Mental health first aid seen as new issue

T

he Howell Alliance for substance use prevention and mental health awareness will host a mental health first aid certification training session at the Howell municipal building from 9 a.m. to 4 p.m. May 15. The training session will give people the tools to identify when someone else may be struggling with a mental health or substance use problem and to connect them with appropriate support and resources when necessary, according to a press release from the alliance. For registrants, a virtual training platform will be in place for the same date and time, should the in-person training not be permitted per state or local gathering regulations. Although one in five Americans has a mental illness, people of all ages are reluctant to seek help due to fear of stigmas or because they may not know where to turn for care, according to the press release. Unlike physical conditions, symptoms of mental health and substance use problems can be difficult to detect. For friends and family members, it can be hard to know when and how to step in. As a result, those in need of mental health services often do not get them until it is too late, according to the press release. Just as cardiopulmonary resuscitation empowers those without clinical training to assist an individual who is having a heart attack, mental health first aid (Continued on page 14)

House fire claims life of Jackson resident

A

resident of Jackson died in a house fire the Ocean County Prosecutor’s Office has determined was accidental in nature. On April 1 at 8:45 p.m., Jackson police officers and firefighters were dispatched to a structure fire at a home on Lehigh Boulevard in a residential development off West

County Line Road in the vicinity of Brewers Bridge Road. The first responders were informed the fire involved people trapped in the home, according to a press release from the Ocean County Prosecutor’s Office Upon arrival, the emergency responders found the home to be fully engulfed

by flames. Firefighters located the body of a woman in the downstairs portion of the residence. The woman, who was later identified as Salvacion Elyea, 82, was pronounced dead at the scene, according to the press release.

Spring ephemerals are getting their moment in the sun

T

ake a walk in the woods this month and check out the forest floor. There in the dappled sunlight, popping up through last year’s leaves, you may spot the short-lived flowers of native perennials known as “spring ephemerals.” Spring ephemerals are native woodland wildflowers that bloom during the brief window of time between snowmelt and tree leaf-out. As the spring sun warms the ground, these cute little plants grow quickly, flower, are pollinated and set seed. By June, when New Jersey’s forest floors are deeply shaded by a leafy tree canopy, the blossoms will be gone and the plants hard to find. The season is now for native ephemerals, including spring beauties, bloodroots, yellow trout lilies, rue anemones, Virginia bluebells, Eastern red columbines, Jack-inthe-pulpits, yellow marsh marigolds (cowslips), violets, wild geraniums, trilliums, flowering wintergreens, mayapples (wild mandrakes), Solomon’s seals, moccasin flowers (pink lady’s slippers) and more. Many of them are small and delicate compared to showy summer flowers, but well worth the search. Spring beauty blossoms, for instance, are not much larger than a fingernail and have lovely pink stripes on a pale background. Trout lily flowers are golden yellow bells speckled with spots, much like the fish for which they are named; even their mottled leaves resemble brook trout. If you are walking in a flood plain, you may see colonies of Virginia bluebells, whose magenta flower buds open into tubular blossoms of an exquisite sky blue.

onmouth County Clerk Christine Giordano Hanlon is advising all registered voters that the June 8 primary election will have in-person voting at polling locations with the use of voting machines. According to a press release from Hanlon’s office, Gov. Phil Murphy has said that all of the state’s “regularly operated polling places” will be “open for all voters who wish to cast their ballots on the voting machines.”

The option to receive a mail-in ballot is also available if a voter does not wish to vote in person, according to the press release. “Voting by mail provides a simple and convenient way to vote early,” Hanlon said. “Especially during this COVID-19 health crisis, it is important to remember that any registered voter can vote by mail for any reason.” Voters who are already on the permanent vote by mail list will automatically

Zoners consider proposal for garage at Adventure Crossing By CHARLES DAYE Staff Writer

JACKSON – Members of the Jackson Zoning Board of Adjustment will hear additional testimony regarding the Cardinale Enterprises/Jackson Crossing 2 application during its meeting on April 21. Jackson Crossing 2/Adventure Crossing is being developed on Route 537 between Interstate 195 and Six Flags Great Adventure in Jackson, near the Millstone Township border. The project has received approvals from the Jackson Planning Board. The project is expected to include fast food and sit-down restaurants; a convenience store with a gas station; two hotels; a convention center; outdoor sports fields; an Air Dome building with a sports bar, party rooms, an arcade and physical therapy space; two warehouse buildings; residential and commercial uses; and a multiple sclerosis research facility, according to previous descriptions of the project.

