he impact of the 2020 coronavirus pandemic on New Jersey’s finances is expected to be felt in the Freehold Township K-8 School District. The district may see the total amount of state aid that administrators were informed the schools would receive for the 2020-21 academic year reduced by $51,280. In February, administrators were informed the district would receive $4.66 million in state aid for the 2020-21 school year. Using that amount, they crafted an $83.6 million budget that was adopted by the Board of Education on April 28. However, on May 29, state officials announced that as a result of the financial impact the 2020 coronavirus pandemic is having on New Jersey’s finances, state aid to schools for the upcoming academic year is being revised. Freehold Township now expects to receive $4.61 million in state aid for the 2020-21 school year. During the 2019-20 school year, the district received $4.59 million in state aid.

une 22 will mark the next milestone date for New Jersey residents and business operators as the state continues to rebound from the 2020 coronavirus pandemic. Gov. Phil Murphy has taken action
within the past week to begin lifting restrictions that have been in place since mid-March. Beginning June 22, barber shops, hair salons, nail salons and tattoo shops will be permitted to reopen, according to a press release from the governor’s office.. In the period to follow, New Jersey will

work toward the gradual opening of personal care, gyms and health clubs at reduced capacities. All of these activities will be required to adhere to health and safety guidelines, according to the press release. Murphy’s restart and recovery plan has been dubbed “The Road Back: Restoring CELEBRATING

demonstrate our collective success in flattening the curve of COVID-19 cases and hospitalizations,” Murphy said. “It is with these favorable metrics, coupled with expanded testing capacity and contact tracing, that we can responsibly enter Stage Two of our multi-stage approach to recovery. “Our economic restart must instill confidence among our residents and visitors that their safety, and that of their families, is our No. 1 priority. “I encourage all New Jerseyans to continue their vigilance in keeping themselves and their communities safe by social distancing, wearing face coverings, washing hands frequently and limiting gatherings,” the governor said. Phased-in businesses and activities, with adherence to safeguarding and modification guidelines, for Stage Two include outdoor dining (June 15), limited in-person retail (June 15), hair salons, nail salons, barber shops and tattoo parlors (June 22), youth summer programs (July 6), in-person clinical research/labs, limited fitness/ gyms, limited in-person government services (i.e., Motor Vehicle Commission), and museums/libraries. Murphy has asked company executives to allow all workers who can work from home to continue to work from home, according to the press release. He has suggested that clinically high-risk individuals who can stay at home should continue to do so. The governor said New Jersey will move toward subsequent stages based on data that demonstrates improvements in public health and the capacity to safeguard the public. If public health indicators, safeguarding or compliance worsen on a sustained basis, New Jersey will be prepared to move back to more restrictive stages, according to the press release. “With more of our businesses reopening, we are no longer requiring New Jerseyans to stay at home, but we are asking you to continue to be responsible and
safe,” Murphy said. “These actions will put us even more firmly on our road back and complement the steps we have already taken to begin our restart and recovery.” Effective immediately, indoor gatherings are limited to 25% of the capacity of the room, but regardless of the room’s capacity, the limit will never be less than 10 or more than 50 people. All attendees at the gathering must wear a face covering, unless for a medical reason or if the individual is under 2 years old; individuals must remain 6 feet apart at all times; and physical items may not be shared by multiple attendees of the same gathering unless sanitized before and after uses, according to the press release. Outdoor gatherings are limited to 100 people and attendees are required to be 6 feet apart. Individuals should wear a face covering at all times where social distancing measures are difficult to maintain. Individuals who are in vehicles will not count toward the gathering limit. Available parking at state parks and forests, and at county and municipal parks, may reopen to their full maximum capacity. Outdoor swimming pools can open effective at 6 a.m. June 22, provided they comply with standards and policies to be issued by the Department of Health. Outdoor recreational and entertainment businesses are permitted to reopen immediately, with the exception of amusement parks, water parks and arcades. The recreational and entertainment businesses are required to abide by social distancing protocols. Public and private social clubs are permitted to reopen their outdoor spaces. A business may operate an amusement game outdoors, such as a game on a boardwalk. In other news, Murphy announced that the New Jersey Department of Education and the Office of the Secretary of Higher Education will issue updated guidance that will allow school districts and colleges/ universities to hold modified in-person graduation ceremonies beginning July 6. that ceremonies be held outdoors, adhere to social distancing protocols and observe capacity restrictions in order to protect the health of students and families celebrating these milestones amid the ongoing pandemic, according to a press release. “I am proud to say our graduates will have the opportunity to join their classmates and families to celebrate graduation,” Murphy said. “Despite the uncertainty of these times, our students deserve to have their hard work acknowledged and celebrate safely. We have reached a point where we feel confident moving forward and giving our graduates the send-off they have so rightly
earned,” he said. In-person graduation ceremonies must take place on or after July 6 and must take place outdoors. An in-person graduation must adhere to the relevant capacity limitation in place at the time of the ceremony. Since Murphy made the announcement regarding in-person graduations, administrators in some school districts have said they would proceed with plans to hold virtual graduation ceremonies during June and consider holding in-person graduations after July 6. As of June 14, the pandemic had claimed 12,625 residents of New Jersey, according to the governor’s office.

