Freehold Twp. approves parcels for affordable housing By MATTHEW SOCKOL Staff Writer

T

he Township Committee has adopted an ordinance that is intended to help Freehold Township meet its obligation to provide opportunities for the development of affordable housing in the community. During a June 30 meeting held at the Freehold Township Senior Center, which residents were permitted to attend in-person, all five committee members voted to adopt the municipal legislation. The public hearing and the adoption of the ordinance were required by the end of June through a state Superior Court settlement agreement that reduced Freehold Township’s affordable housing obligation and granted the township immunity to builder’s remedy lawsuits, according to municipal officials. “This is about survival,” said Township Administrator Peter Valesi, who explained the affordable housing issue to residents before the ordinance was adopted. “It’s about helping Freehold Township survive an abrupt change in zoning for affordable housing.” The obligation to provide opportunities for the development of affordable housing has been mandated by New Jersey’s courts. Affordable housing is defined as housing that is sold or rented at below market rates to individuals and families whose income meets certain guidelines. According to municipal officials, Freehold Township’s obligation is 878 affordable housing units. The number was reached through the settlement agreement with the Fair Share Housing Center, Cherry Hill, which advocates for affordable housing throughout New Jersey, and with developers who entered the township’s affordable housing litigation. Is that spinach? No, it’s rare seabeach amaranth!

I

f you are lucky enough to walk on the beach this summer, you may notice a plant that looks like spinach growing in the bare sand, apart from sea grass and other dune vegetation. Don’t step on it! It could be the rare seabeach amaranth (Amaranthus pumilus) that is making a comeback in New Jersey. It’s good news since seabeach amaranth is a federally threatened and state endangered plant. It was rediscovered in the state in 2000 by Rutgers grad student Jay Kelly, now a biology professor at Raritan Valley Community College. Kelly would walk the entire Atlantic coastline of New Jersey searching for the amaranth – and the little plant has come a long way since then. A plant census along New Jersey’s coastal beaches in 2019 showed an enormous increase in the number of seabeach amaranth plants. This year’s plant census is just getting started, but biologists are hoping the encouraging trend will hold. A member of the amaranth family – cultivated around the world as a grain and vegetable crop – the low-growing seabeach amaranth has reddish stems and small, fleshy, notched leaves resembling spinach. Their tiny pale yellow flowers begin blooming in June and July, and continue until the plant dies off in the fall. Last year, scientists with the New Jersey

Monmouth freeholders approve emergency repairs at county jail By MARK ROSMAN Managing Editor

T

he Monmouth County Board of Freeholders has awarded an emergency contract to Unitemp Inc. for the replacement of six McQuay rooftop units for the Monmouth County Correctional Institution, Freehold Township. The freeholders took the action during a meeting on June 25 and said that between May 1 and June 1, six rooftop heating, ventilation and air conditioning units at the jail failed and are no longer repairable due to age and an inability to locate replacement parts. The freeholders said the failure of the equipment necessitated inmates being relocated out of four pods in the maximum security facility due to the associated health

and safety concerns pertaining to temperature and airflow, and the resulting relocation is maximizing the capacity of inmates in the remaining pods. According to a resolution, Unitemp has already been cleared to work at the jail and any further delay would result in additional health and safety concerns. County Administrator Teri O’Connor approved the work that was needed on an emergency basis and recommended that a contract be awarded to Unitemp for the purchase and installation of two Dakin 25ton rooftop units and four Dakin 16-ton rooftop units at the jail, according to the resolution. The emergency contract is in the amount of $486,380 and the funds are available in the 2020 budget.

In other business, the county is expanding its inventory of open space by purchasing land on Strickland Road in Freehold Township for additions to the Manasquan River Greenway. The freeholders passed a resolution authorizing the acquisition of two lots totaling 8.75 acres known as the Arbeitman property at a cost of $420,000. The Monmouth County Board of Recreation Commissioners deemed it necessary and advisable to acquire and preserve the land for open space preservation, natural resources conservation, and public park and recreation purposes, and recommended the purchase of the properties, according to the resolution. The offer of purchase has been accepted, but is contingent upon a satisfactory

title review and environmental review of the properties, according to the resolution. The funds for the purchase are covered under the Monmouth County Open Space, Recreation, Floodplain Protection, Farmland and Historic Preservation Trust Fund. According to the Monmouth County Park System website, more than 480 acres along the Manasquan River have been acquired by the park system and are now protected in their natural state. The preserved open space provides river access for fishermen and boaters with canoes and other small water craft. Navigating sections of the river may be challenging and/or require numerous portages due to natural obstructions and fluctuating water levels, according to the website. FRHSD will not institute participation fees in 2020-21 By MARK ROSMAN Managing Editor

