he Sayreville School District Board of Education is preparing to release a final plan for reopening the district’s schools on Aug. 25. New Jersey’s schools were ordered to close in mid-March by Gov. Phil Murphy at the start of the 2020 coronavirus pandemic. For the remainder of the 2019-20 school year, students received a remote education at their homes. Several weeks ago, Murphy directed school administrators to develop, in collaboration with community stakeholders, a plan to reopen schools for the 2020-21 school year in September in a manner that best fits a district’s local needs. Schools in Sayreville are expected to open on Sept. 3. Guidance from the governor’s office describes the health and safety practices administrators should prioritize, including social distancing, the wearing of face masks, limiting capacity in classrooms and an increase in sanitation and disinfecting of surfaces. In Sayreville, Superintendent of Schools Richard Labbe said that members of the Board of Education have provided informal approval to a plan for reopening the schools and are scheduled to provide formal approval to a reopening plan during their Aug. 25 meeting. The superintendent explained that the district’s Restart of School Plan was submitted to the New Jersey Department of Education (DOE) on July 30 and is currently awaiting DOE approval. The plan will be shared publicly once it is approved by the state. According to Labbe, the district requested on July 10 that all stakeholders submit responses to an electronic survey in order for the district to gain a better understanding of their concerns, needs and priorities with regard to the reopening of (Continued on page 7)

Memory care assisted living facility, studio apartments will fill need in Old Bridge
occupied by the assisted living facility – 24 apartments with one bed and eight apartments with a maximum of two beds. The fourth floor will consist of 16 studio apartments – 12 non-age restricted available to the public for rent and four age-restricted affordable housing units. Klouser said it is anticipated that the users of the 12 non-age restricted housing units would be spouses, family, children and other caregivers for the assisted living facility.
“Also, the housing would provide an opportunity for someone who is not in need of full assisted living care, but could benefit from on site clinical medical support,” he said. Allison Coffin, planner for the applicant, said the arrangement of the application is unique. “Right now there are not a lot of options for a couple who find themselves in a situation and must live separately,” she said. “This provides a solution and allows [couples] to live closer together.” Coffin said the assisted living facility would provide care services to 32 to 40 patients at a time. “Currently there is a significant need for these services in Old Bridge, there’s only one other assisted living facility in town,” she said. “The proposed facility is even more unique in that it will specialize in memory care making it only one of its kind in the township.” Coffin said even if a person who rents a studio apartment – a young professional, a downsizing senior or a returning military veteran – and is not related to anyone in the assisted living facility, the occupancy of the studio apartment would benefit the assisted living facility and offset costs for patients in the facility. Veena Sawant, township planner, said the proposed project will help the township prepare and plan for the next round of Council on Affordable Housing (COAH) obligations. The township had approved a COAH plan in 2017, which is from 1999 to 2025, with an obligation of 3,109 units. The township will overall earn 11.32 points credited for the next COAH plan – six credits for the Medicaid beds, one credit each for the four affordable housing agerestricted housing units and rental bonuses associated with age-restricted rental units. “When we prepare for next round, these [credits] will come very handy for us,” Sawant said.

ot only will the proposal to build an assisted living facility specializing in memory care plus studio apartments fulfill a need in the township, it will also transform a blighted structure on Old Matawan Road that has been vacant for more than a decade. The Zoning Board of Adjustment heard testimony during three separate meetings for the site of 105 Old Matawan Road in the Commercial Neighborhood (CN) Zone, which has consolidated into the Economic Development Opportunity (EDO) Commercial Neighborhood Zone 1. The site previously served as a three-story medical building. The CN Zone, characterized by small scale retail uses coupled with personal services and general business and medical offices uses, is located along Englishtown Road, Old Matawan Road, Route 35, the intersection of Cliffwood Avenue/Morristown Road, and Matawan Road. The EDO CN Zone 1 area creates small scale non-residential developments along highly traversed routes that generally cater to the needs of the neighboring residential uses. Members of the Zoning Board of Adjustment approved the proposed assisted living facility plus studio apartments on July 16. Vice Chairman Bruce Walker was the only member to vote against the proposal. He said he believed the proposal would change the outlook of the township. Peter H. Klouser, attorney for Vision Old Bridge III, LLC, said after hearing feedback from board members, board professionals and the public, the applicant is demolishing the current vacant building and reducing the proposed building from five stories to four stories, eliminating eight studio apartments that were part of the fourth and fifth floors.

