he six high schools that comprise the Freehold Regional High School District will hold virtual graduation ceremonies for the seniors in the Class of 2020 on June 24. Ceremonies for Freehold High School

and Howell High School are scheduled to take place at 4 p.m. Ceremonies for Colts Neck High School and Freehold Township High School are scheduled to take place at 5 p.m. Ceremonies for Manalapan High School and Marlboro High School are scheduled to take place at 6 p.m. District administrators said a link to

each school’s virtual ceremony will be released in the days prior to the event. The 2019-20 school year was interrupted for all students and staff members in mid-March when the 2020 coronavirus pandemic struck New Jersey and Gov. Phil Murphy directed all schools to close.

ossible action on a proposed ordinance that will help Freehold Township meet its obligation to provide opportunities for the development of affordable housing has been scheduled for June 30. Township Committee members held a special meeting on June 16 to discuss the township’s affordable housing situation. No action was taken during that meeting. The obligation to provide opportunities for the development of affordable housing has been mandated by New Jersey’s courts. Affordable housing is defined as housing that is sold or rented at below market rates to individuals and families whose income meets certain guidelines. According to municipal officials, Freehold Township’s obligation is 878 affordable housing units. One item before officials was a public hearing on an ordinance that will, if adopted, amend the affordable housing requirements of the township’s land use ordinance. The amendments in the ordinance will allow for the development of proposed projects that will help Freehold Township meet the 878-unit obligation. Currently, the township has 575 units. The ordinance and several related items previously appeared before the committee at a special meeting on April 27. Because of the coronavirus pandemic, the April 27 meeting was conducted via teleconference and members of the public were not able to attend the meeting in person.

Adopters, fosters and donations needed for rescued horses The Standardbred Retirement Foundation (SRF), based in western Monmouth County, has been a safe haven for retired racehorses for 31 years. But the 2020 coronavirus pandemic forced the cancellation of all its fundraisers, along with the closure of its farm sanctuary to adopters. Now open to potential adopters, donations are still needed to feed and care for 343 horses. Adopters are also needed so rescued horses have permanent places to live out their lives, according to a press release from the SRF. “This is still an emergency situation for us,” said Judith Bokman, founder and executive director of the award-winning, national organization. “The (coronavirus) crisis hit in March and we believed we would have relief from the pandemic by now. Sadly, that is not the case. Our fundraisers remain canceled and it costs approximately $4,000 a day just to feed all of our horses,” Bokman said. SRF has helped, mostly through rescuing, more than 4,000 racehorses from potential slaughter, according to the press release. After rehabilitation, the trotters and pacers are placed in loving homes for life. Many are still young horses that are simply no longer competitive on the track. Some horses are placed with police units in New York City, Newark, Philadel-

phia and Texas sheriff departments, others are in therapy programs, and most are now loved as adopted pleasure mounts, according to the press release. “We have been an extremely productive organization for many years, but (coronavirus) has been devastating,” Bokman said. “SRF does not receive industry or government grants and we rely greatly on individual donations from people who care about these beautiful and majestic horses.” When injured or no longer competitive, nearly all Standardbred racehorses are sold off the track to dealers in rural communities. The horses are then resold – either for the price of meat in Canada or Mexico, or as work horses to plow fields, haul heavy logs, clear land and provide street transportation, according to the press release. SRF is headquartered in the Cream Ridge section of Upper Freehold Township, but the organization provides care for rescued horses in boarding facilities across the United States, including many in the tri-state area, according to the press release. County accepts donation of masks On behalf of the Monmouth County Board of Agriculture, Freeholder Director Thomas A. Arnone and Freeholder Lillian G. Burry recently received the donation of 2,000 cloth face masks, courtesy of the New Jersey Department of Agriculture and Secretary Douglas H. Fisher, for the county’s agricultural community. “The masks will help agricultural businesses throughout the county comply with COVID-19 guidelines implemented by the state,” Arnone said. “I commend the department for reaching out to our Board of Agriculture and would like to thank Secretary Fisher and his staff for assisting the county’s large community of growers,” he said. The department, in partnership with the New Jersey Agricultural Society and the New Jersey Farm Bureau, secured cloth face masks from the New Jersey Office