T

he Freehold Regional High School District Board of Education will not charge parents a fee for their children to participate in sports and other extracurricular activities during the 2020-21 school year. During a board meeting on June 22, district administrators said there has been a change in the plan that was expected to

have gone into effect in September. Under that plan, students participating on interscholastic sports teams and other school activities and clubs would have been required to “pay to play.” As of June, the board had not revealed to the public what the participation fees would be. Administrators said they were making the move to a “pay to play” model as the result of an ongoing reduction in the district’s state aid. Following the June 22 meeting, district

spokeswoman Rebecca Policastro said, “The participation fees will not be in effect for the 2020-21 school year. We know the coronavirus has had a financial impact on the community and even though the district is still being gutted by S-2, we felt it was not appropriate to move forward with the fees at this time.” S-2 is the name by which 2018 legislation that was passed in the state Legislature and signed into law by Gov. Phil Murphy is commonly known.

The law redistributes state aid among New Jersey’s 600 school districts. As a result, some school districts have seen an increase in the amount of aid they are receiving and some school districts have seen a decrease in their state aid. The FRHSD lost state aid in the 201819 and 2019-20 school years and is expected to continue losing state aid through the 2024-25 school year under S-2. The district received $46.5 million in state aid for 2019-20 and is scheduled to receive $40.7 million for the 2020-21 school year. The district’s sending municipalities are Colts Neck, Englishtown, Farmingdale, Freehold Borough, Freehold Township, Howell, Manalapan and Marlboro. The district educates about 10,600 students in six high schools.

Rod Serling The Father Of Modern Sci-Fi Television. By Taylor Neumann, ReMIND Magazine

R

odman Edward Serling was born on Christmas Day in 1924 in New York and grew up in a family that encouraged his talents as a performer, with the young boy putting on plays in the basement and acting out parts from movies he’d seen. As he grew up, he became enamored with writing and with radio, which would define his career for the rest of his life. After high school, Serling joined the Army and was sent to the Philippines. There, the death and violence he saw from both sides left him with nightmares and flashbacks and inspired strong political views. He received the Purple Heart, the

Upon leaving the Army in 1946, Serling enrolled at Antioch College in Ohio. He originally enrolled in physical education but changed his major to literature and involved himself in the theater and broadcasting departments. While in college, he achieved his first success as a writer, winning a scriptwriting contest for the radio program Dr. Christian. He continued to sell radio scripts after leaving school, but eventually became disenchanted with the medium. Instead, Serling decided to move to television and become a full-time freelance writer. Into the mid ’50s, Serling wrote for dramatic anthology shows like Kraft Television Theatre, Appointment With Adventure and Hallmark Hall of Fame. His 72nd script, for Kraft Television Theatre in 1955, aired as the episode “Patterns” and immediately became a huge hit, changing Serling’s life practically overnight. Critics raved about the writing, and offers began flooding in for jobs. As Serling sold more scripts, he struggled with the limits imposed on him

by corporate sponsors, often changing his storylines significantly. He submitted a pilot to CBS for a new show, The Twilight Zone. That episode, “The Time Element,” was instead used for a different show, Westinghouse Desilu Playhouse, from Desi Arnaz and Lucille Ball. The twist ending, which would become a signature of Serling’s, generated so much positive response that the network greenlit his series. On Oct. 2, 1959, The Twilight Zone premiered with its iconic science-fiction format. Serling drew on his own life experiences, including his military service, and incorporated some of his personal views on race and gender. The show aired for five seasons and 156 episodes, 92 of which were written by Serling himself. After The Twilight Zone, Serling worked on other projects, including the television movie Carol for Another Christmas and the show Night Gallery. He also returned to radio in 1973 by hosting The Zero Hour (also known as Hollywood Radio Theater). He died in 1975 from a heart attack at the age of 50.

