Monmouth Conservation Foundation works to preserve open space By CHARLES DAYE Staff Writer

T

he executives who direct the efforts of the Monmouth Conservation Foundation (MCF) believe having access to parks and open spaces has improved Monmouth County residents’ quality of life during the 2020 coronavirus pandemic. The foundation, which has offices in the Lincroft section of Middletown, is Monmouth County’s only county-wide land trust. At present, the foundation’s directors are working on about a dozen open space initiatives throughout the 665-square-mile county that is home to almost 620,000 residents. The Monmouth Conservation Foundation was founded in 1977 by Michael Huber and Judith Stanley Coleman as a nonprofit organization. The foundation works to preserve land and protect the county’s natural habitat. During the past, 43 years, the organization has saved more than 22,500 acres of open space and farmland, according to its website. As more farmland and open space is targeted for development for residential and commercial uses, the foundation forms partnerships by serving as a facilitator and/ or partner among public and private entities.

ning said the foundation has a priority list of 11 projects at the present time. He said the foundation is “trying to raise sufficient funds to match funds provided by the state, the county, a municipality or individuals.” ATING

He said the foundation is working on projects in Howell, on farmland preservation initiatives in Colts Neck, and on three waterfront projects, including Swimming River Park in Red Bank. The MCF is also interested in improving green space in the more urban areas of the county such as Asbury Park and Long Branch. “In general, we have park projects, we have farmland projects … We are also saving properties that surround Naval Weapons Station Earle in Howell, Colts Neck and a few other municipalities, so we are working with the Navy on those projects,” Kastning said. He noted that “many people think we are part of the Monmouth County Park System or the county, which of course we are not. We are an independent organization.” MCF Deputy Executive Director Amanda Brockwell said that in addition to using funding that is provided by taxpayers, the organization “is raising private dollars from people around the county and beyond that ultimately go to fund these projects.” In September 2019, the New Jersey Department of Environmental Protection’s Green Acres program and the MCF completed the $3.8 million purchase of 190 acres of forests and forested wetlands that

Hotel Tides to host Trianglist works by Howard Schoor

A

t 81, Howard Schoor has had too many life acts to assign a number to this one. Trianglism is his personal art/life movement. Schoor’s mold is that of other self-taught originators, existing apart from the art world establishment. A phrase widely attributed to art historian and author Roger Cardinal, “outsider art” is described by The New York Times writer Roberta Smith as encompassing a “certain purity.” Smith went on to describe it as “an unstoppable need to make art unsullied by the ‘insider’ art world, with its fine art degrees and commercial machinations that always struck me as rather hoity-toity.” Schoor’s Trianglist works embody inescapable purity. The art is unsullied. His medium is spackling paste, oils, acrylics and markers on canvas, according to a press release. Howard Schoor’s art will be on display at Hotel Tides, 408 7th Ave., Asbury Park, from June 14 through July 12. Schoor is a classically trained and licensed professional engineer. He built and led one of the United States’ largest regional engineering firms from 1967-92 in Manalapan. Daily, he worked with – and sometimes against – the triangle. Today, the triangle remains the focus of his art conscious. Then as now, Schoor leverages their angles and, as he discerns it, aesthetic, to shape and deliver compelling visual narratives, according to the press release. His Trianglist works evidence his love of architecture, forms, angles and shapes, and his belief that “less can be more.” Trianglism tells a story. The Trianglist, Schoor, engineers emotion. Schoor was an art consumer long before he was an art creator. For a long time he, too, succumbed to the “hoity-toity” and “hocus-pocus” commercial machinations of the “insider” art world. As a consumer of important works, he learned quickly the arbitrary nature of the contemptible phenomenon called “art value.” He was driven to, more than merely arriving at, the decision to return art value to its rightful place. “Pleasure became my barometer. If the art pleased me, it was valuable.” Emboldened, he began to create. Schoor lives and creates art in Jupiter, Fla., Bethel, N.Y., and Asbury Park. Trianglism occupies an original art

space carved by Howard Schoor. At 81 years young, Schoor acknowledges his art is pleasing to the heart and the eye. In his estimation, this is the art’s ultimate value. It is what it is.

