Four school districts face loss of state aid during 2021-22 By MARK ROSMAN Managing Editor

G

ov. Phil Murphy has unveiled his Fiscal Year 2022 budget, which includes proposed funding for New Jersey’s public school districts during the 2021-22 academic year. In terms of state aid, some school districts have come out winners and will see an increase in their support from Trenton, while some school districts have come out losers and will see their state aid continue to decrease. The amount of state aid a school district receives helps to determine the amount of taxes a school board must raise from a municipality’s residential and commercial property owners to support the operation of a school district in an academic year. For school districts that are scheduled to lose state aid in 2021-22, the impact of the reduction will become clear when school board members introduce their budgets for the upcoming academic year during the next few weeks and administrators explain how the loss of state aid will be accommodated in their budget. According to information provided by the New Jersey School Boards Association, local school districts will see the following year-to-year changes in their state aid: • Freehold Regional High School District (enrolls students from Howell and Farmingdale) – A decrease in state aid of $6.68 million from $40.73 million in 202021 to $34.05 million in 2021-22; Superintendent of Schools Charles Sampson, whose district is facing a loss in state revenue of almost $7 million said, “For the past two years, districts facing the loss of state aid due to (state legislation known as S-2) have consistently petitioned our legislators to re-examine this deeply flawed funding formula. “The result? Draconian cuts to many districts during a pandemic. We opened our doors for students this fall at a great cost after prepping our buildings for the new COVID era. “Instead of being recognized for our hard work and dedication in getting students back into the classroom, the district is having its (state) aid cut approximately $7 million,” he said.

“Freehold Regional was $1.5 million under adequacy (a measure of spending) in 2019-20. In 2020-21, we are $4.8 million under adequacy. To translate, this means we tax to the 2% cap and still spend approximately $5 million less than what state says we should spend. “Yet state leaders believe there is nothing wrong with the current funding formula? The continued slashing of state aid under S-2 is disheartening for our communities and our children. New Jersey needs to re-evaluate the outdated funding formula to ensure fair funding for all,” Sampson said. • Farmingdale Public School – A decrease in state aid of $58,800 from $804,538 million in 2020-21 to $745,738 million in 2021-22;

• Howell K-8 School District – A decrease in state aid of $3.02 million from $28.19 million in 2020-21 to $25.16 million in 2021-22; • Jackson School District – A decrease in state aid of $4.23 million from $42.99 million in 2020-21 to $38.75 million in 2021-22. Murphy is proposing to provide $18.1 billion in pre-kindergarten through grade 12 school aid funding in Fiscal Year 2022. His proposal is subject to review and approval in the state Legislature. The governor’s proposed FY2022 budget offers $578 million in additional K-12 school aid and nearly $50 million in additional preschool funding, according to information provided by his office. When paired with additional invest-

ments in Extraordinary Special Aid and stabilization aid, the FY2022 budget increases school funding by $700 million, according to the governor’s office. School districts will be able to use state funds in conjunction with federal resources to address COVID-19 related learning loss, for stand-up mental health programs, to train educators and to remediate buildings, among other uses, according to the governor’s office. According to Murphy, the FY2022 budget proposal continues a seven-year phasein to fully fund New Jersey’s school funding formula. However, in order to accomplish the goal of fully funding New Jersey’s school

pensatory education and English as a Second Language services, will increase by $1 million; and an additional $974.4 million in pension and benefits to support retired educators.

Residents advocate for switch to nonpartisan local election By CHARLES DAYE Staff Writer

