he members of the Jackson Township Council have adopted a $49.37 million budget that will fund the operation of the municipality during 2021. During a meeting on May 11, Township Council President Andrew Kern, Vice President Martin Flemming, Councilman Alex Sauickie, Councilman Stephen Chisholm and Councilman Nino Borrelli voted “yes” on a motion to adopt the budget. Borrelli called the budget fiscally responsible and thanked Mayor Mike Reina and Business Administrator Terence Wall for their efforts to develop the community’s annual spending plan. “Despite the past pandemic year and the state shutdowns, our town is still doing very well financially, thank God. We can pay cash, that is from time to time, we can do things in our town instead of having to put it on credit, even though our town has great credit,” Borelli said. He said municipal officials are taking care of residents’ services, but would like to see an increase in the township’s commercial base. “We have some big commercial projects in the pipeline that are being worked out and which will assist in that regard and bring in even more revenue. We have surpluses already and this will ultimately help ease the tax burden on our fellow residents and create jobs. An active local economy will only contribute to a sustainable and thriving town, which can only help our future municipal budgets,” Borelli said. Chisholm thanked the municipal administration and said it is time to open New Jersey as the coronavirus pandemic winds down. “We are in very good shape fiscally here in Jackson, which is more than I can say for our state or in Washington, D.C., and I hope that somewhere they can take a lesson.

“I understand we had the pandemic, but for all intents and purposes Mr. Governor, that has been over since last April. And while I may be somebody who recently had COVID and I am recovering from that, that is not the case worldwide, that is not the case everywhere,” Chisholm said. Sauckie praised the budget and said, “I think the funding we have included for our police department is probably better than expected. There is a lot of extra funding in there for more vehicles, which I know the police have communicated they desperately need.” Jackson’s 2021 budget shows an appropriation of $12.89 million for police salaries and wages, and an appropriation of $835,441 for police, other expenses. The budget includes an appropriation of $589,262 for police dispatch/911 salaries and wages. Jackson’s 2020 budget showed an appropriation of $12.42 million for police salaries and wages, and an appropriation of $763,152 for police, other expenses. The budget included an appropriation of $546,000 for police dispatch/911 salaries and wages. In his remarks, Kern thanked the ad-
ministration, the staff in the Finance Department and Reina. “As we move forward with these projects, there is also room to work to improve the costs that are estimated throughout the budget. Just having the budget there does not mean that funding goes 100%, there are still opportunities to improve and reduce costs,” Kern said. In 2020, council members adopted a $47.54 million budget that was supported in part by the collection of $33.6 million in taxes from Jackson’s residential and commercial property owners. Officials used $4.8 million from the township’s surplus fund (savings) as revenue in the budget. The 2020 municipal tax rate was 49.2 cents per $100 of assessed valuation. The average home was assessed at $328,520 and the owner of that home paid about $1,616 in municipal taxes (0.492 x 3,285). In 2021, the council members have adopted a $49.37 million budget that will be supported in part by the collection of $34.26 million in taxes from Jackson’s residential and commercial property owners. Officials are planning to use $5.95 million from the surplus fund as revenue in the budget. The 2021 municipal tax rate is projected to be 50.1 cents per $100 of assessed
valuation. The average home is now assessed at $329,181 and the owner of that home will pay about $1,649 in municipal taxes (0.501 x 3,291). From 2020 to 2021, total appropriations are up $1.83 million and the local tax levy is up $660,000. The municipal budget funds all the operations of Jackson, including the Jackson Police Department, the Department of Public Works, the administration of government, employee health benefits, insurance,
payments to employee pension funds, the repayment of debt and more. Municipal taxes are one item on a property owner’s tax bill, which also includes Jackson School District taxes and Ocean County taxes. The total amount of property taxes an individual pays is determined by the assessed value of his home and/or property and the tax rate that is set by each taxing entity.

