fter the retirement of longtime Old Bridge Police Chief William Volkert, a process is in motion to select a new police chief. “I have a highly dedicated and qualified group of individuals who have expressed an interest in being considered for chief of police,” Mayor Owen Henry said. “I am putting together a process in which all candidates will have an opportunity to express

their views and opinions regarding the future of the OBPD (Old Bridge Police Department) and what it might look like with them as the leader of the department.” Volkert’s retirement became effective April 1. Captain Joseph Mandola, as senior captain, was appointed to serve as acting police chief. The OBPD and the Old Bridge Township took to its social media pages to congratulate Volkert on his retirement. Volkert began his career as a police of-

ficer on Sept. 1, 1978, at age 20. Following completion of the police academy, he was assigned to patrol and after a few years was reassigned to the detective bureau. On March 24, 1997, Volkert was promoted to detective sergeant and continued serving in his investigative capacities. On Sept. 1, 1999, Volkert was promoted to the rank of lieutenant where he served for over seven years before becoming a police captain on Jan. 8, 2007.

he 2021 township municipal budget was put together with a team effort as officials dealt with issues never experienced before, and circumstances beyond their control, due to the novel coronavirus pandemic. “COVID has had a devastating impact on our town and its residents with unimaginable loss of life and sadness,” Mayor Owen Henry said. “Also [COVID has had a] devastating impact to local small businesses and the local economy. The town had to change and alter the way that we conduct our business.” Township Council members adopted a $60.9 million budget after a second reading and public hearing on March 23. The budget increases municipal taxes and municipal library taxes by $2 from $1,659 in 2020 to $1,661 in 2021 for the average home in Old Bridge assessed at $154,578. A higher assessed value of an individual’s home and/or property will yield a higher municipal property tax payment. Old Bridge officials will collect $35.4 million in taxes from Old Bridge’s residential and commercial property tax owners in 2021 to help fund the municipal budget. The budget that was adopted in 2020 totaled $59.84 million and included a $35.1 million tax levy. From 2020-21, the total budget is up $1.08 million and the total amount to be collected from taxpayers is up $292,884. Old Bridge will receive $6.29 million in state aid for 2021. Officials said state aid has remained flat since 2011. Officials will use $6.15 million from surplus funds (savings) as revenue in the budget in 2021, after using $7 million from surplus as (Continued on page 6)

Amphibians on the move!

T

he days are longer and warmer, an unmistakable cue to New Jersey’s hibernating amphibians – frogs, salamanders and toads – that it’s time to leave their winter hideaways and start mating. The first warm, rainy nights of spring produce a frenzy of amphibian activity, as spotted salamanders, Jefferson salamanders, wood frogs and spring peepers emerge from below ground and head straight to vernal pools to breed. It’s not a long way – perhaps a few hundred yards – but it can be dangerous for the amphibians, according to David Wheeler, executive director of the nonprofit Conserve Wildlife Foundation of New Jersey. “For them, it’s a journey after being stationary all winter. They’re just waking up, so to speak.” Not only are amphibians operating at less than full strength, in many cases they must cross busy roadways. “New Jersey is the most densely populated state, so we have roads bisecting their winter areas and vernal pools,” Wheeler said. With the help of volunteers, the Conserve Wildlife Foundation for nearly 20 years has played “amphibian crossing guard” at key locations in Warren and Sussex counties, slowing or stopping traffic to make sure the critters don’t get run over. Last year, the amphibian migration was already underway when COVID-19 forced the Conserve Wildlife Foundation to cut back its amphibian crossing program. This year, Wheeler said, the program will continue, but with a reduced number of volunteers who will wear masks and keep a safe distance apart. The exact date the amphibians start moving is unpredictable: It can be as early

For the last few years, they have surveyed various wetland locations for Atlantic Coast leopard frogs. “We have a number of locations highlighted for this year that haven’t been surveyed yet,” Wheeler said. “It’s exciting.” Don’t miss the opportunity to explore and enjoy this spring’s amphibian migration! And urge your local elected officials to protect vernal pools. New Jerseyans might be surprised to learn that our state’s vernal pools have little protection and can often be filled, except in certain parts of the Highlands and Pinelands. Two decades ago, the New Jersey Department of Environmental Protection tried to adopt rules to protect vernal ponds statewide but was rebuffed by litigation from the NJ Builders Association. I’m sorry to see him leave, but understand and respect his decision. He leaves behind a 42-year legacy and like his father, a former chief, one which is admired and respected by all.”

