Boy Scout completes Eagle project at community garden By MARK ROSMAN Managing Editor

A

Marlboro resident has added an improvement to the Marlboro Community Garden as part of his efforts to attain the rank of Eagle Scout. Sidharth Raj, 17, is a Boy Scout in Troop 85, which is chartered by the Robertsville Volunteer Fire Company in the township. For his Eagle Scout project, Sidharth designed and installed temperature sensors in the Marlboro Community Garden on Tennent Road. According to a description of his work, the main project involved installing remote IoT sensors in the compost bins of the Marlboro Community Garden. The sensors track temperature and moisture data from the compost piles as they are actively converting garden waste to compost. Because composting depends on microorganisms, keeping the compost pile at a specific temperature and moisture allows the process to be more efficient and go faster. The sensors post collected data to a website and chart the data on graphs in real time so gardeners can view the data from home and notice trends or long-term change, according to the description. Sidharth’s project was sponsored by Ellen Simonetti, the volunteer manager of the Marlboro Community Garden and chair of the Marlboro Shade Tree Committee. Simonetti said Sidharth explained that he wanted “to design and install sensors in each of our four compost systems with a link that would allow any of the 80 member families of the garden to remotely monitor the temperature and moisture levels of our ‘cooking’ compost. “With the graphs his sensors provide, we are now able to optimize the conditions that transform garden waste and leaves into compost, a valuable soil amendment. “Sidharth not only developed the code for the system, installed the sensors and

provided links that are working to provide the promised information, he also continues to monitor the system, making adjustments and improvements as necessary and practical. “Before installing the sensors, he led a group of his fellow scouts is bringing the bins up to optimal functioning by aerating, sifting and filling the individual parts of the systems as needed. “He did a very good job of leading his helpers, especially with the additional demands of COVID-19. … Our garden is very fortunate he chose us for this project,” Simonetti said. Sidharth is the son of Sunder and Surekha Raj. He is a senior at Biotechnology High School, Freehold Township, and has been a Boy Scout for six years. Prior to that, Sidharth was a Cub Scout in Pack 86 for four years. A date for his Eagle Scout Court of Honor has not been scheduled. According to its mission statement, the Marlboro Community Garden “is dedicated to the support of recreational community gardening. It enables gardeners to grow produce using best gardening practices. “Benefits include preservation of green space and production of quality produce as members work collaboratively and share information about gardening techniques. “The Marlboro Community Garden also provides an educational forum for the members to expand their horticultural knowledge through cross-cultural and inter-generational connections, and fosters community pride,” according to the mission statement. The garden is operated by the Marlboro Shade Tree Committee and is comprised of 106 individually assigned plots in a township park. Special gardens at the site include a perennial garden, a pollinator garden, a communal herb garden and a Monarch Butterfly way station, according to information posted on the municipal website.

Title of ‘county commissioner’ will replace ‘freeholder’ in 2021 By MARK ROSMAN Managing Editor

T

he five officials who comprise Monmouth County’s governing body will reorganize for 2021 in a meeting to be held at 4 p.m. Jan. 7 at the Collins Arena on the campus of Brookdale Community College, Lincroft. The 2021 reorganization meeting will mark a milestone in Monmouth County government as the panel changes its centuries-old name from the Monmouth County Board of Chosen Freeholders to the Monmouth County Board of County Commissioners. The name change complies with legislation Gov. Phil Murphy signed into law in 2020 that became effective on Jan. 1. The legislation requires the title of “chosen freeholder” to be changed to “county commissioner” and all “boards of chosen freeholders” to be known as “boards of county commissioners.” In a press release, Murphy was quoted as saying, “We have an obligation to ensure that governance in New Jersey is inclusive and representative of the tremendous diversity of our great state. Amid a national reckoning to re-examine vestiges rooted in structural racism, this action will eliminate the use of the term ‘freeholder’ in county government – a title that is an outgrowth of a time when people of color and women were excluded from public office.”

The members of the 2021 Monmouth County Board of County Commissioners will be Thomas A. Arnone, Susan M. Kiley, Nick DiRocco, Lillian G. Burry and Ross Licitra. All five commissioners are Republicans. In the Nov. 3 election, Burry and Licitra defeated Democrats Michael Penna and Moira Nelson in the race for two threeyear terms on the board. Licitra won his first term on the board, while Burry was re-elected to continue her service to the county. Official results posted online by the Monmouth County Clerk’s Office showed Burry receiving 199,277 votes and Licitra receiving 197,823 votes to win the seats. Penna received 163,321 votes and Nelson received 160,812 votes. There are 53 municipalities in Monmouth County. County government in New Jersey dates back to 1798. The responsibilities of the governing body include legislative and executive functions, including the oversight and regulation of county property and finances; the upkeep of 380 miles of county roads and nearly 1,000 bridges; maintenance of more than 15,000 acres of county park lands; preparing and adopting the county budget; authorizing expenditures and bonds; appointing county officials and members to boards, commissions and authorities; and supervising the administration of county government, according to the county.

