Howell mayor urges social distancing during crisis By CHARLES DAYE Staff Writer
H
owell Mayor Theresa Berger discussed the importance of social distancing as the number of confirmed cases of coronavirus in Howell reached 242 as of April 7. The Township Council held a meeting that day, which was designated World Health Day. (As of April 12, the number of confirmed cases in Howell had reached 337). “Social distancing is a big deal, this is not a vacation. I have been hearing so many people (say) their kids have been bicycling together, like together-together. This is not a play date, it is not playtime,” the mayor said. In her professional role, Berger is the president and chief executive officer of Ocean Health Initiatives, where she leads an executive leadership team that is focused on a vision to provide high quality, accessible and affordable family health care to the area’s residents, according to the OHI website. Berger said she understands what people are going through during a time when they are being told to avoid contact with one another.

Gov. closes state, county parks; outdoor alliance objects
T
o limit the spread of COVID-19 and to ensure social distancing, the New Jersey Department of Environmental Protection (DEP) has closed all state parks and forests following the signing of an Executive Order by Gov. Phil Murphy. The closure of the parks took effect on April 8. The order also closes county parks throughout the Garden State. “My administration’s top priority is to flatten the curve of new COVID-19 cases so we do not create a surge within our healthcare systems and overwhelm the healthcare professionals who are managing our response on the front lines,” Murphy said on April 7. “We have seen far too many instances in our parks where people are gathering and socializing in groups. By closing these areas, we are further limiting public interactions to only the most essential purposes. “Data shows our aggressive efforts to flatten the curve are beginning to make a difference; however, we must continue our push to flatten it to the point where our day-over-day increase is zero,” the governor said. Under Executive Order No. 108, municipal officials still have the authority to keep municipal parks open or closed, according to a press release. DEP Commissioner Catherine R. McCabe said the state parks and forests will remain closed until further notice. Law enforcement personnel, including New Jersey State Police, State Park Police and Conservation Police, will enforce the governor’s order at parks, forests and among boaters on state open waters to ensure compliance with social distancing mandates, according to a press release. “We regret very much that it has become necessary to close our state parks and forests at this time,” McCabe said. “This is not a decision DEP makes lightly. “We understand New Jerseyans particularly need fresh air and exercise during this
stressful time, but as the weather warms, our parks are becoming crowded and it is difficult in many places to observe the social distancing that is so critical to fighting the COVID-19 outbreak. “Now more than ever, we need to redouble our efforts to flatten the curve, as the governor has urged us daily. The DEP urges all New Jersey residents to cooperate with this direction, to protect themselves, their families and all our communities.
“State Park Police will actively patrol to enforce these closures and fines will be assessed where people failure to comply. We look forward to welcoming you all back as soon as conditions are improved enough to allow safe use of the parks,” McCabe said. The New Jersey Outdoor Alliance took issue with Murphy’s directive and in a press release the alliance called his order to close all state and county parks “ridiculous.”
The alliance is urging state officials to review the impact the order could have on people’s mental health. The group, which represents New Jersey’s 794,000 hunters, anglers and fishermen, called on Murphy to reopen state and county parks with the same social distancing and occupancy guidelines it said have worked for New Jersey thus far so sportsmen and other outdoor recreation enthusiasts can continue to practice healthful activities that it said are a boon to mental and physical health at a time when morale is critically important to the state. “It’s no secret we disagree with the governor on many policies, but the alliance gladly gave the governor credit for his common sense (two weeks ago) because it was a no-brainer then just as it is now (to keep state parks open); keeping nine million New Jerseyans locked in their homes for 12 or more weeks is ridiculous and an over-reach” NJOA spokesman Cody McLaughlin said. “We have guidelines for social distancing and we, in good faith, committed to those guidelines. Yet once again, with no legislative oversight in a ‘free society,’ Gov. Murphy has decided to act unilaterally on something that is not proven to help anything. “Meanwhile, the hundreds of thousands of trout that have been stocked in those state and county parks will go to waste and key components of healthful solitary recreation are now being sacrificed on the altar of fear and good headlines. It’s asinine, plain and simple,” McLaughlin said. “All we are asking for as sportsmen, taxpayers and conservationists is the same thing we have always asked of this administration: respect for the passion we have for our lifestyle; decisions based on sound science; and for the administration to work with us. We have received none,” the spokesman said.

