Former Sayreville student files lawsuit related to hazing incidents from 2014 By MATTHEW SOCKOL Staff Writer

former Sayreville War Memorial High School (SWMHS) student has joined other former students in taking legal action against the Sayreville School District over a 2014 hazing scandal. A complaint, dated Aug. 20, was filed in New Jersey Superior Court by attorney Jeffrey Intravatola on the behalf of Robert Steiner, a former SWMHS student and member of the school’s freshman football team. The complaint relates to hazing incidents involving the high school football team that were reported in 2014. As a result of the hazing controversy, seven students were charged with various counts in connection with the hazing. Six of the students either pleaded guilty or were found guilty of charges such as hazing and simple assault, leading to probationary terms and 50 hours of community service. The seventh student’s case was settled in 2016. Steiner is the latest former student to take legal action against the school district since the scandal, including both alleged victims of the scandal and those who faced charges. Named as defendants in the complaint were the Sayreville Board of Education; former head football Coach George Najjar; freshman football Coach Edward Mish;
former Athletic Director John Kohutanycz; assistant coaches Timothy Ballard, Michael Novak and Mark Poore; former SWMHS Principal James Brown; and Superintendent of Schools Richard Labbe. The complaint was also filed against former students and varsity football team members James Stewart and Leo Margotta. Additionally, the complaint lists unidentified current or former agents, servants and/or employees of the district who are affirmed to be responsible to provide a safe and secure environment for football players and unidentified former students who allegedly played a role in developing or perpetuating or were involved in a football hazing program. The complaint alleges that Steiner, then a minor, was subjected to physical, psychological and sexual abuse within the locker room and/or other athletic facilities at the high school and, as a result, suffered severe, extreme and permanent physical and emotional distress, humiliation and other injuries. “Steiner was caused to suffer and sustain severe and disabling injuries and psychological damage for which he has obtained medical treatment and which have caused him great pain and suffering, incapacitated him from pursuing his usual activities and have left him with permanent

Sayreville students will learn remotely from Sept. 3 through at least Nov. 12 By MATTHEW SOCKOL Staff Writer

iting a lack of necessary staff members, administrators in the Sayreville School District will instead implement fully remote instruction for students when school begins in September. New Jersey’s schools were ordered to close in mid-March by Gov. Phil Murphy at the start of the 2020 coronavirus pandemic. For the remainder of the 2019-20 school year, students received education remotely at home.
Several weeks ago, Murphy directed school administrators to develop a plan to reopen schools for the 2020-21 school year in a manner that best fits a district’s local needs. Murphy later said an all-remote option had to be provided for parents who did not want to send their children into a school. In mid-August, Murphy issued an executive order and said school districts would be permitted to use a fully remote instructional plan if administrators were unable to meet health and safety guidelines related to the reopening of school buildings.
On Aug. 25, Sayreville Board of Education members voted to approve the district’s restart of school plan for 2020-21. The board also authorized Superintendent of Schools Richard Labbe to implement the plan into its first phase. As part of the first phase, no students will attend school when school begins in September and all of the children will receive instruction remotely. The first phase of fully virtual learning is scheduled to remain in effect until Nov. 12. Labbe said during the board’s Aug. 25 meeting that Sayreville was using a fully
remote instructional plan because the district would not have enough instructional staff to safely reopen the schools. According to Labbe, the district will implement synchronous learning during the fully remote period, where the instruction will follow an early dismissal schedule and students will receive direct instruction from their teachers. “In phase 1, students will be required to attend school as they normally would,” the superintendent said. “They would only be at home rather than in school doing (Continued on page 4)

Author’s new children’s book highlights friendship, togetherness during pandemic By VASHTI HARRIS Staff Writer

A South River resident for 15 years, Darko said she has been an educator for 20 years in New York City, and currently is an assistant principal at a school in Brooklyn, New York. “ ‘The Sisterhood of the Traveling Pan’ is about two South River families who have found a way to connect during COVID-19,” Darko said. “There are three little girls on the block, two of them are African, the other is Italian, and they miss playing and sharing during this pandemic. Through a special pan, they have found a new way to share, connect and foster togetherness.” The book was published and released in August. Darko said the book raises several questions that are in every child’s mind: What is a pandemic? Why are all the adults afraid to go outside? What is a protest and why does it mean we aren’t together? “The book shares the sentiment that we have more in common than not. In childfriendly language, parents can begin to have a conversation about what is going on in our world with this book,” Darko said. “It is also a great book to read in schools at the beginning of the year so that children can have a conversation about their summer in a culturally responsive way.” Darko said she wrote the book because as a mother of two young girls, it broke her heart to tell them that they couldn’t go outside but she knew there were other creative things they could do to chase the blues away. “This pandemic has affected us all and I wanted to share how these three little girls found a way to share and bring unity in the neighborhood despite COVID-19, and also because of the protesting that has been going on,” Darko said. Darko said she got the idea to write her book in April after her daughter Gianna

