Howell grad Gagliano notches 500 wins as Rebels’ coach By CHARLES DAYE Staff Writer
J
ohn Gagliano, who fashioned an outstanding career as a wrestler at Howell High School before returning to his alma mater to coach the Rebels, notched the 500th dual meet victory of his coaching career late in the 2021 campaign. When the Rebels defeated Piscataway, 69-9, in Piscataway on April 6, Gagliano’s coaching record moved to 500-79 over his 24-year coaching career at Howell. Gagliano’s teams have won two NJSIAA Group V team championships (2017 and 2018), four state sectional titles, seven district team championships and 18 Shore Conference A North Division titles. Gagliano was named the National Wrestling Coaches Association New Jersey Coach of the Year for the 2016-17 season. Howell Deputy Mayor Tom Russo, who is a Rebels wrestling alumni, paid tribute to his former coach during the April 13 meeting of the Township Council. “My old wrestling coach, John Gagliano, got his 500th win and is the first coach in Shore Conference history to do that. It is a big deal. “He is a Howell guy. He went to Howell High School. He was my coach; he coached many people before me and many
great wrestlers and kids after me. “I really appreciate him, he was a big part of my childhood and young adult life. I just want to say thank you, coach,” Russo said. Gagliano graduated from Howell in 1987. He wrestled at Middlesex County College before he transferred to Kean College (now Kean University) in Union County and wrestled for that school for two years. In 1994, Gagliano was hired as a varsity assistant coach at Point Pleasant Borough High School. In 1998, Gagliano returned to Howell High School. He still teaches health and physical education at the school. “This is my 24th year at Howell and my 28th year overall teaching. I love my job. I am very, very blessed. “I love coming to work, I love coaching. There is nowhere else I would rather be than in this building and in this town,” he said. In an interview, Gagliano told the TriTown News he credits his coaches Doug Bower (Howell), John Sacchi (Middlesex) and Craig Spencer (Kean) as his mentors. He said his best memories as Howell’s wrestling coach are the bonds that have been formed during more than two decades he has led the Rebels. “Every year, you just grow and you at-
tach, and you just love to see them. You see them come in as a freshman, then graduate, and then seeing them afterward; seeing how successful and great they are doing. “Some are now getting married (and starting) families. Great job, as a teacher, I am proud of that. Just to be around, and the bonds. “The highlights of the teams we have had and the success we have had, and the championships, and coaching my son here. “There are just so many memories, so many great memories, with teams, with kids, and coaches. The guys I work with, I have great men I work with,” Gagliano said. When informed that Russo made note of his 500th dual meet victory during a recent council meeting, Gagliano said, “Tommy Russo is awesome. He wrestled, his brother wrestled for us, he came through here and he is on the Township Council, it is guys like that. You just love to see (that), and he is a lawyer, I love seeing that.” The Rebels’ coach did not make his 500th dual meet win about himself, saying, “I don’t like to think about something for myself. It is about the kids and it is about the kids doing well and preparing. “Whether it is about the team or the individual (post-season tournaments). That is the focus and it is always going to be the focus,” Gagliano said.

Historical association to present Sept. 11 commemoration
T
he Monmouth County Historical Association (MCHA) has announced plans to commemorate the 20th anniversary of the Sept. 11, 2001 terrorist attacks on the United States. Proposed exhibits and related programs will serve to honor the members of the Monmouth County community who lost their lives that day, according to a press release from the historical association. In addition, the project will pay tribute to the strength
and resiliency exhibited by the citizens of Monmouth County as they joined together to serve the nation, mourn and heal in the tragedy’s aftermath, according to the press release. An exhibit will be staged at the Taylor-Butler House in Middletown, an MCHA historic home built in 1853, from Sept. 11 through October. Additional details will be forthcoming, according to the press release.
As part of this commemorative effort, the historical association is embarking on an open-ended effort to gather oral histories, documents and ephemera. MCHA is inviting members of the community to share their unique reminiscences of how this day impacted them in ways both big and small. Material gathered will be included in the MCHA

Will N.J. remain Garden State or become Warehouse State?
