School district facing loss of $1.4M in aid By MATTHEW SOCKOL Staff Writer

A

ous disciplines of emergency medical services to respond to large-scale man-made and natural disasters as well as pre-planned events, according to the press release. “We want to help,” said, Drew, 16, who will be a junior at the Lawrenceville

dministrators in the Freehold Borough K-8 School District expect to see the total amount of state aid the district was promised for the 2020-21 school year reduced by $1.43 million. In February, administrators were informed by state officials that the district would receive $17.35 million for the 202021 school year. Using that amount, administrators crafted a $33 million budget that was adopted by the Board of Education on May 4. However, on May 29, state officials announced that as a result of the financial impact the 2020 coronavirus pandemic was having on New Jersey’s finances, state aid to schools for the upcoming academic year is being revised. Freehold Borough now expects to receive $15.92 million in state aid for the 2020-21 school year. During the 2019-20 school year, the district received $15.25 million in state aid. “We are disappointed Freehold Borough is being cut $1.43 million from the amount of state aid originally designated for the 2020-21 school year,” Superintendent of Schools Rocco Tomazic said. “This yet again delays the day we can achieve our goal of receiving 100% of the state aid guaranteed our students by the New Jersey State Constitution. “While we recognize the fiscal realities the coronavirus has had on our state economy, it remains unexplained why the district was allowed to pass its final budget on May 4 based on state aid numbers that

Residents sew 4,000 masks in show of support for hospital

P

roject Seniors Sew, an ad hoc group of local home sewers, announced they have made and donated more than 4,000 masks to CentraState Medical Center, Freehold Township. “The number and quality of the masks donated is a testament to the incredible work ethic of our sewers,” project manager Jane Gavaghen said. “Our sewers knew their masks could save lives and that’s the way they worked.” Freehold Township was an early and continuing hotspot during the 2020 coronavirus pandemic and residents in surrounding communities also felt the impact of the illness, according to a press release from the group that supported the hospital. In mid-March, four Freehold Township residents were among New Jersey’s earliest coronavirus fatalities. The mask project began March 21 with a text that read, “Mobilize everybody into making facemasks?” Master seamstress Suzy Coulter was the first sewer, researching and testing the patterns, according to the press release. Soon nearly 100 sewers was hard at work. By March 31, 300 hand-sewn masks were delivered to the hospital. Less than two months later, 4,000 masks had been delivered, according to the press release. The group was the brainchild of Maureen Fasano, who is a member of the Township Committee in Freehold Township, and Realtor Katie Kelliher. Kelliher solicited sewers from her Facebook group, Freehold Township and Boro Residents. Fasano reached out for fabric contributions and personally assembled hundreds of supply kits. Her small army of volunteer drivers continuously dropped the supply kits in the sewers’ mailboxes and on driveways, according to the press release. “Freehold is my hometown,” Fasano said. “This project shows the best of our town - love support and strength. We are a true community. If there is a need, we rise to it.” The group received hundreds of T-shirts from local businesses, and municipal and civic organizations, including Printing to Go and Big Frog T-Shirts. Families who received heartfelt com-

munity support during their darkest days were among the first to support the sewing group, including the Stephanie Parze Foundation, Liv Like a Unicorn and the Graeme Preston Foundation. Volunteers, enthusiastic to help protect medical workers on the front line of Freehold Township’s battle against the illness, found the project had benefits for them as well. “This incredible team of organizers, sewers, distributors and supporters brought our hometown community closer than ever,” sewer Heidi Simon said. Records keeper Lia Fisher said, “Even though we were all physically isolated, none of us were alone.” Many of the seniors who participated by making masks were happy to be called on for such an important mission. Mamta Shaw said her mother and mother-in-law “love making these masks. It gives them a sense of purpose.”