June 10 public hearing scheduled on Colts Neck budget By PETER ELACQUA Staff Writer

COLTS NECK – Members of the Township Committee have introduced a 2020 municipal budget totaling $12.47 million that will be supported by the collection of $7.8 million in taxes from Colts Neck’s residential and commercial property owners. To support the budget, officials will appropriate $1.6 million from the township’s surplus fund (savings) as revenue and ex-

pect to receive $1.98 million in state aid. The budget was introduced on May 13 and a public hearing will be held on June 10, during which time members of the public may comment on the budget. The Township Committee may adopt the budget following public comment. Information regarding how members of the public may remotely participate in the meeting will be posted at colts-neck.nj.us prior to the meeting. Mayor Frank Rizzuto said the proposed

budget is under the permissible tax levy cap and under the permissible appropriations cap. “I thank the township’s department heads, the Township Committee, our commission chairs and our business administrator, Kathleen Capristo, for developing this budget,” Rizzuto said. Colts Neck’s 2019 adopted budget totaled $12.5 million. The tax levy was $7.85 million. From 2019 to 2020, total appropriations have decreased by $30,000 and

the amount to be paid by property owners in taxes has decreased by $50,000. In 2019, the municipal tax rate was 25.8 cents per $100 of assessed valuation. The average home in Colts Neck was assessed at $828,700. The owner of that home paid $2,138 in municipal taxes. In 2020, the municipal tax rate is projected to remain at 25.8 cents per $100 of assessed valuation. The average home is now assessed at $823,000. The owner of that home will pay $2,123 in municipal taxes. Municipal taxes are one item on a property owner’s tax bill, which also includes Colts Neck K-8 School District taxes, Freehold Regional High School District taxes and Monmouth County taxes. The amount of taxes an individual pays is determined by the assessed value of his home and/or property, and the tax rate that is set by each taxing entity. In addition to municipal taxes, Colts Neck charges each property owner an open space tax of 1.2 cents per $100 of assessed valuation. The owner of a home assessed at the township average of $823,000 will pay about $99 in open space taxes in 2020. Municipal officials said the open space tax will generate about $360,000 to be used for the acquisition and preservation of open space parcels.

Sites in Rumson, Manalapan named as endangered places The Derick Sutfin House in Monmouth Battlefield State Park, Manalapan, is the park’s oldest structure. Jacob Sutfin constructed the dwelling after purchasing the property in 1718. During the Battle of Monmouth in June 1778, the farmhouse was in the midst of the action, caught in the crossfire of the biggest field artillery duel of the American Revolution, according to the press release. When Derick Sutfin died in 1796, two of his neighbors carefully inventoried the

contents of the dwelling, outbuildings and fields, providing an exceptional interpretive opportunity. According to Preservation New Jersey, the threat to the Sutfin House is immediate. It is in such a severely deteriorated condition that there have been discussions of abandoning the house to demolition by neglect so available funds can be used to maintain two nearby houses. With the 250th anniversary of the Battle of Monmouth less than a decade away,

Preservation New Jersey supports the view that the state should be moving to allocate sufficient funds to prepare the park, and this specific home, for its upcoming part on the national stage in 2028, according to the press release. Founded in 1978, Preservation New Jersey is a statewide nonprofit organization that promotes the economic vitality, sustainability and heritage of New Jersey’s diverse communities through advocacy and education, according to the press release.

