Monmouth Conservation Foundation works to preserve open space By CHARLES DAYE Staff Writer

T

he executives who direct the efforts of the Monmouth Conservation Foundation (MCF) believe having access to parks and open spaces has improved Monmouth County residents’ quality of life during the 2020 coronavirus pandemic. The foundation, which has offices in the Lincroft section of Middletown, is Monmouth County’s only county-wide land trust. At present, the foundation’s directors are working on about a dozen open space initiatives throughout the 665-square-mile county that is home to almost 620,000 residents. The Monmouth Conservation Foundation was founded in 1977 by Michael Huber and Judith Stanley Coleman as a nonprofit organization. The foundation works to preserve land and protect the county’s natural habitat. During the past, 43 years, the organization has saved more than 22,500 acres of open space and farmland, according to its website. As more farmland and open space is targeted for development for residential and commercial uses, the foundation forms partnerships by serving as a facilitator and/ or partner among public and private entities.

ning said the foundation has a priority list of 11 projects at the present time. He said the foundation is “trying to raise sufficient funds to match funds provided by the state, the county, a municipality or individuals.”

He said the foundation is working on projects in Howell, on farmland preservation initiatives in Colts Neck, and on three waterfront projects, including Swimming River Park in Red Bank. The MCF is also interested in improving green space in the more urban areas of the county such as Asbury Park and Long Branch. “In general, we have park projects, we have farmland projects … We are also saving properties that surround Naval Weapons Station Earle in Howell, Colts Neck and a few other municipalities, so we are working with the Navy on those projects,” Kastning said. He noted that “many people think we are part of the Monmouth County Park System or the county, which of course we are not. We are an independent organization.” MCF Deputy Executive Director Amanda Brockwell said that in addition to using funding that is provided by taxpayers, the organization “is raising private dollars from people around the county and beyond that ultimately go to fund these projects.” In September 2019, the New Jersey Department of Environmental Protection’s Green Acres program and the MCF completed the $3.8 million purchase of 190 acres of forests and forested wetlands that

Hotel Tides to host Trianglist works by Howard Schoor

A

t 81, Howard Schoor has had too many life acts to assign a number to this one. Trianglism is his personal art/life movement. Schoor’s mold is that of other self-taught originators, existing apart from the art world establishment. A phrase widely attributed to art historian and author Roger Cardinal, “outsider art” is described by The New York Times writer Roberta Smith as encompassing a “certain purity.” Smith went on to describe it as “an unstoppable need to make art unsullied by the ‘insider’ art world, with its fine art degrees and commercial machinations that always struck me as rather hoity-toity.” Schoor’s Trianglist works embody inescapable purity. The art is unsullied. His medium is spackling paste, oils, acrylics and markers on canvas, according to a press release. Howard Schoor’s art will be on display at Hotel Tides, 408 7th Ave., Asbury Park, from June 14 through July 12. Schoor is a classically trained and licensed professional engineer. He built and led one of the United States’ largest regional engineering firms from 1967-92 in Manalapan. Daily, he worked with – and sometimes against – the triangle. Today, the triangle remains the focus of his art conscious. Then as now, Schoor leverages their angles and, as he discerns it, aesthetic, to shape and deliver compelling visual narratives, according to the press release. His Trianglist works evidence his love of architecture, forms, angles and shapes, and his belief that “less can be more.” Trianglism tells a story. The Trianglist, Schoor, engineers emotion. Schoor was an art consumer long before he was an art creator. For a long time he, too, succumbed to the “hoity-toity” and “hocus-pocus” commercial machinations of the “insider” art world. As a consumer of important works, he learned quickly the arbitrary nature of the contemptible phenomenon called “art value.” He was driven to, more than merely arriving at, the decision to return art value to its rightful place. “Pleasure became my barometer. If the art pleased me, it was valuable.” Emboldened, he began to create. Schoor lives and creates art in Jupiter, Fla., Bethel, N.Y., and Asbury Park. Trianglism occupies an original art

Monmouth County Fair cancelled due to coronavirus pandemic By MARK ROSMAN Managing Editor

T

he Monmouth County Fair, which has long been a staple of the summer season in the county, has been cancelled for 2020 as a result of the coronavirus pandemic. There will be no racing pigs, no pie eating contests, no friendly cows to pet and no surprise performance from Bruce Springsteen (“The Boss” joined Sonny Kenn on-

stage at the fair in July 1982). A message posted on the Monmouth County Fair Facebook page on May 27 reported that the fair will not take place in 2020, but states that “plans are already in the works to make 2021 our best fair yet! We hope to see you in the parks this summer.” The county fair is organized by the Monmouth County Park System and the Rutgers Cooperative Extension and is held during the last week of July at the East

Freehold Showgrounds in Freehold Township. Each year the fair features rides, entertainment, food and vendors, and the event shows its agricultural roots with displays of livestock and farm equipment, a home and garden competition, and exhibits that are shown and explained by members of the county’s 4-H organization. Several fans of the fair shared their disappointment about the event’s cancellation with messages they posted on the