Supt. says loss of state aid will ‘decimate and destroy’ FRHSD By PETER ELACQUA Staff Writer
T
he Freehold Regional High School District Board of Education has introduced a $200.81 million budget to support the operation of the district during the 2020-21 school year. District administrators have fashioned a budget for the upcoming school year that will lose almost $6 million in state aid from the current school year. Superintendent of Schools Charles Sampson said the continuing loss of state aid “is going to decimate and destroy the FRHSD over the next three years.” In introducing the 2020-21 budget, district administrators said the spending plan would be supported by the collection of $140.38 million in taxes from residential and commercial property owners in the district’s eight sending municipalities: Colts Neck, Englishtown, Farmingdale, Freehold Borough, Freehold Township, Howell, Manalapan and Marlboro. The district operates high schools in Colts Neck, Freehold Borough, Freehold Township, Howell, Manalapan and Marlboro. Enrollment, which administrators have said is declining by about 1% per
year, currently stands at about 10,800 students. A public hearing on the budget has been scheduled for 6:30 p.m. April 27. The board may adopt the budget that evening. The school district’s 2019-20 budget totaled $205.89 million and was supported by a tax levy of $141.76 million. Total spending for the upcoming school year will decrease by $5.08 million and the tax levy for the upcoming school year will decrease by $1.38 million. In 2020-21, under the terms of legislation known as S-2 that was signed into law by Gov. Phil Murphy in 2018, the district will continue to see its state aid decrease. State aid to the FRHSD will decrease from $46.52 million in 2019-20 to $40.73 million in 2020-21. Administrators have said the decreases will continue through the 2024-25 school year. Freehold Regional has joined other school districts that are losing state aid in litigation that seeks to overturn S-2. Regarding the district’s current financial position, Sampson said, “the change in state aid under S-2 is going to decimate and destroy the FRHSD over the next three years.
“I hope our communities voice their concern to Gov. Murphy and Senate President Stephen Sweeney because the magnitude of the state aid loss is unsustainable. “We will lose approximately 30 positions (in 2020-21) and in 2021-22 (we will lose) at least 70 additional positions. Our classes will be built at 32 students per classroom in 2020-21, which is an absurdly high number,” the superintendent said. “Less than half of the loss in state aid is offset by the 2% increase in the General Fund tax levy. Compounding the revenue situation is the continued diminishing of our surplus funds that are being used to support the 2020-21 budget and beyond. “Despite the implementation of participation fees in the amount of $1.25 million … the General Fund revenue is down by $4.7 million (2.3%). The impact on programs and services is severe and compounding as significant cuts in state aid will continue in the years to come. “For 2020-21, the board is considering about 30 staff reductions, the elimination of after-school busing, as well as changes to busing to and from school, and increases in class size that approach maximum capacity of the physical space in classrooms.
“Structurally speaking, this budget accepts a significant increase in risk to accommodating unforeseen circumstances in 2020-21,” Sampson said. “Importantly, the 2020-21 budget does not provide for any of the essential work that was included in our recently failed referendum. The referendum was coordinated with the expiration of existing debt. “For the first time in more than 20 years, there is no debt service (repayment of loans) obligation. Therefore, the aggregate tax impact for 2020-21 is a 1% reduction in the tax levy. The district continues to explore options for completing the essential facility work, including another referendum,” the superintendent said. Specific information about the impact of the 2020-21 budget on property taxes is expected to be available at the April 27 public hearing. Freehold Regional High School District taxes are one item on a property owner’s tax bill. The total tax bill also includes municipal taxes, Monmouth County taxes and other assessments. The taxes an individual pays depends on the assessed value of that individual’s home and/or property and the tax rate that is set by each taxing entity.
