Brookdale Community College holds memorable 50th graduation
B
rookdale Community College, the county college of Monmouth County, held a memorable 50th graduation ceremony at its campus in the Lincroft section of Middletown on July 30. With the ongoing 2020 coronavirus pandemic, the in-person commencement adhered to the state’s face covering and social distancing guidelines as graduates and
their family members remained in their vehicles most of the time, according to a press release from the college. “Brookdale certainly gleamed with pride and showed our steadfast commitment to student success,” Yesenia Madas, associate vice president of student affairs, said about the ceremony. Graduates drove onto campus and were
greeted by faculty members, administration, police officers and staff waving signs, cheering and showing their congratulations, according to the press release. The graduates and their families drove to a parking lot across from the back entrance to the Collins Arena, the building that would have housed the commencement ceremony in May if it had not been
postponed due to the pandemic. A commencement stage was set up in the parking area. Brookdale administrators were able to individualize the graduation experience for each student with a personal chance to celebrate their accomplishment and share that (Continued on page 6)
Jackson council adopts ordinance to prohibit short-term rentals

A
n ordinance that has been adopted by the Jackson Township Council will prohibit the rental of residential dwellings for less than 30 days. The ordinance was adopted by the members of the governing body during their Aug. 11 meeting, just a few weeks after an event in July that required police officers from Jackson and several other municipalities to disperse more than 700 people from a party at a house on Mill Pond Road.
Police said an investigation determined the home had been rented on a short-term basis from the homeowner through a vacation rental online marketplace. Charges were filed against the homeowner and the party organizers for violating Gov. Phil Murphy’s executive order regarding the number of people who may gather at a location during the 2020 coronavirus pandemic. The ordinance states that “no dwelling, or segment thereof, may be rented or leased for a term of less than 30 days” and
that “the lease or rental of multiple rooms within a dwelling to a single tenant or separate tenants is prohibited.” Voting “yes” on a motion to adopt the ordinance were councilmen Ken Bressi, Stephen Chisholm Jr., Martin Flemming and Andrew Kern. Council President Alexander Sauickie was absent from the meeting. Upon the ordinance’s introduction two weeks earlier, Sauickie said the local legislation was “not a knee-jerk reaction (to the house party), but more the final straw.
This council has repeatedly said we will fight for our fellow residents’ quality of life and they can be sure this incident will not simply go away with a fine, but will be a catalyst to ensure it never happens again.” In other business, at the Aug. 11 meeting the council: • Authorized the purchase of five 2021 Ford Police Interceptor sport utility vehicles at a cost of $168,338 from Beyer Ford for the Jackson Police Department; (Continued on page 6)

Murphy, legislators enact significant laws under cover of pandemic

oon after the nightmarish effects of the coronavirus pandemic subside, school district administrators may ask themselves this question: Where is Chris Christie now that we need him? The reference to the former governor may seem odd if not for the enactment during the past six months of three laws approved overwhelmingly by bipartisan majorities in both legislative houses and signed into law by Gov. Phil Murphy. Both noteworthy and disturbing is that this took place during the current health emergency in a virtual law-making environment, where public and media attention has been focused on more immediate concerns such as whether schools will reopen, the kind and quality of instruction offered, and myriad health and safety issues potentially affecting students and staff members. These three legislative initiatives, fair to say, were entirely geared to the interests of school employees and their unions. In both the short- and long-term, they will dramatically alter the balance in the bargaining relationship between school boards and local unions and will impose even greater budgetary stress on local school districts and financial pain on the state’s taxpayers, when relief, more than ever before, is urgently needed. It is indeed a sad commentary, but no surprise, that the legislative process has operated largely in the shadows during this difficult time, well out of public view and devoid of vigorous and vibrant debate as it made these dubious decisions. This misbehavior leaves the unfavorable impression that the state’s lawmakers have responded to special interest needs over the larger public interest. While school employees continue to encounter serious challenges during the current pandemic, they should find solace in the fact that the state’s elected policymakers have more than adequately protected their employment interests. If only other workers – the unemployed and furloughed – had the opportunity to enjoy the same.