Facebook page: “We withstood hurricanes, tropical storms, thunder, lightning and humidity … and loved every minute of it … my heart is broken” and “Have been entering the home and garden (competition) every year. In the midst of the pandemic, seasonal allergies peak By Dr. Philip Pasternak

I

n these uncertain times where maintaining our health has never been so important, let’s remember that not everything that sneezes, wheezes or coughs (along with a runny nose and severe itchy eyes) is related to COVID-19. The most common culprit for these symptoms at this time of year are those dreaded seasonal allergies. An estimated 35 million Americans suffer from seasonal allergic rhinitis, more commonly known as hay fever. The biggest spring allergy trigger is pollen. These are tiny grains released into the air by trees, grasses and weeds for the purpose of fertilizing other plants. When pollen grains get into the nose and eyes of someone who is allergic, they send the immune system into overdrive. The immune system, mistakenly seeing the pollen as foreign invaders, releases antibodies which bind to the allergens and leads to the release of inflammatory molecules including histamine and leukotrienes. These chemicals trigger the runny nose, sneezing, itchy watery eyes, and scratchy throat, which typify hay fever. Allergy suffers will often feel stuffed up, congested and headachy. They can be moody and irritable. Allergic rhinitis related to pollen occurs

This time-tested therapy decreases a person’s sensitivity by introducing increasingly larger doses of the substances to which that person is allergic. The treatment is a method for increasing the allergic person’s natural resistance to the things that are triggering the allergic reactions. There are several exciting therapies in the pipeline, but you don’t have to wait for the future. Get tested. Get treated. Get better. Farmingdale mayor remembers late council president By CHARLES DAYE Staff Writer

FARMINGDALE – Michael J. Romano, 77, who had been serving as president of the Borough Council in Farmingdale, died on May 15 at Meridian Health Care in Wall Township. Romano was a native of Bayonne. He and his wife, Adelaide, started their family in Bayonne before moving to Hazlet, where they raised their children. In the early 1990s, he settled in Farmingdale.

Prior to his retirement, Romano was a battalion chief for the Bayonne Fire Department. He served as a councilman in Farmingdale for nearly a decade. Mayor James Daly said, “Michael J. Romano was more than a council peer to Farmingdale. He was appointed to the Borough Council by the Governor’s office during the period when the full council resigned … and he hit the ground running. “As my council president, Mike was a

friend, a confidant and a mentor; a sounding board for good and bad ideas. While I didn’t always heed his response, he understood. “Mike was a gentleman, a man I would travel to meetings and events with and inevitably someone in the crowd would call out ‘Chief!’ … Even in Monmouth County the legacy of his career (in Bayonne) followed him and current and retired career firefighters and their wives would come over to say hi and ask how he was,” he said.

“Mike was a caring and generous man who loved the people around him and was always ready to help. Even in the last few years when his health was really inhibiting him, he reminded me, ‘If the boys need help on the trucks, don’t forget to call me.’ “We would give our guys a few hours rest during the larger storms and jump on the plow trucks in the cover of darkness, so residents didn’t know it was the mayor and a councilman out there keeping up with the snowfall,” Daly said. “Mike moved to Farmingdale in the early 1990s, but he had been spending his summers here in his later teen years. His uncle owned farmland in Howell just outside town, where he spent his summers working and hunting, and his evenings out at the local watering holes with his buddies … “In the late 1950s and early 1960s he rode at Cowboy City, which was on Route 33 where the Equestra development now sits. He was a western rider in the shows they put on. Jackson Township Council responds to federal lawsuit By CHARLES DAYE Staff Writer

JACKSON – Municipal officials in Jackson have responded to a press release issued by the U.S. Department of Justice (DOJ) after the federal government filed a lawsuit against the township. The government’s lawsuit against Jackson Township and the Jackson Planning Board alleges those municipal bodies implemented zoning ordinances that intentionally restrict the operation of religious schools and housing associated with such schools, including religious boarding schools known as yeshivas, as required by the Orthodox Jewish community. The DOJ announced the lawsuit in a May 20 press release. The government’s complaint alleges the Township Council adopted two ordinances and the Planning Board applied those ordinances in a manner that discriminated against the Orthodox Jewish community in violation of the federal Religious Land Use and Institutionalized Persons Act of 2000 (RLUIPA) and the Fair Housing Act (FHA), according to the press release. Both municipal ordinances prohibit dormitories throughout Jackson, making it impossible for religious boarding schools such as Orthodox Jewish yeshivas to establish themselves in the municipality, according to the press release. Although Jackson officials adopted the ordinances to prevent dormitories anywhere in Jackson, the Planning Board has since approved, without requiring a variance, plans for two non-religious projects with dormitory-type housing (Jackson Adventure Crossing and Trophy Park, both on Route 537), according to the press release. During a May 26 Township Council meeting, council Vice President Alex Sauickie said Jackson officials were unaware of the lawsuit prior to the issuance of the government’s press release. “This announcement was as much of a surprise to the governing body as much as it was full of factual inaccuracies. It was a surprise because the attorneys representing Jackson have been in contact with the DOJ and requested an opportunity to respond to those inaccuracies before any suit was filed and the DOJ agreed to have that dialogue. They apparently changed their mind and filed suit without giving Jackson a chance to respond,” Sauickie said. During a meeting on May 12, council members introduced an ordinance which would repeal a 2017 municipal law that