Howell delays adoption of 2020 municipal budget By CHARLES DAYE Staff Writer
HOWELL – Members of the Howell Township Council did not adopt the 2020 municipal budget as scheduled on April 7. Instead, officials carried the action to a later date due to the ongoing coronavirus pandemic. The council has introduced a $53.54 million budget. As introduced, the budget would be supported by the collection of $29.2 million in taxes from Howell’s residential and commercial property owners. Township Manager Brian Geoghegan said the budget’s adoption would be carried to a later date so officials may determine how the pandemic will affect Howell financially. Geoghegan said he is working with Chief Financial Officer Lou Palazzo on
a resolution for the council members to consider regarding unused funds related to snow removal. “Fortunately this year, having so little snowfall, our snow trust fund has built up quite a bit. We will put a resolution before you to consider that would allow us to use that money for an emergency, namely the current crisis. (Passing that resolution) would make that money available to us for any spending that may need to be done,” he said. Geoghegan said there is $800,000 in the snow trust fund. He said the last time Howell officials took similar action was following superstorm Sandy in 2012. Councilman John Bonevich thanked his fellow council members for postponing the adoption of the budget and said, “These are uncharted waters, as we all know.”

Howell resident donates $1,000 to senior center, food pantry By CHARLES DAYE Staff Writer
HOWELL – A Howell resident who calls himself a fortunate individual deflected credit after making a sizable donation to the township’s senior center and food pantry during the COVID-19 health crisis. Resident Dick Clark donated $1,000 because, he said, he just wanted to do something good. “People who are not as fortunate as we are, you have to help them out if you can,
if that is possible. I was never hungry, I am a very fortunate person,” Clark told the TriTown News on April 8. “I am just so happy I am able to help somebody, or somebodies, you know? Some people are not as fortunate as we are, and my wife and I just decided we would do it. Don’t write too much now, I don’t do this for publicity,” he told a reporter who was inquiring about his charitable act. Township Councilman Thomas Russo thanked Clark for the donation, writing on
social media, “How about a positive story? I received a call from a longtime Howell resident and supporter of our police and Veterans of Foreign Wars, Dick Clark. “He wanted to make a donation to Howell and asked where to write a check. After speaking with Mr. Clark … I opened an envelope and removed a check for $1,000 made out to our senior center and food pantry,” Russo wrote. Russo said Clark did not ask to be mentioned publicly, but the councilman said he

believed Clark was worthy of recognition. “I felt this kind of selfless, generous act deserved honor and recognition and I felt putting it out there would encourage more people to donate. Sure enough, I have already received calls asking how others can donate. “Lesson: people are good, our town is strong and we are here for one another when the chips are down. Sergeant retires from police force By CHARLES DAYE Staff Writer
S
gt. Trevor Crowley, who served as a member of the Jackson Police Department for almost 28 years, has retired. Crowley’s fellow officers wished him good luck as he spent his final days with the police department in late March. According to the police department, Crowley began his law enforcement career in July 1989 as a police officer with the Lambertville Police Department in Hunterdon County. Crowley was hired in Jackson in August 1992 and served as a patrol officer until May 1999, when he was transferred to the Traffic Safety Unit.
Crowley was promoted to sergeant in May 2018 and assigned as a supervisor of a patrol squad in the Uniformed Services Division. During his tenure with the Jackson Police Department, Crowley was also a member of the Special Response Team, he conducted in-service training for the department’s members and he taught the Emergency Vehicle Operator Course to new recruits at the Ocean County Police Academy. Police administrators said that during his career, Crowley received letters of commendation and department awards that included good conduct ribbons, a unit citation, an achievement ribbon and an excellent police duty ribbon.