Scott Turner, engineer for the applicant, said the reduction in floors increases the square footage of each floor from 6,991 square feet to 8,837 square feet. The height of the building is reduced from 60 feet to 50 feet. Forty-eight parking spaces are proposed with driveway access off Old Matawan Road. The first floor of the proposed application will remain a common area for an assisted living facility. The second and third floors will consist of 32 studio apartments

Weight loss challenge raises funds for Alzheimer’s New Jersey
A
great percentage of Right at Home of Central New Jersey’s clients suffer from Alzheimer’s disease and other forms of dementia. For a number of years, Right at Home of Central New Jersey has held many fundraising events to raise awareness as well as provide significant funds to donate to Alzheimer’s-related charities. As the novel coronavirus (COVID-19) continues to ravage communities across the world, Beth Sholom, owner/executive director, wanted to find a novel way to address the “new normal” which could be the catalyst to raise funds for Alzheimer’s New Jersey, according to a prepared statement. Because the risk of exposure to COVID-19 remains lowest for those who can stay in their homes and limit outside contact, many people have not been able to eat healthy or exercise as regularly as they normally would. Sholom came up with the novel approach of a “Shed the COVID-19” challenge. She reached out to our home health care partners and local businesses to encourage them to participate in the challenge which began on June 7 and ended on July 31. Each individual who participated committed to donating $1 for every pound lost during the “Shed the COVID-19” challenge. All monies that have been raised will be donated by Right at Home of Central New Jersey to Alzheimer’s New Jersey. In order to encourage participation and
have fun while getting healthier, Right at Home of Central New Jersey created a number of both virtual and in-person fundraising events that people participated in, including gentle yoga, Zumba and a Face Mask Social, according to the statement. On July 31, she brought the “Shed the COVID-19” challenge to a close at the Right at Home of Central New Jersey home office in Old Bridge featuring the Breakfast of Champions, where attendees enjoyed a healthy breakfast and light refreshments. “We couldn’t have done any of this without the help of all those who participated, attended our virtual events, participated in our online fundraisers, sponsored events and supported us every step of the way. Everything that was done helped us raised money which will go a long way to smashing out Alzheimer’s. On behalf of all of us at Right at Home of Central New Jersey, we thank everyone for all of their support,” Sholom said in the statement. Middlesex County provides way to create distinct dishes from ingredients available at food pantries

iddlesex County has introduced the Share Your Foodways program, a way to create delicious, culturally distinct dishes from ingredients available at the local food pantry. This program combines the efforts of MCFOODS (Middlesex County Food Organization and Outreach Distribution Services), with the Arts Institute of Middlesex County, to give back to the community in a fun and inventive way, according to information provided by the Middlesex County Office of Communication. Local chefs have contributed to this program by hosting virtual cooking demonstrations highlighting foods and ingredients that hold personal meaning. This is why the program uses the term “foodways”, which literally refers to the ways in which people use food within a cultural, historical and social context, according to the statement. “This project has three goals,” Middlesex County Freeholder Director Ronald G. Rios said in the statement. “First and foremost, to help reduce food insecurity during the pandemic; to celebrate the culinary traditions of county residents; and to destigmatize the use of food pantries. MCFOODS and the Arts Institute are proud to collaborate with local chefs and home cooks in sharing these recipes and their personal foodways.”
Each online cooking workshop will highlight a local organization directly working to meet community needs. Thanks to coordinated efforts by MCFOODS, in cooperation with local culinary expert Chef Sank, the county is able to supply local food banks with kits that include all the ingredients for each dish, according to the statement. Labbe stated that a total of 3,164 individuals responded to the survey. “According to the respondents, in which 73% were parents/guardians, approximately 49% were not comfortable with opening schools for in-person instruction, while 27% were comfortable and 24% were somewhat comfortable doing so,” he said. “Furthermore, 40% felt that virtual instruction was the instructional methodology that was most aligned with their concerns and needs at this current time and another 35% felt the same about virtual blended with in-person instruction. “More specifically, 64% of the respondents identified ‘abbreviated in-person instructional day blended with a portion of virtual learning,’ as one of their top three models for restarting schools in September, 53% selected the ‘alternating abbreviated days of in-person instruction blended with a portion of virtual instruction and full virtual instruction days’ model, and 52% chose the ‘full day virtual instruction for all students every day’ model. “Interestingly, at 39%, the majority of respondents selected ‘full virtual instruction for all students every day’ as their number one selection,” the superintendent said. “Conversely, ‘full day in-person instruction for all students every day’ was the second highest first choice at 25%.”