HOWELL – Five residents with different political backgrounds have started a petition drive with the goal of changing Howell’s partisan form of government to a nonpartisan form of government. In Howell’s current form of municipal government, most individuals run for mayor and Township Council under the banner of a political party (i.e., Republican or Democrat) and with the support of a political party. Some individuals choose to run for office as independent candidates. In a nonpartisan form of government, no candidate who seeks local office would run under the banner of a political party. The five residents behind the Howell NJ First effort are: • Michael Bernstein, a Howell resident for 17 years, president of the Ramtown Manor Homeowners Association and an original member of Howell Strong, a group of residents who opposed the construction of an affordable housing development on West Farms Road; • Kathleen Novak, a Howell resident for 37 years. She serves on Howell’s Lake Restoration and Wildlife Management Committee and is a lifetime member of the Howell Heritage and Historical Society; • Marc Parisi, a Howell resident for seven years. He is one of Howell’s two representatives on the Freehold Regional High School District Board of Education and the vice chairman of the Howell Shade Tree Commission; • Ira Thor, a Howell resident for 11 years. He is currently serving his second term on the Howell K-8 School District Board of Education; • Dawn Van Brunt, a Howell resident for 22 years. She is the secretary of the Howell Shade Tree Commission and a founder of Howell for Open Land and Preservation of the Environment. “Our committee has close to 100 years of residency and community engagement in Howell,” Parisi said. Parisi said the goal of Howell NJ First “is to make our local government more inclusive and representative. Roughly half of the registered voters in Howell are unaffiliated (with a political party), but nearly everyone is fed up with party politics. “We believe our local candidates should be elected based on their character and ideas, not on their loyalties to local political parties. Development crashing headlong into Barnegat Bay watershed

T

he Barnegat Bay watershed is alive. Within the watershed is the World Biosphere Pinelands, containing the headwaters of the Toms and Metedeconk rivers, and the Kirkwood-Cohansey aquifer, which supplies the drinking water for more than one million residents at the Jersey shore. Amidst a plethora of wildlife and plant species lies the natural world’s answer to man-made problems that plague us today: flooding, contaminated drinking water and jeopardized fisheries to name a few. The Barnegat Bay watershed encompasses 600 square miles and, according to a University of Delaware report, provides about $4 billion to the economy in jobs, tourism and wages. Residents and tourists flock to the bay for recreation and natural beauty. The watershed, under siege from overdevelopment, is where the endangered pine snake and barred owl nest. While not endangered, but still precious, are hundreds of others that contribute to a thriving ecosystem, including the red spotted purple butterfly, red squirrel and yellow billed cuckoo bird. It is time for the Ocean County Board of County Commissioners (formerly the Ocean County freeholders) through the Natural Lands Trust to effort to preserve the 73-plus acres to be felled for warehouses. The trust was enacted in 1997 with the intent to preserve open space in perpetuity. If this pivotal tract of land is destroyed, we might one day have to explain to our grandchildren why they can only hear stories and see internet images about what it was once like to swim, fish, or just float the day away in a bygone, once very alive Barnegat Bay. The chapter is part of the national Clean Water Action, which has more than one million members. The organization was founded in 1972 and was instrumental in the passage of the Clean Water Act.

Area man charged with possession of weapon following incident in woods JACKSON – A 61-year-old male resident of Jackson has been charged with multiple offenses after he allegedly held two dirt bike riders at gunpoint in the woods off Werko Place. Werko Place is off Thompson Bridge Road. According to Jackson police, the man was arrested and charged with possession of a weapon for unlawful purposes and aggravated assault. He was initially placed in the Ocean County Jail, Toms River. Police said that at 4:44 p.m. Feb. 26, officers responded to a residence on Nancy Court to investigate a report that a man was holding two individuals at gunpoint. Nancy Court is in the vicinity of Werko Place. Upon arrival, the officers searched the wooded area behind the residence on Nancy Place before being directed to the actual

location of the incident in the woods off Werko Place. Police said a dispatcher advised the officers who were on the scene that the man who had the gun was on the phone with the dispatcher and was going to place his hands in the air as the officers arrived at his location. The officers eventually located a man standing in the woods holding a phone. A loaded .22 caliber rifle was observed about 25 feet from where the man was standing. Multiple rounds of ammunition was found in one of the man’s pockets, according to police. The two individuals, ages 15 and 21, who were allegedly held at gunpoint by the man told the officers they encountered the man as they were trying to navigate their way out of the woods while they were riding dirt bikes.

