Candidates focus on student achievement, fiscal goals By JENNIFER AMATO Managing Editor

E

lesia L. James, longtime board member Richard Liguori and incumbent Hayley Toth will campaign for the three, three-year seats available on the North Brunswick Board of Education. Toth replaced Claribel Cortes, who joined the North Brunswick Township Council earlier this year after Councilman Robert Corbin passed away. Howard Liu has decided not to run for re-election. Elesia L. James has lived in North Brunswick for 19 years. She is the assistant general counsel for a public school district. She has a Teacher of English Certificate of Eligibility, a paralegal certificate, is licensed to practice law in the state and federal courts of New Jersey, and has her New York Bar application pending. She has volunteered with Habitat for

Humanity, Big Brothers Big Sisters, soup kitchens, the American Red Cross and other philanthropic organizations. She said she donates clothes annually, supports food banks/missions to eliminate food insecurity, and occasionally engages in community outreach activities through various churches. James said she is attempting her first run for public office because she values education and finds public service to be fulfilling work. “I believe that my work as a school board attorney will lend itself well to the roles and responsibilities of a school board member. I also believe that my inclination towards diplomacy will allow me to be an effective community representative and to serve as a bridge between community and the schools,” she said. Her first area of focus would be Social and Emotional Learning (SEL). “SEL is a critical component of a quality learning environment. SEL provides

students the knowledge, skills and resources needed to engage in positive behaviors, manage their emotions, make responsible decisions, empathize with others, and demonstrate resilience in the face of adversity. “We are in the midst of a global pandemic and nationwide protests against systemic racism that has affected the lives of so many people. It is critical that we ensure that the well-being of our students takes priority so that they can develop positive character traits, relationships and behaviors to engage thoughtfully with these issues and the persons affected by them. “If elected, I will make it a priority to ensure that SEL and character development is thoughtfully incorporated into the curriculum to support our students,” she said. James will also focus on student achievement, if elected to the school board. “Improving student achievement will always be a priority no matter the county, (Continued on page 8)

emocratic North Brunswick Township Council incumbents Bob Davis and Claribel Cortes will be running for re-election in the November general election. There are no challengers listed on the ballot. Claribel Cortes has lived in North Brunswick for 17 years. She is a media executive with more than two decades of experience in digital and broadcast markets. She is currently completing an executive program at Penn State University in social impact strategy, and will continue on to an MPA. Cortes is the vice chair of the statewide Hispanic Chamber of Commerce of New Jersey, where she serves as an advocate for more than 120,000 businesses that call New Jersey home. As an avid runner and marathoner, she volunteers as a head coach for the organization Girls on the Run. She served on the North Brunswick Board of Education for more than three years. She was the chair of the Community Relations Committee and was part of the Policy Committee. “During my tenure at the BOE, the district was able to help close the funding gap by $13 million and successfully complete our new middle school on time and under budget,” she said. Cortes joined the Township Council earlier this year after the passing of longtime Councilman Bob Corbin. She said she is running for election to a three-year term “because North Brunswick has been our family home for 17 years and I want to continue to see our town prosper. I cannot think of a better time to give back and use my professional and community experience to ensure that our town continues to find new innovative ways to ensure that North Brunswick is a great place to live, work and learn.” Cortes said increased community involvement and communication are two avenues she would like to focus on. Ahoy, matey! Brandywine residents have pirate-filled adventures to celebrate Grandparents Day

randywine Living at Princeton, which is located in South Brunswick, celebrated National Grandparents Day as they kicked off National Assisted Living Week 2020: Caring is EssentiAL. National Assisted Living Week’s mission is to provide an opportunity for communities to recognize the important role of assisted living in caring for America’s seniors. The community is celebrating with the theme “Life is a Treasure”. “The Pirates of Princeton” set sail on Sept. 14 on a homemade pirate ship while team members and residents got decked out in pirate attire. There was a search for buried treasure, complete with treasure maps, and a temporary tattoo station for anyone that wanted to get some ink and join the pirate crew. Jack