Monmouth County teenagers create 5Help.org to assist others (Continued from page 1)

School, Lawrenceville. “We know how hard the members of the New Jersey EMS Task Force work to keep us all safe. Money we raise can help purchase personal protective gear to keep them safe and to help local businesses by supplying meals to those working on the front line,” he said. “This is why we created 5Help.org,” said Heather, 13, who will be an eighth-

grader at the Hun School, Princeton. “They are there day and night helping others. Let’s help them.” “Drew and Heather are simply amazing,” said Mike Bascom, president of the New Jersey EMS Task Force. “They noticed a problem, they reacted and they created a system that makes it easy for others to help. “We are proud of them and excited to partner with them in raising funds to help the men and women who are responding

to emergencies throughout the state around the clock,” he said. 5Help.org was formed by the Paglia family - Drew, Heather, and mom, Cindy, and dad, Andy - at the start of the COVID-19 pandemic when they saw local businesses struggling near their Monmouth County home, according to the press release. The Paglias knew they needed to help and came up with the idea to ask people to donate $5 – they could also donate more –

School district facing loss of aid (Continued from page 1)

were reversed just three weeks later. “We can plan better for difficult times when we are not constantly reacting to unpleasant surprises,” the superintendent said. The school district’s state aid has increased each year since the enactment of state legislation known as S-2 in 2018. According to district administrators, Freehold Borough is among the most underfunded school districts in New Jersey. Assistant Superintendent of Business Joseph Howe said the district, although aware of the looming reduction in state aid for 2020-21, has not officially received a revised notice regarding the change. District administrators anticipate a notice regarding the reduction in state aid to be issued shortly after Gov. Phil Murphy presents his revised fiscal year 2021 budget address on Aug. 25. “Since becoming aware of the poten-

tial of an impending cut, the administration and school board have been working diligently to review all options now that this news comes just shortly after our final budget (for 2020-21) had been adopted on May 4. “With this potential cut in mind, the administration is taking steps now, such as eliminating positions through attrition, to reduce the deleterious effects of cutting a budget while the school year is in progress. “No final decisions on a revised budget can be made until a revised state aid notice is received, along with guidance from the Department of Education of the terms and conditions under which we must adjust our budget. “We are appreciative of the significant investment the state has made in K-12 education and in the meantime, it is our hope some alternative will be found to keep our budget intact for this coming year,” Howe said on June 1.

Council OKs improvements By PETER ELACQUA Staff Writer

MARLBORO – The Township Council has adopted four bond ordinances that will fund improvements to Marlboro’s roads and parks and pay for equipment for municipal departments. Each ordinance was adopted by a 4-0 vote during a recent meeting. No member of the public spoke on any of the ordinances when given the opportunity to do so. Council President Carol Mazzola, Councilwoman Randi Marder, Councilman Scott Metzger and Councilman Michael Scalea voted “yes on motions to adopt the legislation. Council Vice President Jeff Cantor was absent. The first ordinance appropriates $5.2 million for capital improvements: $2.7 million for engineering, including road improvements, storm drainage improvements and dog park improvements; $737,001 for recreation, including improvements at parks; $559,893 for road maintenance, including the acquisition of new vehicles and equipment;

And, $510,000 for grounds maintenence, including heating, ventilation and air conditioning improvements to public buildings; $348,836 for upgrades for the Marlboro Police Department, including the acquisition of police vehicles and equipment; $267,444 for a new computer system for township management; $40,290 for 911 expenses; $5,621 for administrative improvements. Marlboro will make a $259,808 down payment for those expenses. The second ordinance appropriates $2.32 million for water utility improvements. There is no down payment with this ordinance. The ordinance includes funding for the installation of a new water main extension, valve replacements, management equipment, the replacement of water meters, emergency water repairs and restoration, and the repair of various hydrants, valves and pipes. The third and fourth ordinances appropriate $415,000 that has been received in grants to two township projects: $215,000 for improvements to Wyncrest Road and $200,000 for improvements to Nolan Road Park.

d Gurrieri made the best decision he ever made 23 years ago. He had recently retired from the New York Police Department and decided to move his family out of Staten Island, N.Y., and to Manalapan. He had experience as a football player and coach when he was hired as the defensive coordinator of the Manalapan High School football team for the 1997 season. After seven strong seasons as the Braves’ defensive coordinator, which included helping the squad reach the NJSIAA Central Jersey, Group 4 championship game in 2003, Gurrieri was named Manalapan’s head coach. The rest is history. Two head coaching stints that totaled 13 seasons saw Gurrieri lead Manalapan to 109 wins, five Shore Conference A North Division titles and the program’s only state sectional championship in 2014. On June 2, Gurrieri decided he needed to step away from the sidelines and he resigned from the position he held since taking the reins of the Braves for the second time in 2010. “It was something I have been contemplating for a bit,” he said. “The combination of possibly not having a season this fall (due to the coronavirus pandemic) and not having that same itch I would usually have with coaching made me feel it was the best decision for me to take a break and step back.” Gurrieri is a Staten Island native and was a three-year starter at running back at Susan E. Wagner High School. After attending Northeastern University in Boston for two years, Gurrieri returned home and enrolled at Wagner College on Staten Island. He graduated in 1983 with