revenue in the 2020 budget. Municipal taxes are one item on a property owner’s total tax bill, which also includes Old Bridge school taxes, Middlesex County taxes, a library tax and a fire district tax. The amount of taxes an individual pays is determined by the assessed value of his home and/or property and the tax rate that is set by each taxing entity. Municipal taxes account for 19% of the total taxes that are paid by a property owner, Business Administrator Himanshu Shah said. The pandemic has caused decreases in anticipated revenues including in uniform construction and code enforcement fees by $425,000 (20.24%) from $2.1 million in 2020 to $1.68 million in 2021; municipal court fines and costs by $30,000 (7.06%) from $425,000 in 2020 to $395,000 in 2021; and interest on investments and deposits by $175,000 (3.85%) from $325,000 in 2020 to $150,000 in 2021, Shah said. Included in miscellaneous revenues, which has increased by $2.58 million (69.70%) from $3.71 million in 2020 to $6.29 million for 2021, is a one-time revenue reimbursement. “Generally we don’t like to use a onetime revenue,” Shah said, noting it tends to cause structure imbalances in budgets. “We believe revenue will rebound as we come out of the pandemic.” Shah said salaries and wages make up 39.05% of the municipal budget. That line item has increased by $541,586, or 2.33%, from $23.24 million in 2020 to $23.79 million in 2021. Public safety (includes police) is the largest department/expenditure percentage of the budget at 23.87%, or $14.54 million followed by insurance costs of $10.05 million, or 16.5%. In addition to contractual increases and minimum wage increases, the 2021 budget includes funding for one new full-time position in the police department – a patrol officer; one new full-time position in human resources – administrative assistant – and one new full-time position in administration – administrative assistant.

Middlesex College earns 2021-22 Military Friendly Designation visited veterans in local nursing homes and participated in Operation Shoebox, in which they packed food and hygiene items that were delivered to troops overseas. iddlesex College has earned the 2021-22 Military Friendly School designation. The list was developed by Viqtory Media, which annually highlights colleges, universities and employers that are military friendly. Institutions earning the Military Friendly School designation were evaluated using both public data sources and responses from a proprietary survey. Over 1,200 schools participated in the 2021-22 survey with 747 earning the designation, according to information provided by Middlesex College. The 2021-22 Military Friendly Schools list will be published in the May issue of G.I. Jobs magazine and can be found at www.militaryfriendly.com. Ratings measured the institution’s ability to meet thresholds for student retention, graduation, job placement, loan repayment, persistence (degree advancement or transfer) and loan default rates for all students and, specifically, for student veterans. Michael Barany, coordinator of the Middlesex College Veterans Center, said he was proud of the designation, which the college has earned numerous times, and he was grateful for the generous support of the Willard T.C. Johnson Foundation, which has funded the center since its inception in 2012, according to the statement. “The foundation has allowed us to make a huge difference in the lives of these men and women,” he said in the statement. “I’m so proud of them and their success.” Barany highlighted several center initiatives. “First is the formal training we give to faculty and staff that allows them to understand what our military-affiliated students have been through,” he said in the statement. “We also offer academic advising, tutoring, and we have a VetsSuccess counselor on campus. All this helps our students succeed, and it also alleviates stress as they map out their future.” Another plus is the Veterans and Servicemembers Association, a student organization that develops extracurricular activities for veterans and promotes community service opportunities, according to the statement. 2021 Nissan Kicks SR

I

n the late 1970s, I drove and owned a Ford Pinto. I generally liked this vehicle. It had a manual transmission and a cool racing stripe. It was also fun to drive. All that came to a crashing halt one day, though, when I was motoring along with it and a news report and came on the radio detailing how this particular model was prone to danger from rear-end collisions that could cause potentially fatal gas tank explosions. As Bob Dylan once wrote, “You don’t need a weatherman to tell you which way the wind is blowing.” I knew which way the wind was blowing immediately – right down to the nearest dealership where I could trade this Pinto in and drive out with a safer ride. Bye-bye Pinto. Hello, Renault Le Peter Perrotta Car. The Le Car, a tiny compact coupe with a four-speed manual transmission, was fun to drive. It stuck to the road like glue. However, it turned out to be a mechanical disaster. It frequently broke down and no one knew how to repair it properly. When the two-tone, orange and black 2021 Nissan Kicks SR showed up for me to test drive last week, I immediately thought of that Le Car. While I am sure the Kicks is nowhere near the mechanical disaster the Le Car was, it reminded me of the Le Car because of its appearance and smallness. While the Kicks isn’t a coupe – it’s a four-door, compact crossover or SUV – it’s small and athletic like the Le Car and not too powerful. You can scoot around town with the Kicks – much like the Le Car – weaving in and out of traffic. And it’s very economical on gas. While the Le Car had a lawn mower like engine, all of 1.4 liters big, the Kicks features a 1.6 liter four cylinder engine that puts out all of 122 horsepower. But one is not going to buy a Kicks expecting it to have muscle car like performance.