O
ne of the quickest and easiest car buying decisions I ever made was quite a few years back – if my memory serves me correctly, probably around 1994 or so. It was one of the hottest days of the year and I was driving an old beater Chevrolet Caprice with no air conditioning. I said to myself, “Self, this car has to go and go quickly.” I pulled into the first “buy here, pay here” used car lot on Route 130 in Edgewater Park Peter Perrotta I could find – conveniently located across the street from the newspaper where I worked. Two hours later, I was driving off the lot in a jet black 1984 Chevrolet Camaro Z28 coupe – one of the finest cars I ever owned – with ice cold air blowing right into my sweaty face. That Caprice was a distant memory. About five minutes after pulling out of that used car lot with this hot rod Camaro, I noticed something else I had never witnessed in a car before. That 5.7-liter V-8 engine liked to drink gas. You could actually see the gas gauge moving toward empty every time you stepped on the accelerator. I don’t know what the EPA gas mileage rating on this car was, but I could tell you this, you didn’t pass too many gas stations between fill ups. I only bring this up because driving this week’s On The Road review car – a 2020 Nissan Titan pickup truck – kind of brought back some old fond memories of that Camaro. I believe this memory jog happened for two reasons. First off, while I liked the 2020 Titan, overall, it doesn’t have the
most impressive EPA gas mileage ratings – sporting a 17 miles per gallon overall average. Secondly, the size of the engine on this Titan is eerily similar to that of the Camaro. All five available Titan trim levels come with a standard 5.6-liter, V-8 naturally aspirated engine. That Camaro sported a 5.7-liter, naturally aspirated V-8 engine. The 5.6-liter, V-8 on the Titan produces 400 horsepower and 413 pound feet of torque and pairs with a nine-speed automatic transmission. This engine isn’t shy. “I really like the way this truck feels when you accelerate,” my son quipped one day when he tagged along for a ride. For 2020, Nissan offers the mildly redesigned Titan in five different trim levels: the base S (starting at $37,785); SV ($41,585); Pro 4X ($49,790); SL ($55,585) and the Platinum Reserve ($60,285). The tester I drove for a week featured the Pro 4X option packages, which are quite attractive. This pickup has a rugged, off-road stance and capabilities. However, this off-road gingerbread package doesn’t come cheap. While the base price of my Pro-4X model is $49,790, my test vehicle came loaded with $8,795 worth of options that included: a $2,190 Pro 4X utility package; $3,390 for a Pro 4X convenience package and $1,490 for a Pro 4X moonroof package. All totaled, when you add up all the options and destination and delivery, the bottom line sticker price of this rig comes in at $60,180. Some of the items included in the utility package include: front and rear parking sensors; tie down cleats; power slide rear window with defrost; a Fender premium 10 speaker upgraded audio system; and an electronic looking tailgate. cooled front seats; heated steering wheel with power tilt; remote engine start and an intelligent around view monitor. The overall stance and rugged look of the Pro 4X model is quite impressive. While this pickup packs plenty of power and is quite rugged and attractive looking, it won’t win any awards for its athletic prowess when it comes to handling. This truck is big and bold and a handful to handle. Moreover, if you are planning a trip into the city, you better have plans for where to park this monster. The Titan is a whopping 228 inches long, 80 inches wide and stands 77 inches tall. That’s a lot of truck to try and park. Last Sunday, my wife and I sojourned into Philly to try and visit Ikea. When we arrived, there was a COVID-19 induced line of about 200 people long waiting to enter this popular place, all standing outside in near 100 degree heat.

We both decided the wait wasn’t worth it and quickly Googled up some alternative furniture stores nearby. All the stores, she picked – of course – were located in either South Philly or Center City. I told her there was no way I was going to try and park this thing in the narrow confines of the South Philly or Center City streets and we promptly headed back to South Jersey. The 2020 Titan has not been crash test rated by the federal Department of Transportation. When it comes to the significant tow and payload ratings for this pickup the Titan’s maximums are not as impressive as either the Chevy Silverado or the Ford F-150. This Titan can tow up to 9,660 pounds, which should be enough to meet the needs of most owners. As far as visibility, comfort and interior ergonomics go, I think the Titan is just as impressive as the Silverado and F-150. The Titan’s 9-inch infotainment touch screen center console command center was above average. I found it fairly easy to sync up my phone, iPod music and use the navigation system. The voice command system in this Titan was below average, however. It employs a system of commands that unless you say what you want it to do exactly how it is programmed to receive it, it won’t understand your command. A software upgrade to improve this system is in order. Overall, I must say, I have to give the Titan generally high marks. I don’t think it is going to displace the kingpin Silverado and F-150 just yet, but it is worth considering if you are shopping for a full-sized pickup.
