he Jackson Planning Board expects to begin hearing testimony regarding the south section of the proposed Jackson Parke residential development during its Aug. 17 meeting at the municipal building. The application for the south section of Jackson Parke proposes the construction of 549 single-family and multi-family residences on a 129-acre tract off West Veterans Highway in the Cassville section of Jackson. The south section of Jackson Parke is expected to include 100 affordable housing units. Affordable housing is defined as housing that is sold or rented at below market rates to individuals and families whose income meets certain guidelines. The Jackson Parke south section application was on the board’s agenda for June 15 and June 22, but technical issues with the livestream broadcasts of the meetings resulted in no substantive testimony being offered. The board’s attorney, Sean Gertner, told the Tri-Town News the parties have agreed to start testimony on Aug. 17 when the meeting will be permitted to be held in town hall, under guidelines that will be in effect with the easing of the 2020 coronavirus pandemic.

Opioid use helpline, diversion program serving county

T

he Monmouth County Prosecutor’s Office, in partnership with CPC Behavioral Healthcare and Recovery Advocates for the Shore, has launched two initiatives to combat the opioid epidemic, Prosecutor Christopher J. Gramiccioni announced. “The Monmouth County Prosecutor’s

Office has created a 24-hour helpline and an opioid diversion program to help residents of Monmouth County suffering with opioid use disorders and to simplify their connection to local treatment,” Gramiccioni said. “This early intervention and treatment is key in breaking the cycle of opioid addiction and criminality.”

The Prosecutor’s Office, through the Office of the Attorney General’s NJ CARES Operation Helping Hand grant, has established a 24/7 helpline, 833-OHHCARE, staffed by recovery coaches from Recovery Advocates for the Shore (RAFTS) that links callers to opioid use treatment through CPC Behavioral Health-

care (CPC), according to a press release. Additionally, the office has created a prosecutor-led pilot program called the Opioid Diversion Program (ODP) to divert non-violent offenders facing opioid possession charges to treatment at CPC in lieu

County breaks ground for courthouse security vestibule By MATTHEW SOCKOL Staff Writer

C

onstruction has begun on an approximate $10 million expansion of the Monmouth County Courthouse. The project seeks to increase security measures at the building, which sits between Court and Monument streets in Freehold Borough. A groundbreaking ceremony was held at the courthouse on July 9 to recognize the start of construction on the West Wing Security Vestibule, a new section of the courthouse that will screen individuals entering the building. Security screenings are currently conducted in the entrance hallways of the East and West wings at the courthouse; these areas will be replaced by the expansion for all future screenings upon completion, according to county officials. At the event, Monmouth County Freeholder Lillian Burry explained that the areas being used for security screening purposes were designed and constructed prior to the need for such screenings. As a result, those areas do not provide the appropriate space to screen people who are entering the building. The expansion is intended to address the issue by creating a new vestibule for screenings with the appropriate space. “The new security vestibule demonstrates the county’s commitment to the safety of the judges, jurors, public and the sheriff’s officers,” Burry said. According to county officials, the expansion will cost about $10 million and is anticipated to be completed by the winter of 2022. It will be approximately 3,400 square feet in size and officials said it was designed to blend into the existing architecture and character of the building. “It’s worth every dollar,” Freeholder Director Thomas A. Arnone said. “This (project) is much needed in Monmouth County. Ensuring the safety of everyone who goes in and out of the courthouse is absolutely essential and the construction of this new security vestibule will help make that possible.” Monmouth County Sheriff Shaun Golden said the new security vestibule will allow authorities to increase the number of X-ray machines in the building from one to three or four. “This project provides needed security,” Golden said. “It is the constitutional duty of the sheriff’s office to protect the courthouse.”

We are forever grateful for this commitment.” In addition to the construction of the West Wing Security Vestibule, the project provides for the reconstruction of the East Wing main entrance stairs, landing and handrails; and the restoration of additional exterior entrance stairs throughout the building, according to county officials. All of the improvements will comply with standards enumerated in the Americans with Disabilities Act. “We have a lot of work,” Arnone said. “This is an older building and it needs to be updated.”

