Jackson Liberty students learn reasons for controlled burn By CHARLES DAYE Staff Writer

R

epresentatives of the New Jersey Forest Fire Service conducted a controlled burn on property at Jackson Liberty High School in Jackson on March 23 as 34 students looked on and learned why the action was being taken. A controlled burn involves setting planned fires to maintain the health of a forest. Materials that are consumed in a controlled burn include dead leaves, dead trees, dead grass, fallen tree branches and thick undergrowth.

Students in Mary Russo’s Advanced Placement Biology class and students in Ted Werner’s Advanced Placement Environmental Science class participated. Principal Geoff Brignola said the biology students “are collecting ants and getting DNA from them and then barcoding, which is basically trying to find the genome of the ants. “With this controlled burn, the students are going to look at DNA from ants that have been in an area that has not been burned and compare that to ants that may have been in areas that (were) burned. “This is giving the students a chance

to actually do science … they are learning about different ecosystems and how those ecosystems are affected by burns. “The students will study different fauna that was in an area, maybe before and after (the burn). They will study insects and animal life that was in an area before and after the burn,” the principal said. The students in the AP Biology class will focus on the ant DNA research and the students in the AP Environmental Science class will focus on soil sampling. Brignola said the students had an opportunity to learn outside the classroom, while the representatives from the New Jersey

Forest Fire Service had a chance to practice setting a controlled burn. The lesson “let our students see what (a controlled burn) is all about, as well as being able to do science in real life,” he said. Deale Carey of the New Jersey Forest Fire Service said the firefighters use a torch with gasoline to light a controlled burn. He said he expects to conduct 20 controlled burns during the year. Controlled burns “reduce the risk of a wildfire and reduce the amount of fuel in the woods. We have a time restraint, it is only done in the spring and in the winter,” Carey said.

British government report: Don’t undervalue ‘nature’s capital’

I

n the world of finance, “capital” usually refers to monetary wealth, often needed for starting and maintaining a business. Businesses without enough capital may be doomed to failure. Did you know nature has capital? Nature’s capital includes water, air, geology, soil and the planet’s diverse plant and animal species. These assets are collectively known as “natural capital” and just like monetary capital, they can be depleted – with potentially disastrous consequences. With an economist’s eye, a new British government report warns that corporations face serious financial risks due to the depletion of natural capital, including the loss and extinction of plant and animal species, air and water pollution, soil depletion, and habitat degradation. “The Economics of Biodiversity: The Dasgupta Review” describes the impacts of the world’s loss of natural capital: lower crop yields, reduced fish catches and disrupted corporate supply chains, as well as more flooding and other natural disasters. The report was published in February. “At their core, the problems we face today are no different from those our ancestors faced: how to find a balance between what humanity takes from nature and what we leave behind for our descendants,” wrote the report’s lead author, Partha Dasgupta, an economist and professor at the University of Cambridge. “While our ancestors were incapable of affecting the Earth system as a whole, we are doing just that.” The report reaches several conclusions: • Economies, livelihoods and well-be-

In 2007, the New Jersey Department of Environmental Protection released a report, “Valuing New Jersey’s Natural Capital,” which assigned dollar values to various “ecosystem services” provided by the land. Tittel, advocate for environmental causes, to retire from Sierra Club

J

eff Tittel, the director of the Sierra Club’s New Jersey Chapter, has announced he will retire as of May 1. According to a press release, for nearly 23 years Tittel has been an advocate for the environment. He has been involved in every major piece of environmental legislation that has been passed in New Jersey since 1998. Tittel worked for the passage of the following legislation: • Saving Sterling Forest – This 25-year battle resulted in one of the most signifi-

cant open space victories in the nation. Ultimately, 20,000 acres of forest were saved in one of the largest coalitions of environmental groups and government entities ever assembled; • The New Jersey Highlands Act – 2004: The Highlands Water Protection and Planning Act is a landmark piece of legislation that put critical protections in place for one of New Jersey’s most environmentally sensitive and ecologically important areas; • New Jersey’s Clean Car Program – 2004: Sometimes characterized as New

Jersey’s “first major climate response bill,” the program brings New Jersey in line with California’s automobile emissions requirements, which are the strictest in the nation; • Global Warming Response Act – 2007, updated 2019: Under this law, the New Jersey Department of Environmental Protection must assess the state’s greenhouse gas emissions, and find ways to reduce emissions by 80% by 2050; • Plastic bag ban – New Jersey’s bill is one of the most comprehensive in the country;

