School taxes to rise $60 for average homeowner in Sayreville By MATTHEW SOCKOL Staff Writer

“We mentioned publicly the recycling increase we had to absorb in our budget overall,” he said. Himanshu Shah, chief financial officer, said officials tried to go out for the bid, which came in at a higher rate than Middlesex County. In January, township officials proposed
he Sayreville School District Board of Education has introduced a $108.4 million budget that will fund the operation of the district during the 2020-21 school year. Following a discussion among district administrators and board members, the budget was introduced on March 17. A public hearing is scheduled for May 5. The budget, which may be revised until that time, may be adopted by the board following the public hearing. The budget will be supported by a tax levy of $68 million to be paid by the borough’s residential and commercial property owners. Other revenue includes $1.61 million from the district’s surplus fund (savings). The district’s 2019-20 budget had a school tax rate of $2.909 per $100 of assessed valuation. The average home in the borough was assessed at $145,000. The owner of that home paid about $4,218 in school taxes. For 2020-21, the school tax rate is projected to increase to $2.959 per $100 of assessed valuation. The average home in the borough is estimated to be assessed at $144,724. The owner of that home will pay $4,282 in school taxes, an increase of $64. An individual whose home was assessed at $145,000 in 2019 and remains assessed at $145,000 for 2020 will pay $4,291 in school taxes, an increase of $73. Individuals pay more or less in taxes depending on the assessed value of their home and/or property. School taxes are one

ecycling costs that municipal officials said are outside the township’s control are the biggest increase driving the 2020 Old Bridge municipal budget. Township Council members adopted a $59.1 million budget after a second reading and public hearing on March 16. The
budget increases municipal taxes and municipal library taxes by $28 from $1,630 in 2019 to $1,658 in 2020 for the average home in Old Bridge assessed at $154,390. A higher assessed value of an individual’s home and/or property will yield a higher municipal property tax payment. Mayor Owen Henry said that this year, officials had to address some hurdles outside their control.

Old Bridge schools, Sodexo deliver breakfast and lunch to students in need By KATHY CHANG Staff Writer
W
ith remote, online learning in place for the indefinite future, the Old Bridge Township Public School District is providing food services on the go for its students. Employees of Sodexo, which provides the district’s food service, and district staff deliver the food using 12 school buses and vans from 9:30-10:15 a.m. on a daily basis for students who need the meals. The deliveries began on March 17 after schools closed abruptly due to the novel coronavirus pandemic. As each day the number of people receiving meals has increased, Schools Superintendent David Cittadino said, For obvious reasons it is important to nourish the district’s students with the foods that they may need during this time. “It’s equally important to nourish them with elements of normalcy that this may provide like having a bag lunch from school, seeing bus drivers and their cafeteria workers, and knowing we are still there as a school district and we’re willing to go above and beyond for our families in

Old Bridge,” Cittadino said. Lunch and breakfast are available at 40 designated stops throughout the township. A sample menu of a brown bag breakfast includes a bagel, orange juice, and milk and a sample lunch includes yogurt, cheese stick, graham crackers and milk. For those who use the service, lunch accounts will be charged according to each child’s eligibility for free and reduced meals, as well as full priced meals. “It’s great we are able to provide meals to anybody who wants them,” said Michelle Feliciano, Sodexo general manager. “I am a little apprehensive about being out and about and around people, but it is part of our job and this is what we do. We do this all year long. Now we’re just doing it in a different way. We usually feed them in the kitchen and now we are feeding them by bus.” Feliciano said because the schools closed so abruptly, there was additional fresh food available, which was donated to the Old Bridge Food Bank. Any unused food may be donated to the Middlesex County food bank, MCFOODS. For more information about the food service, call 732-429-8554.

Old Bridge Public School District donates medical supplies to township’s first responders
W
ith schools closed indefinitely due to the novel coronavirus pandemic, Schools Superintendent David Cittadino realized a dire need the district could fill. Thus, the district donated much-needed medical supplies to the township’s first responders. The supplies included masks, gloves, protective gel, wipes and rubber gloves, according to district officials in a release. Cittadino said he holds daily conference calls with the township and the Office of Emergency Management and learned from those briefings there were shortfalls in supplies for the township’s police officers and Emergency Medical Service workers, who on a regular basis transport potential COVID-19 patients. “It dawned on me that we have schools that are not occupied right now with these materials,” he said. “So, I surveyed our school nurses about what they had and the location of the materials. Then, I went on a scavenger hunt.” In addition to the items found in the district’s 11 elementary, two middle schools, and the high
school, some masks were donated by an employee with a contact. The materials were picked up by the Office of Emergency Management, under the direction of Tom Gerrity. “We have an excellent work relationship with the Board of Education and Mr. Cittadino, and we keep each other up to date,” Geritty said, who praised the district for the much-needed donations. In the midst of the pandemic, Geritty said it is important to “remember to use good hygiene and that social distancing is extremely important.” The township is continuing to look for disinfectant wipes, N95 masks and gloves. Residents can drop off personal protective equipment in front of the public works building between 9 a.m. and 2 p.m. weekdays. When dropping off, call 732-721-5600 ext. 6140. The public works building is located adjacent to the township municipal building, 1 Old Bridge Plaza, near the animal shelter. Cittadino said he also plans to donate testing swabs and gloves to local hospitals.

