Pandemic slows restoration efforts at MacKenzie house By CHARLES DAYE Staff Writer

M

embers of the Howell Heritage and Historical Society have been applying for grants and relying on donations in their ongoing effort to restore the historic MacKenzie House Museum and Library on Lakewood-Farmingdale Road in Howell. The coronavirus pandemic that overtook New Jersey in March 2020 and is now in its 13th month has also slowed the society in its plan to eventually reopen the building to the public. The MacKenzie house was previously owned by Howell and is now owned by the Howell Heritage and Historical Society. The house had its origins as a settler’s cabin between 1730 and 1750. A grist mill was built in 1779 and the cabin became the miller’s home. An addition to the home was built in the 19th century. Jessie and James MacKenzie purchased the house in 1956 and owned it until 1982, when Howell paid for a restoration. Artifacts that remain in the building were owned by a historical society that no longer exists. In 2019, the Township Council sold the building to the Howell Heritage and Historical Society. Bob Novak became president of the new organization in January 2020. In February 2020, the society officially took over the building. In an interview this week, Novak told the Tri-Town News the COVID-19 pandemic has made the restoration process more difficult. “The way the past year has worked out with COVID, there were not a lot of things we could do,” he said. One thing the historical society has been able to do is reach out to the community through newsletters and fundraisers. “We did an Old Monmouth Candies fundraiser … and a portion of the proceeds went to (the restoration) funds and there were a few people who made a donation in lieu of buying candy, so I guess they didn’t need any extra sweets around the house,” Novak said. torical society’s restoration efforts to the attention of the public, “but it is a slow go, to kind of build up funding,” Novak said. “Hopefully, we want to be able to reopen the house for the public to stop in. Whether we do formal or informal education events about the house, the owners and its history. The back part of the house is from about the early 1800s, we are not sure of the date,” Novak said. The front of the MacKenzie house dates

from the 1850s. “Basic restoration, after 150 years or so things start falling apart,” Novak said about some of the work that will be required at the site. The northwest foundation and the porch pillars must be addressed as the situation continues to deteriorate. Dirt from a sidewalk and under the porch is sliding into the basement and that is causing the west end of the porch to sink.

At some point the porch roof will become an issue and the members of the historical society want to avoid seeing that type of damage occur at the MacKenzie house. The members of the Howell Heritage and Historical Society are planning to hold their first in-person meeting of 2021 on April 23. Monmouth native composes score for new film By MATTHEW SOCKOL Staff Writer

A

family drama that was released this month features the first featurelength film score by a composer who is a native of Manalapan. Craig Flaster, 32, composed the music for the 2021 film “The Girl Who Believes in Miracles.” The film tells the story of a young girl whose faith in God leads to miracles occurring around her. Flaster, the son of Alan and Phyllis Flaster of Manalapan, is a 2007 graduate of Manalapan High School. In an interview this week, he cited his sister, Meredith Buchholtz, as his biggest influence. “I was always entranced by her musical performances, from her time as Maria in ‘West Side Story’ and Mrs. Lovett in ‘Sweeney Todd’ at Manalapan High School. “More than that, she was always a huge movie buff and I would listen to her soundtracks of movie and Broadway musicals. I have a vivid memory of listening to her cassette of John Williams’ score for ‘Return of the Jedi’ as a 4-year-old kid and I was hooked,” he said. Flaster considered becoming a director or a screenwriter because he enjoyed all aspects of filmmaking, but said he connected the most with the musical aspect and taught himself compositions from the film soundtracks he listened to. His first project was a score for the epic poem “Beowulf,” which he composed as an assignment in his junior English class. “Pretty much since then, my goal has been to write music for movies,” he said. Flaster graduated third in his class at Manalapan High School and went on to earn a music degree from Tufts University, magna cum laude. He worked as a producer for MTV in New York before moving to Los Angeles to become a film composer. Flaster suggested that individuals who are starting out in the entertainment industry should meet as many people as they can and be friendly, open with, and kind to everyone.