2020 GMC Acadia AWD Denali
H
aving grown up on the grimy streets of the Bronx, I don’t pretend to be any kind of expert outdoorsman. I don’t know how to hunt or fish. But, on the other hand, having now lived the majority of my life in South Jersey, I do know my way around the pristine Pinelands, where I have hiked and biked. So, with that in mind, I was able to use my learned skills during the one week I recently road tested the 2020 GMC Acadia AWD Denali. I took it off road in the Pines on a hiking adventure, where its AWD “off road” gear passed the test admirably. This Denali chewed up the sandy, rough Pines trails admirably. On a separate sojourn, with the second and third rows folded, I fit my specialized hybrid bike, easily and without struggling, into the rear cargo area – no need for a bike carrier. I took off for the Schuylkill River Trail in Philly. It was quite easy to take the bike in and out of the back of this Acadia without much struggle. This six seat SUV is one of those rugged, off road capable vehicles that also exhibits some of those “high life” qualities it takes its namesake from. Acadia National Park in Maine is known for its splendid beauty. It’s mountain ranges feature some of the highest elevations along the Atlantic Highlands. The Denali is the name of the highest mountain peak in the United States in Alaska. “Alaska has long been a magnet for dreamers and misfits, people who think the unsullied enormity of the Last Frontier will patch all the holes in their lives,” wrote author Jon Krakauer in his riveting outdoor book, “Into the Wild.” While this 2020 GMC Acadia AWD Denali won’t patch all of those holes in your life, its versatility will certainly fill a lot of the various needs the typical SUV buyer is looking for when they go shopping for a mid-sized, three row truck like this. This SUV, like many in its class these days, is rugged enough to withstand the rigors of an active, multi-family use lifestyle. At the same time, it has some elegance and charm to it. The standard version of the Acadia Denali has enough high end technology and style inside to make it glamourous.

The Acadia is available in five models: SL, SLE, SLT, AT4 and the Denali. The Denali I tested is the top of the line model that carries a base price of $48,300. With options and destination charges, the MSRP sticker price on my tester was $52,435. The options include: a technology package ($1,795); a trailering package ($695); $495 for the Satin Steel Metallic paint and $1,195 for destination charge. The trailering package includes: a rear camera mirror with washer; advanced adaptive cruise control; enhanced automatic emergency braking and HD surround vision. There are three different engine options: a 2.0 liter, 4 cylinder turbo (230 horsepower); 2.5 liter, 4 cylinder (193 horsepower) and a 3.6 liter, V6 (310 horsepower). My tester featured the 3.6 liter, V6 coupled with a new for this year 9 speed transmission. I found this engine and transmission combination to be very pleasant. This vehicle shifts smoothly and has more than enough power to make aggressive lane changes and quick highway passes. Of the 2020 GMC Acadia Denali, Consumer Reports, writes: “The Acadia is a very pleasant three row SUV, particularly in the Denali trim. The ride is steady and
composed, and handling is responsive” I would wholeheartedly agree with CR on those points. This year’s version of the GMC Acadia Denali was some significant changes. First and foremost is the new exterior design look. It features a new rugged looking front grille and rear profile, which I find give it a more refined and less boxy look. It also has, this year, GMC’s newer “C-shaped” front headlights, which also give it a more elegant touch as well. On the inside, one of the more noticeable changes, is the automatic gear shifter, which is now push button and located in front of the center console and below the center screen infotainment screen. I must admit, this threw me for a loop when I first hopped in, but once I got used to it, it was no big deal. Overall, the bold, geometric design of the interior of this Acadia is at first, not that appealing. But, like the face of the bulldog pup, it does grow on you. The EPA fuel rating for this Acadia is 21 miles per gallon overall – 18 mpg in city driving and 25 on the highway. The average annual fuel cost comes in at $1,950 ,as it is rated at as using 4.8 gallons per 100 miles. This vehicle has not been rated for the
government’s 5-star safety crash test yet. At a base price of $48,300, this Denali comes chock full of some impressive standard equipment including: 20-inch, ultra bright, aluminum wheels; GMC infotainment system; navigation; 8-inch touch screen; remote start; heated leather seats and steering wheel; ventilated front driver and passenger seats; tri-zone climate control; power liftgate; front and rear park assist and a lot more. As CR reports: “This family friendly SUV is very quiet, the front seats are comfortable and the infotainment system is easy to use. The outboard second row seats can slide and tilt forward, even with a child seat in place.” I would have to agree with the usually fair and unbiased CR. Overall, my impression of the 2020 GMC Acadia Denali is quite positive. I feel that any consumer who is seriously considering an upscale, three-row SUV of this size would be lax to not give it serious consideration.