n recognition of National Preservation Month (May), Preservation New Jersey announced its annual list of the 10 Most Endangered Historic Places in New Jersey. The Lauriston Estate in Rumson and the Sutfin House in Manalapan have been named to the list for 2020. The program spotlights locations Preservation New Jersey believes are irreplaceable historic, architectural, cultural and archeological resources in New Jersey that are in imminent danger of being lost, according to the press release. Listing these resources acknowledges their importance to the heritage of New Jersey and draws attention to the predicaments that endanger their survival and the survival of historic resources statewide. The list, generated from nominations by the public, aims to attract new perspectives and ideas to sites in desperate need of creative solutions, according to Preservation New Jersey. Several challenges face properties on the 2020 list, including neglect and deferred maintenance, threats incurred by redevelopment and new construction, difficulties raising adequate historic preservation funding, and the need for creative adaptive reuse proposals, according to the press release. Seven sites on the 2020 list are publicly owned, highlighting the government’s frequent role in deferred maintenance along with the reality of limited historic preservation funds, according to the nonprofit organization. Selections to the endangered list are based on three criteria: historic significance and architectural integrity; the critical nature of the threat identified; and the likelihood that inclusion on the list will have a positive impact on efforts to protect the resource, according to Preservation New Jersey. The Lauriston Estate in Rumson is an 1870 Colonial Revival mansion designed by New York and Red Bank architect Leon Cubberly. It is the only residential building in Rumson listed on the National Register of Historic Places, according to the press release. Designed in the predominant Colonial Revival style of that era, the Lauriston Estate is grand and includes a marble foyer and spacious entrance hall leading to a unique dual bowed staircase. Lauriston is currently at the center of an affordable housing settlement agreement that would allow replacement of the mansion with 16 luxury townhouses, according to the press release. Representatives of Preservation New Jersey said they believe the mansion could be adaptively reused as a part of the proposed development.

Monmouth County Fair cancelled due to coronavirus pandemic By MARK ROSMAN Managing Editor

T

he Monmouth County Fair, which has long been a staple of the summer season in the county, has been cancelled for 2020 as a result of the coronavirus pandemic. There will be no racing pigs, no pie eating contests, no friendly cows to pet and no surprise performance from Bruce Springsteen (“The Boss” joined Sonny Kenn on-

stage at the fair in July 1982). A message posted on the Monmouth County Fair Facebook page on May 27 reported that the fair will not take place in 2020, but states that “plans are already in the works to make 2021 our best fair yet! We hope to see you in the parks this summer.” The county fair is organized by the Monmouth County Park System and the Rutgers Cooperative Extension and is held during the last week of July at the East

Freehold Showgrounds in Freehold Township. Each year the fair features rides, entertainment, food and vendors, and the event shows its agricultural roots with displays of livestock and farm equipment, a home and garden competition, and exhibits that are shown and explained by members of the county’s 4-H organization. Several fans of the fair shared their disappointment about the event’s cancellation with messages they posted on the

Facebook page: “We withstood hurricanes, tropical storms, thunder, lightning and humidity … and loved every minute of it … my heart is broken” and “Have been entering the home and garden (competition) every year. The parcel is referred to as the McDowell property. “That was a project that is particularly great in terms of size, but also one of the last remaining pieces to expand Allaire State Park,â€? Brockwell said. “The irony of (the pandemic) is that parks are packed now. People are craving outdoor opportunities and to be part of that important acquisition was a timely opportunity. “For Allaire State Park to be expanded by 200 acres to allow for more areas of passive trails, essentially right before this crisis hit ‌ is serving a lot of people right now,â€? she said. Brockwell said the county’s parks and open spaces have been an unexpected silver lining during the pandemic.

“I think it is fair to say our quality of life in Monmouth County is so much better right now because of all the opportunities people have to access open spaces and trails, and really maintain their mental and physical health at a time when we desperately need it. “What unifies all of these different (foundation) projects is that we can take an experience like what we are going through right now with this (pandemic) and reflect on a lot of priorities and what is important in our lives. “One thing I think has come forward for a lot of people is (having) access to these lands we are protecting, and it is a important thing to support,� Brockwell said. Kastning said he hopes residents and visitors will continue to enjoy Monmouth County’s parks and open spaces once the pandemic passes.