Pirate grub was served, including sea snails (cocktail franks), peg legs (chicken wings), crangon (shrimp), seaweed dip (spinach dip), seashell pasta salad, crab witches (croissant stuffed with crab salad) and blue ocean cocktails. Live entertainment was provided by Pam and Steve for pirate dancing. “I think that even during the pandemic, this event showed inspiration and togetherness as residents and team members from the Princeton assisted living community came together. We celebrated, enjoyed and just had fun. The outdoor program was designed with all social and safe precautions, as our residents’ safety is paramount,” said Stephanie Gaber, Escapades producer of Brandywine Living at Princeton. Karma Cat + Zen Dog Rescue Society and People for Animals will host the quarterly Snip & Chip for Community Cats event on Oct. 9, where locals can bring in feral cats to be spayed/neutered and microchipped free of charge. All cats must be dropped off from 7-7:30 a.m. to receive treatment. The event will be held at the People for Animals, 1 Sharon Road, Robbinsville. All feral cats from Central New Jersey are welcome, with a limit of five cats per participant. Socialized cats will be turned away. Snip & Chip will provide free spay/ neuter surgeries (valued up to $55) which will include rabies and distemper vaccines, ear tip, injectable pain control, tattoo, and medical waste disposal for feral cats. Microchip insertion/registration will be available free of charge as well. Additional services will be available for an additional charge, including post-op boarding. All additional services must be pre-paid at the time of drop off. Karma Cat + Zen Dog Rescue Society will accept cash or credit/debit cards (Visa, MasterCard, Discover). state or country; however, it is particularly important that our policies and practices reflect this goal and resources are appropriately allocated to maximize student success. I look forward to establishing goals for the schools based on needs, aspirations and resources to ensure that a quality education continues to be offered to our students and continues to improve over time,” she said. Her commitment also lies in transition services for all students to postsecondary life, she said. “If elected, I plan to prioritize postsecondary planning. It is particularly important that students have an opportunity to identify and appraise their individual level of functioning in relation to vocational preparation, employment selection and postsecondary education. This can be done by career readiness courses, access to guidance counselors, vocational assessments/evaluations to identify the student’s psychological makeup, values, work skills, abilities, and if they have a natural affinity to certain fields. “I would also encourage financial literacy courses so that students understand the benefits of budgeting, applying for scholar-

ships, and making other fiscally responsible decisions as they start off in their postsecondary lives,” she said. Richard D. Liguori is a lifelong resident of North Brunswick. His wife, Monique, is an English teacher at South Brunswick High School; they both attended Elesia L. James Judd Elementary School, Linwood Middle School and North Brunswick Township High School for their educations. Their son, 19, is a sophomore at Rutgers University, after graduating from NBTHS in 2019; their son, 14, is a freshman at NBTHS; and their son, 11, is in sixth grade at Linwood School. Liguori is a senior financial analyst for Dow Jones & Company. He was a member of the North Brunswick Board of Education from 2007-15, and returned in 2018. He served as board president for five years and board vice president for one. He achieved Certificated Board Member status through the New Jersey School