Residents asked to provide input on visiting popular county destinations

raveling in and around Monmouth County year-round could be easier in the future with the help of residents and visitors alike. The Monmouth County Department of Planning, in cooperation with the North Jersey Transportation Planning Authority (NJTPA), has announced a study called Monmouth Within Reach to gather public input and develop strategies and best practices for managing travel demand, according to a press release from the county. The goal of the study is to make it easier for people to get where they need and want to go in the county. Visit www.MonmouthWithinReach.com to learn more about the study and to provide input.

“This project is going to develop strategies and best practices to reduce congestion related to tourism and events by using the resources we have to more effectively manage the demands on our transportation network,” Monmouth County Commissioner Thomas A. Arnone said. “County commissioner” replaced the title of “county freeholder” on Jan. 1. Arnone is the liaison to the Monmouth County Public Works and Engineering Department and represents the county on the NJTPA Board of Trustees. Commissioner Lillian G. Burry, liaison to the Monmouth County Department of Planning, added, “We are hopeful that high levels of community involvement

from residents and visitors can enable us to formulate recommendations that will make traveling in the county on heavy travel days smoother for everyone.” The Monmouth Within Reach study is being led by transportation planners from Monmouth County and the NJTPA, with professional assistance from Stantec and Stokes Creative Group Inc., according to the press release. County officials noted this study was approved for federal funding in 2019, before the COVID-19 pandemic. Officials said the study team recognizes that the pandemic impacted the public’s ability to attend events in 2020. The study team is using transportation data from

2019 to review congestion levels related to tourism and events. County officials said the study team members look forward to an appropriate time for the study’s recommendations to be implemented when tourism and event attendance returns to normal, according to the press release. The survey results will be used to help develop potential strategies for the future, according to the press release.

A Freehold resident has been charged with stealing approximately $1.1 million from five individuals through the use of fraudulent stock purchases and promissory notes, Monmouth County Prosecutor Christopher J. Gramiccioni announced. According to a press release from the Monmouth County Prosecutor’s Office, Anthony Giordano stole approximately $1.1 million between January 2015 and July 2018 from five people through the use of fraudulent stock purchase agreements and promissory notes. Giordano allegedly used the funds for his own personal benefit. He was charged with second degree theft by deception and second degree misconduct by a corporate official. Giordano turned himself in to the Freehold Township Police Department on Dec. 3, according to Gramiccioni. According to the press release, an investigation revealed Giordano obtained funds from five individuals who believed they were buying shares in or loaning money to his various companies (Nue Trition Weight Management, Nue Pens LV, Nue Pens FL, Nue Resource Financial and Nue Resource Funding). Giordano allegedly made those people believe the companies were, or were going to be, successful, but he made no significant attempt to make the companies operational. Despite requests from the five individuals to Giordano to provide financial documentation demonstrating the value of the companies, he failed to do so, thereby hiding the fact the businesses had little value, according to the prosecutor’s office. Several of the companies, including Nue Trition Weight Management, Nu Pens LV and Nue Pens FL, had little to no business activity despite having received hundreds of thousands of dollars from the victims. Instead of using the individuals’ investments to fund his companies, Giordano allegedly used those assets to pay for personal expenses such as travel, entertainment, gas, dry cleaning, and monthly car payments, according to the prosecutor.

Miller, a columnist for The New York Times and the author of “Running: A Love Story,” will be the moderator and will interview Croatto. Since Miller and Croatto are full-time freelance writers, Croatto said part of the presentation will be a question and answer session during which people may ask both authors about avenues they should take if they aspire to be a freelance writer. “This will be a good resource for people … on how to be successful at freelance writing,” Croatto said. “I want people to pick up inspiration from the event. I want them to walk away with ‘Hey, I can do it.’ “ Croatto said he is looking at the virtual event as a homecoming to the area, where he said his passion for becoming a writer began at age 13. His parents, Dot and Lou, were instrumental in his journey to becoming a journalist and an author as they encouraged him to read a lot of books as a child. Dot worked in the field of publishing as a copy editor. Croatto’s parents still live in the house that he and his brother, Dave, grew up at in the Strathmore section of Aberdeen. Croatto said the library was a “home away from home” for him as he was growing up. He got his start in journalism when he attended Matawan Regional High School and began writing for the student newspaper, The HuskieView. He said he learned a lot from the newspaper’s adviser, Bonnie Sachs, who was “extremely encouraging and helpful” to him. While still in high school, Croatto took summer writing classes at Brookdale Community College to further his development as a writer and his passion for writing. After he graduated from high school in 1996, Croatto attended The College of New Jersey, Ewing, where he was a journalist/professional writing major. He graduated in 2000. Writing “From Hang Time to Prime Time: Business, Entertainment and the Birth of the Modern-Day NBA” was “a labor of love. It started in Aberdeen. It was learning to love to write by going to Brookdale for summer writing courses, and to Matawan Regional High School and loving to learn how to read. It’s a homecoming,” he said. Croatto has been writing professionally since 1998. He has published pieces for The New York Times, Grantland, Sports