Baseball players look forward to ‘Last Dance World Series’

JACKSON – There was a lot of anticipation surrounding the high school baseball scene across Jackson as the 2020 season was about to get underway. The Jackson Memorial and Jackson Liberty programs were expected to have strong seasons with talented players on both squads. Ryan Lasko, Carmine Petosa and Christian Pellone were set to lead a Jackson Memorial team that featured 10 players who had signed to compete at the NCAA Division I level in college. Jackson Liberty was coming off its best season in program history in 2019 (23-4) and had Shane Hickey, Dan Keenan and Brandon Kinsman returning to the lineup. “We have a lot of guys who have the tools to succeed at the next level,” Jackson Memorial Coach Frank Malta said. “It’s great to have 10 players going to play at the next level. It would have been nice to see what this team could have accomplished with a full season.” It was set up to be another fun spring on the diamond for the Jackson community, but that was not the case as the 2020 coronavirus pandemic wiped out the scholastic season. As players from both programs handled the canceled season as best as they could, a saving grace has come about with the summer’s “Last Dance World Series.” The state-wide tournament that will give players a chance to compete one fi-

nal time was jump-started by Saint Joseph High School, Metuchen, baseball coach and athletic director Mike Murray. The tournament, which is set to begin July 14, will feature 222 teams. Teams of players from Jackson Memorial and Jackson Liberty will compete in the South Jersey bracket. Jackson Memorial is the No. 1 seed for the entire bracket and the No. seed in the 1A-Brick Regional. Jackson Liberty is the No. 2 seed. Brick Memorial and Brick Township round out the region. On the other side of the eight-team region in the 1B-Tri-County Regional sits No. 1 Monmouth Monarchs (Manalapan High School), No. 2 Allentown, No. 3 Monroe Township and No. 4 Robbinsville. “I’m looking forward to being around the guys and seeing them play together one last time,” Jackson Liberty Coach Jim Rankin said. “We have a really good group of kids. This gives the seniors a sense of closure and allows them to create a memory in their high school careers,” he said. Jackson Memorial will suit up 25 players and all 15 seniors are committed to play. Seniors Tom Cartnick, Jake Wendell and Andrew Sefick will join classmates Lasko, Pellone and Petosa to showcase a deep and powerful lineup. At the top of the rotation, the Jaguars will have junior Matt Potok and senior Nick Beetel available, as well as senior Rocco LaVista and sophomore lefthander Zach Crotchfelt.

Potok went 6-0 in 2019 with a 0.62 ERA, allowing only three walks. In Malta’s eyes, being the No. 1 overall seed in the South Jersey bracket shows respect for the talent his team has and how good these young men are capable of being. He said he hopes the team can get off to a fast start and make a long run in the tournament. “Our guys are competitors and are excited about playing in this tournament,” Malta said. “They are looking forward to the opportunity of playing the best teams from around the state. I hope they get to experience what they missed out on this spring and enjoy the camaraderie of playing together again.” Rankin believes Jackson Liberty can make a nice run in the tournament and said a goal for the team is to reach the singleelimination round of 32. The Lions will have a 19-man roster with all eight of its seniors expected to play. Joining Hickey and Kinsman will be senior classmates Ryan Gallacher, Tim Duffy, Gavin Maarberg, Matt Milne, Will Poole-Cruz and Aaron Montgomery. Hickey, Gallacher, Duffy and Keenan will provide the Lions with four solid pitchers. Juniors Carl Barth and Jake Hickman are expected to play important roles, said Rankin. Jackson Liberty has been using the Holbrook Little League’s facilities to prepare for the tournament. “Everyone is very excited about this