Edgerly leaves Howell football program; new coach sought By STEVEN BASSIN Staff Writer

HOWELL – After one season at the helm of the Howell High School football team, Frank Edgerly has stepped down as head coach of the Rebels. In an interview, Edgerly said other coaching opportunities came about for him that were “very good and made sense for him” to leave Howell. “It was nothing but great here,” Edgerly said. “The experiences of coaching high

school never leaves you as a coach. In high school, it’s more about the experience than the results for players and coaches. FRHSD to eliminate hybrid model of instruction April 20 By PETER ELACQUA Staff Writer

T

he Freehold Regional High School District Board of Education is planning to eliminate the hybrid model of instruction that has been in place dure ing the 2020-21 school year and to bring l as many students as possible back into its e six high schools for the fourth and final marking period of the current academic . year. Given that plan, parents of the disd trict’s 10,400 pupils had a decision to e make by March 25. According to district administrators, all families were required to select one of two learning options for their child for the fourth marking period that will begin on April 21. Those options were: • In-person learning for five days per week following a partial day schedule; • Full-time remote learning following a partial day schedule. District administrators said the FRHSD will not offer the hybrid model of instruction – which offered students a combination of in-person instruction several days a week and remote instruction on the remaining days of the week – after April 20. Superintendent of Schools Charles Sampson addressed the issue during the board meeting on March 11 when he discussed the plan for the fourth marking period of the 2020-21 school year. All of this is occurring as New Jersey residents are continuing to deal with the ongoing coronavirus pandemic. Sampson said students began returning to five-day in-person instruction in February. The district has maintained the hybrid instructional model and the full remote instructional model since that time. The superintendent said administrators are planning to move away from the hybrid model, which he said has been a challenge for students. “We have had a lot of success bringing our students back. A number of our parents who originally indicated they did not want their child in school five days a week are now saying they want their child in school five days a week. “Our hope is to move there at the start of the fourth marking period on April 21 (and) to bring more students into five-day in-person learning, and that might result in some other changes to our physical structure. More than 50% of our students are on

the full remote option,” Sampson said during the March 11 meeting. Regarding the hybrid model of instruction, the superintendent said, “The one thing (people) agree on is that the hybrid model is very difficult. We have been able to deliver that for our students, and our faculty has done a wonderful job, but it is a tough place to stay. ” … Once we see what the numbers look like (after parents decided by March 25), we will make an informed decision about what is going to happen to the fourth marking period in terms of bringing students back five days a week,” he said. During his remarks at the March 11 board meeting, Sampson said he believes a full remote instructional option for students will exist during the 2021-22 school year. However, in an article published on nj.com on March 24, Gov. Phil Murphy was quoted as saying administrators in every school district in New Jersey should prepare to be open for five full days of inperson instruction in September, with no option for fully remote instruction during the 2021-22 academic year.

2021 Buick Envision Essence FWD

O

ver the past few years, General Motors (GM) has spent a lot of time and money trying to “spice up” its Buick brand. First introduced in 1904 – 117 years ago – this iconic American brand had come to represent a solid, good quality automobile that perhaps lacked some pizzaz but was the kind of car your grandfather would own. In recent years, GM has jazzed up its Buick line making it more contemPeter Perrotta porary looking. It also juiced its ad campaign for the brand – especially television commercials – attempting to reach out to a younger generation demographic. Five years ago, it introduced a totally new compact crossover SUV to its lineup, the Envision. The Envision was truly unique. It was actually initially introduced in China in 2014 and was sold under its Chinese name: “Ang Ke Wei.” In the summer of 2016 it first went on sale in the United States making it the first Chinese-built GM vehicle to ever be sold in America. For 2021 Buick gave the Envision a makeover making it sportier and more aggressive looking while maintaining its luxury status. More than 90% of the Envision’s parts are made in China, including its engine and transmission. This vehicle’s final assembly plant is located in the Yantai Etdz province in China. I recently settled behind the wheel of a 2021 Buick Envision Essence FWD for one week to put this newly redesigned model through its paces. Overall, this version of the Envision is somewhat luxurious – not up to the snuff of a BMW or Mercedes – but it sits on the fringes of luxury. It is very comfortable. The ride is smooth – albeit not overly nimble or athletic – and it’s plenty roomy. The interior ergonomics are solid, but not overly impressive. The Essence version of the Envision I tested carries a base sticker price of

