opioid epidemic continues to devastate communities across our state,” said Murphy. “By expanding access to Naloxone, New Jerseyans will have this lifesaving medication readily available to
help those who may be suffering from an overdose.” “This is all about saving lives. We urge everyone to visit a participating pharmacy to get a free pack of this overdose reversal drug because, quite frankly, you never know when you are going to need it to save a life,” Johnson said. The naloxone will be distributed on a first-come, first-serve basis while supplies last, according to the press release. Naloxone can reverse overdoses from opioids by blocking the effects of opioids on the brain. Those who obtain naloxone
will also be given information regarding addiction treatment and recovery, according to the press release. Participating pharmacies have standing orders from the Department of Health for dispensing of naloxone. The distribution is a Human Services program approved by the New Jersey Board of Pharmacy. Human Services has also distributed 53,000 free doses of naloxone to police departments, 11,352 free doses to EMS teams, 1,200 free doses to shelters for individuals experiencing homelessness and 400 free doses to libraries.

North Brunswick seniors may receive utility credit By JENNIFER AMATO Managing Editor
NORTH BRUNSWICK – As part of an amendment to Chapter 352, Water Utility within the code of North Brunswick, senior citizens will be granted some relief on their water bills. Section 352-20 previously stated that individuals age 65 and older were entitled to a seven-day grace period for the receipt of the payment of their water bill beyond the due date for payment shown on their bill, which will also be deemed to be the 38th day after the bill date, before interest
and penalties begin to accrue. On Sept. 8, the Township Council held the first reading of an amendment that would offer an annual senior citizen utility credit that entitles seniors to receive $150 per year. If approved, beginning calendar year 2021, the credit would be applied annually to customers who receive a Senior Tax Deduction or have been approved under the Senior Tax Freeze Program. The credit will be $75 for calendar year 2020. To be eligible to receive the credit, the customer must: be at least 65 years old,

Shirley (Jones) Callahan Shirley (Jones) Callahan, age 83, of North Brunswick, New Jersey and an Old Forge native, passed away Thursday evening at home. She is survived by her beloved husband, Joseph Callahan. Wed on January 4, 1958, the couple celebrated 62 years of marriage. Born in Old Forge on May 24, 1937, and daughter of the late Edward and Stella (Butcher) Jones, Shirley was a graduate of the former Taylor High School, Class of 1955. She first worked for International Correspondence Schools (I.C.S.) before moving to New Jersey where she then worked for the Boy’s and Girl’s Club prior to raising her family. She ultimately worked for Bristol Myers Squibb pharmaceutical company of North Brunswick for 25 years before her retirement. Shirley loved cooking, crocheting and listening to her favorite polka music. She will long be remembered for her amazing story telling, either in person or via one of her two telephones (“you didn’t hear it from me”). Above all else came her family, especially her adored children, grandchildren and great grandchildren. Shirley will forever be loved by her family and friends. She is also survived by her loving family, children Joe Callahan and wife Lori of Houston, Texas and Sharon Marshall and husband James of New Smyrna Beach, Florida; four grandchildren, Jimmy Marshall, Tara Evans and Joey and John Callahan; three great grandchildren, Garrett, William and Brinley Evans; and nieces and nephews. Her brother, Edward Jones, also preceded her in death. A blessing service is scheduled for Wednesday at 10:00AM in the Thomas P. Kearney Funeral Home, Inc., 517 North Main Street, Old Forge. Burial will follow at Marcy Cemetery in Duryea. Relatives and friends may pay their respects on Tuesday between 4-7:00PM at the funeral home. In addition, because myriad issues have arisen since North Brunswick replaced its water meters and brought billing in house earlier this year, interest and late fees up to
$50 will be waived. There will also be a leak adjustment for residents who have a new meter with monthly billing, because some of the new meters did not pick up the signal, Business Administrator Justine Progebin said during the meeting. An adjustment of up to $500 could be granted without petitioning before the council. There will also be a credit for residents who have pools. Through December, the council will receive a full report of credits and interest waived, Progebin said.

Arjun recently finished treatment, according to information provided by the Rubenstein firm. As a patient at MSK he enjoyed the crafting activities, especially drawing. He also enjoys reading about historical facts and is an avid fan of animals, according to the statement. “Progress is very good. Final scans came back good. Cancer is gone with the tumor, so we are hoping everything stays on track. Body still recovering and getting back to normal. Goes in for monthly checkups and scans every three months. Sad not to see everyone at hospital anymore because they became a second family. They supported us like a second home,” his parents said. After taking a break from school due to his treatments, Arjun is currently getting back to his schoolwork as a fifth-grader at Indian Fields Elementary School and is looking forward to becoming a nurse practitioner when he grows up, according to the statement. “I’m looking forward to just going to school since [I have] not been in so long, and of course the end of COVID,” Arjun said in an interview, since he has only been able to go to the beach if it’s not crowded, or see friends in the backyard. The Help Cure Childhood Cancer Campaign is held by Stop & Shop to benefit cancer research at MSK.