tournament,” Rankin said. “It gives these kids the opportunity to play together one last time and see what they can do. Hopefully we can win a few games and advance to the next round.” Pool play games on July 14 will feature Jackson Memorial vs. Brick Township and Jackson Liberty vs. Brick Memorial. The games will be played at the Brick American Little League fields. In an eight-team bracket, the two teams that are undefeated after the first two pool play games will meet in the final pool play contest. The winner will advance to the single-elimination round of 32. The remaining teams will advance depending on their pool play record and how it compares to the other teams in the South Jersey bracket. Each team is guaranteed to play at least three games. If Jackson Memorial and Jackson Liberty win their first game, the cross-town rivals will meet in their second game to determine which team from the 1A-Brick Regional will play for a spot in the singleelimination round. A game of that magnitude would give the Jackson community a moment of excitement most people were looking forward to during the spring. “It would be a great opportunity for the town to come out and support both baseball teams,” Rankin said. “People are chomping at the bit to get baseball back. Having two cross-town rivals playing each other in this tournament would mean a lot to the community.”

NJSIAA: Start of high school fall sports season pushed back

In a press release dated July 10, the New Jersey State Interscholastic Athletic Association (NJSIAA) said the official start of the fall sports season for Garden State high schools is being pushed back by approximately one month in the face of the ongoing 2020 coronavirus health crisis. Summer workouts for high school student-athletes – which may begin on July 13 – will continue until Aug. 28. Following summer workouts, there will be a two-week hiatus from Aug. 29 through Sept. 13, during which only virtual meetings will be permitted, and only related to in-season (fall) sports, according

to the press release. Under the current plan – developed by the NJSIAA Sports Advisory Task Force, which is composed of athletic directors from across the state – official practices for all fall sports may begin on Sept. 14. Competition will start on Sept. 28 for girls tennis and on Oct. 1 for all other sports except football, which will kick off its season on Oct. 2. Regular season competition will conclude on Oct. 23 for girls tennis, Nov. 7 for football, and Nov. 12 for all other fall sports. Limited postseason play will run from

Oct. 24-31 for girls tennis, and Nov. 13-22 for all other sports, according to the press release. Schools that do not participate in the postseason may continue to play until Nov. 22, with the exception being Thanksgiving football games. These are permissible after Nov. 22, at each school’s discretion. No other fall sports competition will be allowed after Nov. 22, according to the press release. “High school sports are school-based, so we need to first ensure all is in order with the opening of our schools,” said Colleen Maguire, NJSIAA chief operating of-

ficer. “After that, we can begin playing sports. “To be clear, our goal is to return to play – while making sure that health, safety, emotional well-being and academics come first. We have a different model than some other types of programs that are far smaller in scale and operate independently. “We have a duty to ensure that New Jersey’s schools and their more than 1.5 million students and teachers, including 283,000 high school student-athletes, can first return to school and their academics, and then participate in extracurricular activities like sports,” Maguire said.

Developer files lawsuit vs. Howell following denial of warehouse plan By CHARLES DAYE Staff Writer

HOWELL – An applicant that sought approval to build 1.2 million square feet of warehouse space on Randolph Road in Howell and had its proposal denied by the Planning Board has instituted legal action in the matter. Monmouth Commerce Center, the applicant, and Lawrence Katz and Felix Pflaster, as owners, proposed to construct nine warehouses totaling 1.2 million square feet on a 99-acre parcel on Randolph Road. Warehouses are a permitted use at the location where they were being proposed. On Jan. 31, following a series of public hearings during which representatives of the applicant described the project and residents objected to the proposed use in their neighborhood, board members voted to deny the Monmouth Commerce Center application. On May 21, Monmouth Commerce Center’s representatives filed a legal complaint in state Superior Court, Freehold, naming the township, the Planning Board and the Township Council as defendants.

The legal complaint alleges wrongful denial of site plan approval, erroneous ordinance interpretation, improper denial of a variance, failure to act on requested relief, improper interpretation and application of a tree replacement ordinance, improper application fees and fee ordinance, and failure to grant extended vested rights. Attorney Jerry J. Dasti, of the firm Dasti, Murphy, McGuckin, Ulaky, Koutsouris and Connors, Forked River, is representing the township and the Township Council. Attorney Ronald Cucchiaro, of the Weiner Law Group, is representing the Planning Board. On July 2, Dasti told the Tri-Town News the Monmouth Commerce Center case is just starting. “This action won’t go to court for six months, nine months; the complaint was just filed a few weeks ago. As it relates to the township, the essence (of the complaint) is that there were ordinances establishing fees for applicants that were excessive or unreasonable, which we firmly deny. It has been that way for a long, long time,� Dasti said.