Clerk discusses election to be conducted primarily via vote by mail
M
onmouth County Clerk Christine Giordano Hanlon is advising Monmouth County voters that Gov. Phil Murphy has announced major changes to the Nov. 3 general election process due to the ongoing COVID-19 public health situation. Similar to the July 7 primary election, the Nov. 3 general election will be conducted primarily by mail-in ballots with limited polling locations open for voting on paper provisional ballots only, according to a press release from Hanlon. According to Murphy’s Executive Order No. 177, all registered and active voters will automatically receive a mail-in ballot for voting in the 2020 general election without the need to submit a vote by mail application. The Executive Order states that the vote by mail ballots must be mailed to voters on or before Oct. 5. The county clerk’s office will provide a postage-paid envelope for the return of the completed mail-in ballot; therefore, voters are not required to attach a stamp when
returning the ballot via the United States Postal Service. According to the Executive Order, voters can return their completed general election mail-in ballot to the county Board of Elections via mail, drop box, in person to the Board of Elections Office, or in person at their assigned 2020 general election polling place. More information about deadlines and the placement of drop boxes will be forthcoming, according to the press release from Hanlon. A limited number of polling places will be available for voters on Nov. 3, where only paper provisional ballots will be available for voting. Voters with disabilities or who need an accessible ballot should contact the county clerk’s office at 732-431-7790, or may go to their assigned 2020 general election polling place, which will provide access to an in-person accessible voting device on Nov. 3, according to the press release. A sample ballot will not be mailed to voters for the Nov. 3 election, but a notice indicating voters’ polling lo-

cations will be mailed to voters. The county clerk’s office will make the sample ballots available online for viewing at MonmouthCountyVotes. com and on the Monmouth County Votes mobile app once the ballots are ready. A sample ballot will be available at each polling place on Election Day, according to the press release. “I encourage voters to check our elections website at MonmouthCountyVotes.com in the upcoming weeks and to follow the Monmouth County Clerk’s Office on social media for information regarding the Nov. 3 general election,” Hanlon said. “We will continue to provide updates as we receive more guidance from the state Division of Elections about the election process,” she said. The arrival times were scheduled so each graduate could experience walking across the stage, according to the press release from the college.
“It was intimate, full of emotion and a true celebration of our graduates,” Madas said. There were no speeches or crowds, as friends and family members who arrived with the graduate had to remain in their vehicle to watch their graduate cross the stage, but they cheered just as loud and were just as excited to celebrate the achievement, according to the press release. “Anyone who participated in the 2020 commencement will never forget how special it was,” Madas said.

Voters will have voices heard on open space tax increase

s JACKSON – Township Council memdbers have voted to place a public question -on the Nov. 3 ballot that will let Jackson ,residents have a say about a proposed intcrease in the local open space tax rate. - During a meeting on July 28, council President Alexander Sauickie, Vice 0President Andrew Kern, Councilman Ken -Bressi, Councilman Martin Flemming and Councilman Stephen Chisholm voted “yes” on a motion to place the question on the Election Day ballot. The explanatory statement will read: “In 2001, the voters of Jackson authorized

the establishment of the township’s Open Space Trust Fund and the imposition of an open space tax equal to 1.5 cents per $100 of equalized valuation. “In 2004, the voters of Jackson authorized the increase of the open space tax to 3 cents per $100 of equalized valuation. “The (open space) tax is currently collected at the rate of 2 cents per $100 of equalized valuation and a ‘yes’ vote on this question would reconfirm the wishes of the township’s voters to provide for an open space tax at the rate of 3 cents per $100 of equalized valuation while permitting these funds to be used for the acquisition, development, maintenance, preservation and payment of debt service for conservation,

Kern told the Tri-Town News the council members are working to purchase open space parcels with money that is currently in the Open Space Trust Fund. Following those acquisitions, he said, “there won’t be any money left in that account.” “Open space is very important to us, making sure we protect against over-development. Jackson is an enormous town (100 square miles) and developers are looking at the available space … to see how they can turn a profit (in ways) that would severely impact the people who live here now,” Kern said. Kern said the additional revenue that would be collected by raising the open space tax rate would provide municipal officials with more flexibility to purchase open space throughout Jackson.
