Hero medic receives second Silver Star for actions in Vietnam
V
ietnam War combat Army medic and Monmouth County resident Bart Fabian has been presented with his second Silver Star medal for actions he took on April 13, 1969. The medal was recently presented to Fabian by U.S Rep. Chris Smith (R-NJ). Fabian was a resident of Freehold Township from 1990 to 2019, before he moved to Aberdeen Township. This is the second Silver Star awarded to Fabian. He received his first Silver Star for his heroism during an ambush by the North Vietnamese on Jan. 11, 1969, according to a press release from Smith’s office. Fabian had previously been awarded two Bronze Stars, two Purple Hearts and an Army Commendation Medal with Valor. “Bart ‘Doc’ Fabian is a hero for all ages, earning the Silver Star not once, but twice. He routinely went above and beyond the call, protecting injured soldiers who were under attack,” Smith said. “Mr. Fabian’s actions on April 13, 1969, which account for the second Silver Star, are truly courageous, heroic and the mark of a natural leader.” “How does a man under gunfire find that kind of grit to do something absolutely astonishing? We are talking about a man who put his own life at risk, repeatedly, to defend injured soldiers who were being targeted by the enemy. “The record shows he saved 10 U.S. soldiers and stopped two enemy soldiers who were trying to kill wounded GIs. In an era when people admire fictional superheroes and Hollywood stars portraying heroes, Doc Fabian is a genuine uncontested hero,” Smith said. After more than two years of Smith working with the Army, Secretary of the Army Ryan D. McCarthy ordered Fabian to be recognized “For gallantry in action against an armed enemy of the United States” while serving in his outfit, Troop A,

1st Squadron, 11th Armored Calvary Regiment, II Field Force Vietnam. Recounting that April day in 1969, Fabian said the battle raged on for 90 minutes. He lost six from his troop, including one of his closest buddies, and 19 in total, including the other medic. “We got beat up pretty bad that day,”

Fabian said. “It was a bad day for the good guys.” The day after the battle, Fabian’s commander said he would be recommended for the Silver Star, but it never came, according to the press release. “I decided to forget about it,” Fabian said. “I didn’t want to promote myself. It

was a bad day. The next day we were right back in it.” That changed in 2018 at a reunion with fellow veterans who urged him to seek the medal, according to the press release. A family member contacted Smith and

Explore the wilds of the Jersey shore during the summer

or most folks, globe-trotting vacations and cross-country road trips are out this year due to travel restrictions and quarantines. Instead, “staycations” within the Garden State seem to be the new fad. If you haven’t explored New Jersey from top to bottom, now’s the time to discover the treasures of this small, but diverse state. Have you really seen the Jersey shore? Of course, every self-respecting New Jerseyan knows about the state’s 130 miles of ocean beaches stretching from Sandy Hook to Cape May, and probably has a favorite spot for swimming and catching rays. But most haven’t ventured into the shore’s quiet places – maritime forests, marshes, wetlands and bays – where nature reigns. Natural land at the highly developed Jersey shore is rare, which makes those locations all the more important for birds, wildlife and native plants, and all the more special for human visitors. Starting in the north, check out these special spots. I bet you will be surprised. Some bayside locations are notorious for biting flies in summer, so it’s best to pick a cooler day with a northwest breeze for those visits. • Mount Mitchill – Did you know New Jersey is home to the highest point on the Atlantic coast south of Maine? At 266 feet, this rocky overlook in Atlantic Highlands is the highest natural elevation along the coast between Maine and Rio de Janeiro. Forsythe National Wildlife Refuge – This enormous refuge is known as a birders’ paradise for good reason: its location in one of the Atlantic Flyway’s most active flight paths makes it an important stopover in seasonal bird migration. But you don’t have to be an expert birder to appreciate the beauty of the landscape. The 8-mile auto loop through the main section of this 47,000-acre refuge in Oceanville, Atlantic County, is one of the prettiest drives in New Jersey, with views of maritime forests and seemingly endless marshland. There are many places to pull off the road for a closer view, so bring binoculars. • Wetlands Institute – To learn why it’s important to preserve brackish marshes – those with a mix of salt and fresh water – drop by the Wetlands Institute in Stone Harbor. There are plenty of observation opportunities from the boardwalk over the marsh; treat yourself to an eco-tour of the marshes and back bays aboard The Skimmer, the Institute’s pontoon boat. • Cape May – A visit to the Cape May peninsula is a must for birders and nature lovers. The peninsula has extensive preserved lands, including Cape May Point State Park and the adjacent South Cape May Meadows, a Nature Conservancy preserve. There is an impressive trail system with great wildlife viewing, natural beaches and the Cape May lighthouse. Around the corner is Sunset Beach, where you can watch the sun drop over the waters of the Delaware Bay.