of Emergency Management to be used for agricultural purposes, according to a press release. Since the onset of the health pandemic, the Monmouth County Board of Agriculture and the Grown in Monmouth team have been working with the department and its partners to acquire the 2,000 masks. “Monmouth County has a rich agricultural history and continues to be at the forefront of the industry in New Jersey, even during these challenging times,” Burry said. “I am grateful for the department’s support of county growers, who continue to make adjustments in accordance with state guidelines.” Monmouth County growers who are interested in obtaining cloth face mask may contact the Grown in Monmouth team at econdev@co.monmouth.nj.us

Fire company founder remembered for dedication to town By MATTHEW SOCKOL Staff Writer

NEWS BRIEFS An application that proposes the construction of a car wash and oil change center in the Morganville section of Marlboro is scheduled to be heard by the Zoning Board of Adjustment on July 14. The applicant, Tennent Road Wash and Lube, LLC, is represented by attorney Marc Policastro. The applicant is proposing to construct a 4,650-squarefoot car wash and an oil change/lubrication service building. The 1-acre property where the applicant is proposing to construct the business is at 6 Tennent Road, between Route 79 and Church Lane. The property is vacant and predominantly wooded. Parking for 12 vehicles is proposed at the location. According to the application, a car wash and/or a vehicle service use is not a permitted principal, accessory or conditional use in Marlboro’s C-2 zone. The applicant will seek a use variance from the zoning board. A sanitary sewer rehabilitation project in Freehold Township has been deemed complete by municipal officials. On June 9, Township Committee members accepted the improvements and authorized a final payment to National Water Main Cleaning Company for sanitary sewer rehabilitation. The contract was authorized in late 2019 and initially totaled $69,854. Municipal officials announced there was a $14,520 decrease in the contract due to asbuilt adjustment of quantities. The revised contract totaled $55,334. National Water Main Cleaning Company was the lowest bidder when bids were accepted for the project. Other bids were submitted by SWERP Inc. ($84,800), Standard Pipe Services, LLC, ($108,400), and North American Pipeline Services, LLC, ($113,635). In other business, committee members authorized a shared services agreement with Manalapan through which Freehold Township will provide a licensed registered environmental health specialist to its neighboring town.

According to an obituary from the Clayton and McGirr Funeral Home, Freehold Township, Polverino was a lifelong resident of Freehold Township who was born in a radish patch on his family’s cabbage farm. He served in the U.S. Marine Corps during the Korean War and later worked as a maintenance supervisor at George Chevrolet for 23 years before retiring. “I have had the privilege of knowing Sammy for the past 40 years,” Mayor Lester Preston said this week. “For the last 15 years, I was fortunate to have Sam and Cookie, his wife, as my neighbors. Sam is

one of the most loved and respected people I have ever met. “In the late 1960s, Sam was part of a group of men who saw the growth on the east side of Freehold Township and recognized the need for fire protection in a growing community. “He was part of a group that was the driving force behind the creation of the East Freehold Fire Company. For over 50 years, Sam faithfully served, not only as a commissioner, a chief and a member, but as a mentor and a friend to those he came in contact with. “Sam’s passing is not only a loss for our community, but for each of us individually. Like everyone who knew him, Sam held a special place in our heart and us in his.

Rest easy, Sam,” the mayor said. The East Freehold Fire Company was formed in 1967. The fire company, with headquarters on Dutch Lane Road, is responsible for providing firefighting services east of Route 9 in Freehold Township. Polverino was a member of the Cpl. Philip A. Reynolds Marine Corps League since 1951 and American Legion Post 54, Freehold, for more than 60 years, according to his obituary. His obituary states that although Polverino did not have any children of his own, he was regarded as a parent to many neighborhood children. “Everyone who met Sam quickly became his friend who will all dearly miss him,” the obituary states.