Police said the two individuals told the officers the man pointed a firearm at them several times and would not allow them to leave. They said the man told them to get off their dirt bikes and to come with him. When one of the two individuals who was allegedly being detained refused to comply with the man’s directions because he did not know what would happen if he followed the man, the suspect allegedly pressed the muzzle of the firearm into the individual’s stomach and had his finger on the trigger. According to the two individuals who had been riding the dirt bikes, the man said he would contact their parents before calling the police himself, police reported. The man told the responding police officers he was sitting in his home and saw two individuals drive past his house on dirt bikes. He said he left his home with a rifle

and entered the woods to look for the individuals. The man told the officers he did not point his rifle at the two individuals and that he had the rifle under his arm when he approached them, police reported.

presented to the Township Council. At that time, the council members can adopt an ordinance and change from a partisan municipal election to a nonpartisan municipal election. The council members would have the ability to vote on an ordinance and place the public question before voters. The council would need four “yes” votes (from five council members) to adopt an ordinance and submit the public ques-

tion to voters. The council is not required to adopt an ordinance; with the correct number of signatures, the referendum question could be submitted directly to voters at the next election. If, for example, the referendum question proposing a switch to a nonpartisan election was placed on the November 2021 ballot and approved by voters, Howell would have a nonpartisan election beginning in November 2022.

JACKSON – During a recent meeting of the Planning Board, an attorney representing Jackson residents who are objecting to a proposed residential development cross-examined professionals who represent the applicant which has proposed the homes. The Feb. 8 meeting was conducted in a virtual manner due to the ongoing coronavirus pandemic. The applicant, EL at Jackson, LLC, is proposing to construct Jackson Parke South – 549 residences on 129 acres off West Veterans Highway in the Cassville section of Jackson. The project proposes 61 single-family homes, 144 apartments and 344 townhomes. According to the application, 100 of the 144 apartments would be designated as affordable housing units. Affordable housing is defined as housing that is sold or rented at below market rates to individuals and/ or families whose income meets certain guidelines. EL at Jackson, LLC, is also proposing to construct a 6,100-square-foot clubhouse with recreational amenities that would include a pool and a tot lot. Attorney Ron Gasiorowski represented Citizens United to Protect Our Neighborhoods – Jackson and Manchester (CUPON) during the board’s Feb. 8 meeting. CUPON has said its mission is “to ensure the local elected governing body and their land use boards safeguard the health and safety of all our citizens and first responders; to protect the character of our neighborhoods; to ensure the laws as set forth by local, county, state and federal governments are followed; and to oppose land use variances and approvals that adversely affect our very diverse community.” Gasiorowski crossed examined the applicant’s professionals – Mitchell Newman,, the director of land acquisition and entitlements for the owner and applicant; architect Creigh Rahenkamp; and engineer Daphne Galvin – about various aspects of the application. Attorney Jason Tuvel, who represents the applicant, asked Sean Gertner, the board’s attorney, for a list of the people

Gasiorowski represents. “I know he indicated, or someone from his office indicated, that he represents (Jackson resident) Elenor Hannum. Is there anyone else that is part of that group? Just so we know right now,” Tuvel said. Gasiorowski said he represents the “LLC or the corporate entity.” Hannum is the president of CUPON. “I intended to call an officer, Mrs. Hannum, to testify. There are a number of other individuals, whether they are members of CUPON or not, I don’t know. But I would like to clarify, just so there is no misconception about CUPON, that this is a local organization,” Gasiorowski said. He said the Jackson-Manchester CUPON organization is not involved with, related to, or funded by any CUPON entity in northern New Jersey. Gasiorowski asked Newman if a planned connector road would be built before construction starts on the Jackson Parke South site if the project gains Planning Board approval. Jackson Parke also has a north residential section that was previously approved by the Planning Board. The General Development Plan (GDP) for Jackson Parke calls for the construction of a connector road the applicant’s representatives have said will prevent truck traffic and construction traffic on Perrineville Road and Cassville Road (Route 571). Tuvel responded by saying that question came from a letter dealing solely with the Jackson Parke North application. “(Jackson Parke North) is not the application that is before this board, at all, so I object to any questions about the north (application). The Jackson Parke South application stands on its own, and the south application actually has no soil import that we talked about, so the north application is a separate application, as you know Mr. Gasiorowski,” Tuvel said. Gasiorowski argued that the north and south plans were part of a GDP and that there is a degree of inter-relation. He did not have the opportunity to call Hannum to testify on Feb. 8 and no other member of CUPON testified that evening. As the Feb. 8 meeting concluded, the Jackson Parke South public hearing was carried to the Planning Board’s March 15 meeting.