Marlboro Planning Board approves house of worship By PETER ELACQUA Staff Writer
MARLBORO – The Planning Board has placed its final stamp of approval on an applicant’s proposal to construct a house of worship at 523 Union Hill Road, Marlboro, east of Route 9. Representatives of The Church in Marlboro appeared before the board in March to describe their plans for a new building. A vote among board members at that time
indicated the plan had received municipal approval. In May, the board members passed a resolution which memorialized their decision. The applicant was represented by attorney Salvatore Alfieri. The Church in Marlboro plans to construct a 7,680-square-foot, split-level house of worship with a 220-seat sanctuary, meeting rooms, office space, restrooms and a lobby on the upper level. The lower level will contain a multi-
purpose room, meeting rooms, restrooms and a kitchen, according to the application. The 9.7-acre parcel on Union Hill Road is opposite Willow Lane and adjacent to the Asher Holmes Elementary School. An existing home on the lot will be demolished, according to the applicant. During testimony, David Lu, the property owner and a founding member of the congregation, said The Church in Marlboro was founded in 1996 by Chinese, Mandarin and English speaking Christians.

The congregation attained nonprofit status in 1999. Lu said the congregation consists of about 60 families from the community. He said at present, The Church in Marlboro rents facilities from the Marlboro K-8 School District and conducts Sunday morning services, monthly gospel meetings on Saturday evenings and other events. Lu testified he purchased the property at 523 Union Hill Road in 2017 to construct a house of worship. He said the congregation is run by volunteers and does not have full-time pastors. He said he expects that to remain the case with the new facility. Lu said no large celebrations are held in the facilities where the congregation currently rents space and he said he expects that to remain the case in the new building. He said only the religious portion of weddings or funerals would take place in the building on Union Hill Road and he said those services would be limited to weekends. Testimony indicated the kitchen is expected to be used only to reheat food, with no cooking taking place in the building. Engineer John Ploskonka testified there would be 78 parking spaces provided at the site, with four spaces reserved for individuals who have a handicap. Ploskonka said The Church in Marlboro application adheres to a section of Marlboro’s municipal code which describes conditions that must be met to place a house of worship in a residential area. Testifying on behalf of the applicant, Scott Kennel of McDonough and Rea Associates said the house of worship should not have a significant effect on vehicle movement because traffic on Union Hill Road is lighter on Sunday than on other days. Kennel testified that the proposed driveway for the house of worship would be safe and efficient.

Freeholders approve funding for improvements at landfill By MARK ROSMAN Managing Editor
T
he Monmouth County Board of Freeholders has adopted a bond ordinance that will fund a series of improvements at the Monmouth County
Reclamation Center, Tinton Falls. Solid waste from the county’s municipalities is transported to and placed at the landfill. The measure provides for the issuance of $8 million in bonds or notes to finance the planned upgrades and does not require a cash down payment from the county.

The planned improvements at the reclamation center include the following work: rebuilding of flare C (burns off methane gas that comes from the landfill); leachate seep improvements on the west slope; installation of wells; improvements to the leachate plant; installation of environmental high density polyethylene caps; acquisition of equipment; replacement of a scale; and removal of underground storage tanks. The period of usefulness for the improvements is 15 years. The estimated cost of the work is $8 million, which represents
the initial appropriation made by the county, according to the ordinance. Craig R. Marshall, the county’s director of finance, previously told the freeholders the two most expensive components of the project are the improvements to the leachate plant ($3.9 million) and the installation of the polyethylene caps ($3.1 million). Marshall said certain improvements that will be made at the landfill under the terms of this bond ordinance will eventually result in the county saving money in the cost of the reclamation center’s operations.