“I am running for the Board of Education this year because I feel I have a lot to offer as a homeowner, taxpayer and parent. My wife and I are proud products of the North Brunswick school system, and our three children are receiving a quality education here as well. “However, I Hayley Toth have always believed Board of Education members need to advocate for all students in town, and that is what I have always sought to do. Student achievement must always be the first priority. I will continue to collaborate with our superintendent and his administrative team to deliver a thorough and efficient education to all, while always striking a balance between the many needs of the district and the taxpayers’ abilities to fund such needs,” he said. administrators to pursue new, technologically advanced curriculum accessible to all levels of learners and with a focus on both equity and excellence. The district’s shift to remote learning during COVID-19 has shown the importance of an aggressive, digital, 21st century curriculum, rich with rigor and embracing our township’s diverse population. I will keep close contact with administrators as they continue to study student data, and I will work to assess and, if necessary, reallocate resources to ensure that all of North Brunswick’s students are given every opportunity to reach their full potential,” he said. He said he will also address fiscal responsibility, if re-elected. “According to Trenton’s own funding formula, our school district continues to be severely underfunded. We have successfully fought for incremental funding increases over the past few years, and I will continue to push legislators in Trenton, side by side with board members and administrators, to understand that North Brunswick deserves the full funding to which it is entitled. “As the current chair of the Business Operations committee, I am proud of the fact that the new middle school construction was completed on time and ahead of budget. “In regard to both capital and operating expenses, I will continue to insist on

bottoms-up budgeting, clean audits, favorable bond ratings, and additional shared services with the township,” he said. Liguori said he would also encourage more public engagement. “The Board of Education must continue to find new ways of forging connections with parents and stakeholders. New forms of communication, such as KiNVO messages from teachers and administrators, will serve to complement our current methods of outreach and our cable broadcasts of public meetings. Hayley Toth has lived in North Brunswick for 26 years. She attended North Brunswick public schools from Kindergarten to 12th grade, and is a 2012 graduate of North Brunswick Township High School. She graduated from the University of Rhode Island in 2016. She currently works as an account executive and manager at endevis, a staffing and recruiting services company. Specifically, she is on the business development and business relationships side working with mid- to large-size clients. Toth is currently serving an unexpired term on the school board after Cortes’ departure in May. Her term expires in De-

cember. She is currently chair of the Community Relations Committee. “Community involvement and support from the community is so important when it comes to the school system. It was instilled in me at a young age to be the fabric of a community,” she said. She is also part of North Brunswick’s Return to School Committee, planning how to reopen schools safely during the COVID-19 pandemic. She said she wants to retain her seat on the school board because of her experience with great education in town. “My family is fourth generation in North Brunswick Township. Many family members of mine have gone through the North Brunswick Township school system. My education from North Brunswick, an excellent one, is something I am most thankful for. It has set the precedence of who I am today. “It feels natural for me to pursue this opportunity; I feel a sense of need to give back after everything the township has done for me and my family. The children of North Brunswick Township are my main priority. Each student in town deserves someone who will fight for them, while also focusing on the greater good of the community. I received a quality education from North Brunswick schools and I want the current and future students of North

“North Brunswick is a very diverse community where all nationalities are accepted and have the freedom to showcase their cultures. Our diversity is a strength and no one culture or nationality should ever feel intimidated by who they are. Racial injustice will never be tolerated in any of our public schools. Staff and students should feel comfortable in their working and learning environments. “From the very young pre-K through grade 12, I would like to establish a Race Relations Day where students can share the many aspects of their cultures to enhance their peers’ understanding of their identities. My focus is to bring more programs to the young at heart showcasing tolerance and diversity,” she said. Toth also noted that many residents fall into the following categories: residents whose children have gone through the

school system, elderly residents, young families whose children are not schoolaged, and residents who don’t have children. It is imperative that these taxpayers become acquainted with the various roles of the North Brunswick Board of Education, she said. “I feel as though sometimes these residents are not familiar and fully informed of what is happening in our schools. Our residents have a right as taxpayers to question, to seek and discuss educational happenings that our school system has. “During the COVID-19 crisis, the township briefings are a great way to inform residents; we are fortunate to include our superintendent on these briefings everyday. We should continue to inform residents of the many wonderful accomplishments in our growing school system. Channel 15 and North Brunswick Township’s online platforms are a great way to broadcast information presented by our board members; this could happen quarterly after each marking period post COVID-19,” she said.