The 2021 Nissan Kicks

The Kicks is a utilitarian-like vehicle good for scooting around town with and is easy on the wallet when it comes to gas consumption. The EPA fuel consumption ratings for the 2021 Kicks give it an overall rating of 33 miles per gallon – 36 mpg on highway driving and 31 mpg in city driving. The EPA estimates that the annual average fuel cost for driving a Kicks is an impressive $1,250, as it uses a miserly 3 gallons of gas per every 100 miles driven. Overall, after driving this Kicks for one week, I ended up liking it for what it is and putting up with it for what it isn’t. It’s a good-looking front wheel drive, compact crossover that lags in power, but makes up for it in its versatility for around town driving. The inside ergonomics are adequate. It’s a bit snug on the fit – I am six-foot tall – but not so snug that it makes it an uncomfortable ride. The base price of the SR Kicks model I tested is $21,940. However, with added options my Kicks tester carried a bottom like sticker price of $27,075. Added options included: $1,200 or the

premium package; $495 for black alloy 17inch wheels; $575 for an ambient lighting package; $595 for the premium two-tone exterior paint; $460 for illuminated kick plates; $225 for carpeted floor mats and cargo mat; $435 for a roof rack and spoiler and $1,150 for destination charges. The premium package includes: an upgraded Bose, 8 speaker sound system; heated seats and steering wheel; security system; a tonneau cover; Sirius radio and a Wi-Fi hot spot. The Kicks overall rating in the government’s Five Star safety crash test ratings comes in at four stars out of a possible five. It received five stars on the side crash test but only three for the front driver test and four for the front passenger test. It got a four-star rating on the rollover test. The folks over at Car and Driver give the Kicks high marks for being peppy around town, having a spacious cabin and generous standard equipment. They gave it low marks for being anemic at highway speeds, having a noisy engine and in need of more storage cubbies. New added features for this year’s Kicks – a model that Nissan first introduced

in 2016 – include: Apple CarPlay and Android Auto; a standard 7-inch screen with a new 8-inch touch screen for the SV and SR models; a redesigned bolder front grille; new wheel designs; rear disc brakes for the SV and SR, and an array of bold new color options and two-tone combinations. The Kicks is available in three trim levels, the base S, mid-level SV and top of the line SR. I found the interior buttons and switches on the Kicks easy enough to operate. The infotainment system, while not all that sophisticated, was adequate, and the Android Auto system worked quite well for navigation. Like most of the cars these days, I found the voice command recognition system a bit frustrating at times as it made me repeat my commands sometimes. However, overall, I would recommend considering the Kicks if you are in the market for a fairly inexpensive compact crossover or SUV. Peter Perrotta’s On The Road column appears regularly. Cortes sworn in as first Latina Middlesex County surrogate By JENNIFER AMATO Managing Editor

ollowing her confirmation and swearing in by the New Jersey State Senate Judiciary Committee on March 25, Claribel Cortes was sworn in on March 26 by Middlesex County Clerk Nancy J. Pinkin to serve as Middlesex County’s surrogate. With her confirmation and swearing in, Cortes becomes not only the first Latina to serve as Middlesex County surrogate, but the first Latina constitutional officer in Middlesex County history, according to information provided by Middlesex County. The county surrogate acts as the judge of the Middlesex County Surrogate’s Court, which is responsible for probating wills; processing adoptions, contested probate matters and alleged incompetents; filming and recording all probate proceedings; investing minors’ funds; appointing guardians of minors; and handling the administration of estates without wills, according to the statement. “Today is an important day not only for Claribel Cortes, but it is an historic one for Middlesex County,” Middlesex County

Commissioner Director Ronald G. Rios said in the statement. “We are honored to have her take on the role of county surrogate, a position which will see her directly impact the lives of countless Middlesex County residents. “On behalf of the Board of County Commissioners, I offer my sincere congratulations and a warm welcome to Surrogate Cortes. I look forward to working together on behalf of the people of Middlesex County,” Rios said. Cortes currently serves on the North Brunswick Township Council, where she is the communications liaison. She filled the vacancy left by the late Robert Corbin in 2020 and was elected to the seat in the November election. From 2017-20, Cortes was a member of the North Brunswick Township Board of Education, where she chaired the board’s Community Relations Committee. She is a past member of the Board of Trustees of Middlesex College. Since 2017, she has been a vice chair and board member of the Statewide Hispanic Chamber of Commerce of New Jersey, which represents more than 119,000 Hispanic-owned businesses throughout

New Jersey. Cortes is a media executive with nearly three decades of experience working for such companies as Fox News, ABC News, and, most recently, the Associated Press. As the director of digital media for the Associated Press, she managed a global news division, securing partnerships with Warner Brothers, Sony and Disney, according to the statement. Since 2017, Cortes has served as the co-founder and president of the Setroc Group, a New Brunswick-based, minorityand veteran-owned business that assists mid- to large-size firms and government agencies in expanding their media footprint in the Hispanic market via digital and

broadcast media. She is currently completing an executive program at Penn State University in social impact strategy and will continue on to an MPA. As an avid runner and marathoner, she volunteers as a head coach for the organization Girls on the Run. Cortes takes over the position of county surrogate left vacant by former Surrogate Kevin J. Hoagland, who retired in December after 28 years of service. The Office of the County Surrogate will be on the ballot in the November 2021 general election. Cortes could not be reached by press time.