Freehold council hires firm to seek federal grant during crisis

r FREEHOLD – The Borough Council in Freehold Bors ough has hired a firm to help the municipality obtain Fede eral Emergency Management Agency (FEMA) funds as - reimbursement during the coronavirus pandemic. n During a recent meeting, council members awarded a professional services contract to Millennium Strategies, s LLC, Morristown, for FEMA grant management and ade ministration. The firm will be paid $180 per hour (not to - exceed $7,500), according to a resolution. e .
The contract was awarded without public bidding. As stated in the resolution, a contract may be awarded without public bidding, regardless of the bid threshold, in circumstances where an emergency affecting the public health, safety or welfare of citizens requires the immediate delivery of goods or the performance of services. Municipal officials said the contract was authorized because consultants need to be retained to respond to the ongoing emergency and because Freehold Borough may be entitled to reimbursement of funds from FEMA or FEMA programs as a result of the pandemic.
In other business, the council authorized Mayor Kevin Kane and Municipal Clerk Traci DiBenedetto to execute a fiscal year 2021-23 agreement with Monmouth County for cooperative participation in the community development program. According to a resolution, federal funds may be available to the county under the Community Development Block Grant Program and the agreement will allow Freehold Borough to benefit from the program. The council’s action establishes a cooperative means of conducting certain community development activities.

DEP’s denial of permits for pipeline through Raritan Bay hailed By MARK ROSMAN Managing Editor

epresentatives of two environmental groups continued to share their pleasure this week with recent decisions in New Jersey and New York that scuttled plans for the construction of a 23-mile-long pipeline through Raritan Bay to Rockaway, N.Y. In mid-May, the New Jersey Department of Environmental Protection (DEP) and the New York State Department of Envi-
ronmental Conservation rejected a permit application submitted by the Williams Company to build the Northeast Supply Enhancement (NESE) project. In addition to constructing a pipeline through the Raritan Bay, the company was also proposing to construct a compressor station in Franklin Township, Somerset County. The Williams Company operates the Transco pipeline, a 10,000-mile interstate transmission pipeline system that trans-

The system includes more than 50 compressor facilities and currently features more than 500 miles of pipe and five compressor facilities in New Jersey, according to information provided by Williams regarding NESE. NESE was a proposed $1 billion enhancement of existing Transco infrastructure in Pennsylvania, New Jersey and New York. Laura Creekmur, vice president of communications and corporate social responsibility for Williams, said, “We are disappointed with the decisions ‌ to deny the NESE permits. While we continue to believe in the fundamentals of this project, we will not re-file in New Jersey or New York at this time.â€? Cindy Zipf, executive director of Clean Ocean Action, said, “NESE is finally dead in the water. Three cheers for the hard work of the coalition on both sides of the ocean in the New York-New Jersey region, and the thousands of citizens who rallied to stop NESE. “We salute Gov. (Phil) Murphy and the DEP for recognizing this project would have devastated the environment,â€? Zipf
said in a statement. Peter Blair, policy attorney for Clean Ocean Action, said, ““If approved, the project would have resulted in drastic environmental damage and locked the region into decades of continued reliance on climate-altering fracked gas. This denial is a tremendous win, future-proofing our environment for generations to come. We applaud the leadership of Gov. Murphy and the DEP.� Citizens for Informed Land Use (CILU), which is based in Holmdel, said, “For all CILU members who attended rallies sponsored by Clean Ocean Action, wrote letters to the governor or called his office to oppose this project, for those who shared emails or Facebook posts or told friends about this issue, we thank you. “This was a significant win for the people of New Jersey. ... It is possible (Williams) could pursue further legal action. CILU will remain vigilant to protect our natural resources,� the organization said. On its website, CILU says it “promotes thoughtful land use decisions, the protection of our natural resources and a government based on open communication with an informed electorate.�
Spotlight on Elizabeth Womack Watson
Elizabeth (Liz) Womack Watson, 97, of Freehold, New Jersey, passed away on April 7, 2020, in Orange, New Jersey.
A graveside burial will be held at Old Tennent Cemetery on April 30, 2020, at 10:30 am with Reverend Ronald L. Sparks of Bethel AME Church of Freehold, New Jersey ofďŹ ciating. Elizabeth was born in Long Branch, New Jersey, to Fannie Brown and Jessie Womack on April 15, 1922. At an early age, Elizabeth moved to La Crosse, Virginia; where she graduated as the 8th-grade valedictorian and went on to attend Mecklenburg Training School in Mecklenburg County, Virginia. Liz soon moved to Harlem, New York, to reside with her sister Sarah and, thereafter, returned to New Jersey. Liz made Freehold her home for 70 plus years. One day when seeking employment at Washington Forge Cutlery, a young man, John H. Watson, walked by did a double take as Elizabeth’s beauty struck. After a short courtship, John and Elizabeth married on January 21, 1947. They raised their two children; Sylvia and John, Jr. in a loving home. Elizabeth would go on to work evenings at Marlboro State Hospital for 40 plus years until retirement, and John would work days at George’s Chevrolet until he retired. There was always a parent at home to ensure the safety and care of their children. John, Sr. departed this life on December 21, 1979. Elizabeth was a life long member of Second Baptist Church of Freehold, NJ. She took issue when the church’s name changed to Agape Christian Center. Having lived for almost one hundred years and experiencing Jim Crow, the Civil Rights Movement, and witnessing the election of the ďŹ rst Black president, she was not one to bite her tongue. Liz was very outspoken, and you never had to wonder what was on her mind. Elizabeth loved collecting dolls and knickknacks. She enjoyed reading a good book, as she was known to stay up all night to ďŹ nish reading the book, and of course, this would mean no work that evening. Liz was fond of traveling (but not by plane) and cherished cruising every summer with friends or only “riding outâ€? as Liz would say. She enjoyed playing word games, crossword puzzles and wrote everything down when she was not doodling. Elizabeth frowned on using technology and certainly did not appreciate computers or texting. She would much rather talk on the telephone and was known to say at the end of a conversation, “Now that we solved all the problems of the world, I’ll let you go.â€?

