National Lead files complaint over housing agreement By MATTHEW SOCKOL Staff Writer
T
he owner and developer of an affordable housing project in Sayreville are taking legal action against the borough. National Lead Industries, Inc. and Rocville, LLC filed a complaint in New Jersey Superior Court against the Borough of Sayreville and the Sayreville Planning Board concerning a 2018 settlement agreement between the parties. Submitted in August, the complaint requests that the court enforces the settlement agreement. The complaint relates to a planned affordable housing development on Cross Avenue, which was previously a National
Lead site. National Lead remains the owner of the property and Rocville is the proposed developer of the housing project. National Lead was granted intervener status in Sayreville’s litigation over its affordable housing requirements, which allowed the corporation to pursue the development. The project was originally planned to have 163 units, with 24 units designated as affordable housing. Through the settlement agreement, the development is now planned to have 132 units, with a minimum of seven units designated as affordable housing. new municipal clerk will oversee the third largest township in Middlesex County starting on Oct. 1. Mayor Owen Henry selected Gabriella Siboni, who recently served as clerk in the Borough of Milltown, as the next township clerk. The Township Council unanimously voted in favor of a resolution supporting the mayor’s selection at a special council meeting on Sept. 9. Siboni will succeed Stella Ward, who is retiring on Sept. 30 after serving the council and township for approximately 22 years. Henry, Business Administrator Himanshu Shah and council members said they are “grateful
and appreciative” of Ward’s contribution to the clerk’s office as well as her dedication and outstanding service over the years. Henry, Shah and Council President Mary Sohor said Siboni “brings a lot of knowledge and technology skills to a position that requires strong leadership, communication, organization and records management skills as well as other skill set crucial to the smooth operation of our organization.” She will have day-to-day oversight of the clerk’s office with responsibility for all the regular statutory duties of the municipal clerk including, but not limited to, council meetings, election responsibilities, records management, response to public (Continued on page 15)

This genteel lady never complained. She was never angry with me or our children, but only with herself. I believe she was aware of her erratic behavior, but was unable to say what was wrong. We selected a living care center that would tend to Vinnie’s specific needs. My precious wife has long since forgotten my name, but knew who I was. Sometimes she had moments of clarity and would greet me with open arms and say “I love you.” Other times she would state clearly, “I have something to tell you,” but again couldn’t tell me what it was. Otherwise she spoke gibberish. It is heartbreaking when she cries and holds onto me when I must leave for my bus. I can’t sleep in my own bed without her in it. I get up nightly to sit in her favorite chair and read her poetry or speak to her portraits. Yes, and sometimes I cry. Perhaps the thing I miss most is sharing our memories together. When I lost my birth family, I missed sharing our memories with them. When I told this to Vinnie before her illness, she said, “That’s alright, we’ll make new memories together.” We did indeed over our 69 years together, but now I am alone to re-live them. No man has loved a woman more than I love my wife, not Romeo for Juliet, not Marc Antony for Cleopatra, nobody. I recently collaborated with Elizabeth Browning to tell Vinnie how much I love her. She can no longer read so I read this to her on her last birthday: “How do I love you? Let me count the ways. I love you to the depth and breadth and height my soul can reach. I love you to the level of every day’s heartache when I must leave you. I love you freely, in sickness and in health, as I vowed to you when we were wed. I love you purely, from your 19th birthday to this special day, your 91st birthday. I love you with the breadth,
smiles and tears of all of my life, and if God so chooses, I shall love you even more when he calls us home.” I don’t know when we will lose her for the second and final time so I am spending as much time with her as I can. I don’t know what I will do when she passes. I can’t live very long without her. I can’t live without my soul. When I told this to my doctor at the Veterans Administration, she put me on suicide watch and gave me depression medication. I told her that wasn’t necessary for my religion prohibits such behavior. I also have the children I love and I’ll probably die of a broken heart anyway. I already suffer from PTSD, thanks to the Japanese suicide planes attacking our ships in Admiral Halsey’s Third Fleet. I also suffer from asbestosis from my time on two battleships and a cruiser as a Petty Officer-Radarman in World War II. But I am resilient and almost immune to pain after seeing my shipmates die, after the mysterious death of my 42-year-old