“I made some really good friends at a day job I was working in Los Angeles while I was trying to be a freelance composer and through that friends group, I was introduced to people working on ‘The Girl Who Believes in Miracles.’ “The director, Rich Correll, who is immensely talented and has had a pretty amazing career in TV, was looking for a more old-fashioned score and apparently was having a hard time finding someone. “(The people working on the film) asked me if I had any demos I could send in that style and that happens to be the type of music I love to write. “Rich and I had a long conversation in which it became clear we were pretty simpatico regarding film music. After writing another demo, I got the gig,” he said. Flaster explained that he grew up on scores with big themes and melodies, which is what Correll wanted for “The Girl Who Believes in Miracles.” He came up with 10 themes from reading the script. After watching a rough cut of the film he eliminated some themes, developed new ones and modified others to fit the movie. “Once I had these themes as a baseline, Rich and I worked together to figure out which scenes needed music and what the feeling of that music, namely the emotional centers of each scene, should be,” Flaster explained. After determining which music to use and the scenes in which to use music, Flaster set to work scoring the individual scenes. “All in all, I wrote a little over 60 minutes of music for the film, including pretty much wall-to-wall music for the film’s climactic last 25 minutes. I was lucky enough to record the score with talented orchestra musicians in Oklahoma and I can’t wait for people to hear the end result. “It was an incredible and thrilling experience working on the film. I’m very proud of the score and excited for people to check out the movie. “It’s a lovely, inspirational family film that is beautifully directed by Rich Correll

and wonderfully acted by a cast that includes Oscar winner Mira Sorvino, Emmy Award winner Peter Coyote, and Kevin Sorbo, as well as the amazing young actress Austyn Johnson, who really anchors the film in the title role. “It was an absolute joy to be involved in every respect,” he said. “The Girl Who Believes in Miracles” had a premiere at the AMC Freehold 14 in Freehold Township and that was particularly significant to Flaster because he saw movies at that theater as he was growing up in the area.

“All of my best movie memories are from that theater, from the time it was a Loews when I was a really little kid. “My parents, sister and a bunch of friends saw the movie there and while I was sad I could not fly home to watch it with them yet because of the pandemic, I was smiling from ear to ear and tearing up when I found out where they would be watching my movie. “The thought of my score coming through the speakers at my hometown theater while my family and friends were seeing it is beyond words,” Flaster said.

Howell council adopts new salary ordinance for patrol officers By CHARLES DAYE Staff Writer

HOWELL – Township Council members have adopted an amended salary ordinance which sets salary ranges for patrol officers in the Howell Police Department. Mayor Theresa Berger, Deputy Mayor Thomas Russo, Councilwoman Evelyn O’Donnell and Councilman John Bonevich voted “yes” on a motion to adopt the

salary ordinance during a recent meeting. Councilwoman Pamela Richmond was absent from the meeting. According to the salary ordinance, a probationary officer who is hired in 2021 will be paid about $42,000. An officer in the highest salary range (step 13) would be paid about $140,000 in 2023. Township Manager Brian Geoghegan said it can take an officer between 14 and 15 years to reach step 13.

“Usually, an officer is hired and is paid at a police academy step, until their graduation from the police academy, most often within the first year. “Once they graduate, they go to a probationary step for one year, before entering the ‘step system’ at one year per step. “If an officer comes to us already trained, they will usually start at the probationary step, skipping the police academy step. “Occasionally, if an officer transfers to Howell with extensive prior law enforcement experience, the Police Chief will make a recommendation to the township manager to start that officer at a higher step,” Geoghegan said. PBA Local 228 represents Howell’s patrol officers and recently received a new contract from the Township Council. PBA President James Alexander said, “Our two primary goals (in seeking a new contract) were to get a fair compensation package and to protect our members’ work environment; just to safeguard some of the contractual rights they have. “Obviously, everything we asked for we didn’t get, we made some changes to our schedule regarding shift switches …

We made changes to some of our leave policies, limiting our leave. “We made concessions regarding our light duty policy; essentially giving the township or the administration the ability to change an officer’s shift around if they are going to be on light duty,” Alexander said. Negotiations on a new PBA contract began in late 2019, but were interrupted by the onset of the coronavirus pandemic in March 2020. A new contract was ratified by both sides in early 2021. “I think the process worked the way it was supposed to work. I think it was good faith on both sides and I think we worked out a contract that was beneficial to both sides. I am happy with it and the membership is happy with it as well,” Alexander said. The pandemic impacted the contract, not just the negotiations. He said Howell’s representatives expressed the financial uncertainty surrounding the pandemic. “We kind of tailored our compensation package to address some of those needs of the township, so we made some concessions there,” Alexander said.