Manalapan officials adopt bond ordinance for improvements

MANALAPAN – The Township Committee has adopted a bond ordinance that will appropriate $3.24 million for improvements in Manalapan. The ordinance was adopted during the committee’s June 10 meeting. Mayor Jack McNaboe, Deputy Mayor Susan Cohen, Committeeman Barry Jacobson, Committeewoman Mary Ann Musich and Committeeman Eric Nelson voted “yes” on a motion to adopt the ordinance. For the first time in several months, all five committee members were present in
the municipal meeting room. During the 2020 coronavirus pandemic, only one or two members of the governing body were present at town hall during meetings and the remaining members participated by telephone. On June 10, the five committee members were joined in the meeting room by Township Administrator Tara Lovrich, Assistant Administrator Renee Garrigana, Chief Financial Officer Tricia Addario and Deputy Clerk Shari Rose. According to the ordinance, the funds will provide for capital improvements and the acquisition of capital equipment, appropriating $3,238,029 and authorizing
the issuance of $2.6 million in bonds and notes. Manalapan officials said they expect to receive $495,000 in grant funds from the New Jersey Department of Transportation and make a $137,152 down payment as part of the appropriation. The improvements consist of the acquisition of capital equipment including a tri-axle hook truck, backhoe loader and air compressor; buildings and grounds improvements, including the acquisition and installation of new air handlers for the heating, ventilating and air-conditioning system; park improvements, including the refurbishment of basketball and tennis
courts; a new pavilion; and the planning and design of a new senior/community center; And, road improvements, including the Gordons Corner Road project; Americans with Disabilities Act curb ramp compliance throughout Manalapan; Poets Annex Phase I – paving, curbing and concrete; improvements to New Beginnings Crossing and sections of Tracy Station Road; and Department of Public Works site remediation – final phase. Also, the acquisition of technological equipment, including computer replacements and television studio equipment.

NJSIAA targets opening of summer sports workouts for July 13
I
n a memo issued on June 12 to its member schools, the New Jersey State Interscholastic Athletic Association (NJSIAA) said it is aiming to open summer workouts – formally known as the summer recesses period – on or around July 13. NJSIAA anticipates providing member schools with specific guidelines, in compliance with New Jersey Department of Education, New Jersey Department of Health and Centers for Disease Control and Prevention (CDC) guidelines, on or before June 19, according to a press release. Of note, coaches may continue virtual contact with players until the summer recess period officially begins. Regarding a potential July 13 start date for the summer recess period, start dates for all fall sports seasons currently remain unchanged, though the NJSIAA memo states these dates may still be revised, according to the press release. While Gov. Phil Murphy’s Executive Order 149 specifies that high school sports activities may not begin prior to June 30, a mid-July start date to the summer recess period would provide schools the opportunity to implement specific recommendations, according to the press release. If a mid-July start date were to be implemented, final determination of when workouts would actually begin would be up to individual school districts. “NJSIAA has established direct communication with the governor’s office, the state departments of health and education, and other state associations that are in similar situations regarding the impact of the COVID-19 pandemic,” said Colleen
Maguire, the NJSIAA’s chief operating officer. “While we are hopeful school-based athletics will start soon, the public needs to understand high school sports are unique in that, unlike recreational programs, they must be in sync with our schools. Scholastic sports are part of the curriculum, they do not operate independently,” she said. Decisions on the specific timing for returning to play will, in part, be based on input from the NJSIAA’s Medical Advisory Task Force. The task force is reviewing the
SIAA Medical Advisory Task Force. “Our guiding principles include the need to screen for symptoms, promote appropriate social distancing and hygiene practices, and decrease potential exposure to respiratory droplets,” Martins said. While some states have already opened high school athletics, the NJSIAA cautions that New Jersey is unique in that it is the most densely populated state in the nation and has the second highest number of total COVID-19 cases, according to the press release.