Bachelor of Science degree in business administration, with a minor in special education. Gurrieri was a two-year starter at Wagner. From 1985-87, he was the running backs coach at his alma mater. He taught at Susan E. Wagner High School before he joined the NYPD. Gurrieri served on the police force from 1986-93 and worked with the organization until 1997. He played fullback for the NYPD football team from 1988-90 and served as the squad’s offensive coordinator from 1991-96. The NYPD football season is played during the spring. Prior to moving to Manalapan, Gurrieri served as the offensive coordinator for his high school alma mater. Gurrieri went 19-12 in his first stint as Manalapan’s coach from 2004-06. Several years later, when he took the reins for the second time, he led Manalapan to a decade of great success. Manalapan went 90-23 in the next 10 seasons under Gurrieri, winning five straight division championships from 2010-14 and reaching six state sectional championship games, the last coming in 2017. The Braves reached the sectional final for four consecutive years from 2011-14. Gurrieri said his fondest memory of his coaching career at Manalapan was leading the team over the hump by defeating South Brunswick High School, 21-17, in the 2014 NJSIAA Central Jersey, Group 5 final to win the program’s first and only state sectional championship. “My coaching staff and I are proud of the program we built and the foundation that is in place for the team to have continued success moving forward,” he said. “We are just as proud of the number of kids we have sent off to college as the number

of wins we have gotten over the years.” Manalapan’s sectional championship victory helped Gurrieri be named Central Jersey Coach of the Year by the New Jersey Football Coaches Associations. He earned Coach of the Year honors from the Shore Conference Football Coaches Association in 2011 when the Braves recorded a 10-2 season. In 2019, Gurrieri was inducted into the Shore Conference Football Coaches Foundation Hall of Fame. This will not be the end of the line coaching-wise for Gurrieri, who indicated he plans to be back on the sidelines sometime in the near future. He said he will remain at his post as a security guard at Manalapan High School.

Ed Gurrieri

What will he do with his free time? Gurrieri said he will fill it with, you guessed it, football. He hopes to go watch Manalapan alumni Anthony Firkser, who plays tight end for the Tennessee Titans, in a game during the 2020 season. Manalapan alumni Saeed Blacknall has signed with the Pittsburgh Steelers and Gurrieri said he would try to go see the wide receiver play during the 2020 season if Blacknall makes the team. Going to see former players who are currently playing in college is something else Gurrieri said he would enjoy doing during the 2020 season. As for the members of the 2020 Braves, Gurrieri sent the team a heartfelt video message on the morning he announced he was stepping down from his post. He told the young men to keep the same goals in mind, which include winning a state championship. “I won’t be surprised if the team has a great year,” Gurrieri said. “There are a lot of great kids on the team and a lot of talent coming up in the program.” It was 1997 when Gurrieri and his wife, Debbie, made the decision to move their family to Manalapan. They watched their children, Michael, Eddie and Nicole, benefit from growing up in the town and go on to bigger and better things, while Gurrieri built Manalapan into one of the premier football programs in the Shore Conference. Moving to the Garden State was the best decision Gurrieri said he ever made, and he will always remember the people who were around him at one time or another during the last 23 years. “Our program had a family atmosphere more than anything else,” he said. “Manalapan is a great community. I will always remember the relationships I made with the coaches, players and their families.”