Roadway improvements in Sayreville will not disrupt gas main installation By MATTHEW SOCKOL Staff Writer
SAYREVILLE – The Sayreville Borough Council has adopted a bond ordinance that will appropriate $4 million towards improving borough roads and drainage. On Sept. 14, council members adopted the bond ordinance that will provide for the $4 million appropriation allocated toward the improvements. The bond ordinance will also authorize the issuance of $3.55 million in bonds or notes to finance a portion of the appropriation. The remaining costs of the $4 million appropriation will be covered by a $450,000 grant from the New Jersey Department of Transportation (DOT), according to the bond ordinance. As a result of the DOT grant, no down payment from the borough will be made to help finance the improvements. The improvements authorized include
Albert Street, Avon Way, Church Street, Ernston Road, French Street, Heims Lane, Midnight Street, Smullen Street, Sophie Street, Stratford Way and Vernon Way. The funds will also be used toward the improvement of the drainage on Albert Street and French Street. Mayor Victoria Kilpatrick and Council President Mary Novak said work will begin in 2021. Resident Robert Cislo asked if the improvements would interfere with gas mains being installed by the Public Service Enterprise Group (PSEG), which the governing body said it would not. Novak explained that borough officials will send PSEG a list of the roads being worked on in advance in case there is overlap; the company will then perform any installations inside the roads before borough officials repave them. “We’ve made it a point not to duplicate efforts,” Kilpatrick said. “Obviously, it disrupts everything and it’s money wasted.”

We are more resilient when standing alongside our neighbors. And we are more likely to make it through a crisis – like a global health pandemic – by ‘leading together,’ ” Rios said. Emmett’s Inn owner gave people nights to remember A

Many people – those who performed there, those who worked there and those who loved and remember the nights they spent there – post pictures and memories. New Jersey to provide opioid overdose antidote for free
Gov. Phil Murphy and Human Services Commissioner Carole Johnson have announced New Jersey will offer the opioid overdose reversal drug naloxone (commonly called Narcan) for free to residents at participating pharmacies throughout the state from Sept. 24-26. According to a press release, New Jerseyans can visit participating pharmacies and anonymously obtain naloxone for free with no prescription and no appointment. Each naloxone pack contains two doses. The free naloxone will be available at 322 pharmacies, including locations of
Acme, CVS, Rite Aid, Sav-On, ShopRite, Stop & Shop, Walgreens, Walmart, Weis Markets and independent pharmacies. For participating pharmacies, visit nj.gov/humanservices/stopoverdoses In June 2019, Human Services oversaw a free naloxone distribution at pharmacies that led to residents receiving 32,000 doses of naloxone, according to the press release. “The ongoing opioid epidemic continues to devastate communities across our state,” said Murphy. “By expanding access to Naloxone, New Jerseyans will have this lifesaving medication readily available to
help those who may be suffering from an overdose.” “This is all about saving lives. We urge everyone to visit a participating pharmacy to get a free pack of this overdose reversal drug because, quite frankly, you never know when you are going to need it to save a life,” Johnson said. The naloxone will be distributed on a first-come, first-serve basis while supplies last, according to the press release. Naloxone can reverse overdoses from opioids by blocking the effects of opioids on the brain. Those who obtain naloxone
will also be given information regarding addiction treatment and recovery, according to the press release. Participating pharmacies have standing orders from the Department of Health for dispensing of naloxone. The distribution is a Human Services program approved by the New Jersey Board of Pharmacy. Human Services has also distributed 53,000 free doses of naloxone to police departments, 11,352 free doses to EMS teams, 1,200 free doses to shelters for individuals experiencing homelessness and 400 free doses to libraries.

But that’s nothing compared to the millions of Alzheimer’s patients earmarked for death by this dreaded disease. Will the government fund enough money for researchers to finally discover some medicines and treatments that actually work? We are in a crisis mode with this disease. We must find a cure for our parents, sons and daughters. Let us call our representatives and senators to learn what they are doing about this crisis. Let us tell our stories, shout out the urgent need for funding and focused research to provide meaningful options. And let’s not forget the caregivers suffering with their patients, providing the thankless work, sweat and tears to give their patients meaningful lives. However, the complaint alleges that Sayreville and the Planning Board have not provided Rocville with the approvals necessary for the development and demanded the developer to perform tree reforestation under the borough’s tree conservation and reforestation ordinance. The ordinance, according to the complaint, requires that trees removed in connection with a development project must be replaced. Complying with this ordinance will allegedly require Rocville to plant thousands of trees at a cost of approximately $1.5 million. The complaint alleges that Sayreville and the Planning Board have exempted other development projects from compiling with the ordinance and selectively enforce the ordinance to deter projects unpopular in Sayreville. The residents have contended that the location for the project is not suitable for development and should be preserved and designated as open space. Additionally, the complaint alleges that Sayreville and the Planning Board acknowledged tree reforestation is a costgenerative requirement, which they are obligated to refrain from imposing under the settlement agreement. The complaint also alleges Sayreville and the Planning Board have imposed other cost-generative requirements on Rocville; Rocville is required by them to provide oversized water mains and undertake an analytical study of the adequacy of the existing downstream sewer system. As part of the complaint, National Lead and Rocville request that the court issue declaratory judgement against Sayreville and the planning board over the allegations that cost-generative requirements are being imposed. The property owner and developer also request that the court finds the borough and the planning board to have violated the settlement agreement, acted in bad faith, and breached the implied covenant of good faith and fair dealing.