County honors Gramiccioni as prosecutor prepares to leave office By MARK ROSMAN Managing Editor
Christopher Gramiccioni, who has served as Monmouth County’s prosecutor since July 2012, will step down from the office on June 1. In a letter to Gov. Phil Murphy, Gramiccioni wrote, “It has been one of my life’s greatest honors to serve as prosecutor and chief law enforcement office of this fine county for most of the past decade. I am truly grateful to you and Gov. (Chris) Christie for the support your administrations have shown our law enforcement community. “Please know that I stand at the ready to assist my successor in any transition deemed necessary. The true testament to a fine organization is that it can function effectively through change. “The Office of the Monmouth County Prosecutor is in good shape to handle these winds of change,” Gramiccioni wrote. During a meeting of the Monmouth County Board of County Commissioners in Freehold Borough on May 13, the members of the county’s governing body recognized Gramiccioni for his service as prosecutor. Reading from a proclamation, Commissioner Lillian Burry said Gramiccioni was named Monmouth County’s acting prosecutor in July 2012. He served with that title until he was confirmed as prosecutor in August 2016 during the administration of Republican Gov. Chris Christie. With his current appointment nearing an end, Gramiccioni made the decision to step down. It will fall to Murphy, who is a Democrat, to nominate a new prosecutor. Gramiccioni’s tenure as prosecutor included his deployment to Afghanistan with American armed forces during 2014.
Gramiccioni, a lieutenant commander in the U.S. Navy Reserve, served a ninemonth tour of duty and assisted with the transition of power to the Afghan government. The county commissioners’ proclamation commended Gramiccioni for his “commitment and dedication” to Monmouth County. Gramiccioni offered praise and credit to the employees in the prosecutor’s office “who work behind the scenes to make things happen.” Commissioner Ross Licitra, who retired from the prosecutor’s office at about the time Gramiccioni was beginning his tenure there, spoke about the office’s connection with the Monmouth County Society for the Prevention of Cruelty to Animals (MCSPCA). Following his career in the prosecutor’s office, Licitra joined the MCSPCA and oversaw the agency’s animal welfare enforcement efforts. At present, Licitra is the executive director of the MCSPCA. “Prosecutor Gramiccioni’s acceptance of the MCSPCA into the prosecutor’s office set the bar for New Jersey for the enforcement of animal welfare laws,” Licitra said. Licitra said state legislators followed the lead of Gramiccioni – who as Monmouth County’s top law enforcement officer brought animal welfare under his purview – and enacted a law which did the same in prosecutor’s offices throughout the rest of New Jersey. Christie signed a bill into law that moved the law enforcement powers related to animal cruelty cases from the New Jersey Society for the Prevention of Cruelty to Animals to the various county prosecutor’s offices.

Monmouth announces emergency rental assistance program The Monmouth County Board of County Commissioners has announced that an emergency rental assistance program, Monmouth County ERAP, is accepting applications. The purpose of the program is to prevent evictions and homelessness by providing rental assistance for eligible households in Monmouth County making less than 80% of area median income in accordance with the federal program guidelines, according to a press release from the county.
“The Monmouth County ERAP will allow eligible households to receive up to $15,000 for rental costs incurred on or after March 13, 2020,” Commissioner Director Thomas A. Arnone said. “These costs can include rental arrears, prospective rent up to three months to prevent homelessness or housing instability, and household-related expenses such as relocation fees, late fees associated with rental payments and security deposits. “It is important for tenants and land-

lords to work together on the applications in order to receive the relief funds as quickly as possible,” Arnone said. Howell planners grant approval to 7-Eleven & gas station By CHARLES DAYE Staff Writer
HOWELL – Members of the Howell Planning Board have unanimously approved an application that will result in the construction of a 7-Eleven convenience store and gas station at Route 9 north and Strickland Road. An existing 7-Eleven at Route 9 north and Casino Drive will move a short distance up the highway to the new 3,000-squarefoot store. The existing Exxon gas station on the property at Route 9 North and Strickland Road will be demolished. The site that will be developed with the 7-Eleven is across from Woolley’s fish market and next to a Starbucks coffeehouse. The application proposing the 7-Eleven
was heard during a recent meeting. The applicant, 7-Eleven Inc., and the owner, SAP American Choice Inc., were represented by attorney Jason Tuvel. The applicant sought preliminary and final major site plan approval and permission to raze the canopy and other improvements at the Exxon gas station and to construct a 3,000-square-foot 7-Eleven and a gas station with 12 fueling positions. The applicant proposed creating 25 parking spaces with new landscaping, lighting, trash facilities and storm water management infrastructure at 639 Route 9 North. Tuvel said the property is in Howell’s Highway Development zone. He said the application was “substantially compliant” with municipal regulations.
Wycoff Mills Road and The Villages adult community are behind the property where the 7-Eleven will be constructed. “The application is for 24-hour use … In terms of numbers of employees, the convenience store will have three employees which can consist of one manager and two employees, and the gas station will have two attendants,” Tuvel said. The 7-Eleven would receive one or two deliveries by tractor-trailer each week and the trucks would be at the site for between 30 and 45 minutes. The store would receive one or two daily deliveries by box truck and those trucks would be at the site for between 10 and 15 minutes, Tuvel said. Fuel would be delivered to the gas station four or five times per week, the attorney said.
Testifying on behalf of the applicant, engineer Jeffrey Martell of Stonefield Engineering described the 1.4-acre property and reviewed its history as a gas station for members of the board and the public. He said the applicant was proposing to remove all of the existing features associated with the Exxon. Martell said the 7-Eleven will face south, toward the proposed fuel pump area. He said two underground storage tanks are proposed at the location. Following the conclusion of the testimony, a motion was made to approve the application. Planning Board Chairman Brian Tannenhaus, Vice Chairman Nicholas Huszar and board members Robert Nicastro, Robert Seaman, John Leggio and Paul Boisvert voted “yes” on the motion.