asked her and her husband to bake an extra pan of cornbread for their neighbors. She said she wrote the book in a day. The process of getting it published took three months. “In our little part of the world, children do not see color. They see friendship, they see laughter, they see good food, and that is what they focus on,” Darko said. “I wrote the book because I wanted to remind our girls that there is always hope when we decide to be kind to each other. They would log into their classrooms, participate in live instruction, be assigned work, have a greater opportunity during the day since we’re using an early dismissal schedule to go ahead and complete that work, and then be given the opportunity during the last hour of the academic school day to visit their teachers in what is called office hours so that they could get extra help or ask clarifying questions about any content delivered or any assignments. “In this phase, students must attend remotely by the exact start time of their scheduled classes in order to be considered present and not tardy,” he continued. “Naturally, we have to take into account any children who are experiencing technical difficulties. Our teachers will be instructed to be flexible and to be considerate towards students who say the reason why they couldn’t log on either at all or on time was because they had technical difficulties.” Devices will be provided to any students who do not have one for themselves, according to Labbe. “This way, if there are three children in a household, all three can be participating in synchronous virtual instruction at the same time,” he said. Students are scheduled to begin receiving virtual instruction on Sept. 3.

disabilities that will, in the future, similarly incapacitate him, cause him pain and suffering and require future medical attention and cause him to incur medical expenses,” the complaint reads. Against the district and its current and former staff, whom he alleges did not prevent the hazing, and the two former identified students, whom he alleges subjected him to physical, emotional and sexual abuse, Steiner is seeking compensatory damages in an amount sufficient to compensate him for his alleged injuries, alleged punitive damages, attorney’s fees, costs of suit and all such other remedies allowed by law. Board attorney Jonathan Busch said that as of Aug. 26, the district has not yet been served the complaint.

Sayreville approves funds for road improvements

SAYREVILLE – The Sayreville Borough Council has introduced a bond ordinance that will appropriate $4 million towards improving borough roads and drainage. On Aug. 17, council members adopted the bond ordinance that will, if adopted, provide for the $4 million appropriation allocated towards the improvements. The bond ordinance will also authorize the issuance of $3.55 million in bonds or notes to finance a portion of the appropriation. The remaining costs of the $4 million appropriation will be covered by a $450,000 grant from the New Jersey Department of Transportation (DOT), according to the bond ordinance. As a result of the DOT grant, no down payment from the borough will be made to help finance the improvements.
According to the bond ordinance, the improvements authorized include Albert Street, Avon Way, Church Street, Ernston Road, French Street, Heims Lane, Midnight Street, Smullen Street, Sophie Street, Stratford Way and Vernon Way. The funds will also be used toward the improvement of the drainage on Albert Street and French Street. A public hearing on the bond ordinance is scheduled for Sept. 14. The council may adopt the bond ordinance that evening. In other business, council members passed a resolution authorizing the purchase of backup servers for Borough Hall and the Public Safety Complex in an amount not to exceed $39,863. Council members also passed a resolution authorizing the acceptance of funds for a $2,400 grant to the Sayreville Municipal Alliance, to be used between July 1 and Sept. 30. Gov. signs bill, eliminates title of ‘freeholder’ from county government
S
ay goodbye to the centuries-old title of freeholder in New Jersey county government. Democratic Gov. Phil Murphy has signed Senate bill 855 into law and the legislation requires the title of “chosen freeholder” to be changed to “county commissioner” and all “boards of chosen freeholders” to be known as “boards of county commissioners,” according to a press release from Murphy’s office. The law also requires county governments to update their letterheads, stationary and other writings, as well as their websites, to bear the title of county commissioners in place of freeholders or chosen freeholders within one year of the bill’s effective date, Jan. 1, 2021. The law does not require counties to update or replace signs or other writings to reflect this title change within the specified timeframe if doing so would require the expenditure of county funds, according to the press release. In those cases, the title would be changed whenever the writing is next updated or replaced in the ordinary course of business. “We have an obligation to ensure that governance in New Jersey is inclusive and representative of the tremendous diversity of our great state,” Murphy said. “Amid a national reckoning to re-examine vestiges
rooted in structural racism, this action will eliminate the use of the term ‘freeholder’ in county government – a title that is an outgrowth of a time when people of color and women were excluded from public office.” In a statement issued on Aug. 24, the Middlesex County Board of Chosen Freeholders, all five of whom are Democrats, said, “We are pleased to see the Governor and the Legislature take action to retire the title of ‘chosen freeholder.’ “This term dates back to an era in which people of color, women and those without financial means were not treated as equals – and is not representative of the ideals which we all aspire to today. “We are pleased to see this title be replaced and look forward to entering 2021 as the Middlesex County Board of County Commissioners,” the freeholders said. Asked to comment on the new law, Thomas Arnone, the director of the Monmouth County Board of Chosen Freeholders, all five of whom are Republicans, said, “As I have previously stated, I respect the opinions of my freeholder colleagues throughout the state who support the title change, but I have a somewhat different opinion on the matter. “I have advocated for the state to look at all offensive names across the board and not just the title of freeholder. they should start with reviewing the name of Rutgers University, which is the largest institution of higher education in New Jersey. “With that being said, the changing of the title of freeholder does not bother me nearly as much as the legislative effort that was put in during a time of financial distress, (with ongoing) health and safety concerns, and state operations being in disarray. “In closing, I can only speak on behalf of the Monmouth County Board of Chosen Freeholders and whatever name we are called, we will continue to be leaders in the state in what we call good government,” Arnone said. “The decision to change the word freeholder to county commissioner is long awaited,” said Sen. Vin Gopal (D-Monmouth). “In Monmouth County, where we have towns like Freehold Borough, Freehold Township and Upper Freehold, not only will changing this title avoid confusion and increase voter participation, it will tell women and our communities of color that New Jersey does not associate itself in any way with these archaic values of the past. This is a proud day in our history.” “The term freeholder is outdated and it’s offensive to women and minorities,” Assembly Speaker Craig Coughlin (D-
Middlesex) said. “The term dates back to a time before the Revolutionary War when only white male owners of debt-free land were allowed to hold public office. New Jersey is the only state in the country that still uses the term freeholder. It is long past time that we right this wrong and change the title to commissioner.” State Sen. Joe Pennacchio (R-Essex, Morris, Passaic) said, “As a former freeholder, I believe it is important that the public knows the substance of what a freeholder does rather than what the term freeholder is. “Today’s action was nine years in the making from when I initially proposed the abolishment of the antiquated term. The title ‘county commissioner’ will lend itself to transparency. This revamp will ensure more Garden State residents better understanding the function of this important position in county government,” Pennacchio said. The press release issued by the governor’s office quoted Jonathan Holloway, the new president of Rutgers University, saying, “This is not about the people who serve as freeholders, but rather the title. The title freeholder has a legacy that grows out of denying people access and the right to have a voice. Our present day should simply not look like that.”

