Applicant describes plan for Jackson Parke South homes By CHARLES DAYE Staff Writer
M
embers of the Jackson Planning Board and the public have heard initial testimony on an applicant’s plan to construct 549 residences on a 129acre tract off West Veterans Highway in the Cassville section of Jackson. Attorney Jason Tuvel, engineer Daphne Galvin and traffic engineer Nick Verderese represented the Jackson Parke application during the board’s Nov. 16 meeting, which was conducted virtually during the ongoing 2020 coronavirus pandemic. Specifically, board members are hearing a proposal for Jackson Parke South. Board members previously approved a plan for the Jackson Parke North residential development, also in the Cassville section of Jackson. Tuvel said that the applicant is seeking preliminary and final major site plan approval for Jackson Parke South. He said the project would consist of 61 single-family homes, 144 apartments and 344 townhouses. The attorney said 100 of the proposed 144 apartments would be designated as affordable housing units. Affordable housing is defined as housing that is sold or rented at below market rates to individuals and/or families whose income meets certain guidelines. The developer is also proposing to construct a 6,100-square-foot clubhouse with recreational amenities including a pool and a tot lot. Galvin testified on behalf of the applicant and said there is undeveloped land to the north of the project site and across West Veterans Highway to the south, and there

are residential uses to the west, at Harvard West Drive, and also to the east. Prospertown Road is an unimproved public right-of-way that separates the Jackson Parke South property into two parcels. Galvin described Prospertown Road as a dirt path that “meanders in and out of the existing right-of-way and based on its condition, it appears to be used by pedestrians and ATVs.” The property to be developed as Jackson Parke South is undeveloped and con-
sists primarily of mixed forest uplands and wetlands. Galvin said the Cedar Branch of the Toms River runs along the northern portion of the site, flows easterly, connects to the Pole Brook and goes under Cassville Road. There is a flood hazard area associated with the Cedar Branch. Galvin said the applicant has obtained a Flood Hazard Area Verification from the New Jersey Department of Environmental Protection (DEP) and has no plans to dis-
turb the regulated area. The engineer said all permits required from the DEP regarding environmental constraints at the development site have been obtained by the applicant. Galvin said 61 lots for single-family homes are proposed in the Jackson Parke South application. The minimum lot size for a single-family home is 9,000 square feet (1 acre is 40,000 square feet). Tom Gilmore: Conservation trailblazer in New Jersey
N
ew Jersey’s parks, forests, farms, trails, meadows and wildlife habitats are preserved today in large part due to the many individual conservation trailblazers in this state we’re in. Individuals really do make a difference, You may not have heard of Tom Gilmore, but if you live in New Jersey you can be sure your community is a better place because of his tireless efforts to protect natural places and wildlife. Tom, who passed away on Nov. 7 at the age of 74, was a true conservation trailblazer. As head of the New Jersey Audubon Society for nearly 30 years, he had a strong appreciation of the importance of nature in our lives and he made an extraordinary impact on safeguarding it. Tom came to New Jersey Audubon in 1983 after serving as general manager of the Philadelphia Zoo. During his time at New Jersey Audubon he expanded the organization from a birding club with a membership of 3,000 and a staff of 10, to a thriving conservation organization with 20,000 members and a staff of 80. Tom was an avid fly fisherman and conservationist, and he worked to gain key legal protections for land, water and wildlife throughout the Garden State. He also established many educational programs to connect adults and children with nature. One of the first challenges Tom took on was saving New Jersey’s wetlands from the rampant and often careless sprawl of development of the 1980s. Wetlands are a vi-