Volunteers needed to support victims of domestic violence Domestic violence does not stop during times of crisis. In fact, when stressors increase, violence and abuse can quickly escalate. For many victims, staying at home means being isolated with someone who is harming them, according to a press release from 180 Turning Lives Around.
For 44 years, 180, a private, nonprofit organization in Monmouth County, has provided confidential support and advocacy to victims of domestic violence with the assistance of its dedicated response team volunteers at police headquarters throughout Monmouth County, according to the press release.

Trinity Hall students are back to school this fallM

rinity Hall, an independent, all-girls college preparatory school located in Tinton Falls, is prepared to welcome students back to campus this fall. Eight years ago, the school opened with 30 ninthgrade students, and will welcome more than 300 students in grades 9-12 for the 2020-21 school year. With a state-of-the-art 40,000-square-foot building, small class sizes and significant investment in student security and technology, Trinity Hall is ready to meet the unique demands of Fall 2020. Student-athletes have begun practicing with their teams on campus and eagerly await the beginning of competition.
The Monarchs look to continue their strong performance after winning the NJSIAA ShopRite Cup for the second consecutive year. The arts team will welcome the school’s newest students with a Theatre Arts Bootcamp in August. Students are required to take arts classes as part of the school curriculum, and this workshop prepares incoming ninth graders for the challenges of improvisation and music appreciation. Interested students and their families are encouraged to attend an open house event this fall. “While our open houses will be virtual this year, we are confident our attendees will get a thorough under-

Troop 86 is chartered by the Old Brick Reformed Church, Route 520. Theodore Hong-Co Nguyen, 18, of Marlboro, the son of Trinh Nguyen and Han Nguyen, is a recent graduate of Biotechnology High School, Freehold Township. He will be honored for his Eagle Scout achievement on Aug. 15, according to a press release from Troop 86. Theodore’s older brother, Dylan Nguyen, previously attained the rank of Eagle Scout, according to the press release. Theodore has held the following leadership roles in Troop 86: assistant patrol leader, patrol leader, den chief, assistant senior patrol leader, senior patrol leader and junior assistant scoutmaster. He is currently an assistant scoutmaster.
Theodore is an emergency medical technician with the Morganville First Aid and Rescue Squad. He played saxophone in his high school’s pit band and plays the piano in his free time, according to the press release. For his Eagle Scout project, Theodore removed old information signs (kiosks) at Bayonet Farm in Holmdel. A new information kiosk was constructed and installed. The project was completed over three weekends with the help of 30 volunteers from Troop 86, according to the press release. Theodore said he chose the project because his family regularly visits and enjoys the park. “Everything I learned in Troop 86 will stay with me and help me with my endeavors, especially my experience as a senior patrol leader, where I gained many leadership skills,” he said.

Freeholders oppose exclusive use of mail-in ballots for Nov. election The Monmouth County Board of Freeholders has unanimously passed a resolution opposing the exclusive use of mail-in ballots for the Nov. 3 general election and all future elections. The freeholders took the action during a July 23 meeting, according to a press release from the county. “My fellow freeholders and I are gravely concerned as the exclusive mail-in ballot ‘experiment’ (for the July 7 primary election) has been difficult at best and should not be conducted when selecting individu-
als to lead boards of educations, political parties and bodies of government,� Freeholder Director Thomas A. Arnone said. “As we have seen repeatedly in the past, using mail-in ballots increases the risk of voter fraud and causes delays in counting ballots,� Arnone said. This year, New Jersey Attorney General Gurbir S. Grewal has already charged individuals with illegally collecting and processing ballots in an election, which occurred in Paterson, according to the press release.
The Attorney General’s charges against the two winning Paterson City Council candidates allege that votes had been cast in the names of deceased residents and those who have indicated they did not receive vote-by-mail ballots, according to the press release. Prior to the COVID-19 pandemic, New Jersey law permitted residents to request mail-in ballots for any reason, therefore enhancing voter choice, while other individuals still preferred to cast their ballot electronically on Election Day in order to fully assess the latest information avail-
able, according to the press release. “The freeholder board believes voter choice should refer to ‘how to vote,’ in addition to ‘who to vote for,’ in any given election cycle,� Arnone said. “On behalf of the board, I urge the secretary of state and the 21 county clerks to use in-person voting in conjunction with mail-in balloting come Nov. 3. “After regularly corresponding with the Governor’s Office about this matter, we hope a decision is made before our next meeting,� he said.