2020 Toyota C-HR Limited

W

hen one strives to stand out – like going out on the limb with a way different style – there always stands the chance that the result will be a “you either love it, or hate it” reaction. Pink hair. Blue hair. Purple hair. Maybe, I’m old fashioned, but something about it just doesn’t look right to me. When the folks at Japanese car importer Toyota began toying with the idea of the crossover SUV CH-R model a few years back, Peter Perrotta it began as a very edgy looking and sculpted concept car. A lot of these types of cars never make it to the mass market production line. But, Toyota went out on the limb in 2018 and introduced the C-HR crossover as a worldwide, mass market production car. The CH-Rs that are sold in the United States are actually made in Turkey. To be honest, I had never even heard of this model until the publicist from Toyota scheduled me for a one week test drive for review recently. When I told my brother, who sells Toyota’s in Minnesota, that I was going to be test driving one he said, “You’re going to hate it.” Well, after one week behind the wheel of the 2020 Toyota CH-R Limited recently, I must confess, I didn’t hate it. I kind of liked it, with some reservations. First off, before I get into all the technical details, being the journalist that I am, I rushed to research just why this compact crossover is called the CH-R. The answer is a bit confusing, but here goes. It stands for Compact High Rider, Cross Hatch Run-about or Coupe High

Rider. At first glance, the exterior of this vehicle looks like a very snazzy, sculpted flying wedge with the back end of the car sitting up noticeably higher than the front end. Hence, all those different CH-R names. In it’s review, Car and Driver gave the CH-R high marks for what it termed its “look at me” styling “cheeky interior design” and “plenty of standard features”. In fact, it is a stylish looking cross over SUV, the smallest Toyota offers in its lineup. In a very edgy design feature, the handles for the rear doors of this compact SUV are located at the top of the windows. When I first attempted to open one of the back doors, it threw me for a loop for a few seconds. I had never seen a design like this. But, at the end of the day, for this vehicle that design fits and works. The front seat cockpit and passenger seat ergonomics are superior, nicely designed and comfortable. The back seat, on the other hand, is a bit cramped. The sticking points – and issues most car reviewers have knocked it for – is the fact that this vehicle is not offered in a fourwheel-drive drive train and only comes with a somewhat inadequate 2.0 liter, four cylinder engine that puts out a modest 144 horsepower. Quite frankly, this car is crying out for a turbo boost engine so that it can get a little more giddy up than the 0 to 60 in 11 seconds performance. The 2.0 liter engine is coupled with the ever popular CVT (continuously variable transmission). These transmissions don’t shift gears, using one continuous gear mode instead. When you stomp on the accelerator, for quick passes or entrance ramp acceleration, the engine just sort of sits there and whines. When I asked my brother if they sell a lot of these CH-Rs in Minnesota he said that the fact that it isn’t offered with a fourwheel-drive option is a major drawback, especially in a snowy state.

2020 Toyota C-HR Limited

Whether or not Toyota has any plans to add a bit more power and a four-wheeldrive option remains to be seen. On the positive side of that, the 2.0 liter engine is fuel efficient. The EPA Department of Transportation fuel economy ratings for this car come in at an impressive 29 miles per gallon average – with 31 MPG on the highway and 27 in city driving. The EPA estimates that the average annual fuel cost of operating the CH-R is a modest $1,400 as it uses about 3.4 gallons of gas per every 100 miles driven. Toyota offers the 2020 CH-R in three different trim levels, the base LE (starting at $22,415), the mid level XLE ($24,450) and the top of the line Limited ($27,470). The test car I drove for one week was the Limited model in Hot Lava with silver/ black. The base MSRP sticker price – with destination included – was $27,470.