We spent many hours together going over budgets and financial reports. He made budgets fun and interesting, and generously shared his expertise and knowledge. Tom was also concerned with making sure open space was well cared for after being preserved – that ecological values and biodiversity were protected, and meaningful public access was secured. Tom was a man of great integrity and humility, and a friend and mentor to me and many in the conservation community. He leaves an amazing legacy: thousands of acres of preserved wetlands, forests, wildlife habitat and natural areas that will be enjoyed by generations to come – and education programs that entice children and adults to fall in love with nature and become its defenders. ‘Daniel’s Law’ will protect privacy of judges, law enforcement personnel Gov. Phil Murphy has signed legislation into law which will protect the home addresses and telephone numbers of judges, prosecutors and law enforcement officers from public disclosure. The bill, known as “Daniel’s Law,” is named in honor of Daniel Anderl, the late son of U.S. District Court Judge Esther Salas. Anderl was killed by an individual who had compiled a dossier of personal information about Salas, including the judge’s home address in Middlesex County, according to information provided by the governor’s office.
“This is a renewed commitment to ensure that our judiciary, prosecutors and members of law enforcement who answer the call of justice can do so without fear for their personal safety, or the safety of their loved ones,” Murphy said in a statement his office issued on Nov. 20. “By shielding the home addresses and private contact information for those who serve on the bench and enforce our laws, we are demonstrating that in the face of unspeakable tragedy, New Jersey responds not with thoughts and prayers, but with concrete action,” the governor said.

Further, the bill prohibits government agencies, individuals and businesses from knowingly publishing on the internet, or otherwise making available, the home address or unpublished home telephone number of any active or retired judge, or any active or retired prosecutor. The law also enables any active or retired judge, prosecutor or law enforcement ofďŹ cer whose home address or unpublished telephone number is disclosed on the internet or otherwise made available to the
public, or whose immediate family member’s name, home address, or unpublished phone number is disclosed on the internet or otherwise made available to the public, to request that the information be removed. home will have a two-car garage. Second, she said the application proposes the construction of 168 townhouses in buildings that will contain four, ďŹ ve or six units. Parking for the townhouses is provided with two-car garages and onecar driveways, with on-street parking for guests. Planning Board Chairman Robert Hudak asked how a home could have a twocar garage and a one-car driveway. Galvin said that based on the width of the driveway, the driveway itself is not wide enough to get credit for the second space. “Technically, the width that is required to get two spaces in the driveway cannot be provided. The driveway is physically wide enough for two cars to get in to access the garages, but it is not wide enough to get credit for two spaces in the driveway,â€? she
said in her testimony before the board. The third type of residential structure that is proposed at Jackson Parke South is what Galvin referred to as a stacked townhouse unit. The applicant is proposing 176 stacked townhouse units in buildings of eight or 12 units. Parking is provided with a one-car garage and a one-car driveway, with onstreet parking for guests. Finally, multifamily units are proposed on the northwest corner of the site. Galvin said there would be 144 units in six buildings (24 units per building). This portion of Jackson Parke South includes 100 affordable housing units. Parking is proposed in parking lots. She said the developer will provide areas for trash and recyclables in this section of the development. The Jackson Parke South application was carried to the Planning Board’s Dec. 7 meeting.
Recount to be conducted in Howell race By CHARLES DAYE Staff Writer
HOWELL – A recount will be conducted in a race in which two candidates are seeking a four-year term on the Howell Township Council. Republican Evelyn O’Donnell, who is seeking her second term, and Democrat Andre de Garmeaux, who is seeking his ďŹ rst term, squared off in the Nov. 3 election. According to results posted online by the Monmouth County Clerk’s OfďŹ ce, O’Donnell received 15,415 votes and De Garmeaux received 15,095 votes. State Superior Court Judge Linda Grasso Jones, sitting in Freehold, has granted a request from de Garmeaux for a recount of the results. On Nov. 25, de Garmeaux told the TriTown News that representatives from both campaigns met and agreed to a recount.
He said the campaigns are waiting for a date for the recount to be set. “I think there is enough merit from what I have been told to do (a recount). I do not think this is folly, it is deďŹ nitely not sour grapes or anything like that. There are questions and there are (more than 300 ballots) that fall into question,â€? de Garmeaux said. In the Nov. 3 election, Democrat Theresa Berger was elected to her second four-year term as Howell’s mayor. Berger turned back a challenge from Republican Suzanne Brennan. According to results posted online by the Monmouth County Clerk’s OfďŹ ce, Berger received 16,615 votes and Brennan received 14,392 votes. In Howell’s form of government, the mayor is directly elected by voters and serves as a voting member of the ďŹ ve-person Township Council.