N
ew Jersey has long been known as the Garden State and keeping this title in the face of sprawl development is tough. Now the COVID-19 pandemic has indirectly added a new threat to this state we’re in’s nickname. Even before COVID-19, brick and mortar malls and shopping centers were in decline. But consumers in lockdown from the coronavirus found themselves shopping online for almost every item under the sun, available for home delivery. With this huge surge in e-commerce came the need for more warehouses and fulfillment centers to store, sort and distribute goods – and a lot more trucks to make deliveries. New Jersey is now in the midst of a warehouse construction tidal wave. The Port of New Jersey and New York is the nation’s second busiest. Giant container ships arrive regularly in Newark, Elizabeth and Bayonne, laden with goods to supply much of the East Coast. Everything in those shipping containers is going someplace. A spate of poorly sited warehouses are being proposed on productive farmland, environmentally sensitive areas and sites near residential neighborhoods. Aside from the loss of farmland and natural areas, the warehouses generate noise, traffic and air pollution from trucks. Here are just a few examples of warehouse projects around the state: • Upper Freehold Township, Monmouth County – A community group called the No Warehouse on 524 Coalition is opposing a plan to build a 566,840-square-foot warehouse on 118 acres of farmland along Route 524 — a project that would require a change in zoning. (Editor’s note: The applicant that proposed the warehouse in Upper Freehold Township withdrew the application from municipal consideration on April 16).
• Jackson, Ocean County – Several environmental groups came out against a proposal to build warehouses as part of the Adventure Crossing USA mixed use development project on Route 537. The warehouse component would require clearing 72 acres of forest; opponents say it will generate truck traffic on the edge of a residential area and increase runoff into the Barnegat Bay watershed.

Can warehouse development be steered away from the most important lands, like prime farmland and forests? Somers pointed out that in response to numerous warehouse proposals, Warren County officials conducted a traffic study last fall on the cumulative impact. “If all were built, the impact would be dramatic,” she said. Route 519, currently a two-lane county road, “would have to become a four-lane highway.” Regional land use planning works well in New Jersey, with two successful examples in the Pinelands and Highlands. And New Jersey has a statewide land use plan that could address this issue. The State Plan has been largely dormant since its adoption in 2001, but should be revived and updated to address warehouse sprawl and other current challenges like solar facility siting and climate change. FRHSD voters may be asked to approve referendum By MARK ROSMAN Managing Editor
T
he members of the Freehold Regional High School District Board of Education may soon announce a plan to place a facil-ities improvement referendum before voters in the district’s eight sending municipalities. The possibility of placing a referendum on the ballot was mentioned during the board’s March 11 meeting by Superintendent of Schools Charles Sampson. District administrators said the board’s April 29 meeting could be the evening when a decision regarding a facilities improvement referendum may be made. On Nov. 5, 2019, voters rejected a $41.7 million facilities improvement referendum. The district has eight sending municipalities – Colts Neck, Englishtown, Farmingdale, Freehold Borough, Freehold Township, Howell, Manalapan and Marlboro. The total vote from all eight municipalities combined determined the outcome of each question. The board proposed alterations, renovations and improvements at the district’s high schools in Colts Neck, Freehold Borough, Freehold Township, Howell, Manalapan and Marlboro in the form of three questions. Question No. 1 ($20 million) proposed security initiatives; roofing and paving work; and auditorium renovations at Freehold High School. The question was defeated by about 800 votes. Question No. 2 ($12 million) proposed bleacher replacements and new STEM (science, technology, engineering, mathematics) rooms at each high school. The question was defeated by about 2,000 votes. Question No. 3 ($8.5 million) proposed the installation of synthetic turf athletic fields at Freehold Township High School, Manalapan High School and Marlboro High School, and a new media center at Colts Neck High School. The question was defeated by about 2,700 votes. On March 11, Sampson said any referendum that is placed before voters in 2021 will be “significantly pared down from the last time (2019). We have regrouped, but tens of millions of dollars for projects such as roof repairs, paving and other infrastruc-
ture needs cannot be covered in our operating budget.” Board member Michael Messinger of Marlboro presented a report from the board’s Finance Committee and said costs related to roof repairs and paving at the high schools are being determined. Messinger said $10 million is the working number for those projects.