On April 8, the Adventure Crossing project was before the Jackson zoning board. Attorney Salvatore Alfieri said Cardinale is now proposing to construct a parking garage that is not a permitted use in the zone. In order to construct a parking garage at the site, Cardinale must obtain a variance from the zoning board. The professionals who represent the developer will seek to make the case that the zoning board should permit the deviation from established zoning. Planner Ian Borden said the proposed parking garage “is to meet the parking demands of the entire project. Most specifically it is driven by the convention center.” He said the parking garage, which would include about 1,100 spaces on five or six levels, would be constructed near the proposed medical research building. He said those two structures would not be connected. Borden said the parking garage would not be higher than the four-story medical

research building. He said there is no housing proposed in phase one of the project. He said two restaurant buildings have been consolidated into one building. Cardinale said the project is more than just a sports and entertainment facility. He told the zoning board members his late wife had multiple sclerosis. Cardinale said the planned research facility in Jackson would employ more than 100 people. “Profits from this (Adventure Crossing) project will go to funding the MS research center. If for any reason I leave this Earth before (MS) is gone, the project will continue funding MS research,” Cardinale said. Regarding the current status of construction on the first phase of Adventure Crossing, Cardinale said, “We are working on fixing the roads. The existing jughandle on Route 537 across from Wawa is going to be eliminated. There will be a larger jughandle that will go deeper into the project to relieve some of the traffic on Route 537.” He said tenants including 7-Eleven, Taco Bell and Popeye’s have been signed “and we are in negotiations with Jersey Mike’s and Starbucks. We are fully leased on our baseball fields and soccer fields and we hope to have those up and running by September or October. … So yes, we are moving (forward).” Cardinale said Hilton and Marriott will have hotels at the Adventure Crossing site and will share a 100,000-square-foot convention center. He said the goal is to

The attorney said the township would receive double credits for the housing units toward any future affordable housing obligation officials may have to meet. Business task force looks out for mental health concerns By CHARLES DAYE Staff Writer

HOWELL – The Howell Business Recovery Task Force is partnering with the Howell Municipal Alliance to help local business owners deal with mental stress being caused by the ongoing coronavirus pandemic. The task force is a public-private partnership that is working to increase economic activity in a safe and responsible way as restrictions associated with the pandemic continue to be lifted by Gov. Phil Murphy. The group’s goal is to ensure the vitality of Howell’s economy. Deputy Mayor Thomas Russo, who chairs the task force, said stress and substance abuse are part of the pandemic for business owners. “One of the unfortunate realities of the pandemic, the lockdowns and the ongoing restrictions on our businesses is the uptick in mental stress and sadly, substance abuse,” Russo said. During a recent meeting, task force member Jeff Bassett, who owns a Chickfil-A restaurant in Howell, suggested the members of the group look into distributing information and guidance that may help people who are having a difficult time during the pandemic and who may fall victim to substance abuse. “I completely agreed with that suggestion, which led us to work with Christa Riddle and the Howell Municipal Alliance,” Russo said. “Knowing where to go and what resources are available is absolutely key. “Now, information regarding substance abuse and mental stress is being distributed all over town and I could not be more proud of our new partnership and our commitment to helping business owners, managers, employees and anyone in town who may be going through difficult times,” he said. “Business recovery is more than maintaining and improving economic vitality. It is also about being a good neighbor and doing what we can to help improve the mental and physical health of those who keep our economy alive and well,” Russo said. Riddle said in addition to the operation of their businesses, owners “are worried about their staff and their staff’s personal lives. They are worried about their own families … financial concerns and just conforming with all of the regulations and closings.” Riddle said individuals should not feel embarrassed if they need help and added, “My line is always available. We just need to look out for each other and to look out