$35,800. My tester had a bottom line sticker price – with added options and destination and delivery – of $39,990. The technology package, a $2,500 option, includes an upgraded 10-inch touch screen and a Bose 9 speaker sound system. One thing I really thought was a great new design feature for this Envision was how they positioned the 10-inch touch screen that literally controls all of the car’s functions. The front dash is designed such that the 10-inch touch screen protrudes out a bit and is angled toward the driver. This is a fantastic design concept that more car makers should embrace. It enables the driver to more easily see and interact with the touch screen without having to stretch your neck or hands around to touch or see the screen. In most cars these days, these screens, no matter how fancy or impressive, are still mounted flat into the dash and not angled towards the driver’s sight line. The design and layout of the screen in the Envision is truly awesome. It allows the driver to safely interact with the touch screen controls for navigation, phone, music or climate without having to take your

eyes off of the road. I think this is a much safer system than provided for in most vehicles these days. The Envision Essence I drove came equipped with a 2.0 liter, four-cylinder turbo charged engine that puts out 228 horsepower. This power plant is paired with a nine-speed transmission. I found the Essence model to be adequately powered and smooth. It won’t blow you away with its performance, but at the same time, it is more than capable in any traffic situation. There is a “mode” selector button located on the center console that enables the driver to select what type of driving style is preferred – sport, touring or eco. The sport mode gives the Envision a racier edge. For the most part, this car seemed to perform and prefer to be in the touring mode. I think the genetic makeup of this model is better suited for the more comfortable touring option. I must say, I logged quite a few highway miles in this Envision during the week I drove it and it is a very comfortable car to take on a long trip. It cruises smoothly and effortlessly under highway driving conditions.

The EPA fuel ratings for the 2021 Envision are 26 miles per gallon overall – 31 mpg for highway driving and 24 mpg in city driving. The EPA estimates that the annual fuel cost for operating the Envision comes in at around a modest $1,550 per year. It uses 3.8 gallons of gas for every 100 miles driven. This model of the Envision has not been safety crash tested under the government’s 5-star safety ratings yet. The editors at Car and Driver gave the Envision high marks for having a stylish exterior, low price compared to its competitors and smooth ride. They also said its acceleration was disappointing and its driving dynamics were not up to snuff. If you are in the market for a compact SUV crossover, I would recommend considering the Envision. It may not overwhelm you at first, but it is a choice that checks off enough boxes all around to make it a worthy contender. Peter Perrotta’s On The Road column appears regularly. Jackson Parke South housing development wins approval By CHARLES DAYE Staff Writer

JACKSON – The Jackson Planning Board has granted preliminary and final major site plan approval for the south section of the Jackson Parke residential development. The plan will see 549 single-family and multi-family residences, including 100 affordable housing units, constructed on a 129-acre tract off West Veterans Highway in the Cassville section of Jackson. The applicant, EL at Jackson, LLC, is expected to construct 61 single-family homes, 144 apartments and 344 townhomes. According to the application, 100 of the 144 apartments will be designated as affordable housing units. Affordable housing is defined as housing that is sold or rented at below market rates to individuals and/ or families whose income meets certain guidelines. The development will include a 6,100-square-foot clubhouse with recreational amenities that would include a pool and a tot lot. Final approval was granted by the board on March 22. The application was opposed by a group of residents who called themselves Citizens United to Protect Our Neighborhoods – Jackson and Manchester (CUPON). The residents were represented by attorney Ron Gasiorowski. During his summation, Gasiorowski questioned the proposed use of a public right of way for parking in Jackson Parke South. “How can you (board members) approve a project which takes that away from the site, takes away that use by the public? It limits it solely to those individuals who reside within this project. “Why is it necessary when you could seemingly satisfy the parking requirements under your zoning by not having those additional 300 spaces which are treated by perpendicular parking? “Why is that necessary and how does that impact how these units are going to be used? Will be they used in some instances for a unit … more than one family. What is the need for the additional parking?” he asked. As he had done during other meetings, Gasiorowski raised the issue of a planned connector road between Jackson