Will another network pick up cancelled ‘Single Parents?’ Question: Is there any word on Single Parents being picked up by another network? The talented adults and kids were so refreshing to watch. It was one of the funniest and well-written comedies on TV. —Marianne Matt Roush: As is typically (though not always) the case, it seems unlikely this comedy will be shopped around or picked up elsewhere, given that it was an in-house production (since 20thTelevision and ABC Studios were co-producers, all under the Disney umbrella). I’m not aware of much poaching going on of castoffs this year, which could be a reflection of business being anything but usual these days. Question: I have just found and binged the two seasons of Titans on DC Universe. I like free trials and figured I’d give it a go! So, since I literally just discovered Titans two days before writing this question,

I haven’t kept up with its production news during the pandemic. Do you know if they were already filming Season 3? —Beth Matt Roush: From what I can tell, Titans was unable to film the third season (in Canada) before the shutdown, so you’re in for a wait. But if this is your sort of thing, you might be interested that another DC Universe series, the sort-of spinoff Doom Patrol, launched its second season on June 25 on DC Universe and HBO Max. I

f it looks and sounds like a hot car, is it truly a “hot” car? That’s a good question. The answer, of course, depends on who you ask. When it comes to the 2020 Lexus RC 350 F Sport, an all wheel drive coupe that is a sure head turner when you take it down the block, the good looking part of that equation is a certain slam dunk. The sound part is easy,too. When you put this coupe, introduced in 2014, in Peter Perrotta the “sports plus” driving mode it emits a heartwarming exhaust rumble when you accelerate that is quite frankly rather impressive. So, if you are asking me, the answer should be that this attractive sports car, the coupe version of the IS sedan, is certainly a “hot” performance car. However, there are those in the automotive press that give this Lexus high marks for its looks, craftsmanship and comfort, but stop short of patting it on the back as a sports performance coupe. However, for me, the 3.5 liter, V6 engine with a six speed automatic transmission that puts out 311 horsepower at 6,600 pound feet of torque has plenty sports performance in it. You may not win any Indy races with that powerplant, but it can certainly get you in a whole heap of trouble with your local law enforcement agents if you so chose to get heavy footed with this vehicle. The 0 to 60 clocking on this snazzy coupe is six seconds. Again, I’m not trying to win the Grand Prix here. But, that is more than enough to get your heart pounding when doing an aggressive pass or just trying to accelerate onto the interstate. The folks at Consumer Reports say: “The various driving modes sharpen throttle and steering response, but the car’s weight ultimately compromises its agility.” Personally, I didn’t find that to be true. I ran this car aggressively through some tricky twists and turns from time to time and thought that it held up quite well. It

sticks to the road with very little body lean and I never felt that the car was about to get away from me at any point. Over at Car and Driver, for comments under “high points” they said: “Fierce body work, surprisingly refined ride quality and spacious cockpit”. For “lows”: “Back seat is not spacious, contrived touchpad controller, should be quicker.” I agree on the back seat and the controller, but not on the “should be quicker” comment. Overall, Car and Driver stated, “The RC has the superficial traits of a sports car but lacks the athleticism.” I’m not sure what these guys were driving, but, sure if you compare it to the AMG Mercedes line, or the M series BMWs, it’s not going to measure up. But, in reality, there aren’t many roads or circumstances where you can even use the power of this car to its full potential. So, what’s the point of those 500 to 600 horsepower stallions? Anyway, for the record, my test vehicle has a base price of $50,905. With added options and destination charges, the MSRP sticker price comes in at $57,785. The added options included: $2,725

for the Navigation/Mark Levinson Audio package; $1,160 for triple beam LED headlamps; $1,100 for a power moonroof; $500 for intuitive parking assist; $150 for an F Sport heated steering wheel and $220 for an all weather package that includes headlamp washers, windshield wiper deicer, water repellant front door glass and fast-response interior heating. While the exterior of the RC 350 is certainly an aggressive looking sports coupe, the interior is nicely refined. The ergonomics of the dash and all the controls is expensive looking and sporty at the same time. The front bucket seats are form fitting, firm and comfortable. And, the Mark Levinson sound premium sound system is simply “off the hook”. It outfits this coupe with 17 speakers that are capable of pumping out 835 watts of premium surround sound. I was quite impressed with this audio system. The only knock is that the touchpad center console controller that links to the 10.3-inch color screen is at times finicky and clumsy to use when trying to control the phone, music selection or navigation. The voice command system, which bypasses the need for the touch pad controller, works fine, though.