Manalapan-Englishtown school board adopts $97.15M budget By MARK ROSMAN Managing Editor

T

he Manalapan-Englishtown Regional School District Board of Education has adopted a $97.15 million budget to fund the operation of the school district during the 2020-21 school year. Board members unanimously adopted the budget during a virtual meeting May 5. The $97.15 million budget for 2020-21 will be funded through anticipated revenues of $27.53 million and the collection of $69.62 million in property taxes from residential and commercial property owners in Manalapan and Englishtown, according to a resolution board members passed. Residential and commercial property

owners in Manalapan will pay a local tax levy of $67.23 million (96.56% of the total tax levy) in 2020-21. The K-8 school tax rate in Manal-apan for 2020-21 will be 94.4 cents per $100 of assessed valuation. The owner of a home assessed at the township average of $453,733 will pay about $4,283 in K-8 school taxes during the upcoming year. Residential and commercial property owners in Englishtown will pay a local tax levy of $2.39 million (3.44% of the total tax levy) in 2020-21. The K-8 school tax rate in Englishtown for 2020-21 will be 90.7 cents per $100 of assessed valuation. The owner of a home assessed at

$350,000 will pay about $3,175 in K-8 school taxes during the upcoming year. The spending plan for the upcoming school year will incorporate a $2.3 million reduction in state aid. During the past decade, the district has seen its state aid decrease from $21.5 million in 2009-20 to $14.93 million for 2020-21. State aid is expected to continue to decrease over the next several years until it reaches $7 million, according to district administrators. The school district’s 2019-20 budget totaled $93.44 million and was supported by the collection of $68.3 million in taxes from property owners in Manalapan and Englishtown. The 2019-20 school year saw a continuing reduction in the district’s state aid in accordance with legislation known as S-2 that was signed into law by Gov. Phil Murphy in 2018. State aid to the district declined from $18.77 million in 2018-19 to $17.23 million in 2019-20. The district’s state aid will be reduced from $17.23 million in 2019-20 to $14.93 million for 2020-21, according to information released by the New Jersey Department of Education. According to Manalapan-Englishtown administrators, the district’s state aid is scheduled to be reduced by an additional $2.93 million for 2021-22, by an additional $2.7 million for 2022-23, by an additional $1.7 million for 2023-24 and by an additional $540,000 for 2024-25. Manalapan-Englishtown is among a group of New Jersey school districts that have filed a lawsuit against the state as a result of S-2. Superintendent of Schools John J. Marciante Jr. said district administrators “are continuing our advocacy for our financial situation. The lawsuit we filed last year is close to having a hearing, and that may occur in June.” Marciante said given the financial straits in which New Jersey finds itself as

a result of the coronavirus pandemic, it is possible the school district could see the state aid that was promised for 2020-21 reduced when Gov. Phil Murphy delivers another budget address at the end of August. The state’s fiscal year has been extended from July to September. “We are thinking about being prepared for that (a further reduction in state aid),” the superintendent said. The board took the following actions as part of the budget’s adoption: • Withdrew $50,000 from capital reserve. The district intends to use these funds for the purpose of upgrading school security systems throughout the district; • Withdrew $1.63 million from capital reserve. The district intends to use these funds for the purpose of renovating areas in the Manalapan Englishtown Middle School, Manalapan, to support the relocation of administrative and support staff from the district’s headquarters in Englishtown. Marciante said the renovation project at the middle school could be delayed pending the updated state aid amount that is expected to be received in the late summer. • Withdrew $200,000 from capital reserve. The district intends to use these funds for the purpose of establishing a bus yard to house approximately 20 mini buses in the Manalapan Englishtown Middle School parking lot; • Withdrew $500,000 from maintenance reserve. The district intends to use these funds for the purpose of providing required maintenance activities throughout the district as indicated in the comprehensive maintenance plan that was approved by the board on Sept. 17, 2019. According to a budget document posted on the district’s website, there were 4,952 pupils enrolled on Oct. 15, 2018; 4,865 pupils enrolled on Oct. 15, 2019; and the projected enrollment for Oct. 15, 2020 is 4,847 pupils.