Illustrated, Philadelphia Magazine and GQ.com, among others. An article Croatto produced for Grantland in 2013 about Marvin Gaye’s performance of “The Star-Spangled Banner” at the 1983 NBA All-Star Game being the pivot point of the league becoming what it is today led him to the idea of writing a book about the league. After talking to people around the NBA like Golden State Warriors President and Chief Operating Officer Rick Welts and to Magic Johnson’s agent Lon Rosen, Croatto gathered the facts he used to produce his book. Seven years of “labor and love” later, Croatto has authored a book that takes the reader into the meetings that led to the merger of the American Basketball Association and the NBA in 1976, and discusses how NBA greats like Julius Erving, Magic Johnson and Michael Jordan grew in the game of basketball on and off the court with their star power and talents. The book describes how Magic Johnson and Larry Bird helped attendance skyrocket and racial lines dissolve, while diving into how the personality-driven coverage of key players by television launched NBA players into unprecedented celebrity status. Croatto said he believes everyone from basketball fans to avid readers will enjoy his book and said he hopes to share those feelings and more during his upcoming virtual event. “Without my time in Aberdeen, there wouldn’t be a book. It’s a book that caters to many people. If people from the community have time to join the event, I would love to see them there,” he said.

Freehold schools will remain fully remote until risk decreases Staff Writer

FREEHOLD – The Freehold Borough K-8 School District Board of Education has approved a revised re-entry plan in which students receive fully remote instruction until the coronavirus risk in the borough decreases. Board members approved the revised restart and re-entry plan on Dec. 14. Since the beginning of the 2020-21 school year, because of the ongoing coronavirus pandemic, all of the pupils in the district have been receiving remote instruction. When the school year began in September, the COVID Regional Risk Assessment designated Monmouth County and Freehold Borough as having a moderate risk for the virus. However, district administrators were unable to provide in-person instruction to students because of a lack of physical barriers between students and issues with the heating, ventilation and air conditioning (HVAC) filtration systems, Superintendent of Schools Rocco Tomazic said at the time. Those issues were addressed by November, but the improved physical conditions in the schools coincided with an increase of coronavirus cases in New Jersey. By the time the schools were ready to have students return for the first time since March, Monmouth County and Freehold Borough had been designated as high risk areas for the virus.

Upon receiving the high risk designation, district administrators pushed back the intended physical reopening of the buildings, which had been scheduled for December. According to the revised restart and re-entry plan, students will not receive inperson instruction until Freehold Borough and Monmouth County reliably return to moderate risk status, according to district administrators. Tomazic said that as of Dec. 23, Monmouth County was designated as a high risk area for the virus and Freehold Borough was designated as a very high risk area for the virus. “Our facilities are ready to reopen,” he said. “(In the near future), we will have an updated survey for parents and guardians with several choices for restarting in-school hybrid instruction. We want to assess the latest preferences and focus on one approach to jump to when (schools are permitted to open).” During the Dec. 14 meeting, board members passed a resolution of appreciation citing the efforts of the district’s employees for their work during the pandemic. “The Board of Education thanks the faculty and staff for their ongoing efforts to mitigate any negative impact growing from virtual learning,” board members wrote in the resolution. “The board recognizes and commends each member of the district faculty and staff for their noteworthy efforts to

maintain the quality of academic work and their students and will continue to work productively with the district faculty and staff to carry out a viable instructional program through the end of the current coronavirus pandemic period.” Legal Notices

time. The Colts Neck shade tree team and a state of New Jersey expert viewed ash trees in the Clover Hill section of Colts Neck. Numerous ash trees showed signs of extensive rot and decay and little to no canopy, making them a potential risk to life and property. The Colts Neck code official admitted having no training or time to inspect trees on private property. Colts Neck claimed the infected trees were not an immediate risk and the trees are not near property lines or any structures. One infected 60-foot-tall ash tree

crashed into my rear yard, crushing three fences. With a massive dead ash 23 inches from my property and another 12 feet from my driveway, the fear of more destruction is real. Colts Neck still refuses to apply our dead tree ordinance as written. Come spring, take notice of large trees with little or no leaves, split bark, decayed and fallen branches.