The $102 million budget adopted by the board for the 2019-20 school year was supported by a tax levy of $66.7 million and the receipt of $28 million in state aid. For the 2020-21 school year, Sayreville will receive $31.4 million in state aid, an increase of $3.4 million. The school district’s state aid has increased each year since the enactment of state legislation known as S-2 in 2018. Recycling (Continued from page 1)
a bid package to see if they could get a better rate per household than the county’s new proposed rate. The Middlesex County Improvement Authority (MCIA) provides bi-weekly curbside recycling collection for Old Bridge through Solterra Recycling. Paul Matacera, director of recycling for the county, presented proposed rate increases for the upcoming recycling contract at a Township Council meeting in December. Matacera said county officials approved a $6.9 million bid in November for Solterra Recycling to continue recycling services for the next five years. He explained while Solterra Recycling was the only viable bidder, the county did receive inquiries from Republic Waste and from Waste Management. The new contract was expected to begin on March 31. Kyle Harris, director of public works for Old Bridge, has said the 2019 recycling contract totals $538,000. The proposed MCIA contract for 2020 will be prorated three months and total approximately $1 million, and the proposed 2021 recycling contract is expected to total $1.2 million. The “other expenditure category in the budget has increased by $240,582 from $17.95 million in 2019 to $18.2 million in 2020. The major increase under the expenditure category is recycling, which increased by $460,454. Matacera said when he began working for the county in June 2018, he put together a team to face what he called the monumental change in the cost of recycling efforts. The majority of the increase is the cost of disposing of the collected recyclable materials safely, he has said. Old Bridge officials will collect $35.1 million in taxes from Old Bridge’s residential and commercial property tax owners in 2020 to help fund the municipal budget. The budget that was adopted in 2019 totaled $57.41 million and included a $34.31 million tax levy. From 2019 to 2020, the total budget is up $1.68 million and the total amount to be collected from taxpayers is up $752,969 (2.19%). Old Bridge will receive $6.27 million in state aid for 2020. Officials said state aid has remained flat since 2011. Officials will use $7 million from surplus funds (savings) as revenue in the budget in 2020, after using $7 million from surplus as revenue in the 2019 budget. Henry said he would be remiss if he did not thank everyone who participated in the process of developing the budget. Municipal officials held three public workshop meetings to discuss the spending plan. Henry said the final budget number is a

little under what Old Bridge was spending in 2011. “We are doing a lot more than we did in 2011,â€? the mayor said, adding that the goal is to continue improving services. Shah noted that for the past two years, one of municipal officials’ non-financial goals was to improve customer service. He said due to the efforts of employees in various departments, the feedback regarding customer services has been positive. Municipal taxes are one item on a property owner’s total tax bill, which also includes Old Bridge school taxes, Middlesex County taxes, a library tax and a fire district tax. The amount of taxes an individual pays is determined by the assessed value of his home and/or property and the tax rate that is set by each taxing entity. Municipal taxes account for 19% of the total taxes that are paid by a property owner, Shah said. Shah said salaries and wages make up 39.63% of the municipal budget. That line item has increased by $369,908, or 1.61%, from $23.05 million in 2019 to $23.41 million in 2020. Public safety (includes police) is the largest department/expenditure percentage of the budget at 24.21%, or $14.3 million. In addition to contractual increases and minimum wage increases, the 2020 budget includes funding for one new full-time position in the police department – a patrol officer; one new part-time position in OBTV – a public information coordinator; and additional funding for seasonal employees in the Department of Public Works and the Code Enforcement Department, Shah said. During the public portion of the meeting, a resident asked if the novel coronavirus pandemic had any impact on the 2020 budget. Shah said that as of now, the pandemic has had a limited impact on the budget. “Obviously what we are seeing now [are] life changing events ‌ and what impact it’s going to have on our financial position only the future will tell,â€? he said. Shah noted that since state officials declared a state of emergency, Old Bridge officials expect to receive funding from the Federal Emergency Management Agency to support township needs. “There are avenues to handle emergencies,â€? he said. “When it comes further down the road if we have to suspend services or stop operations, we’ll see how that impacts [the township]. If we do need additional funding at the end of the year, the township has an option to adopt an emergency appropriation to address those [matters]. As of now, we haven’t seen a major impact yet. We are hoping federal funding will be available to support the municipality.â€? Contact Kathy Chang at kchang@newspapermediagroup.com.

Oh Mary conceived without sin pray for us who have recourse in thee (3Xs). Holy Mother, I place this cause in your hands (3Xs). Holy Spirit, you who solve all problems, light all roads so I can attain my goal. You who gave me the divine gift to forgive and forget all evil against me and that in all instances in my life you are with me, I want in this short prayer to thank you for all things as you confirm once again that I never want to be separated from you in eternal glory. Thank you for your mercy towards me and mine. + Say this prayer 3 consecutive days and publish prayer after petition is granted. Do not despair. Additional advice and petition. Pray the Rosary regularly. F.A.M.