Jackson school board to vote on $150M budget By CHARLES DAYE Staff Writer

JACKSON – The members of the Jackson School District Board of Education have introduced a $150.6 million budget to fund the operation of the school district during the 2021-22 academic year. The budget will be supported in part by a tax levy of $97.5 million to be collected from Jackson’s residential and commercial property owners. A public hearing has been scheduled for April 28.

For the 2020-21 school year, the board adopted a $152.6 million budget. Property owners paid $95.79 million to support the budget. From 2020-21 to 2021-22, the budget has decreased by $2 million, but the local tax levy has increased by $1.71 million. In 2020-21, Jackson’s school tax rate was $1.39 per $100 of assessed valuation. The owner of a home assessed at $250,000 paid about $3,475 in school taxes, the owner of a home assessed at $325,000 paid

about $4,520 and the owner of a home assessed at $400,000 paid about $5,560. In 2021-22, Jackson’s school tax rate is projected to increase to $1.41 per $100 of assessed valuation. The owner of a home assessed at $250,000 will pay about $3,525 in school taxes, the owner of a home assessed at $325,000 will pay about $4,580 and the owner of a home assessed at $400,000 will pay about $5,640. The average home in Jackson is assessed at $329,181 and the owner of that

home will pay about $4,640 in school taxes (1.41 x 3,291). State school aid has continued to decrease under the terms of a state law known as S-2 that was enacted in 2018. Jackson will lose $4.23 million in state aid for the 2021-22 school year. During the 2018-19 school year, Jackson received $48.77 million in state aid. During the 2019-20 school year, state aid decreased to $46.47 million. During the 2020-21 school year, Jackson received $42.99 million in state aid. For the 2021-22 school year, Jackson will receive $38.75 million in state aid. The reduction in the district’s state aid is made as administrators deal with other annual factors in the budget, including contractual obligations; rising costs for items such as software licenses; gas prices; increasing insurance premiums; tuition increases to send some students to out-ofdistrict educational facilities; and changes to the district’s health plan. Administrators said the 2021-22 budget maintains investments in curriculum and technology. They said the proposed budget does not allow them to make needed capital improvements or significant curricular advancements. Administrators said the budget will increase class size in some grade levels. Administrators said Jackson has received COVID-related Elementary and Secondary School Emergency Relief II funds (ESSER II) which are being used to measure and effectively address learning loss. Even with the ESSER II funding, the impact of the S-2 state aid reduction and increasing costs will impact the district greatly, according to administrators. Additional impacts being attributed to the lost state aid for 2021-22 include the loss of 40 positions through attrition, retirements and a reduction in force, which will increase class sizes; curriculum adoption will be reduced to what administrators described as the bare minimum of updates needed to maintain programs; the loss of the majority of Jackson’s Tier 1 capital projects; a reduction in summer curriculum writing; significantly reduced professional development; a reduction in school supply budgets; and an increase in participation fees for sports and activities. The participation fees were put on hold during the current school year due to COVID-19. Administrators said the 2020-21 school year saw a reduction in staff members, including administrative positions, budget cuts in all departments and the elimination of all capital improvement projects, with the exception of an energy savings program.

Jackson Memorial grapplers win 5 medals at state tourney By STEVEN BASSIN Staff Writer