Opioid use helpline, diversion program serving county

T

he Monmouth County Prosecutor’s Office, in partnership with CPC Behavioral Healthcare and Recovery Advocates for the Shore, has launched two initiatives to combat the opioid epidemic, Prosecutor Christopher J. Gramiccioni announced. “The Monmouth County Prosecutor’s Office has created a 24-hour helpline and an opioid diversion program to help residents of Monmouth County suffering with opioid use disorders and to simplify their connection to local treatment,” Gramiccioni said on May 12. “This early intervention and treatment is key in breaking the cycle of opioid addiction and criminality,” he said. The Prosecutor’s Office, through

the Office of the Attorney General’s NJ CARES Operation Helping Hand grant, has established a 24/7 helpline, 833-OHHCARE, staffed by recovery coaches from Recovery Advocates for the Shore (RAFTS) that links callers to opioid use treatment through CPC Behavioral Healthcare (CPC), according to a press release. Additionally, the office has created a prosecutor-led pilot program called the Opioid Diversion Program (ODP) to divert non-violent offenders facing opioid possession charges to treatment at CPC in lieu of traditional prosecution. “We at RAFTS are excited to be a part of this collaboration to further our mission to help families and individuals that are impacted by substance use disorder,” said

Nicole Federici, founder. “Our recovery coaches are prepared to assist the residents of Monmouth County as they begin their journey to recovery.” “Along with our helpline, we hope the ODP will be a conduit for recovery as well,” Gramiccioni said. Under the program, non-violent offenders with pending opioid possession charges are referred directly to CPC for opioid use treatment. Upon successful completion of treatment, criminal charges will be dismissed, according to the press release. Since the COVID-19 epidemic began, ODP has moved to virtual individual and group therapy sessions with CPC. Additionally, all participants have been connected to recovery services from RAFTS for additional support during the health crisis. CPC is also conducting virtual intake appointments and treatment sessions, as well as referrals to detox and inpatient programs, for new ODP participants and helpline callers until in-person services recommence, according to the press release. “At CPC, we value the ODP clients

because so many of them have expressed gratitude right from the outset for the opportunity to get linked to treatment early in the criminal justice process,” said Ken Pecoraro, director of addiction recovery services at CPC Behavioral Healthcare. “The structure of ODP, with the additional support of RAFTS, has given the participants a renewed opportunity to focus on recovery, especially during the current pandemic. “I hope to see this program continue to grow and expand because so many people need the help. On behalf of CPC Behavioral Healthcare, we are so grateful to be a part of this project,” he said. “Isolation and uncertainty can lead to an increase in opioid use and overdoses. If you know someone struggling with addiction right now, please call our helpline,” Gramiccioni said. The 833-OHH-CARE and the Opioid Diversion Program was created by the Monmouth County Prosecutor’s Office as part of the New Jersey Office of the Attorney General’s NJ CARES Operation Helping Hand grant, according to the statement.

The company has provided more than $60,000 over the last 15 years in local scholarships. Monmouth County Clerk Christine Giordano Hanlon was sworn in as president of the Monmouth Bar Association by Monmouth County Assignment Judge Lisa P. Thornton. The installation ceremony of the association’s 2020-21 officers took place on May 21 on the steps of the Monmouth County Courthouse, Freehold. Founded in 1908, the Monmouth Bar Association is the professional association of more than 1,300 lawyers in Monmouth County whose purpose is to promote the administration of justice and uniformity of law, uphold the honor of the profession of the law, and to advance the welfare and service of the members of the organization. The district’s state aid will increase by $75,000, from $4.59 million in 2019-20 to $4.66 million in 2020-21. The school district’s 2019-20 budget totaled $81.8 million and was supported by a tax levy of $71.4 million. In 2019, the average home in Freehold Township was assessed at $420,287. The K-8 school tax rate was $1.129 per $100 of assessed valuation. The owner of a home assessed at that amount paid about $4,744 in K-8 school taxes. This budget also funds necessary minor construction projects to maintain our district facilities,” he said. According to a budget document posted on the school district’s website, the enrollment in 2018 was 3,726 pupils; the enrollment in 2019 was 3,687 pupils; and the projected enrollment for 2020 is 3,625 pupils.