MANALAPAN – Members of the Manalapan Township ARES Group will be participating in the national Amateur Radio Field Day exercise on June 27-28 from their home locations this year in response to the COVID-19 pandemic and to exercise appropriate social distancing. Since 1933, ham radio operators across North America have established temporary ham radio stations in public locations during Field Day to showcase the science and skill of amateur radio, according to a press release. For more than 100 years, amateur radio — also called ham radio — has allowed people from all walks of life to experiment with electronics and communications techniques, as well as to provide a free public service to their communities during a disaster or emergency, all without needing a cell phone or the internet, according to the press release. Field Day demonstrates ham radio’s ability to work reliably under any conditions from almost any location and create an independent communications network. More than 35,000 people from thousands of locations participated in Field Day 2019 activities, according to the press release. “It’s easy for anyone to pick up a computer or a smartphone, connect to the internet and communicate, with no knowledge

of how the devices function or connect to each other,� said David Isgur, communications manager for the American Radio Relay League, the national association for amateur radio. “But if there’s an interruption of service or you are out of range of a cell tower, you have no way to communicate. Ham radio functions completely independent of the internet or cell phone infrastructure, can interface with tablets or smartphones, and can be set up almost anywhere in minutes. “That’s the beauty of amateur radio during a communications outage. Hams can literally throw a wire in a tree for an antenna, connect it to a battery powered transmitter and communicate halfway around the world. “Hams do this by using a layer of Earth’s atmosphere as a sort of mirror for radio waves. In today’s electronic do it yourself environment, ham radio remains one of the best ways for people to learn about electronics, physics, meteorology and numerous other scientific disciplines. “In addition, amateur radio is a huge asset to any community during disasters or emergencies if the standard communication infrastructure goes down,� Isgur said. Council gives businesses a boost By MATTHEW SOCKOL Staff Writer

FREEHOLD – As a way of offering a helping hand to business operators in Freehold Borough, town officials have waived certain fees for the remainder of 2020. On June 15, Borough Council members passed a resolution that waives sidewalk cafÊ and temporary license fees for outdoor sales and dining for 2020. The resolution states that the 2020 coronavirus pandemic and executive orders issued by Gov. Phil Murphy have severely impacted the ability of businesses to operate and serve customers. Earlier this month, Murphy began lifting restrictions that have been in place since mid-March. As noted in the council’s resolution, the governor’s actions include the phasing in or the partial or modified reopening of certain businesses. The council’s passage of the resolution coincided with the resumption of outdoor dining as of June 15. As of that date, indoor dining was still prohibited.

As of June 15, indoor gatherings for uses other than dining are limited to 25% of the capacity of a room. Regardless of a room’s capacity, the limit will never be less than 10 or more than 50 people. Outdoor gatherings are limited to 100 people and attendees are required to be 6 feet apart. Because of the restrictions remaining on indoor gatherings, the resolution states that such indoor businesses will not be able to operate at full capacity, greatly impacting a business’s financial viability. “Businesses have suffered great financial hardship during the closure and/or severe restrictions,â€? council members said in the resolution. “In order to assist local businesses in this difficult time, the mayor and council have determined to waive the usual sidewalk cafĂŠ fee and the fee for any temporary licenses issued to businesses to expand the area in which they operate,â€? they said. The resolution states that a business will be able to expand the footprint of its operation. Any sidewalk cafĂŠ fee or temporary license fee that has been paid by a business operator for 2020 will be refunded.