The EPA Department of Transportation fuel economy ratings for this vehicle are 21 miles per gallon overall – with a 24 mpg rating for highway and 18 mpg for city. The EPA estimates that the annual fuel cost for operating this coupe to be about $2,300 per year as it uses about 4.8 gallons of gas per every 100 miles. This vehicle has not been rated by the government for its 5-star safety rating test. The RC coupe comes in an all wheel drive and rear wheel drive version. It’s available in a 300 model featuring a 2.0 liter 4 cylinder turbo engine that puts out 241 horsepower. There’s a 350 and 350 F Sport with the 3.5 liter, V6 that I drove. And, finally there is a top of the line F model that features a 5.9 liter, V8 that puts out 472 horsepower. The RC 350 I drove comes with loads of standard equipment, including: 19-inch split, five spoke wheels; F Sport grill; Bluetooth; Apple Car play and Android capability; a rear view camera and loads of the newest safety and technology equipment.

High school baseball players look forward to ‘Last Dance World Series’ By STEVEN BASSIN Staff Writer

T

he thrills associated with America’s pastime will be on display this summer when an event that has been dubbed the “Last Dance World Series” takes center stage for high school baseball players from throughout New Jersey. Saint Joseph High School, Metuchen, athletic director and baseball coach Mike Murray has put together the 222-team tournament. The players who will be competing lost out on the 2020 season that was cancelled by the coronavirus pandemic. Teams representing the six schools in the Freehold Regional High School District will compete in the tournament. Pool play in the event is scheduled to begin on July 14. “It feels amazing to get one last chance to get on the field and play,” said Dan Cowles of Colts Neck High School. The local squads will compete in the South Jersey bracket. Teams may not use the name of their high school, nor may a team be coached by its high school head coach in accordance with rules from the FRHSD.

Colts Neck, whose team will be called Cougar Baseball, is the No. 2 seed in the 15A-Wall Regional. The pool games will be played at the North Wall Little League Complex. According to Cowles, the team will have 17 players on the roster, including Collin Kratzer, Chase Masterson, Justin Coopla and newcomer Christian Rice. Chris Barbieri will coach the squad. Colts Neck High School coach Mike Yorke said he respects the district’s decision and will support his players as a spectator and an adviser. He said he is happy the seniors are getting one more chance to play and he commended them for the way they handled the cancellation of the season. “This tournament provides the seniors one last opportunity to play and get some closure,” Yorke said. “I want to see them have a quality experience and enjoy playing with their friends.” Cowles said the players did a good job sticking together during the pandemic and kept themselves driven to stay in shape for the possibility of getting a chance to play during the summer. “We are all on the same page and I think

we have the guys to make a run in the tournament,” he said. Squads from Freehold Township, Freehold Borough and Marlboro were selected into the top three seeds in what is being called the 2B-TBD Regional. The No. 1 seed belongs to Freehold Township’s Columbia Blue squad. Marlboro’s Blue and Gold team is No. 2, while Freehold Borough, to be represented as the Monmouth Dogfish, is at No. 3. Middletown North High School is the No. 4 seed in the region. Christian Brothers Academy, Lincroft, is the top seed and the host in the 2A-Lincroft Regional. Manasquan, East Brunswick and Mater Dei Prep of Middletown will also compete in the Lincroft region. Howell’s team will be called Blue and Grey and is the No. 2 seed in the 6BBelmar Regional, which will have games played at the Edward I. Brown Athletic Complex in Wall Township. The No. 1 seeded Monmouth Monarchs will represent Manalapan’s baseball program in the 1B-Tri-County Regional. All pool play games will take place at the Manalapan Recreation Center. Manalapan has a powerful lineup that

would have been seeking a second straight NJSIAA Central Jersey, Group IV state sectional championship in 2020. Nick DiPietrantonio and Hunter Serrano, who just graduated, and rising seniors Joe Mazza and Tom Guidice will lead the way for the Monarchs. Despite not being able to coach his team in the tournament, Manalapan High School coach Brian Boyce said he will watch the squad play as an adviser and expects the players to have fun competing as a team one last time. “The camaraderie is the most important part in all of this,” Boyce said. “This is a great way for our guys to get back on the field and for the seniors to get some closure. We have a good group of guys. I expect them to compete and leave everything out there on the field.” The pool portion of the event will consist of three games. The two teams from each region that are 2-0 after the first two games will play each other, with the winner advancing to a single-elimination round. The remaining teams may advance depending on their pool play record and how it compares to the other teams in the South Jersey bracket.