2021 Nissan Kicks SR

I

n the late 1970s, I drove and owned a Ford Pinto. I generally liked this vehicle. It had a manual transmission and a cool racing stripe. It was also fun to drive. All that came to a crashing halt one day, though, when I was motoring along with it and a news report and came on the radio detailing how this particular model was prone to danger from rear-end collisions that could cause potentially fatal gas tank explosions. As Bob Dylan once wrote, “You don’t need a weatherman to tell you which way the wind is blowing.” I knew which way the wind was blowing immediately – right down to the nearest dealership where I could trade this Pinto in and drive out with a safer ride. Bye-bye Pinto. Hello, Renault Le Peter Perrotta Car. The Le Car, a tiny compact coupe with a four-speed manual transmission, was fun to drive. It stuck to the road like glue. However, it turned out to be a mechanical disaster. It frequently broke down and no one knew how to repair it properly. When the two-tone, orange and black 2021 Nissan Kicks SR showed up for me to test drive last week, I immediately thought of that Le Car. While I am sure the Kicks is nowhere near the mechanical disaster the Le Car was, it reminded me of the Le Car because of its appearance and smallness. While the Kicks isn’t a coupe – it’s a four-door, compact crossover or SUV – it’s small and athletic like the Le Car and not too powerful. You can scoot around town with the Kicks – much like the Le Car – weaving in and out of traffic. And it’s very economical on gas. While the Le Car had a lawn mower like engine, all of 1.4 liters big, the Kicks features a 1.6 liter four cylinder engine that puts out all of 122 horsepower. But one is not going to buy a Kicks expecting it to have muscle car like performance.

The Kicks is a utilitarian-like vehicle good for scooting around town with and is easy on the wallet when it comes to gas consumption. The EPA fuel consumption ratings for the 2021 Kicks give it an overall rating of 33 miles per gallon – 36 mpg on highway driving and 31 mpg in city driving. The EPA estimates that the annual average fuel cost for driving a Kicks is an impressive $1,250, as it uses a miserly 3 gallons of gas per every 100 miles driven. Overall, after driving this Kicks for one week, I ended up liking it for what it is and putting up with it for what it isn’t. It’s a good-looking front wheel drive, compact crossover that lags in power, but makes up for it in its versatility for around town driving. The inside ergonomics are adequate. It’s a bit snug on the fit – I am six-foot tall – but not so snug that it makes it an uncomfortable ride. The base price of the SR Kicks model I tested is $21,940. However, with added options my Kicks tester carried a bottom like sticker price of $27,075. Added options included: $1,200 or the

premium package; $495 for black alloy 17inch wheels; $575 for an ambient lighting package; $595 for the premium two-tone exterior paint; $460 for illuminated kick plates; $225 for carpeted floor mats and cargo mat; $435 for a roof rack and spoiler and $1,150 for destination charges. The premium package includes: an upgraded Bose, 8 speaker sound system; heated seats and steering wheel; security system; a tonneau cover; Sirius radio and a Wi-Fi hot spot. The Kicks overall rating in the government’s Five Star safety crash test ratings comes in at four stars out of a possible five. It received five stars on the side crash test but only three for the front driver test and four for the front passenger test. It got a four-star rating on the rollover test. The folks over at Car and Driver give the Kicks high marks for being peppy around town, having a spacious cabin and generous standard equipment. They gave it low marks for being anemic at highway speeds, having a noisy engine and in need of more storage cubbies. New added features for this year’s Kicks – a model that Nissan first introduced

in 2016 – include: Apple CarPlay and Android Auto; a standard 7-inch screen with a new 8-inch touch screen for the SV and SR models; a redesigned bolder front grille; new wheel designs; rear disc brakes for the SV and SR, and an array of bold new color options and two-tone combinations. The Kicks is available in three trim levels, the base S, mid-level SV and top of the line SR. I found the interior buttons and switches on the Kicks easy enough to operate. The infotainment system, while not all that sophisticated, was adequate, and the Android Auto system worked quite well for navigation. Like most of the cars these days, I found the voice command recognition system a bit frustrating at times as it made me repeat my commands sometimes. However, overall, I would recommend considering the Kicks if you are in the market for a fairly inexpensive compact crossover or SUV. Peter Perrotta’s On The Road column appears regularly. Jackson wrestlers headed for super region tournament By STEVEN BASSIN Staff Writer