T

he Jackson Memorial High School girls wrestling team saw five of its six state tournament qualifiers win a medal during the NJSIAA state wrestling tournament that was held on April 10 at Phillipsburg High School. Abigail Stanberry (151), Jordyn Katz (161), Chloe Lawler (128), Aleksandra Biesczcad (215) and Kamila Biesczcad (143) each earned a medal to cap off a terrific 2021 season. “We are very dedicated to what we do on the mat,” Coach Joe Lemke said. “We have a great room and a great atmosphere. The girls are determined to do well and set their minds on what they want to do.” Stanberry reached the championship match at 151 pounds. She lost that bout and took home the silver medal. At the south region tournament that was held at Williamstown High School the prior week, Stanberry won her first region championship. Stanberry, the No. 3 seed, pinned No. 2 seed Rachel Forsman of Eastern Regional High School in the semifinals. In the final, Stanberry faced Kingsway High School’s Katherine Bott, who was the No. 1 seed. Stanberry pinned Bott 27 seconds into the third period to win the region crown. A week later in the state tournament final, Bott pinned Stanberry to claim the title. Stanberry’s improvement from 2020, when she placed sixth at the state tournament, to 2021, when she placed second, was the result of her hard work and dedication in the off-season, Lemke said. “I think the learning experience of competing in the state tournament last year helped her a lot,” the coach said. “She dedicated a lot of her time in the off-season to train and took a leap both physically and mentally.” Stanberry became the school’s third regional champion in the last three years. Kayla Gregory won a regional crown in 2019 and Avery Myers (128) won a regional crown in 2020. Both wrestlers went on to place second at the state tournament in the same year they won their regional crown.

In 2020, Katz reached the state tournament final at 143 pounds. She lost the title match and earned the silver medal. In 2021, Katz wrestled at 161 pounds and won a bronze medal at the state tournament. Stanberry and Katz will be seniors next season and Lemke believes they will both have a chance to win a state title. Lemke said Lawler and Aleksandra Biesczcad had excellent runs toward winning a state tournament medal this season. Lawler did not compete in the 2020 postseason due to an injury. She was determined to come back strong in 2021 and make a run at qualifying for the state tournament. Lemke was pleased to see Lawler achieve her goal and place at the state tournament.

Biesczcad, who started wrestling a year ago, advanced to the 2021 state tournament. Lemke said he has been impressed with Biesczcad’s development over two years and it showed with her fifth place finish in the state tournament. Biesczcad got her sister, Kamila, to try wrestling this season and Lemke was excited to see her place sixth in the state tournament. Gina Novello (180) also competed in the 2021 state tournament for the Jaguars. A year ago, Novello placed sixth at the 2020 state tournament. Lemke is proud of the success his wrestlers have been able to achieve in three years. “Early on, we knew we had something

special here in Jackson and we are striving to continue that success. “We have a talented group of girls who are willing to learn more about the sport. We want to get as many girls into as many region and state tournaments as we can,” he said. Lemke said he is proud of how his wrestlers and assistant coaches Chris Rash and Diana Strizki handled the challenging circumstances surrounding the ongoing coronavirus pandemic this season. He said everyone in the program was on the same page. “The girls are extremely dedicated and professional. It was our goal to try to do the best we could with what we had. Everyone stepped up,” he said.

Only A Shower From This Thunder By Paul Hall

A

ll superheroes, and for that matter supervillains, have an origin story. This is the tale of the creation of Thunder Force, now on Netflix. Emily Stanton (Octavia Spencer) was only 12 years old when she lost her parents to an attack by the villains known as Miscreants and since then the highly intelligent Emily has dreamt of bringing the evildoers to justice. As Emily was getting used to her new school after moving in with her grandmother, she displayed her smarts in her classes. This intelligence brought out the bullies, but Lydia Berman (Melissa McCarthy) would have none of it, sticking up for Emily from early on. The two girls become friends at a young age; though they couldn’t be more different, they make

an indelible connection with each other. As high school comes to an end, the two are obviously heading in different directions. Emily is driven to advance her knowledge while Lydia just wants to have fun. The wall grows between the two and they head their separate ways. Now, 25 years later, a high school reunion is in play and the women, who have been estranged for years and remain very different, reconnect, but the results are quite different than anticipated. Emily’s knowledge and Lydia’s brawn come together to form a crazy crime-fighting duo who ultimately take the name Thunder Force. Origin stories tend to drag in any superhero story, and Thunder Force is no exception. While moments of the crimefighting duo’s narrative feel forced and seem out of place, the film gets its legs as it progresses. A clunky introduction to

both the Miscreants and Thunder Force leaves a bit to be desired and a number of details are left out of the film. Where the film works is in poking fun at pop culture and laughing at itself. Chuckles abound, and although we don’t get a number of extreme laughs, these moments of humor make the experience pleasant with Thunder Force. I love that Spencer brings her dramatic prowess to the screen in this lighter offering. McCarthy remains queen of pratfalls, and her self-deprecating humor is intact. But I’m probably most hopeful for the young Taylor Mosby, who takes on the role of Tracy Stanton and steals scenes at a moment’s notice. Pop culture references from Steve

