Annika Colston, president and founder of AC Power LLC, said they are in the process of submitting an application with the New Jersey Board of Public Utilities (BPU) to enter their proposed project into the New Jersey Community Solar Pilot program. One of the key factors the BPU looks to when enrolling projects into the program is local support. Colston and Kyle Miller, Mid-Atlantic regional director for the company, presented their proposed community solar project on the Global Landfill site at a Township Council meeting on Jan. 26. The project has already received support from the New Jersey Department of Environmental Protection (DEP) and the New Jersey Environmental Protection (Continued on page 8)
Sayreville student athletes quarantine after reports of positive COVID-19 tests By MATTHEW SOCKOL Staff Writer

tudent athletes who tested positive for coronavirus while participating in athletic programs at Sayreville School District facilities have been directed to quarantine.
In a Feb. 1 notice, Superintendent of Schools Richard Labbe said that one individual from the Sayreville War Memorial High School (SWMHS), one individual participating in an athletic program at the high school, and two individuals participating in an athletic program at the Sayreville Middle School (SMS) recently tested
positive for COVID-19. Multiple individuals were determined to be in close contact with the two positive cases from the program at the middle school, according to Labbe. viduals should have been formally notified by the time of his notice. The identities of the student athletes and the sport they were participating in has been kept confidential by the district. According to information provided by

Leader in animal protection joins Sammy’s Hope Board of Directors

n a difficult time for homeless pets and people alike, the Sammy’s Hope Animal Welfare & Adoption Center in Sayreville announced that veteran animal welfare advocate Kathleen Schatzman has been elected to the center’s Board of Directors. Schatzman, currently Senior Legislative Affairs manager with the San Francisco-based Animal Legal Defense Fund (ALDF), has been a leader in animal protection with more than 15 years of government affairs and public policy experience, according to information provided by Sammy’s Hope. She has managed numerous animal protection initiatives, working in cross-functional roles, creating innovative practices to meet campaign objectives and overcome challenges. Before joining ALDF, Schatzman worked as New Jersey’s senior state director for the Humane Society of the United States (HSUS), and also served as a board member for the New Jersey Animal Wel-
fare Federation, board member for People For Animals, and chair of the New Jerseybased Protecting Animal Welfare PAC. “We’re very fortunate to have such an experienced and successful advocate join our board. Kathleen is well known across New Jersey as a tireless champion for homeless and abused animals, and for her efforts to strengthen animal protection laws on every level. Monoclonal antibody treatment available for Chelsea residents e

helsea Senior Living will be among the first assisted living companies in New Jersey to make on-site mononclonal antibody (mAb) treatments available to residents symptomatic with COVID-19. - This allows the affected residents to .avoid a hospital trip while receiving a treatment that has been effective in reducing symptoms, according to information provided by Chelsea. MAb are laboratoryrmade proteins that mimic the immune system’s ability to fight off harmful pathogens such as viruses. They were given Emergency Use Authorization (EUA) by the Food and Drug Administration in November. MAb therapy, given by infusion, is not a cure for COVID-19 and is not a substitute for the vaccine. “The impact the mAb has had on our patients has been nothing short of remarkable,” John Hopkins, DO, CCS Health,care, said in the statement. “This is a game changing medication in the fight against
COVID. It truly saves lives.” “While we have worked hard to minimize infection in our communities, we are still dealing with isolated outbreaks,” Pat Banta, BSN/MA, regional director of Health Services for Chelsea Senior Living, said in the statement. “Our partners at CCS Healthcare provide the monoclonal antibody infusion with expert monitoring during and after the infusion at the assisted living community to residents who have confirmed COVID-19 infection and who fit the criteria for therapy. It reduces the likelihood of developing severe illness requiring the need for hospitalization, can provide short term immunity and reduces the risk of infection transmission.” Chelsea residents and staff are currently receiving the COVID vaccination at the company’s 21 residences in New Jersey and New York. However, screening, testing, masking and social distancing will continue into 2021.

Local woman shares story of tragedy in hopes to break domestic violence cycle for others