For the remainder of the school year, students were educated via remote (virtual) learning and plans were made to hold virtual graduation ceremonies for the district’s seniors on June 24. Earlier this month, Murphy said in-person graduations – following social distancing guidelines – could be held beginning July 6. Marlboro officers credited with saving teen’s life after crash MARLBORO – Two officers from the Marlboro Police Department are being credited with saving a teenager’s life in the immediate aftermath of a serious motor vehicle accident. On June 15 at 6 p.m., Marlboro police received a 911 call reporting there had been a crash involving two vehicles on Conover Road between Route 520 and Pleasant Valley Road. Police said the caller reported one vehicle was on fire with a passenger trapped inside. Officers were dispatched to the scene

According to a press release from the police department, a Cadillac Escalade had collided with the Envoy. to extinguish the fire, but were unable to do so. At that time the fire started to spread from the front of the Envoy to the passenger compartment, according to the press release. Police said Officer Donna Gonzalez and Patrolman Robert Kelly decided to use a patrol vehicle to push the Escalade away from the Envoy. Kelly put the Escalade in reverse while Gonzalez got into her marked patrol car and pushed the Escalade off the Envoy, which freed the juvenile who had been trapped. Officers then moved the juvenile away from the vehicles and began treatment. Shortly thereafter, the Envoy was completely engulfed in flames. The juvenile was treated by members of the Morganville First Aid Squad and paramedics from Hackensack Meridian Health. She was flown by helicopter to Jersey Shore University Medical Center, Neptune, with serious internal injuries and listed in critical, but stable condition. The teenager’s condition was later upgraded to stable, according to police. The fire in the Envoy was extinguished by members of the Morganville Fire Department. Conover Road was closed for an extended period of time, according to the press release. Patrolman David Stattel of the Traffic

and Safety Bureau is investigating the incident. As of June 17, the cause of the crash had not been determined. Police said drugs or alcohol do not seem to be a factor in the crash and said no complaints or summonses had been issued. The driver of the Cadillac Escalade was a 57-year-old male resident of Marlboro. He was not injured in the crash and there were no passengers in his vehicle. The driver of the GMC Envoy was a 17-year-old male resident of Marlboro. He was not injured in the crash. Police said there were two juvenile passengers in the young man’s vehicle: the 17-year-old female from Freehold who was initially trapped, and a 17-year-old male resident of Marlboro who sustained what police described as minor injuries and was transported by ambulance to a hospital. Marlboro Police Chief Peter Pezzullo arrived at the scene of the crash shortly after the juvenile was freed from the Envoy. “If not for the officers’ decisive action, the young lady who was pinned between the two vehicles would have undoubtedly perished. “Officer Gonzalez and Officer Kelly acted with swift certainty and relied on sound judgement. I am extremely proud of both officers and I commend them for their actions,” Pezzullo said.

Manalapan governing body adopts $34.9M budget for 2020 By MARK ROSMAN Managing Editor

MANALAPAN – The Township Committee has adopted a $34.91 million budget to fund the operation of Manalapan during 2020. The budget was adopted during a meeting on June 10. Mayor Jack McNaboe, Deputy Mayor Susan Cohen, Committeeman Eric Nelson, Committeeman Barry Jacobson and Committeewoman Mary Ann Musich voted “yes� on a motion to adopt the budget. Township Administrator Tara Lovrich said Manalapan’s chief financial officer, Tricia Addario, “has done a phenomenal job with the budget. We have never seen anything like this (year) in our careers. I think we have a great budget.� Lovrich said municipal officials are hoping to have local expenses that were incurred as a result of the 2020 coronavirus pandemic reimbursed through the federal CARES Act. The township’s auditor, Robert Oliwa, said several line items of revenue have been reduced because of the pandemic, including interest to be earned, grants to be received and municipal court fees to be collected. Oliwa said a $581,000 increase in the municipal tax levy would offset the projected revenue losses. Addario said the Manalapan’s revenues “will be monitored every month� and she said some appropriations could be cancelled if that becomes necessary during the remainder of the year. “I want to thank all of our department heads for keeping spending to a minimum and I want to thank Ms. Lovrich and Ms.