Late-game heroics help Jackson Liberty sweep Panthers By STEVEN BASSIN Staff Writer
The Jackson Liberty High School baseball team found itself in a scoreless affair heading into the seventh inning of its game against Shore Conference B South Division rival Point Pleasant Borough High School on May 21 in Point Pleasant. The game had the feel of a county or state tournament to Lions’ Coach Jim Rankin, who saw his players thrive in the big moments of the seventh inning to earn their eighth victory of the 2021 campaign. The Lions (8-6) struck for three runs in the top of the seventh. In the bottom of the seventh, senior Dan Keenan came on in relief to shut the door on a 3-0 victory, the team’s second straight shutout victory over the Panthers. “It was a really good team win,” Rankin said. “These types of games are what you are going to have to play in during state and county tournaments. To gain that experience from a pitching angle, a defensive angle and a hitting angle is great here toward the end of the season.” Senior Jake Hickman helped the Lions break through to score the game’s first run in the top of the sevening. Hickman hit with the bases loaded and one out. After being robbed of a hit by Point Pleasant Borough third baseman Carl Divona in his previous at bat, Hickman smacked a line drive over Divona to drive home Jackson Liberty’s first run for a 1-0 lead. Hickman later called the hit one of his top high school moments. “Games like this that come down to the wire are what you live for. It’s great to get a go-ahead hit like that,” he said. Next up was Sean Yurgel who, after missing several off-speed pitches in his first three at bats, sent the first fastball he
saw back up the middle to score two runs for a 3-0 lead. “My approach was simple. Just drive the ball through the infield and get the runs in. It felt great,” he said. Junior R.J. Vashey contributed two hits in the victory. In the bottom of the seventh, the Panthers’ first two hitters reached base. At that point, Rankin made the move to bring in Keenan. Keenan later said that as he started to throw, his arm felt good and he knew he was going to be able to set down the Panthers. He struck out the first two batters he faced and then got Connor Cilento to pop out to first to end the game. “It’s always a great feeling to go out there and dominate a team. I live for those moments when I can come in and do what I do,” he said. Keenan, senior Carl Barth and junior Garrett Drew combined for the shutout victory. Together, they struck out 10 hitters. In Jackson Liberty’s 5-0 victory over the Panthers on May 19, Chris Sasso, Zaine Toneske and Ethan Bloomfield combined to pitch the shutout. Seeing smiles on his players’ faces after the May 21 victory over Point Pleasant Borough was an “awesome” sight for Rankin, who said he believes the Lions’ resiliency has helped them pull through in games this season and still be in the running for the B South crown. “My guys are really enjoying the opportunity to be out here and playing. They are a resilient group. They have kept a very level head and come ready to work every day in practice. They are really just embracing the opportunity to play,” the coach said.

JACKSON – Business owners in Jackson are looking to hire employees and are offering competitive wages and possibly a signing bonus, according to the president of the Jackson Chamber of Commerce. Steve Chisholm, who is the chamber president and a member of the Jackson Township Council, works for a family business, Aspen Tree Expert Co. He said this week that the operators of local businesses need help. “I just got back from an Economic Development Committee meeting (May 20) and they reaffirmed what I already had heard and seen for myself, and that is a resounding yes, businesses need help. “Five of the six businesses represented (at the EDC meeting) are hiring and they are having a difficult time finding not only qualified help, but even entry level applicants,” Chisholm said in an interview. He clarified that he was referring to

lus money and the requirement to search for work,” Chisholm said. “The breakfast stop this morning and the gas station this evening also had ‘Help Wanted’ signs posted. This is pretty much the trend I have seen all over Monmouth and Ocean counties as I drive around, and it is apparently widespread in Jackson as well. “There are plenty of good jobs to be had for anyone who wants to work. Based on not only my industry, but everyone else in
business I have spoken to, the base pay and benefits have all gone up over the last year and almost every non-entry level position is already being paid more than the $15 minimum wage the Governor is trying to push for. “Many businesses are offering $20 to $30 per hour, depending on the job and skill level, plus benefits,” Chisholm said, adding that some business owners may also be offering a signing bonus to entice people to work.