Directors of Operation HOPE outline benefits of therapy

A

Holmdel resident and a Freehold Township resident are bringing an equine-assisted therapy program to Monmouth County that will offer assistance to individuals who are dealing with mental health issues. Operation HOPE is directed by Brooke Lichter of Holmdel and Sara Velez of Freehold Township. They said the program focuses on providing equine-assisted psychotherapy to first responders and their family members. The program also facilitates equine-assisted activities and therapies to children, teenagers and adults who are dealing with mental health issues. “Anxiety, depression, trauma and post-traumatic stress disorder all share the challenge of disconnection from self, from other people and/or the community,” Lichter and Velez said. “By engaging with the therapeutic team of a mental health professional, a horse professional and one or more horses, we can impact and improve the physiology and the psychology of our clients, creating lasting change well

beyond the therapeutic benefits of simply being with animals,” they said. According to Operation HOPE, Lichter and Velez are licensed social workers and certified through the Equine Assisted Growth and Learning Association (EAGLA) as equine specialists in mental health and learning. “Horses are majestic and beautiful animals,” Lichter and Velez said. “They are sensitive animals, compassionate, intuitive and honest, and each has their own unique personality. These are just some of the reasons why horses make for great partners in therapy sessions. “Equine therapy is on the ground (not riding) and collaborative, joining the efforts of a licensed clinical mental health professional and a horse professional who work side by side with horses to reach the individual’s goals,” they said. “Horses mirror people’s emotions and this is what makes them so unique. Just the act of petting an animal releases Oxytocin, the feel good hormone, in the human

and the horse and that is mutually beneficial. Horses are social in nature, respond to non-verbal communication and are extremely sensitive, therefore providing immediate feedback.” Lichter and Velez said the benefits of equine-assisted therapy would include an increase in one’s ability to trust others, a decrease in stress and anxiety, increased self-acceptance and self-confidence/self-esteem, increased feelings of personal safety and an increase in a person’s ability to understand boundaries. They said the therapy helps to increase social skills, interpersonal interactions and social interactions, and leads to an increase of interest in attending school, while decreasing social withdrawal. “We are looking to open our doors to the brave first responders who have been essential during the coronavirus outbreak,” they said. Couple charged with animal cruelty in death of puppies

A

couple is facing charges of animal cruelty after four German Shepard puppies in their care died due to neglect, Monmouth County Prosecutor Christopher J. Gramiccioni announced on June 16. Daniel McDonald, 25, and Tricia Jaccoma, 24, are charged with four counts of third degree animal cruelty with respect to the deaths of four German Shepherd puppies that were found deceased on a property in Howell where McDonald and Jaccoma were temporarily residing, according to a press release. The remains of two deceased German Shepherd puppies were found in a fire pit on the property in Howell on May 18. The Howell Police Department and the Monmouth County Society for the Prevention of Cruelty to Animals, Law Enforcement Division, conducted an investigation, which led to the discovery of the remains of two more deceased puppies which had been buried on the property. The joint investigation revealed the puppies were stolen from a farm in Somerset County on or about May 12, when the puppies were about 3 weeks old. Investigators learned McDonald and Jaccoma were staying at the Somerset County farm prior to the time the puppies went missing and were in possession of the puppies while residing in a camper on the

oneself, disorderly persons offenses, for disposing of the deceased puppies’ bodies. The investigation further revealed McDonald was in possession of a generator that had been reported stolen from South Brunswick, and a John Deere front end loader reported stolen out of Monroe. McDonald was charged with additional counts of third degree and second degree receiving stolen property, respectively, for being in possession of these stolen items. If convicted of the second degree charge, McDonald faces a sentence of five to 10 years in state prison. If convicted of any of the third degree charges, McDonald and Jaccoma each face a sentence of three to five years in state prison on each count.