Addario for their work on the budget,� Cohen said. “We will be monitoring the budget constantly this year,� McNaboe said. According to the 2020 budget document posted on the township’s website, the $34.91 million budget will be supported be the collection of $23.54 million in taxes from Manalapan’s residential and commercial property owners; the receipt of $3.87 million in state aid; and the appropriation of $3.5 million from the township’s surplus fund (savings). Manalapan’s 2019 budget totaled $34.49 million and was supported by a tax levy of $22.96 million; the receipt of $3.87 million in state aid; and the appropriation of $3.5 million from the surplus fund. In 2019, the average home in Manalapan was assessed at $448,180, the municipal tax rate was 33.1 cents per $100 of assessed valuation and the owner of that home paid $1,483 in municipal taxes. In 2020, the average home in Manalapan is assessed at $453,733, the municipal tax rate is projected to be 33.4 cents per $100 of assessed valuation and the other of that home will pay $1,515 in municipal taxes. Municipal taxes are one item on a property owner’s tax bill, which also includes Monmouth County taxes, Manalapan-Englishtown Regional School District taxes, Freehold Regional High School District taxes and a fire district tax. The total amount of taxes a property owner pays is determined by the assessed valuation of his home and/or property and the tax rate that is set by each taxing entity. Lovrich said for every $1 in taxes a Manalapan property owner pays, 16% (i.e., 16 cents) goes to the township, 15% (15

cents) goes to Monmouth County, 46% (46 cents) goes to the Manalapan-Englishtown Regional School District, 20% (20 cents) goes to the Freehold Regional High School District, 2% (2 cents) goes to a municipal fire district and 1% (1 cent) goes to other assessments. The largest single appropriation in the 2020 budget is for salaries and wages for employees in the Manalapan Police Department, at $7.6 million. The appropriation for other police expenses is $300,316. Insurance includes the following appropriations: employee group health insurance, $3.36 million; and general liability insurance, $575,392. Under the category of public works,

streets and roads, salaries and wages have an appropriation of $1.7 million and other expenses of $209,500 for 2020. Under sanitation, solid waste collection, the appropriation is $1.84 million. Garbage collection is provided by the township and the cost is included in a property owner’s municipal taxes. Manalapan’s 2020 budget includes a payment of $666,227 to the Public Employees Retirement System; a payment of $1.95 million to the Police and Firemen’s Retirement System of New Jersey; a payment of $940,000 to Social Security; a payment of $1.2 million in bond principal; and a payment of $606,450 in interest on bonds.

Colts Neck school board adopts $27.17M budget By PETER ELACQUA Staff Writer

COLTS NECK – Members of the Colts Neck K-8 School District Board of Education have unanimously voted to adopt a $27.17 million budget for the 2020-21 school year. To fund the budget, residential and commercial property owners will pay $24.39 million in local taxes. The school district will receive $1.267 million in state aid for 2020-21, which is about $84,000 more than the $1.183 million in state aid the district received in 2019-20. The district’s 2019-20 budget totaled $26.17 million and was supported by a $23.48 million tax levy. Total appropriations for the upcoming academic year are up $1 million and the tax levy is up $910,000. In 2019, the K-8 school tax rate was 77.56 cents per $100 of assessed valuation. The owner of a home assessed at the township average of $828,700 paid about $6,427 in K-8 school taxes. In 2020, the K-8 school tax rate is projected to increase to 81.14 cents per $100 of assessed valuation. The owner of a