K-8 school taxes are one item on a property owner’s tax bill, which also includes Freehold Township municipal taxes, Freehold Regional High School District taxes, Monmouth County taxes and a fire district tax. Individuals pay more or less in taxes depending on the assessed value of their home and/or property, and the tax rate that is set by each taxing entity. “With so much uncertainty regarding the reopening of schools and the potential for state aid to be reduced after the 2020-

Sizzling Rom-Cons Do you ice her? Do you marry her? What should a con with a devil-may-care, devoted dame do? By Robert Edelstein, ReMIND Magazine

I

n the movies, there are stories where the love will last forever; they are the sweet, sentimental, heartstring-tugging tales that let you envision a “happily ever after” stretching long beyond the final fade-out. But sometimes we want our movies with love that’s more complicated than that. Where the love can be dark and dangerous, menacing and mysterious. It all happens with a look, like the one Verna, the gorgeous gangster moll played by Virginia Mayo, gives to James Cagney’s crazed criminal Cody Jarrett in 1949’s tense and winning thriller White Heat. She tells him they should go out on the town and spend some money because that’s

what money’s for, isn’t it? And she’d look good, she says, in a mink. Jarrett smiles slyly because he’s smitten. “You’d look good in a shower curtain,” he replies. Theirs is a love that’s exciting because it’s unreliable and unpredictable. And we can’t stop watching. It’s this fiery chemistry that makes the bond between gangsters and the women who love them such a reliable movie staple, rendering the traditional romantic comedy positively formulaic. These are no rom-coms; they’re rom-cons, where the con on the lam is sustained by a woman’s devil-may-care devotion. And it’s all in that look. Imagine what audiences in 1967 must have felt two minutes into Bonnie and Clyde. The credits fade into a giant close-up of Faye Dunaway’s full red lips; then we see her as Bonnie Parker, lying down on a steamy Texas morning, slamming the frame of her bed like a lithe but caged bird. That is, until she hears a sound – outside, a dapper but deceptive Clyde Barrow (War-

ren Beatty) seems to be trying to steal her momma’s car. She calls out to him and their eyes meet. In his eyes, Bonnie is entrancing and enticing; in her eyes, Clyde – car or no – makes her itch for a swift ride away from a sleepy life. They each want excitement; together, they’ll get it for a short, explosive time as what was then the film world’s new-age high-power couple, the redefinition of the glamorous gangsters. Years later, you see that look again, in the yearning eyes of Tony Montana (Al Pacino) as he watches Elvira (Michelle Pfeiffer), his boss’ mistress, descend in a glass elevator, knowing she’s his ticket from the gutter to the glitter in 1983’s Scarface; and you see it later, in the way she comes to accept his love, obsession and respect. You see it in the way Ida Lupino’s Marie, a dance hall girl with no place to go, throws herself at Roy “Mad Dog” Earle (Humphrey Bogart) and throws in with him to the very end in High Sierra (1941). And you see it in the gangland love triangle that gives Prizzi’s Honor (1985) its zing. Maerose (Anjelica Huston) still loves hitman-with-a-heart Charley Partanna (Jack Nicholson) but he’s fallen hard for Irene Walker (Kathleen Turner), a woman with a sweet smile and a loaded pistol who double-crossed the Prizzi family. And so Charley turns to Mae, the only woman who could understand, when he poses the operative – and uproarious – question: “Do I ice her, do I

marry her, which one of these?” It’s a great line, but it also gets to the heart of why we turn to these movies again and again, almost as an antidote to the easy love story. This is love on the run, with no easy answers, and the knowledge that things invariably won’t end with love’s embrace, no matter how swiftly Cupid’s arrow flies. It is love that comes with the reality that in the movies, “crime doesn’t pay” is a stronger axiom than “love wins out.” But it’s one heck of a journey along the way: sometimes tragic, sometimes comic – sometimes both. Of course, not every union ends the way it did for Kay Adams, the longsuffering love of Michael Corleone’s life, who finds the man she once knew utterly changed by the twists and turns of a life of crime. Sometimes, there’s a ray of hope, as jagged as that may be. Take Karen (Lorraine Bracco), who only wanted a life of love (and perhaps a little luxury) with Henry (Ray Liotta) in 1990’s Goodfellas. Now here’s a classic tale of “Boy meets girl, boy lies and cheats, boy and girl nearly kill each other, boy and his pals kill someone important named ‘Billy Bats,’ boy gets mixed up with hard drugs, and boy saves his and the girl’s lives by ratting on the family to the government.” But at least that one ends up being “Boy and girl live happily ever after … in the witness protection program.”