JACKSON – Individual honors for New Jersey high school wrestlers will be on the line when the NJSIAA super region tournaments begin on April 16. In a season that was shortened by the ongoing coronavirus pandemic, the NJSIAA will not hold the traditional district tournaments which kick off individual post-season action. Instead, wrestlers have been seeded into super region tournaments around the state and will try to win their way to the individual state tournament that will be held in Phillipsburg on April 24-25. Several wrestlers from Jackson Memorial High School and Jackson Liberty High School in Jackson have been selected to participate in the super region tournament that will be held at Hunterdon Central High School in Flemington. Jackson Memorial has three seniors who are primed to make a run at a state tournament berth. Luke Temple (126) will try to become a two-time state tournament qualifier and close out his high school career by winning

a medal. Temple went 4-2 in six matches during the regular season. “Luke is a very good technical wrestler,” Coach Doug Withstandley said. “It’s helped him win some tough matches.” Seniors Brett Blaess (120) and Rob Lagravenis (170) will also try to wrestle their way through the region tournament and into the state tournament. Blaess won 30 matches during the 2019-20 season and placed sixth in the regional tournament. Withstandley said Blaess’ goal this week is to advance to the state tournament. Lagravenis was a region qualifier in 2019-20 and had a terrific regular season for the Jaguars, going 10-0 with six pins. Senior Nick White (152) and junior Mike Rauch (182) have also qualified for the super region tournament for the Jaguars. White and Rauch each won a district title a year ago and qualified for the region tournament. Also selected to compete at the Hunterdon Central super region tournament for the Jaguars were junior George Ebid (138), sophomore Lucas Lipari (113), and fresh-

men Jason Seda (106) and Kael Huxford (132). Jackson Memorial went 5-5 in dual meets during the abbreviated 2021 season and Withstandley said he was pleased his wrestlers had a chance to compete during a campaign that was unlike anything that had ever occurred before. For Jackson Liberty High School, the 2021 campaign was the squad’s first under new head coach Devin Biscaha. Biscaha, who wrestled at Jackson Memorial during his scholastic career, won an NCAA Division III national championship at 157 pounds while wrestling at Springfield College. Biscaha’s first year at the helm of the Lions was a great experience for the new coach, who said his wrestlers improved a lot during the campaign and posted a 7-5 record in dual meets. “We have a great group of young wrestlers. We have a bright future ahead of us,” he said. Freshman Anthony Urso made a huge impact on the lineup at 106 pounds. Urso went 10-2 and Biscaha called him “the best wrestler of the team.”

Urso has been selected to compete in the super region tournament at Hunterdon Central and will be joined by his teammate, sophomore Jake Klein (170). Klein qualified for the region tournament in 2020 as a freshman. This season he was 8-2 while competing at 170 and 182 pounds. Klein will compete at 170 pounds at the super region tournament. Senior Steven Schmitz (160) and sophomore Chimdindu Molokwu (220) have also been selected to compete in the super region tournament for the Lions. Instead of the traditional eight region tournaments that are held in the week that follows the district tournaments, this season the NJSIAA will conduct four super region tournaments (combining two regions at each super region site). Committees have selected the wrestlers who will compete at the super region tournaments. The top four place-winners in each weight class at the super region tournaments will advance to the state tournament that will be held at Phillipsburg High School on April 24-25 to conclude the 2021 season.

In New Jersey, $1 million was raised for Make-A-Wish New Jersey, which will create life-changing wishes for local children with critical illnesses in the weeks and months ahead, according to a press release.

Throughout March, customers were encouraged to make donations to MakeA-Wish New Jersey through the Jersey Mike’s mobile app or onsite at each participating location. The campaign culminated with Jersey Mike’s “Day of Giving” on March 31 when more than 90 local Jersey Mike’s locations donated 100% of the day’s sales, not just profit, to Make-A-Wish New Jersey, according to the press release. These fundraising totals are double the amount raised in 2019 when the company donated $7.3 million to local charities, and $458,000 to Make-A-Wish New Jersey. The contribution of $1 million from Jersey Mike’s Subs will grant the wishes of 100 children in New Jersey who are battling critical illnesses, according to the press release. Make-A-Wish New Jersey and Jersey Mike’s Subs began their partnership in 2017 and in those five years, Jersey Mike’s has raised more than $2.1 million to make local wishes come true in the Garden State, according to the press release.