or 27 years the E Class sedan has long been Mercedes Benz’ breadand-butter. Well folks, that bread-and-butter just got a bit upper crusty. The luxury German auto makers’ best selling model has undergone a facelift for 2021 – inside and out – and the results have been to rave reviews. If one was going to start completely from scratch and design and build a prototypical luxury sedan – using the best of today’s modern technology – the 2021 Mercedes Benz E 450 4matic sedan would be close to what you would get. While not perfect – nothing is – this newly redesigned sedan upholds all of the solid traditions of what the E Class sedan has been all about, while at the same time sprinkling in all of the modern technology now at the disposal of modern day car makers. Under the hood, the new E450 sedan has been upgraded with an electrified 3.0 liter inline 6 cylinder engine that is now integrated with an electric generator called EQ Boost – that includes a 48-volt on board electrical system. The result of this new engine and EQ boost system gives the E450 an impressive 362 horsepower. Overall, I found the new E450 comfortable to drive. It’s roomy and luxurious. The car drives silky smooth, capable of being driven conservatively in and out of everyday traffic. At the same time, if you are feeling a bit frisky, you can select the “sports plus” drive mode and this car will compete with the best of them in sporty and aggressive driving. Moreover, Mercedes tried and true 4matic system – automatic 4-wheel drive – also makes this sedan quite capable in inclement weather. On one Saturday during my test week, I drove this E450 from Maple Shade to Wayne, New Jersey, in a driving rain and wind storm. It handled the treachery on the New Jersey Turnpike and Garden State Parkway quite well and I felt very confi-

dent navigating it in inclement weather. The MBUX interior communications system, incorporated into the operation of the 12.3-inch screen, can be a bit overwhelming at first, but once you learn the ins and outs of how to use the sensitive touch pad on the center console and to use the proper voice commands, it all works quite well. One of the new features of the new communication system is an Alexis-like system where by you can – just by saying “Hi Mercedes” – ask the car what the weather forecast is or to find you nearby restaurants among other amazing things. The car actually talks to you. On my trip to Wayne, I wanted to stop nearby after the sports trading card show I attended, and get some Cuban food. All I had to say was: “Hi Mercedes, find me some Cuban restaurants nearby.” It responded by offering up a comprehensive list of nearby restaurants featuring Cuban cuisine superimposed on my navigation screen. All I had to do was select one and I was on my way. Of course, all of this amazingness and luxury doesn’t come cheap. But, I am going to assume that if one is considering purchasing or leasing an E-Class sedan, they have the wherewithal to afford it. My 2021 E-450 4matic Sedan had a

base price of $62,000. With added options and destination and delivery, it carried a bottom line sticker price of $81,950. The long laundry list of options added to my tester included (but wasn’t limited to): $2,300 for the premium package; $1,950 for the driver assist package; $1,900 for the air body control air suspension system; $1,620 for upgraded black leather; $1,300 for design black Piano lacquer interior trim; $1,320 for massaging mulit-contour front seats and $1,000 for 19-inch AMG twin spoke wheels. Of course you can save a few dollars by cutting back on the options. The E-class sedan is also offered up in the less expensive E350 model, featuring a four cylinder turbo charged engine. The base E350 rear wheel drive sedan carries a base price of $54,250, while the base price of the E350 4matic is offered at $56,750. The EPA fuel consumption ratings for the E450 4matic come in at an average of 26 miles per gallon – 30 on the highway and 23 in city driving.