‘Dynasty’ returns to The CW By Rick Gables Dynasty returns to The CW for its fourth season on Friday, May 7, at 9 p.m. ET/PT. Jackson planners approve application for JB’s Diner By CHARLES DAYE Staff Writer
JACKSON – Members of the Jackson Planning Board have approved an application that proposed the construction of a diner on Route 537 (Monmouth Road), near the Six Flags Great Adventure theme park. The applicant, Lirama, LLC, JB’s Diner, sought preliminary and final major site plan approval during the board’s Feb. 22 meeting. The building will have a 6,500-square-foot dining area and a 5,400-square-foot basement, according to the application. The diner will have a private well and a septic system. Attorney Dennis Galvin represented the applicant and said the plan is for “JB’s Diner in Jackson. It is not the Jackson Diner. There is no relationship to any diner in town.” He said the site for JB’s Diner is just beyond the Great Adventure employee entrance. “A virgin wooded area is going to be developed as it is supposed to be developed,” Galvin said.
The applicant sought several variances, including one for proximity to a residential zone. “The odds are that the property to our east will be developed commercially as soon as they can find a reasonable person to come in and use that property,” Galvin said. He said he spoke with the owners of the property and they did not express any objection to the plan for the diner. A parking variance was also requested. Galvin said the parking requirement described in a municipal ordinance was for the total size of the building. He said there would be sufficient parking for the dining area. The applicant proposed 130 parking spaces. Rakesh Darji, a professional engineer and planner, testified on behalf of the applicant. He said the property is in a Highway Commercial zone. “The basement space is going to be used for a small office … in-house baked goods, cold storage and space for equipment and supplies. There will be no seating, no other preparation, down there,” Darji said. Access to JB’s Diner will be from Route 537.
“The site fronts on Route 537 between Millstone Township and Jackson, and this portion of the road is under Monmouth County’s jurisdiction,” Darji said. He testified that the applicant’s representatives met with representatives of the county to come up with acceptable access to the site. The site design will accommodate passenger vehicles, tractor-trailer deliveries and garbage trucks for the collection of trash and recyclable materials. Owner-applicant Cupertino Herrera owns a diner on Route 33 in Howell. He said the diner in Jackson will operate in a similar fashion. He said the diner in Jackson would have about 25 employees during peak hours of operation. Herrera said he had been looking for property in Jackson for some time. Board member Joe Riccardi asked if the storage space at the Howell diner is similar to what was being proposed at the Jackson location. Herrera said the storage space is similar and said it works fine in Howell. Riccardi asked about seating at the Howell location, as a point of reference. Herrera said that the Howell diner seats
200 guests. “200, so you are used to this volume, you know what you are talking about. You have done this before, this is a business you know,” Riccardi said to Herrera. The proposed hours of operation for JB’s Diner are 6 a.m. to midnight. Resident Raymond Hendrickson said he is on the lot immediately to the right of the applicant’s property and said he did not speak with anyone connected to the application. He also expressed concern about light pollution and people turning around on his property. Galvin clarified he was not speaking about Hendrickson earlier in the meeting, but the lot owner west of the diner property. The attorney said he made a directional mistake and apologized. “As far as the fencing, what would you like there?” Galvin asked Hendrickson. Hendrickson said he would like a 6-foot-tall fence and said he did not have a preference for the type of material the applicant would use. Following the conclusion of testimony and public comment, a motion was made to approve the application. Board members voted unanimously to approve the plan.