A necropsy performed on the two buried

puppies revealed the puppies suffered from parasites and also were severely emaciated and malnourished with “no indications of recent nutritional ingestion,” according to the press release. In addition to the animal cruelty charges for failing to provide the puppies with the necessary care, McDonald and Jaccoma were each additionally charged with multiple counts of third degree receiving stolen property for being in possession of the stolen puppies in Monmouth County. McDonald was further charged with four counts of hindering apprehension of

“Why do we settle? Because if you don’t, you lose and you lose big,” Valesi said during his presentation. He cited Englewood Cliffs and South Brunswick as municipalities where officials chose to fight their mandated affordable housing obligation in court instead of settling through negotiations. Both municipalities lost in court, resulting in Englewood Cliffs receiving a requirement of 1,000 affordable housing units and South Brunswick receiving a requirement of 1,533 affordable housing units. By settling the matter through negotiations, Freehold Township reduced the mandated number of 1,509 affordable housing units to 878 affordable housing units, Valesi explained. The amendments in the ordinance that was adopted on June 30, such as zoning changes, will allow for the development of proposed projects that will help Freehold Township meet the obligation. Currently, the township has 575 units. According to municipal officials, three entities are interested in developing affordable housing in Freehold Township:

• Land Bank, LLC, plans to develop 23 affordable housing units on a 50-acre parcel on Route 9 south (south of Three Brooks Road); • K. Hovnanian plans to develop 12 affordable housing units on a 23-acre parcel on Three Brooks Road (east of Halls Mill Road); • M&M Macerich Corp. plans to develop 100 affordable housing units and provide 100 bonus credits on a 72-acre parcel between Route 9 and Route 537 (across from the Trotters Way entrance to the Freehold Raceway Mall). Three additional parcels have been identified by municipal officials as locations for affordable housing: • 34 affordable housing units are planned to be developed on the Brock Farms property at the corner of Route 537 and Siloam Road; • 45 affordable housing units are planned to be developed at the Freehold Mall strip mall (not to be confused with the Freehold Raceway Mall) on Route 9 north; • 30 affordable housing units, along with 30 bonus credits, are planned to be developed through an expansion of the Chesterfield apartment complex on Route

anything larger than a two-story building would have a detrimental impact. “We are a quiet community,” she said about the Chesterfield apartments. “Everywhere else is spread out, but we are not. We are densely populated. We can’t have a three story-building where we are. Three people got so nervous, they sold and left.” While resident William Linton commended the governing body for rezoning the Three Brooks Road area as residential, he expressed concern about new homes increasing traffic intensity on the road. He noted the area does not provide any activities for children. “There are no public areas,” Linton said. “There is nowhere for the kids to go.” In response to Linton’s comments, Valesi said the governing body did not know if a playground would be installed

Prior to adopting the proposed ordinance, the committee members passed a resolution which set forth their reasons for its adoption after the Freehold Township Planning Board reported the legislation is inconsistent with the township’s master plan. The resolution states the ordinance will encourage compliance with the township’s affordable housing obligation by implementing the affordable housing settlement agreements; further implement an updated development fee ordinance and mandatory affordable housing set-aside requirements; and encourage development compatible with surrounding uses and developments. The resolution also states the ordinance is consistent with the guidelines for affordable housing development and will be further addressed in future amendments to the housing plan element and the land use plan element of the master plan. Those elements were not able to be addressed in time before the ordinance’s adoption because of the June deadline.

Council will buy building for use as Borough Hall By MATTHEW SOCKOL Staff Writer

FREEHOLD – Members of the Borough Council in Freehold Borough have authorized a $3.33 million contract to purchase a building on Mechanic Street that will become the new Borough Hall, police department headquarters and municipal court. The building at 30 Mechanic St. will be purchased from Hager Brothers Urban Renewal Co., LLC. The building is currently being used by the Monmouth County Probation Department. Public access to the building is provided from a parking lot off Mechanic Street. Officials have said they plan to use the building as Borough Hall, as the headquarters of the Freehold Borough Police Department and as the municipal court. At present, Borough Hall is on West Main Street and the police department and municipal court are in the Rug Mill Towers on Jackson Street. The council’s action on June 15 followed the governing body’s adoption of an ordinance that authorized the purchase of the Mechanic Street building. Discussions regarding moving Borough Hall from West Main Street date back to 2017 when the North Jersey Transportation Planning Authority (NJTPA) presented a draft concept for a transit village around the bus station at West Main and Throck-

morton streets, near Borough Hall. In 2018, a partnership of business owners and property owners in the borough, known as KFM Partnership, LLC, recommended moving the municipal building to a new location. The individuals involved with KFM Partnership believed moving Borough Hall would open up property around the bus station and provide an opportunity to generate revenue for Freehold Borough by creating additional space for a developer who might bid on the NJTPA’s plans proposed for the bus station.