Freehold Twp. takes ownership of parking spaces Council introduces $17M budget By MATTHEW SOCKOL Staff Writer

FREEHOLD – The Borough Council has introduced a $17.1 million budget to fund the operation of Freehold Borough in 2020. A public hearing on the spending plan was expected to be held on June 1. The budget will be supported by the collection of $11.3 million in taxes from residential and commercial property owners. Other revenue includes the receipt of $1.25 million in state aid and the appropriation of $1.72 million from the borough’s surplus fund (savings). Freehold Borough’s 2019 budget totaled $16.8 million and was supported in part by the collection of a $10.75 million local tax levy. Other revenue included $1.3 million in state aid and the use of $1.6 million from the surplus fund. In 2019, the municipal tax rate was 99.2 cents per $100 of assessed valuation. The average home was assessed at $266,903 and the owner of that home paid about $2,648 in municipal taxes. In 2020, the municipal tax rate is projected to increase to $1.018 per $100 of assessed valuation. For a home in Freehold Borough that is still assessed at $266,903, municipal taxes will total $2,717. Municipal taxes are one item on a property owner’s tax bill, which also includes Freehold Borough K-8 School District taxes, Freehold Regional High School District taxes and Monmouth County taxes. An individual pays more or less in taxes depending on the assessed value of his home and/or property, and the tax rate that is set by each taxing entity. Budget appropriations for 2020 include public safety, $4.53 million; insurance, $2.19 million; public works, $1.7 million; statutory expenditures, $1.52 million; general government, $1.24 million; debt, $1 million; reserve for uncollected taxes, $957,855; landfill and solid waste disposal, $685,768; education (including the Freehold Public Library), $480,056; utilities and bulk purchases, $469,500; and shared services, $462,073. Freehold Borough has 71 full-time employees (includes 28 police officers) and 47 part-time employees in 2020. Total personnel costs account for $11.9 million of the proposed $17.1 million budget.

FREEHOLD TOWNSHIP – Following the authorization of a settlement agreement, a commuter parking lot in Freehold Township is now under the ownership of the municipality. During a meeting on April 28, Township Committee members authorized the settlement of a legal matter known as the Township of Freehold v. Freehold Shopping Associates et al. As acknowledged by officials that night, the settlement agreement is for commuter parking spaces at the Freehold Mall strip mall, Route 9 North. The Freehold Mall, not to be confused

To maintain the parking spaces for commuters, the Township Committee authorized the use of condemnation, if advisable, to acquire a real property interest over the parking spaces in the shopping center. Eminent domain allows a governing body to take private property from its owner for a public use, with compensation paid to the property owner. In 2017, a judge ruled municipal officials were authorized to acquire the parking spaces and commuters were permitted to keep using the parking spaces. The settlement will cost Freehold Township $1.3 million, according to municipal officials, and commuters will be permitted to continue using the parking spaces.

he coronavirus hit hard, infecting more than 1.5 million residents in the United States and triggering the worst economic crisis since the Great Depression. New Jersey is at the epicenter of the pandemic, with more COVID-19 cases than any state except New York. Thanks to difficult but essential social distancing and reduced travel, the coronavirus is hopefully loosening its grip – at least for the time being – and the public health emergency is slowly improving. Our state and nation must now rebuild the economy while protecting health and safety at the same time. Where to begin? How about investing in clean energy, parks and trails, and stronger protections for our waterways? These green investments will help the economy recover, create new jobs and make communities healthier and safer. Tim Sullivan, CEO of the New Jersey Economic Development Authority, recently identified clean energy as one of biggest opportunities to successfully restart the state’s economy. Sullivan also co-chairs the Governor’s Restart and Recovery Advisory Council, tasked with plotting a course for reopening and repairing our economy. In an op-ed on the ROI-NJ.com (Return On Information) business news site, Sullivan wrote that the clean/renewable energy sectors “are poised to add significantly to the state’s climate, energy, environmental and economic resilience. “We should push harder than ever to prioritize the development of the offshore

Fortunately, New Jersey is planning for a clean energy future where most of the state’s energy comes from clean, renewable sources like solar and offshore wind. This is in stark contrast to the current administration in Washington, D.C., which is pushing for dozens of environmental rollbacks, putting clean water, air and public health at risk. Now is the time for New Jersey to double down on its investment in clean energy, energy efficiency, open space, parks and trails. These green investments are sure to appeal to millions of people here in the nation’s most densely populated state who have developed a newfound appreciation for natural lands, parks, clean air and water, and open spaces during the pandemic.