home assessed at the new township average of $823,000 will pay about $6,678 in K-8 school taxes. In addition to K-8 school taxes, property owners also pay Colts Neck municipal taxes, Freehold Regional High School District taxes and Monmouth County taxes. The total amount an individual pays in taxes is determined by the assessed value of his home and/or property, and the tax rate that is set by each taxing entity. During the 2019-20 school year, district administrators identified several priority capital projects and planned to finance them in a five-year lease with payments beginning in the 2020-21 budget. The total cost of the capital projects is about $2 million and the 2020-21 budget includes a $429,304 payment for the following: • Replacement of the heating, ventilation and air conditioning (HVAC) systems for the Cedar Drive Middle School gymnasium and locker rooms; • New automated HVAC management systems at the Cedar Drive Middle School and the Conover Road Elementary School; • A new 54-passenger school bus; • New bus cameras for 20 district-oper-

ated vehicles; • The replacement of 80 iPads and 15 iMac computers for the Conover Road Elementary School and the Cedar Drive Middle School; • The replacement of 50 Chromebook laptop computers for staff members. Other appropriations for 2020-21 include employee benefits, $4.87 million; general education, $7.44 million; special education, $3.27 million; and administration, $1.76 million. There are currently 239 employees in the school district. Administrators said that number would remain the same for 2020-21 with some minor restructuring due to two retirements and an anticipated decrease in enrollment. There will be two new administrative positions: a shared assistant principal at the primary school and the elementary school, and a supervisor of student infor-

mation systems, innovation and 21st century learning. The district’s administrative staff will increase from nine employees to 10 employees. The certified instructional staff will decrease from 116 employees to 114 employees, according to the budget. Colts Neck, which educates children in pre-kindergarten through eighth grade, has a current enrollment of 1,004 pupils. The projected enrollment for 2020-21 is 995 pupils. The district consists of the Conover Road Primary School, the Conover Road Elementary School and the Cedar Drive Middle School. The members of the school board are Kathryn Gizzo, president; Danielle Alpaugh, vice president; Marian Castner, Jacquelyn Hoagland, Marci Klein, Kevin O’Connor, Dr. Kimberly Raymond, Rebecca Roberts and Michael Taylor.

The governing body voted to carry the matter to June 30 for a meeting that will begin at 7:30 p.m. at the Freehold Township Senior Center, 116 Jackson Mills Road.

It is anticipated residents will be permitted to attend the June 30 meeting. Committee members may adopt the ordinance that evening. According to municipal officials, three entities are interested in developing affordable housing in Freehold Township: • Land Bank, LLC, plans to develop 23 units at a 50-acre parcel on Route 9 south (south of Three Brooks Road); • K. Hovnanian plans to develop 12 units at a 23-acre parcel on Three Brooks

Road (east of Halls Mill Road); • M&M Macerich Corp. plans to develop 200 units at a 72-acre parcel between Route 9 and Route 537 (across from the Trotters Way entrance to the Freehold Raceway Mall). Three parcels have been identified by municipal officials as locations for affordable housing: • 34 units are planned to be developed on the Brock Farms property at the corner of Route 537 and Siloam Road;

• 45 units are planned to be developed at the Freehold Mall strip mall (not to be confused with the Freehold Raceway Mall) on Route 9 north; • 60 units are planned to be developed through an expansion of the Chesterfield apartment complex on Route 537, east of Freehold Borough. Through these six projects, Freehold Township officials said they would meet the 878-unit obligation by having a total of 902 affordable housing credits. As a result of a settlement agreement, municipal officials must also designate three overlay zones for future affordable housing on Route 9 properties that are currently developed. The three overlay zones will be 10.6 acres at the Chadwick Square strip mall and adjacent parcels on Route 9 north; 7 acres at the Bank of America building on Route 9 south (adjacent to the Brookdale Community College Freehold Campus); and a Red Roof Inn and 7 acres at a former Verizon building on Route 9 north, according to municipal officials. The overlay zones will permit 12 units per acre, with the permitted use as mixed use commercial and residential, and the commercial component not required. Any residential developments that are constructed in the overlay zones will be required to have 20% of the units that are available for purchase and 15% of the units that are available for rent designated as affordable housing.