W
hen Sarah Ripoli was ready to go public with the tragedy she experienced when she was 6 years old, when her father Frank Ripoli Jr. fatally shot her mother Brenda Ripoli, she sent a message to her sorority sisters and told them what had happened first. It was December 2018 and many responses she received were “but you are so normal.” For more than two decades, Ripoli was shielded from the details of the murder, aside from just knowing her father killed her mother at their Medford home in Burlington County. She was in the house at the time. Not until recently had she learned all the details of what transpired on April 8, 1999, through the help of Jan Hefler, a journalist who spent years covering the tragic story for the Philadelphia Inquirer. Ripoli said she reached a point in her life where she was ready to know. “It was my deepest darkest secret,” she said. Now 28, Ripoli is sharing her tragedy to help others like her mom, who suffered years of domestic violence at the hands of her father, through her company Angel Energy, a domestic violence awareness based clothing line and boutique. “I was an only child,” she said. “My parents had me late in their marriage … I feel like I was sent here to do this good thing and put together Angel Energy.” When Ripoli was finally ready to learn the details of what had happened, she had to do a bit of research. Her mom and dad’s parents, who both helped raise her, were aging and details were suppressed and not so easily forthcoming. Also, the tragedy happened at a time when the internet was fairly new and archives of newspaper articles of her parents’ story were not readily available with a simple Google search. Ripoli said her mother’s best friend suggested she reach out to the journalist of the newspaper articles. At the time, Hefler had retired, but Ripoli found her on Facebook. In a message to Hefler in September 2019, she said she was the “little girl from the story.” Messages and lunch followed. The Ripoli murder was one of the biggest cases of Hefler’s career. er had told her not to be surprised if “the little girl” would contact her one day. Ripoli said Hefler was able to fill in all the details for Ripoli and the story came full circle this October when the Philadelphia Inquirer did a 20-year anniversary story on the case. “It’s been a whirlwind,” Ripoli said of learning about all the details. “To be honest it’s been really hard to relive … I never knew my dad not only threatened to kill my mother, but me too. My mom was tortured … it was heartbreaking.” Ripoli said she was only able to take details in small doses. “My heart would break and I would allow myself to be sad for a week and I would bounce back, putting my energy into Angel Energy,” she said. Ripoli’s mother was in the process of leaving her father and moving her things out of the house when her dad shot her. Ripoli was downstairs watching TV with her dad’s father at the time. Along with Hefler and news articles, Ripoli has also been going through 20 years of her mom’s items, which are in boxes in the basement of her grandparents’ home in South Jersey. She said from time to time, she’ll find hidden messages from her mom like “trying to escape.” During her discussions with Hefler, Ripoli learned she was part of a three-year cus-

tody battle between both sets of her grandparents – her dad’s side Frank Ripoli Sr. and Betty Ripoli and her mom’s side Gerald and Ina Berman. Frank Ripoli Sr. and Gerald Berman have since passed away. At the time, Ripoli said both her parents were career-driven and she would often stay with her dad’s mom. She had told the judge she would feel more comfortable staying with her dad’s parents. Eventually, the judge awarded custody to her mom’s parents, who built a house she grew up in. “I grew up normal in a neighborhood where I played with my neighbors,” she said. “I had a good relationship with both my grandparents. It’s crazy how it worked. I was raised by everyone and it was nice to have different figures in my life.” One relationship she does not have is with her father. He was released from prison in February 2016 after serving 15 years. He had entered a plea deal for aggravated manslaughter. “It definitely feels there was no justice,” Ripoli said of her dad’s sentence. “The last I spoke to him I was 15 years old. It was Christmas Eve, I don’t know what escalated the conversation, but I remember him saying ‘she [my mom] deserved it.’ “ Ripoli, who lives in Hoboken, had left her corporate job in February 2019 to follow her passion into fashion. Angel Energy in August 2019, which she named after her mother’s signature scent Angel perfume by Thierry Mugler. The company, which she runs with her boyfriend Michael Hart, a police officer, donates 25% of proceeds each month to a different charity across the world in order to help victims of domestic violence. In November, proceeds went towards Touch Link based in the Avenel section of Woodbridge, which provides outreach programs to address the problems of domestic violence in the community. The organization advocates for victims legal, social services and other needs, provide direction, referral and support towards skill developments and healthier lifestyles. In December, proceeds are going towards Breaking the Silence Against Domestic Violence (BTSADV), a national nonprofit organization based in Colorado Springs, led by survivors-volunteers who help serve victims, survivors and families affected by domestic violence. The organization sponsors Angel Babies, children who have lost a parent due to domestic violence homicide. Since Angel Energy’s inception, Ripoli said many charities they have helped have been through word of mouth. Proceeds have gone toward Women Aware in New Brunswick; Women Against Abuse in Philadelphia; Jersey Battered Women’s Services in Morristown; Safe+Sound in Somerset; Jewish Family and Children’s Services in Cherry Hill; Vera House in Syracuse, New York; Connecticut Coalition Against Domestic Violence in Glastonbury; One Love in Bronxville, New York; the National Domestic Violence Hotline; Women Rising in Jersey City; 180 Turning Lives Around in Hazlet; the National Coalition Against Domestic Violence; UN Trust Fund to End Violence Against Women; Louisiana Coalition Against Domestic Violence and Child Witness to Violence Project in Boston. ight at Home of Central New Jersey is providing a new Mobile Concierge COVID-19 Testing Service, for a fee, to any resident or business located in Middlesex, Mercer and northern Monmouth counties. Right at Home staff will drive in a “SparkieMobile” to the person’s location or business and provide them with selfadministered COVID-19 testing kits, according to information provided by Beth Sholom, owner and executive director. Employees will wait while the tests are self-administered and then place them in a sterile receptacle and bring them back to the office in Old Bridge. From there, they will be picked up and delivered to a lab to determine the results, according to the statement. As soon as Right at Home receives the results, employees will provide them to