In-person career classes, remote academic classes on three MCVTS campuses

s more and more New Jersey public school districts opt to return to remote learning for the fall term, the Middlesex County Vocational and Technical Schools have decided to institute a different kind of hybrid plan – remote learning for academic courses and in-person classes for career and technical education. When school reopens Sept. 3, students on the East Brunswick, Perth Amboy and Piscataway campuses will receive in-person instruction for their career-major and physical education classes and will be online for their academic classes, such as
English, history and math, according to information provided by the school district. Students at the Middlesex County Academy for Science, Mathematics and Engineering Technologies in Edison and the Middlesex County Academy for Allied Health and Biomedical Sciences in Woodbridge will either receive in-person or virtual instruction, depending on their parents’ preference. The district had planned to have all students attend classes in person at 50% capacity, divided by alphabetical order, alternating between two and three days of
in-person instruction per week, with the remaining days online, according to the statement. Superintendent of Schools Dianne D. Veilleux explained that the thinking began to change in mid-August as Gov. Phil Murphy offered parents the option of choosing all-remote learning. Surveys undertaken by MCVTS principals found that 30-60% of parents would choose remote learning. “We just don’t have enough teachers to cover all the bases,” Veilleux said in the statement. “When the principals tried to

Our kids are experiential learners – that’s where they excel.” MCVTS offers 34 career majors, including such subjects as advanced manufacturing, engineering, building services, health careers, graphic arts, automotive technology, cosmetology, baking and culinary arts, dance, music and theater. The students will be divided by class with each group alternating between two and three days of shop classes a week. The school day will be from 8:30 a.m. to 3:30 p.m., with staggered dismissals to promote social distancing, according to the statement. Teachers in academic subjects will teach remotely from their classrooms unless a medical condition necessitates teaching from their homes. Teachers in the two academies will teach both remote and in-person classes, but not at the same time. All of the safety protocols mandated by the state will be observed, with both students and staff required to wear face coverings while in the school buildings, according to the statement. Outdoor settings will be used as much as possible for physical education classes and lunches. Parents are required to conduct health screenings daily and report the status of their children online. Students entering a school building will undergo a temperature check. Students will be encouraged to wash hands frequently and all equipment will be sanitized between uses.