bans dormitories in Jackson. The ordinance was scheduled for a public hearing and possible vote for adoption during the May 26 meeting. “With respect to the factual inaccuracies of the DOJ press release and the subsequent complaints applied by the DOJ to the township, as Township Attorney (Greg) McGuckin mentioned at our last council meeting, in the history of Jackson there has never been an application for a dormitory. “Therefore, there have been no approvals, nor denials, nor any party negatively impacted by ordinances in place regarding dormitories in Jackson,” Sauickie said. He said any applicant who wanted to construct a dormitory had the ability to go before the proper land use board (Planning Board or Zoning Board of Adjustment) for review. “They had that ability now, they had it in 2018, 2016, and all the years before that. The ordinance that was enacted in 2017 was simply redundant legislation and the town is on record to take steps to clean up that redundant legislation before, not as a result of, the past week’s DOJ press release and subsequent complaint,” Sauickie said. He said the federal government’s lawsuit and press release negatively brand Jackson “without having given Jackson an opportunity to represent itself.” He said the heart of the complaint revolves around land use laws, protecting the township against over-development, protecting the environment and guiding how a municipality should develop. “Along with that, in every way you measure the quality of life of a municipality, Jackson far exceeds its peers, especially in a state that fails so miserably,” Sauickie said. The government’s complaint also alleges that the township and the Planning Board enacted the 2017 ordinances with respect to religious dormitories against a backdrop of extreme animus by Jackson residents and township decision-makers toward the Orthodox Jewish community and a movement by residents to keep Orthodox Jews from settling in Jackson, according to the press release. The complaint alleges that the township and the Planning Board’s actions toward the Orthodox Jewish community violate RLUIPA’s non-discrimination and equal terms provisions, as well as the FHA. RLUIPA is a federal law that protects religious institutions from unduly burdensome or discriminatory land use regula-

In June 2018, the Justice Department announced its Place to Worship Initiative, which focuses on RLUIPA’s provisions that protect the rights of houses of worship and other religious institutions to worship on their land, according to the press release. Sauickie said in a 2019 FBI survey regarding hate crimes, Jackson was ranked No. 165 out of 172 municipalities with one hate crime. “Jackson is approaching 60,000 residents and we had one hate crime reported and our police department solved that crime and brought the offenders to justice,” he said. “To set the record straight, Jackson has dozens of religions practicing within its borders, with dozens to thousands of families of each of those religions, including an estimated 10% of the population being Orthodox Jewish families already living in Jackson. “In the last 10 years there has been one application for a religious institution and it was approved. The one religious school application that was denied was denied for improper land use and was upheld in New Jersey Superior Court. “Jackson passed a resolution to allow eruvs on utility poles, that is in practice today, and during the past few years the mayor has named several residents, including Orthodox Jewish residents, as chaplains of Jackson,” Sauickie said. On May 26, the first ordinance that was expected to be considered for adoption would repeal a 2017 ordinance that prohibits dormitories anywhere in Jackson. The second ordinance that was expected to be considered for adoption would repeal a 2017 ordinance that prohibits schools in

certain zones in Jackson. The ordinance which proposed repealing the 2017 law that prohibits dormitories anywhere in Jackson was adopted in a 4-0 vote from Sauickie, Councilman Andrew Kern, Councilman Martin Flemming and Councilman Ken Bressi. Sauickie said that “given the numerous factual inaccuracies in the DOJ press release and complaint, we now feel there is too much uncertainty in the DOJ’s understanding about what is going on in Jackson. Therefore, we are going to table (the ordinance) until June 23.” He said the attorneys who represent both parties may meet to discuss the issues. “We hope the DOJ will meet with our attorneys with an open mind and when they realize the inaccuracies in their documents, will quickly and publicly correct them. “While this governing body inherited these concerns, we will not allow Jackson, a town that is inviting to all, which has been attacked for the last several years by outside entities and has never been given the opportunity to tell its side of the story, to be branded so negatively with a broad brush. “Should there not be amicable discussions with our attorneys in the next few weeks, we will go no further and Jackson will have our day in court to fight these allegations. “Jackson is a town where all residents can practice their faith … All children growing up in our town will feel like they live in a great town and our 2020 governing body will ensure that happens,” Sauickie said.