Urkel to Van Halen, Bon Jovi and Slayer stirred up fond memories in my head, and that definitely gave me the warm fuzzies. Although this won’t win any awards, Thunder Force brings the thunder in fun and music that resonated with me. And yes, as there should be, there is a Thunder Force theme song before the film ends. Howell council members introduce $54.8 million budget By CHARLES DAYE Staff Writer

HOWELL – The Howell Township Council has unanimously introduced a 2021 municipal budget that totals $54.84 million. Officials set May 11 as the date for a public hearing on the spending plan. Mayor Theresa Berger, Deputy Mayor Thomas Russo, Councilman John Bonevich, Councilwoman Pamela Richmond and Councilwoman Evelyn O’Donnell voted “yes” on a motion to introduce the budget during the April 13 council meeting. The 2021 budget will be supported by the collection of $29.2 million in a local tax levy to be paid by Howell’s residential and commercial property owners. Municipal officials said $24.6 million will be appropriated to salaries; $25.4 million will be appropriated to non-discretionary other expenses; and $4.59 million will be appropriated to discretionary other expenses. In 2020, council members adopted a $53.54 million budget that was supported by the collection of $29.2 million in a local tax levy. While total appropriations have increased by $1.3 million from 2020 to 2021, the local tax levy will remain stable at $29.2 million.

Municipal officials maintained a stable tax levy by increasing the amount of money that will be taken from Howell’s surplus fund (savings account) and applied as revenue in the budget. In 2020, officials used $6 million from the surplus fund as revenue in the budget. In 2021, officials will use $7.28 million from the surplus fund as revenue in the budget. Chief Financial Officer Louis Palazzo said the increased amount of surplus funds to be appropriated in 2021 will keep the tax levy stable from 2020 to 2021. In 2020, with a tax levy of $29.2 million, the municipal tax rate was 39.45 cents per $100 of assessed valuation. The average home was assessed at $365,623 and the owner of that home paid about $1,442 in municipal taxes (0.3945 x 3,656). In 2021, with a tax levy of $29.2 million, the municipal tax rate is projected to decrease to 38.6 cents per $100 of assessed valuation. The average home is assessed at $371,527 and the owner of that home will pay about $1,434 in municipal taxes (0.386 x 3,715). Municipal taxes are one item on a property owner’s total tax bill. Property owners also pay Howell K-8 School District taxes,

Freehold Regional High School District taxes, a fire district tax and Monmouth County taxes. During the public comment portion of the meeting, Rob Nicasto, a former councilman who currently serves on the Howell Planning Board, said he reviewed the budget and had some questions. “One question I have, as the council prides itself as being fiscally responsible, I have noticed new hires in the budget. This is not about any individuals. I looked at the hiring of the EMTs (emergency medical technicians). “I believe that is a wash because we do medical, we do billing, and the cost of those EMTs will be a wash based on the revenue we generate through the EMS (emergency medical services) program. The police officer (being hired) is a wash, it is probably replacing a retiree. “Then we have a full-time Office of Emergency Management (OEM) coordinator,” Nicastro said. He asked the council members why they would change from having a person who is being paid a stipend to serve as Howell’s OEM coordinator to employing a full-time OEM coordinator. “We have dealt with hurricanes and

blizzards; we are moving a position that now has a stipend of $7,500 to (a full-time position at) $55,000. I think if this is based on COVID, COVID is going to end. We have had many emergencies before, there have been many OEM coordinators (in Howell), there is a full-time OEM coordinator at the county,” Nicastro said. He said the change does not seem fiscally responsible and said he believes the change will create more bureaucracy. Berger said the current OEM coordinator, Victor Cook, has brought in more than $417,000 to Howell. “He has written grants, I have worked on grants with him. In my opinion, at this point, he has paid for his salary,” the mayor said, adding that she respects Nicastro’s opinion. “For someone to bring in $417,000, or closer to $600,000, I think that is a positive for our town. I think we should keep that person to continue those grants,” Berger said. Resident Tina Smilek and Bonevich asked how Nicastro had seen the budget since it had not been made public at the time of the meeting. Berger said that question should be looked into.