the district, there have been 32 reported cases of SWMHS students testing positive for coronavirus as of Jan. 28. Thirty are currently quarantined due to reported positive cases, 36 are currently quarantined due to reported close contact with those who tested positive and three are quarantined for other reasons. After the student athletes tested positive for coronavirus, the district drew criticism from the Sayreville Education Association (SEA), the union representing teachers. In a press release dated Jan. 28, the SEA questioned why the high remains open for in-person instruction. Due to the ongoing pandemic, the district has implemented a hybrid model of instruction where students receive in-person and remote learning on alternating days. Students also have the option of receiving fully remote instruction. Most SWMHS students are receiving fully remote instruction as of Jan. 28, according to the district. Of the 1,752 students enrolled, 381 (22%) are receiving hybrid instruction and 1,371 (78%) are attending school on a fully remote basis. The SEA also stated that the district has been vague in disclosing coronavirus information to staff. “At a time when schools across the state are trying to move students to fully in-person instruction, failing to close a school
building with a significant outbreak in a student population creates an environment of distrust and skepticism,” SEA President Ken Veres said in the press release. “How can we expect our district to keep staff and students safe if they’re unwilling to share potentially life-threatening information? “Keeping our students, staff and community safe during this pandemic is our priority,” he continued. “To accomplish this, we need transparency and cooperation from the district.” In response to the press release, Labbe noted that the schools are disinfected and cleaned following usage from sports programs, with an hour separating each team’s use. After the recent positive cases, the superintendent said that the infections were found to be contained and isolated in these varsity and junior varsity teams. These programs have been suspended for at least two weeks, with all players and coaches ordered to quarantine. Labbe also contested the SEA’s comments about the district lacking transparency, stating that the district has been as transparent as possible and has been providing the community with regular updates and resources to identify the number of students/staff affected. “We are going above and beyond in keeping people safe,” he said. “To date, no kids on the team that are quarantining were determined to be in close contact with anybody [outside the team] in the student body or faculty. There were no close contacts outside the members of that program.”

Agency (EPA). Since 2016, AC Power has been dedicated to developing solar arrays on landfills, brownfields and other sites in need of rehabilitation. AC Power has three operational projects in Gloucester Township, Delanco and Hopatcong. The Global Landfill Community Solar project includes 4.5 MWdc solar array situated on 16 acres of flat surface of landfill cap, which will power approximately 750 New Jersey homes over 20 years. The landfill is 57 acres and the total lot and block area is 95 acres, Colston said. Solar will be located on a concrete ballasted system, which does not disturb the landfill cap and is preferred by the New Jersey Department of Environmental Protection (DEP). Landscaping will include pollinatorfriendly species to further enhance the site. Miller said the New Jersey Community Solar Pilot program is part of Gov. Phil Murphy’s platform to achieve 50% renewable energy by 2030. The program offers clean renewable solar to non traditional customers including low-to-moderate (LMI) income individuals and multi-family housing as well as renters. “One of the largest barriers for residents to get involved in solar is they don’t have site control at their residence,” he said “Fortunately with the community solar program, it enables these customers to bring or subscribe a percentage of power generated by a solar facility. In addition, the program strongly encourages develop-

ers to commit 51% of the project capacity or output to LMI [income] households subscribers.” Miller said the program strongly encourages projects on brownfields and closed landfills, which is AC Power’s specialty having successfully developed on closed landfills within the state. AC Power, as part of their application, is also offering funding for a nationally recognized certification test for renewable energy professionals as a way to encourage job seekers to take the test and enhance their resume. The benefits of community solar include 15-25% savings on electric bills to subscribers, improves utility infrastructure and resiliency, and it provides additional environmental benefits such as native vegetation and habitat preservation. The Global Landfill site is bordered by wetlands to the northeast, southeast and southwest in the drainage basin of Cheesequake Creek. Landfill remedy construction began in the summer of 2010 with the construction of a landfill gas management trench and venting system. The work was performed by WRS Compass under the management and oversight of the Global PRP Group and DEP, according the the DEP. Global PRP Group is responsible for remedial activities at the site per the Environmental Protection Agency. AC Power and the PRP Group reached an agreement on the proposed terms of the Site Cooperation Agreement to situate solar on the landfill cap. AC Power engaged with Basin Realty to acquire their lots on the site and resolve tax liens. The Township Council approved a resolution in support of AC Power’s proposed Community Solar application at Global Landfill to the NJBPU.

Once reviewed, the parent/guardian will be contacted by a district staff member.