MARLBORO – Testimony regarding an application that proposes the construction of 105 housing units and two commercial buildings on Route 79 between Buck Lane and Stevenson Drive is expected to resume at the Marlboro Planning Board’s Aug. 19 meeting.
Testimony on the application began on July 15. Representatives of the applicant, Marlboro Development Group, LLC, began to provide details of what they want to construct. Members of the public did not have a chance to comment on the application during that meeting, which was conducted remotely.

The applicant is proposing to subdivide the 13.7-acre property into four lots: one lot for market rate townhouses; one lot for affordable housing rental apartments; and two lots for commercial development. Municipal officials have said the Marlboro Development Group application is the result of a court order stemming from Marlboro’s unresolved affordable housing obligation that dates back to prior administrations. Affordable housing is defined as housing that is sold or rented at below market rates to individuals and families whose income meets certain guidelines. “I normally would not consider an application like this in Marlboro, but we have been court ordered to have this application so we would like to make it the best we can for those who are going to live in this development and those in the rest of Marlboro,” said Mayor Jonathan Hornik, who sits on the Planning Board. When testimony began, engineer Sean Savage of Matrix New World Engineering, Florham Park, said the application proposes the construction of 85 market rate housing units and 20 affordable housing units, for a total of 105 housing units. He said a 10.7-acre lot would contain 18 three-story buildings with 85 townhouses to be sold at market rates. Each townhouse would have a two-car garage. A lot of slightly less than 1 acre would contain a three-story building with 20 affordable housing rental apartments and 40 parking spaces. Savage said a 1.1-acre lot would contain an 8,110-square-foot, one-story, multitenant commercial building and 42 parking spaces. A 1-acre lot would contain a 4,000-square-foot commercial building and 20 parking spaces.
Savage said there would not be a road connection between the townhouses and the commercial lots and the affordable housing lot. Sidewalk access is proposed from the affordable housing lot to the townhouse portion of the development and the two commercial lots. Architect Alexander Ovejas of the Pulte Group said the market rate units would have three bedrooms, three bathrooms and a two-car garage. James Mullen, Director of Entitlements – Northeast Corridor Division at Pulte Homes, said the applicant anticipates the market rate townhouses will be priced between $650,000 and $700,000. The price could reach $800,000 depending on Marlboro’s housing market, according to the testimony. Architect Thomas Brennan, who designed the proposed affordable housing building at the site, said the building would have four one-bedroom apartments, four two-bedroom apartments and 12 threebedroom apartments. Hornik said township officials’ primary concern with the proposed residential and commercial development is traffic. “A traffic signal at the intersection of Route 79 and Stevenson Drive is long overdue, even before this application was made. “As Route 79 is a state highway and not under municipal jurisdiction, we have written to the New Jersey Department of Transportation requesting that a traffic signal be installed at Route 79 and Stevenson Drive and expect the DOT will agree and require the installation of a signal. “I will do everything within my power to ensure a traffic light gets installed in connection with this project. We will get it done,” Hornik said. The Aug. 19 Planning Board meeting will be conducted remotely. Instructions on how to join the meeting will be posted on Marlboro’s municipal website.

Manalapan Logistics Center hearing scheduled to continue Aug. 13 By MARK ROSMAN Managing Editor
MANALAPAN – The applicant seeking municipal approval to build two warehouses in a Special Economic Development zone on Route 33 in Manalapan is now scheduled to continue presenting testimony to the Planning Board on Aug. 13. Testimony regarding the proposed Manalapan Logistics Center was last heard during the board’s Feb. 27 meeting. Following the conclusion of testimony that evening, the application was carried to April 23. The April 23 meeting was cancelled as New Jersey was in the throes of the 2020 coronavirus pandemic. At that time, the Manalapan Logistics Center application was placed on the board’s June 11 agenda. At the request of the applicant, the application was not heard on June 11 and was carried to the board’s July 9 meeting. On July 9, board members and their attorney Ron Cucchiaro convened for a virtual meeting. At the opening of the meeting, Planning Board Chairwoman Kathryn Kwaak announced the applicant had once again asked the board to carry the application. Cucchiaro announced the Manalapan Logistics Center application has been carried to the board’s Aug. 13 meeting, which is also expected to be held virtually. The July 9 meeting was adjourned in under five minutes. Information on how members of the public may “attend” the Aug. 13 virtual meeting will be posted on the township’s website. Countryside Developers Inc. is proposing to build two warehouses on Route 33 near Pegasus Boulevard. The warehouses are proposed for an 86acre parcel on the eastbound side of Route
33, approximately across from the Four Seasons at Manalapan adult community. Pegasus Boulevard is an entrance to and an exit from Four Seasons. The rear of the development tract is separated by a natural buffer from a residential development that includes Gramercy Lane and Astor Drive.