Residents may comment on Howell’s $118M school budget By CHARLES DAYE Staff Writer
HOWELL – The Howell K-8 School District Board of Education will hold a public hearing on May 5 regarding the adoption of a $118.1 million budget that will fund the operation of the school district during the 2021-22 school year. Board members Albert Miller, Denise Lowe, Ira Thor, Jennifer Okerson, Laurence Gurman, MaryRose Malley, Mark
Bonjavanni and Scott Jeffrey voted to introduce the budget during a meeting on March 17. Board member Cristy Mangano was absent from the meeting. The school district’s 2020-21 budget totaled $124.8 million and included a tax levy of $82.3 million that was paid by Howell’s residential and commercial property owners. The owner of a home assessed at the township average of $363,311 paid about $3,994 in K-8 school taxes. The 2021-22 budget proposes a tax levy
of $82.04 million to be paid by Howell’s residential and commercial property owners. Information regarding the impact of the budget on school taxes is expected to be available during the May 5 public hearing. The Howell school district will see a decrease in state aid of $3 million from $28.19 million in 2020-21 to $25.16 million in 2021-22 under the terms of legislation known as S-2 that was signed into law by Gov. Phil Murphy in 2018.

The law changed the way state aid is distributed among New Jersey’s school districts. As recently as the 2018-19 school year, Howell received $32.63 million in state aid. The reduction in state aid as mandated by S-2 is expected to continue each year through the 2024-25 school year. Some school districts that are losing state aid under S-2 have filed a lawsuit against the state regarding the legislation. Superintendent of Schools Joseph Isola said any reduction in the district’s staff that occurs prior to the start of the 202122 school year would be accomplished through attrition, such as the retirement or resignation of current staff members. “We do not anticipate the need to have a reduction in force of (non-retiring or nonresigning) staff members,” Isola said. Assistant Superintendent for Business Administration Ronald Sanasac said losing $3 million in state aid from 2020-21 to 2021-22 is “huge” for the district. “We are reducing some of our surpluses and we are not advancing some projects that could be advanced. We are leasepurchasing some things we had originally planned on buying fully purchased. We are able to manage it, but as (the reductions scheduled by S-2) continue, there are going to be worse and worse decisions to make,” Sanasac said. According to a budget document posted on the school district’s website, Howell’s enrollment on Oct. 15, 2018 was 5,612 pupils; the enrollment on Oct. 15, 2019 was 5,601 pupils; and the estimated enrollment for Oct. 15, 2020 was 5,600 pupils. District administrators have not provided an estimated enrollment for October 2021.

he Freehold Regional High School District Board of Education has introduced a $197.7 million budget to support the operation of the six-school district during the 2021-22 school year. District administrators said the budget would be supported by the collection of $143.2 million in taxes from residential and commercial property owners in the district’s eight sending municipalities: Colts Neck, Englishtown, Farmingdale, Freehold Borough, Freehold Township, Howell, Manalapan and Marlboro. A public hearing on the proposed budget has been scheduled for 6:30 p.m. April 29. The board may adopt the budget that evening. The FRHSD’s remaining debt was paid off in the 2019-20 budget and the 2021-22 budget does not require the collection of a debt service tax levy, according to Rebecca Policastro, the district’s spokeswoman. The budget for the upcoming academic year includes a loss of $6.7 million in state aid. The FRHSD’s state aid will decrease from $40.73 million in 2020-21 to $34.05 million in 2021-22. Superintendent of Schools Charles Sampson said savings in the district’s expenditures were realized in the areas of transportation and energy when the six high schools were closed at the onset of the coronavirus pandemic in March 2020 and remained closed through June. Sampson said the savings that have been identified “will mask some of that loss of state aid” heading into 2021-22. The superintendent said the level of bus transportation that is provided to students will not be reduced for 2021-22 and he said fees will not be assessed to the parents of students who participate in clubs and sports during the upcoming academic year. The district’s adopted budget for 2020-