ust about 7 years ago, when I was selling Mercedes Benz automobiles, a representative from the German automakers North American headquarters gave a presentation to our sales crew on where the product lineup was heading. It was generally upbeat. But, decidedly pointed in one direction. “Smaller.” “We are going to get smaller.” That was the clear-cut message. What the Mercedes rep meant, more specifically, wasn’t that Mercedes, as a company, was going to shrink. No company looks to the future and says that. Rather, he was saying that the product lineup and offerings in the North American market were going to lean towards offering smaller cars and SUVs with smaller engines that are less expensive Peter Perrotta and get better gas mileage. Lo and behold, his message was right on target. In the coming years, Mercedes introduced the smaller CLA class sedans, the smaller GLA class crossover/SUVs, the even smaller A class sedans and in 2019 the smallest of its SUV/crossover line the GLB class. Basically, unchanged since its 2019 inception, I recently jumped behind the wheel of the 2021 Mercedes GLB250 4matic SUV for one week to get a first-hand look of this new product trend for Mercedes. First off, if you are a veteran Mercedes owner or observer, and you are looking for this relatively new GLB offering to be comparable to the larger GLC or GLE SUVs the German automaker has offered for years, you will be disappointed. The GLB doesn’t have the same luxury feel and solid quality build standards as its larger brethren GLC or GLE crossovers. However, that doesn’t mean it isn’t a solid contender in the smaller, compact crossover space. With a base price $40,050 for the 4matic – or 4 wheel drive – version of the GLB,

its starting price point makes it available to a wider range of buyers. However, with a small 2.0 liter inline four cylinder turbo charged engine that puts out 221 horsepower, you won’t be winning too many road races with this one. So, for judging the GLB for what it is, you can expect a comfortably designed compact crossover with enough amenities to make it feel luxurious. The ride quality is adequate, but not above average. For the week I drove the GLB, I took several longer trips with it in inclement weather and I must say it held up quite nicely handling in the rain. For that performance, I would give the GLB high marks. Where I feel the GLB falls a tad short is in the performance and handling category. I think the performance and handling quality of its larger brethren GLC or GLE crossovers is a notch above what you get with the GLB. It’s not that the GLB is all that bad in the ride and performance category, it’s just that it isn’t as athletic or agile in tight or high end driving situations as we have come to expect from a Mercedes. That being said, not everyone who is looking to own a compact crossover like

the GLB may even care about how athletically this vehicle performs. For some, it may be more important that the GLB is roomy and comfortable for a vehicle in this class and it can carry a couple of kids, a dog and your weekend camping supplies rather nicely. If that’s the case the GLB works just fine. While the base price of my tester came in at $40,050, the bottom line sticker price of my car was a heftier $54,035 with added options and $1,050 for destination and delivery. Some of the added options included: $1,450 for leather; $720 for Patagonia Red metallic paint; $325 for black wood trim; $1,500 for a panorama sunroof; $1,700 for a driver assist package; $1,750 for a premium package; $1,295 for the multi-media package. The EPA fuel consumption ratings for the GLB come in at 26 miles per gallon overall – 30 mpg in highway driving and 23 mpg in city driving. The EPA estimates that on average it will cost about $1,900 per year in fuel costs for the GLB as it uses about 3.8 gallons of gas per every 100 miles driven. This model GLB has not been crash safety test rated by the government’s 5-star

safety rating test yet. The editors at Car and Driver give the fairly new GLB high marks for having a “compelling base price”, “cool” infotainment setup and a “roomy” first and second row for passengers. Car and Driver have the GLB low marks for not offering much in the way of standard equipment for having a “sluggish” throttle response, and “tight” passenger space in the optional third row. I agree with the optional third row assessment. It is rather tight back there, really only suited for small children. However, I don’t agree with the infotainment system setup being “cool.” While I think the screen set up and graphics of the MBUX infotainment system is “cool” looking, I think it leaves a lot to be desired in its functionality and ease of operation. It’s far too convoluted and difficult to figure out. However, overall the GLB has a lot to offer for its price point and should be a serious contender on anyone’s short list of compact, luxury crossovers.