Zoners approve parking garage at Adventure Crossing By CHARLES DAYE Staff Writer
JACKSON – Members of the Jackson Zoning Board of Adjustment have granted a variance to Cardinale Enterprises that will permit the developer of the Jackson Crossing 2/Adventure Crossing project to construct a parking garage at the Route 537 development site. A parking garage is not a permitted use in the zone where Adventure Crossing is being constructed and the developer was required to seek a variance from the zoning board. Many components of Adventure Crossing had already received approval from the Jackson Planning Board. Regarding the proposed parking garage, representatives of Cardinale Enterprises testified before the zoning board twice in April. The variance was granted by the board during a meeting on April 21. Chairman Carl Book Jr., Vice Chairman Scott Najarian and board members Steve Costanzo, Jeanine Kaunitz Fritch, James Hurley, Toniann Comello and Michelle Russell voted to grant the variance and preliminary and final site plan approval.
Jackson Crossing 2/Adventure Crossing is being developed on Route 537 between Interstate 195 and Six Flags Great Adventure in Jackson, near the Millstone Township border. The project is expected to include fast food and sit-down restaurants; a convenience store with a gas station; two hotels; a convention center; outdoor sports fields; an Air Dome building with a sports bar, party rooms, an arcade and physical therapy space; two warehouse buildings; residential and commercial uses; and a multiple sclerosis research facility, according to previous descriptions of the project. Attorney Salvatore Alfieri represented developer Vito Cardinale before the zoning board. Planner Ian Borden said the parking garage “is (needed) to meet the parking demands of the entire project. Most specifically, it is driven by the convention center.” Hilton and Marriott will have hotels at the Adventure Crossing site and will share a 100,000-square-foot convention center, with the goal to bring conventions to the location. The parking garage, which would include about 1,100 spaces on five or six
levels, would be constructed near the proposed medical research building. The two structures would not be connected. Borden said the parking garage would not be higher than the four-story medical research building. Cardinale has said the project is more than just a sports and entertainment facility. He said profits from Adventure Crossing would help to fund the multiple sclerosis research center. He told the zoning board members his late wife had multiple sclerosis. Cardinale said the planned research facility in Jackson would employ more than 100 people. Tenants at the site are expected to include 7-Eleven, Taco Bell and Popeye’s. The applicant’s representatives said negotiations are underway with Jersey Mike’s and Starbucks. During public comment, Tracy McKinney, who lives behind the property that is being developed, said she has seen work trucks “coming down a dirt lane, driving over a dirt way onto private property, onto the road, to access Holly Tree Court.” “I want to get that on the record and get that stopped immediately,” McKinney said.

Alfieri said the resident’s comments were heard and he said Cardinale “will make sure if it is an employee or one of the contractors, it is emphasized that no one is supposed to use that access point.” Resident Aurus Bayan lives near the site and discussed traffic concerns. “I am looking at the expansion of the jughandle on Route 537 traveling east. It seems you have turned a relatively uneventful U-turn (motorists use) to go to Wawa, Burger King or McDonald’s (across Route 537) into a traffic nightmare with big trucks, and through all the rest of the traffic within the project. So I don’t know if that is necessarily a great idea,” Bayan said. She said five lanes for vehicles at a proposed traffic light would cause “mass confusion” and said, “I think it is going to be a nightmare.” Bayan asked if the developer’s traffic study was performed during different seasons. “We know we have a traffic nightmare for Great Adventure during a certain time of year, we have a traffic nightmare for (nearby outlet stores) at a certain time of year, plus shore traffic and the like. Did you do the traffic study in the middle of the winter when nobody is traveling anywhere?” the resident asked. Traffic engineer John Rea said his firm has been involved with the Adventure Crossing project for a substantial amount of time. “We have also done work for (Great Adventure) over the years. We have done traffic counts on Route 537 and at the intersections in question every season, and on weekends and weekdays. … The highest traffic counts we recorded were in the summer of 2018 and those highest traffic counts were used in the traffic study” for Adventure Crossing, Rea said. Great Adventure, Hurricane Harbor and the outlet stores, which are all on Route 537 in the vicinity of where Adventure Crossing is being developed, were all open during the time when the traffic study was conducted, according to the applicant’s representatives.