21 totaled $200.81 million and was supported by the collection of $140.38 million in taxes from residential and commercial property owners in the district’s eight sending municipalities. The district’s state aid has been reduced in each of the past several years under the terms of legislation known as S-2 that was signed into law by Gov. Phil Murphy in 2018. Sampson has said the reduction in state aid will continue through the 202425 school year under S-2. By that time, he said, the district will have seen its state aid reduced by a total of $30 million over seven years. Regarding the district’s current financial position, the superintendent said, “I think to continue the S-2 drawdown in the middle of a global pandemic is the ultimate dereliction of duty from state officials. “The fact that we would be cut $6.7 million in the 2021-22 budget during a pandemic is as if the powers (that be) don’t care about what this district has done right year after year. “I will continue to advocate (to) our community about making their voices heard about this and reaching out to our elected officials for help and to ask for their support in this because it is not going anywhere. “When I see everyone patting their backs and saying New Jersey is the No. 1 state for public education in the country, and then cut us by $7 million in the midst of that and trumpet us as the No. 1 public education state in the country, it is frankly disgusting,” Sampson said. Specific information about the impact of the 2021-22 budget on property taxes in each of the eight sending municipalities is expected to be available at the April 29 public hearing. 2021 Subaru Forester Sport
I
f the 2021 Subaru Forester were a football player, it would most definitely be an all-purpose running back. You know, the kind of running back that could not only pick up some tough yards when needed, but could block and catch passes as well – a good all-around utilitarian player. For me that’s what the Subaru brand is all about. They provide you with a goodlooking, rugged crossover with a tried-andtrue four-wheel drive system able to perform well off-road or in the snow and mud. Inside Subaru ergonomics are designed for practicality so they work well there – they are generally comfortable and able to handle a good amount of cargo. Moreover, pricewise they won’t bust your wallet. So, all Peter Perrotta around, they check all the necessary boxes. I recently put the 2021 Subaru Forester Sport to the test for one week of driving adventure and came away with generally what I expected. The fifth generation Forester comes in five different trim levels: base, premium, Sport, Limited and Touring. I drove the Sport model for one week which came in an attractive Dark Blue Pearl color with orange trim accents in the interior. For the most part, this Forester is a joy to drive. It handles reasonably well in all kinds of weather. It has ample cargo space for a compact crossover. It’s comfortable and is fairly smooth to drive and its interior ergonomics are well designed and are fairly easy to operate. However, if you are looking for the “Wow” sizzle factor this may not be the crossover for you. While this Forester is well designed for many different functions, for me it’s a bit conservative in its approach. The editors at Car and Driver seem to concur. They gave the 2021 Forester high marks for being “thoroughly practical” and having a roomy interior and being a “comfortable cruiser.”

But, Car and Driver handed the Forester low marks for having “slow acceleration times” and “boring” exterior styling. It also said that the base model was “quite basic.” I didn’t find this Forester to be slow, though. Powered by a 2.5 liter Subaru boxer engine that puts out 182 horsepower at 176 pound feet of torque, this Forester is quick enough to handle most driving situations well. Now, this is not a performance-type vehicle – like a BMW X1 or X3 – but for what it is, I felt it was adequately powered and handled at an above average grade. Let’s be honest. The type of consumer a crossover like the Forester is going to attract is going to bring to the table a much different demographic than the BMW or Mercedes crowd. The Forester is for the active lifestyle
crowd who have a kid or two and a dog and want to go kayaking in the mountains on the weekend. For that, this is an excellent all-around vehicle and should be high on your list if that is what you are seeking. The Sport Forester I drove carries a base sticker price of $29,395. It also has an option package for $1,645 and a $1,050 charge for destination and delivery, so the bottom-line sticker price came in at $32,090. The option package included an upgraded Subaru Starlink 8-inch touch screen multi-media system and a 576-watt 9 speaker Harman/Kardon sound system. So, for the base price of $29,395 on the Sport Forester you get a ton of standard equipment. I think, for the money, the Forester offers a good value. The EPA fuel consumption ratings on