The Monmouth Bar Association has announced a new program that will pair qualifying applicants with attorneys who will accept reduced fees for legal representation. This program will serve individuals needing legal services whose income is above the required range to obtain assistance from the Legal Aid Society or a public defender, but who cannot afford to retain attorneys at full rates, according to a press release. This program is the first of its kind in Monmouth County and the fourth in the state. The program will match qualified applicants with attorneys who have the background and experience needed to provide appropriate representation at an affordable rate, according to the press release. To participate in the program, applicants seeking legal services must provide proof they meet the financial requirements. Howell officials authorizw shared services fuel deal with MRRSA By CHARLES DAYE Staff Writer

HOWELL – The Howell Township Council has authorized a shared services agreement for vehicle refueling with the Manasquan River Regional Sewerage Authority (MRRSA), and reappointed Robert Nicastro to continue serving as one of Howell’s representatives to the authority. The MRRSA has five member municipalities – Farmingdale, Freehold Borough, Freehold Township, Howell and Wall Township – and serves more than 100,000 residences and commercial and industrial establishments in Monmouth County. Each municipality appoints two representatives to the MRRSA. Howell is also represented on the authority’s board by Jesse Tantillo, whose current term runs through Jan. 31, 2022. During a recent meeting, Mayor Theresa Berger, Deputy Mayor Thomas Russo, Councilman John Bonevich, Councilwoman Evelyn O’Donnell and Councilwoman Pamela Richmond voted to authorize the shared services agreement with the MRRSA. Richmond thanked Township Manager

Brian Geoghegan and Nicastro, who she said worked diligently to complete the shared services agreement. “Thank you Brian, I appreciate your hard work,” Richmond said. “We are going to charge the MRRSA the cost for fuel and an administrative cost. If there is no use of it, there is no cost or benefit to Howell. If they do (use fuel), we will make a little money based on the administrative charge. However, they are going to be using less fuel because they will have multiple locations where they can fuel up,” Geoghegan said. Nicastro’s reappointment to the MRRSA was also on the council’s agenda. Republicans Russo, Richmond and O’Donnell voted “yes” on a motion to reappoint Nicastro. Democrats Berger and Bonevich voted “no” on the motion. “Just to put it on the record. Mr. Nicastro is the only applicant who put in for this appointment” to the MRRSA, Richmond said. Nicastro, who is a former member of the Howell Township Council, currently serves on the Howell Planning Board in addition to his position on the MRRSA.

A second individual who was in the home jumped from the second floor to escape the fire and sustained what authorities described as minor injuries. A pet dog had not been accounted for at the time the prosecutor’s press release was issued. Authorities reported that one Jackson police officer was treated at the scene for smoke inhalation. A second Jackson police officer was transported to Monmouth Medical Center-Southern Campus, Lakewood, and treated for what were described as minor injuries. The police officer was subsequently released from the hospital. According to the press release, the Ocean County Medical Examiner determined the cause of Elyea’s death was smoke inhalation and that the manner of her death was accidental.

Ocean County Prosecutor Bradley D. Billhimer said the fire was ruled accidental. He said an investigation determined the fire was caused by a kerosene heater being located too close to a combustible liquid. The investigation was conducted by the Ocean County Prosecutor’s Office Major Crime Unit-Arson Squad, the Ocean County Sheriff’s Office Crime Scene Investigation Unit, the Ocean County Fire Marshal’s Office, the Jackson Fire Bureau and the Jackson Police Department. An obituary posted online by the George S. Hassler Funeral Home, Jackson, states that in lieu of flowers, donations may be made in Elyea’s memory to Jackson Township PBA Local 168, P.O. Box 188, Jackson, NJ 08527, or to Jackson Fire District No. 3, 200 Kierych Memorial Drive, Jackson, NJ 08527.