Parke’s north and south parcels. The board’s previous approval of Jackson Parke North, off Perrineville Road, is expected to result in the construction of 551 residences on a 226-acre tract. Jackson Parke North was planned to include 120 affordable housing units. “As far as trucks bringing in thousands of loads of fill (dirt) which would basically impact the surrounding area of this project, I would submit to this board respectfully that you must not only consider what you have before you on this second tract, Jackson Parke South, but also I would consider it in conjunction with it melding together with Jackson Parke North as well. This is one overall project,” Gasiorowski said. Attorney Jason Tuvel, who represented the applicant, said the proposed residential development is precisely contemplated by Jackson’s Multi-Family Affordable Housing zone. “(This is) a zone that was specifically created for this project. I am not going to go through the affordable housing history in detail, but this board is aware this property is part of the affordable housing plan, affordable housing agreements, and other court orders,” Tuvel said. He said the Jackson Parke South application meets the requirements of the site plan and subdivision ordinances, and he said the application meets the conditions of the conditional use standards. “The application complies with parking (standards), by far. The application complies with setbacks, with all of the landscaping requirements, with (site) coverage, height and density … so this is a variancefree application,” Tuvel said. Since 2019, “We have had the ability to revise the plans on occasion to comply with the board professionals’ comments … I believe we have addressed nearly all the comments … for the Jackson Parke South application. However, to the extent there is anything outstanding, we would stipulate that we agree to comply with those comments,” the attorney said. Tuvel continued his summation, stating, “With respect to CUPON, there was a lot of reluctance on behalf of CUPON to disclose the names of its members, donors, and even the addresses of the (group’s) board members. “It took a while to even get the names of (CUPON’s) board members, it took

months. CUPON also never provided, nor did anybody else from the public, any expert testimony, any documents, any exhibits to contradict any testimony that the applicant’s experts or fact witnesses provided,” Tuvel said. Regarding environmental issues that were raised during the public hearing, Tuvel said, “This applicant was proactive with respect to the environment and has left no stone unturned. The applicant spent close to two years without even filing the application obtaining several prominent permits.” He said a lot of what Gasiorowski discussed in his remarks was unfounded, specifically regarding perpendicular parking. “I also want to object to anything regarding the Jackson Parke North application. This board should be looking at the Jackson Parke South application as it has all along,” Tuvel said. Board member Timothy Dolan said he does not like the site or the impact of the Jackson Parke South application, “especially upon the residents, but it abides by the law and that is what we swore to do.” Board member Michele Campbell said she commiserates with the residents, “especially those in the Perrineville Road and Prospertown Road area who enjoyed the rural nature of that environment. However, given the lack of variance requests, the ongoing processes regarding the county en-

vironmental reviews and our obligations, I will vote yes.” Board member Jeffrey Riker, who chairs the Jackson Environmental Commission, agreed with the sentiments expressed by his fellow board members, but said, “I will note that as much of a challenge as it seems to be environmental, I would encourage the public to take note, stand up and start to attend the Environmental Commission meetings. “There was no public in attendance at Environmental Commission (meetings) for this portion of the project. That is your time. That is your moment. That is when the people need to speak and unfortunately, there was no one there other than members of the commission to assist. “With that being said, I have looked at this, it is the best possible outcome with months of work, months of nights of testimony, and I will vote yes,” Riker said. Board member Andrew Jozwicki said he agreed with the statements of his fellow board members and would “reluctantly” vote yes. A motion was made to approve the Jackson Parke South application. Board Chairman Robert Hudak, Vice Chairman Leonard Haring Jr., Township Councilman Martin Flemming, Jackson Business Administrator Terence Wall, Joseph Riccardi, Dolan, Campbell, Riker and Jozwicki voted “yes.”

Senate bill will protect female athletes

P

arents and grandparents of women athletes, please contact your state senator and emphatically request they sign on to be a co-sponsor of New Jersey Bill S-3540, the Fairness in Women’s Sports Act. This is a physical safety bill to protect girls and women from being forced to play in a sport they love against boys and men with dramatically higher testosterone levels. The bill is presently in the New Jersey Senate Education Committee. It was cosponsored on submission by Sen. Mike Testa (R-Atlantic, Cape May and Cumberland) and Sen. James Holzapfel (R-Ocean). By having your senator add their name to this bill, the chance of the bill leaving committee increases. Once on the floor, the bill can be debated and voted on by the New Jersey State Senate. Passage of this bill is critical because of the executive order of President Joe Biden to allow males identifying as females to play on any girls’ sports team they desire. Even males who have started the transi-

tioning treatments to female have physical advantages exceeding female athletes. “A recent study on the impact of such treatments found that even after 12 months of hormonal therapy, a man who identifies as a woman and is taking cross-sex hormones possesses a significant advantage over female athletes and will still likely have performance benefits over women,” according to S-3540, Page 3, K 5-9). In the future, participation on a male or a female sports team may be contingent on blood tests which have defined testosterone levels for biological males and females. Until those blood test requirements are put into law, the physical safety of girls and women in sports participation must be a top priority in New Jersey. Barbara Kochie Brick Township