Medical marijuana patients face challenges during COVID-19 crisis By JENNIFER AMATO Managing Editor

here are 73,000 patients in New Jersey’s medicinal cannabis program, which represents only a small fraction of the number of people in New Jersey who could benefit from medical marijuana, according to Anne Davis, the former executive director of the New Jersey chapter of the National Organization for the Reform of Marijuana Laws, and part of the Cannabis Law Committee of the New Jersey Bar Association. Patients who rely on the use of medical marijuana have been affected by the ongoing COVID-19 outbreak in several ways. As with other products, there has been panic buying of medical marijuana. This has led to long lines at the alternative treatment centers (ATC) and certain strains are either not available at all, or only available in reduced amounts. “Supply cannot keep up with increasing demand,� Davis said. There are seven ATCs currently dispensing medical marijuana in New Jersey: Greenleaf Compassion Center of Montclair, Compassionate Care Foundation of Egg Harbor, Garden State Dispensary of Woodbridge and Union Township, Breakwater Alternative Treatment Center of Cranbury, Curaleaf NJ Inc. in Bellmawr, Harmony Dispensary in Secaucus and Rise in Paterson. Previously, all dispensing had to occur in an ATC and the registration fee for caregivers was $100, unless caregivers qualified for the standard reduced fee, Davis said. The waivers also remove the requirement for ATC personnel to conduct in-person consultations for new patients, unless requested. Consultations can be done over the phone instead of in person. “The majority of New Jersey’s nine million residents could benefit from marijuana therapy at some time in their lives, when you consider all of marijuana’s therapeutic uses. “If you live in the Garden State, you have a one in three chance of having a cancer diagnosis at some time in your life. Chronic pain affects about one in three. “The state is finally beginning to recognize mental and emotional conditions that qualify for marijuana therapy, and PTSD and anxiety are just the tip of the iceberg. We all die, and marijuana improves the quality of life of the dying like no other drug,� Davis said. Patients who cannot get their medicine suffer needlessly or risk arrest and imprisonment by obtaining their medicine from the black market, Davis said. “Even if medicine is obtained from the black market, there is no guarantee particular strains that are most effective for the patients’ conditions are available, or that the cannabinoid content is known and consistently available, or that the marijuana was grown organically and is free of pesticides, molds, heavy metals, etc. “Patients can illegally grow it themselves, but there are Draconian penalties associated with this, including a decade or
more in prison and forfeiture of property. “Besides, it takes several months to produce a crop and usually requires special equipment and know-how to produce medical grade marijuana,� Davis said. In addition, seeking out medicine from the black market violates social distancing mandates from the government and places vulnerable patients at greater risk, Davis said. “Home cultivation for patients is a solution the Coalition for Medical MarijuanaNew Jersey endorses. Gardening itself is therapeutic. “To grow a therapeutic herb is to get twice the bang for your buck. To produce your own medicine and titrate it to control your own symptoms, under medical supervision, is a wonderful advance in American health care. “It minimizes the pharmaceutical industry and the insurance industry from the health care picture, along with their huge profits. Davis said the state Legislature should immediately amend the Compassionate Use Act to allow medical cannabis patients to possess and grow up to six cannabis plants, just as the New Jersey Senate voted they should be allowed to do in the Compassionate Use bill, on Feb. 23, 2009, by a vote of 22-16. The Attorney General should also enact a moratorium on arrests of patients growing their own essential medicine and the Legislature should at least decriminalize it in emergency legislation, she said. Patients could get clones, plants or seeds from ATCs and they are already registered with the department for verification. There can be a small fee for each plant and a tag can be placed on the plant so law enforcement agents can easily tell which gardens are legal, she said. “This is essential access,� Davis said.