this Forester come in at 29 miles per gallon overall – 33 mpg in highway driving and 26 around town. The EPA estimates that it will cost you about $1,400 per year for run the Forester as it uses about 3.4 gallons of gas per every 100 miles driven. On the government’s 5-star safety ratings crash test, the Forester scored an impressive 5 out of 5 – the highest rank. It received a 5-star rating in the frontal crash test as well as the side crash test and 4 stars in the rollover test. The Forester scored a 6 out of 10 on the EPA’s fuel economy and greenhouse gas rating and a 6 out of 10 on the smog rating. Peter Perrotta’s On The Road column appears regularly. Sierra Club opposes land swap between state and Jackson gun club JACKSON – The New Jersey Sierra Club has submitted comments to the New Jersey Department of Environmental Protection (DEP) opposing the agency’s proposed land swap with the Central Jersey Rifle and Pistol Club, South Stump Tavern Road, Jackson. The proposal is to transfer 43 acres the DEP owns in Jackson in exchange for 87 acres the Central Jersey Rifle and Pistol Club owns in Upper Freehold Township, according to a press release issued by the Sierra Club on April 23. “This is a bad deal for New Jersey and open space. The state is giving away land to the rifle club that (the club) has already
polluted in exchange for a less valuable property,” Jeff Tittel, the director of the New Jersey Sierra Club, was quoted as saying in the press release. The property owned by the Central Jersey Rifle and Pistol Club in Upper Freehold Township and proposed for conveyance to the DEP is next to the Pleasant Run Wildlife Management Area. The land was purchased by the club in February 2019 for $246,086, according to the press release. According to the Proposed Land Exchange Report, the Central Jersey Rifle and Pistol Club’s land in Upper Freehold Township is valued at $2,652 per acre, while the DEP’s land in Jackson is valued
at $3,500 per acre, the Sierra Club said. The DEP’s property in Jackson is currently part of the Colliers Mills Wildlife Management Area. The Sierra Club said that according to the DEP, a portion of the property in Jackson has been polluted by the accumulation of lead discharge at an adjacent shooting range operated by the Central Jersey Rifle and Pistol Club. The proposed land exchange would include creating a buffer between the Colliers Mills Wildlife Management Area and the shooting range to ensure the safety of the public, the Sierra Club said. “We don’t believe the land the gun club
is offering the state (in Upper Freehold) is of greater or equal value (to the land the club would receive in Jackson). “There is nothing wrong with doing land swaps when it makes sense. … Instead of doing a land swap with this private gun club for land that is less valuable, the DEP should make them clean up their pollution,” Tittel said. In its comments to the DEP regarding the matter, the Sierra Club said, “The proposed land swap would also give the Central Jersey Rifle and Pistol Club the road leading to the club, so the public will lose access to that part of the Colliers Mills Wildlife Management Area.”
Krause fights off foes for Wall Stadium Modified opener victory WALL TOWNSHIP – Defending Wall Stadium Speedway Modified driving champion Andrew Krause fought off many challengers before wiing the scheduled opening night 40-lap feature race win on April 24. It was the Holmdel resident’s 13th Modified victory. Wall Township racer Jack Ely jumped to the lead on the initial restart before the first of many cautions slowed the test, according to a press release. Krause was the winner of the front stretch drag race on the restart and then fought off Ely’s advances through the first 10 circuits. When Ely dropped from the race with mechanical failure, Brick Township’s Eddie McCarthy took up the chase and slipped into the lead just past the halfway point. When McCarthy’s mount failed to launch on a lap 23 restart, Krause rocketed back into the top spot as a front stretch jam up slowed the action. Krause was then forced to hold off Tommy Martino Jr. of Farmingdale before Steven Reed of Jackson advanced to second on lap 27. Reed then shadowed Krause until lap 35 when a rain shower hit the area and forced track officials to call the event official. Reed, McCarthy, Chris Andretta of Neptune and Marc Rogers of Jackson wrapped up the top five. “That was a tough race,” Krause said in the wet winner’s circle. “Although I got out front early, all of those cautions kept me busy from start to finish. There are a lot of fast cars here.” Jake Nelke of Manahawkin was forced to fight off several restart challenges to win the Sportsman stock car opening night 25-lapper.