“Now more than ever, we need to focus on unity and connect with our residents on the issues that affect them. Still, it’s not just about conversations, it is also about taking those concerns and taking collective action. “Previously I mentioned the accomplishments as it relates to funding our schools, and while progress has been made, our school district is still underfunded by $19 million. It’s been proven that fair funding is not an issue just for parents, but for all residents. If we are underfunded, that has a domino effect, so it is vital that we do not ignore it. I will continue to work with key stakeholders and ensure that our community receives the funding that is due to them. “I’m also a big advocate for partnerships and programs. There are a lot of grants that are focused on communitydriven initiatives. Finding the right partnerships and grants will help our town find resources for residents of all ages without affecting our fiscal budget — also, the upcoming construction of the train station continues to dominate many conversations within our community. Seeing the completion of our new train station and the Main Street area will take some time, but it’s a project that I will support because it will help bring much-needed revenue and local jobs,� Cortes said.  Robert “Bob� Davis, a resident for 45 years, is the president of RLL Associates LLC, a marketing/advertising company. He is a veteran, having served with the U.S. Army Reserves with the 11th Special Forces Group, Airborne. He was first voted to the council in 2002. He has served as council president and vice president, and was a member of the Planning Board for more than 10 years. During his 18 years on the council, he said his greatest accomplishments include establishing the North Brunswick Veteran Street Naming Project, which has named 80 streets in town after township veterans as of December 2019; initiating the transit village project, which will bring significant revenues to North Brunswick; helping to stabilize municipal taxes; and serving on the North Brunswick Sept. 11 Committee. He was a charter donor of the North Brunswick Education Foundation and is a member of the North Brunswick Adams Athletic and Social Club. “My main reason for running again is the same as it has been for the past 18 years, and that is to keep North Brunswick the wonderful community it has become and to help our residents in any way I can. I was brought up to be a person who gives back to the community I live in and I feel I

have accomplished that so far and will continue to do that,� he said. Davis said his three top issues are stabilizing taxes, public safety and diversity. He said he plans to keep taxes as low as possible, if re-elected, and continue having all the services that are available to residents. “When we receive the budget, I go though each line item with a fine toothed comb to see where we may be able to make certain cuts that will not hurt the vast majority of our residents. Being one of the original council people to study and vote on bringing a transit village to North Brunswick, I noted the amount of ratables that we would receive and that would help to stabilized the tax rates. We, as a mayor and council, only receive approximately 20% of our tax dollars to run North Brunswick. The vast majority of the dollars go towards education and a sizable amount goes to the county,� Davis said. Davis also lauded the North Brunswick Police Department, which has lowered all types of crimes and made residents feel safe. “Unfortunately, we do not live in a perfect world, but I will continue to make sure we have an excellent police force in our municipality. We have lowered all types of crime. I will make sure that we will always keep our residents and our clergy well informed. I have sat down in meetings with the late Director Ken McCormack, Deputy Chief Joe Battaglia, other police brass, officers, clergy and their parishioners, to discuss all matters. We have received so much positive feed back in those meetings. If there is a complaint, our police force follows it through and does not push it ‘under the carpet.’ I want our residents to feel safe,� he said. In accordance, Davis added, he will “make sure all of our residents are treated the same no matter their race, religion, ethnicity, etc. In the past I had to deal with anti-Semitism and I know what it’s like. I will do everything in my power to make our residents feel comfortable and be proud we all live in North Brunswick.� After serving almost 18 years in the community with his fellow councilman and friend, Bob Corbin, who passed away earlier this year, Davis said “it’s unusual to not have him sitting next to me and discussing different subjects. We definitely did not always agree on all subjects, sometimes hotly, but after listening to each other’s points of view, we ended up doing what we felt was best overall for our residents. He will surely be missed. “Moving ahead I am extremely confident in my new runningmate, Claribel Cortes. She has an excellent background including serving on our Board of Education. As you read her profile, I am sure you will be confident in electing her to fill Bob’s seat,� Davis said.
