Freehold Borough eyes acquisition of historic Court Street School By MATTHEW SOCKOL Staff Writer

M

unicipal officials in Freehold Borough are examining the possibility of acquiring a historic school and preserving it as a community center. During the Borough Council’s Sept. 21 meeting, Business Administrator Stephen Gallo gave a presentation to the members of the governing body regarding the municipality’s potential acquisition of the Court Street School and grounds at Court and Rhea streets. Monmouth County owns the property and Gallo said discussions with representatives of the county have been taking place for nine months. The former school is operated by the Board of Trustees of the Court Street School Education Community Center under a long-term lease. According to the Court Street School Education Community Center, the school was constructed in two phases between 1920 and 1926. Freehold Borough’s African-American children in kindergarten through eighth grade were educated at the Court Street School during a time of segregation in Freehold Borough’s public school system. During World War II, the Court Street School served as an air raid shelter and a

New book will provide in-depth look at Springsteen’s music A book that will offer readers an indepth study of Bruce Springsteen’s music is scheduled to be published in early October. Cassell, an imprint of Octopus Publishing Group, will publish “Bruce Springsteen: All the Songs: The Story Behind Every Track” by Jean-Michel Guesdon and Philippe Margotin on Oct. 6 in hardcover. The price of the book will be $60, according to a press release. The book is more than 670 pages and details the full story of every song The Boss has recorded and released during his career, according to the press release. Arranged chronologically by album, authors Guesdon and Margotin explore the details behind early hits such as “Blinded by the Light” and “Spirit in the Night,” and later songs such as “Born to Run,” “Hungry Heart,” “Dancing in the Dark,” “Born in the U.S.A.,” “The Rising,” “Tucson Train” and more, including outtakes, covers and rare tracks, according to the press release. The book includes hundreds of photographs and chronicles the music of Springsteen, who turned 71 on Sept. 23 and who has sold 135 million albums worldwide, according to the press release.

Springsteen is a native of Freehold Borough and is a 1967 graduate of Freehold Regional High School (now Freehold High School) in the borough. He began playing music in the mid1960s as a member of local bands, including the Castiles and Steel Mill. Springsteen released his first album, “Greetings From Asbury Park, N.J.,” on Jan. 5, 1973. Springsteen’s newest album with the E Street Band, “Letter To You,” is scheduled to be released on Oct. 23. “Letter To You” will be his 20th studio album. The album was recorded at Springsteen’s home studio in Colts Neck earlier this year, according to brucespringsteen.net Jean-Michel Guesdon, one of the authors of “Bruce Springsteen: All the Songs: The Story Behind Every Track,” is a musician, composer and sound engineer. With Philippe Margotin, he wrote “All the Songs: The Story Behind Every Beatles Release” and “Bob Dylan: All the Songs: The Story Behind Every Track.” He lives in Paris. Margotin has written many books about music, including biographies of Radiohead and U2, according to the press release.

Area men among five people charged in gun trafficking conspiracy Three Monmouth County men and a man and a woman from Florida have been charged with conspiring to illegally sell firearms, including handguns and a semiautomatic rifle, in and around Monmouth County, U.S. Attorney Craig Carpenito announced on Sept. 30. Enrique Quijada, 23, of Freehold, Manuel Espinosa-Ozoria, 30, of Bartow, Fla., his brother, Waldin Espinosa-Ozoria, 31, of Freehold, Javier Rodriguez-Valpais, 31, of Marlboro, and Jacquelyn Dejesus, 41, of Bartow, Fla., are each charged by criminal complaint with one count of conspiracy to engage in the business of unlicensed firearms dealing, according to a press release from the U.S. Attorney’s Office. Manuel Espinosa-Ozoria and Rodriguez-Valpais are each additionally charged with one count of possession of a firearm by a convicted felon. Manuel Espinosa-Ozoria and Dejesus are also charged with one count of unlawfully selling a firearm to an individual they knew did not reside in their state of residence, namely Florida.

Quijada, Rodriguez-Valpais and Dejesus were arrested on Sept. 30 are were scheduled to appear by video conference before U.S. Magistrate Judge Zahid N. Quraishi. Manuel Espinosa-Ozoria and Waldin Espinosa-Ozoria were still at large, According to documents filed in this case and statements made in court, from May through September, Manuel Espinosa-Ozoria, Waldin Espinosa-Ozoria, Quijada, Rodriguez-Valpais and Dejesus were members of a gun trafficking conspiracy that spanned from Florida to New Jersey. Dejesus allegedly assisted Manuel Espinosa-Ozoria – the alleged leader of the conspiracy – by acting as a “straw purchaser” of firearms in Florida. Manuel Espinosa-Ozoria and Dejesus then transported the firearms from Florida to Monmouth County, where Manuel Espinosa-Ozoria, assisted by Waldin Espinosa-Ozoria and Rodriguez-Valpais, allegedly sold the firearms to an individual working at the direction and supervision of the FBI. In addition, Rodriguez-Valpais allegedly sold a .223 caliber semi-automatic

rifle to Quijada, who, in turn, allegedly sold the rifle to an individual working at the direction and supervision of the FBI. The counts of conspiracy to engage in the business of unlicensed firearms dealing and unlawfully selling a firearm to an unlicensed resident of another state each carry a maximum potential penalty of five years in prison and a $250,000 fine. The counts of possession of a firearm by a convicted felon carry a maximum penalty of 10 years in prison and a $250,000 fine, according to the press release. Carpenito credited special agents of the FBI, Newark Division, under the direc-

tion of Special Agent in Charge George M. Crouch Jr., with the investigation leading to the charges and arrest. He also thanked the FBI Tampa Division, the Bureau of Alcohol, Tobacco, Firearms and Explosives Newark and Tampa field divisions and the Freehold Borough Police Department for their assistance in the investigation. This case is part of Project Guardian, the U.S. Department of Justice’s initiative to reduce gun violence and enforce federal firearms laws, according to the press release.

GOP officials oppose Dem governor’s order for vote by mail election By MATTHEW SOCKOL Staff Writer

E

lected officials in three western Monmouth County municipalities have put their opposition on the record to an executive order that requires New Jersey voters to primarily use a mail-in ballot to cast their vote in the Nov. 3 election. The presidential election between incumbent Republican President Donald Trump and Democrat Joe Biden, who served as vice president with President

Barack Obama, tops the election, which also features county and municipal races, board of education races, and public questions. Citing concerns with the 2020 coronavirus pandemic, Democratic Gov. Phil Murphy signed an executive on Aug. 14 that established new rules for the Nov. 3 election. All registered voters in New Jersey will receive a mail-in ballot by Oct. 13 and will be asked to vote using that ballot. On Nov. 3, individuals who go to a polling location expecting to cast their ballot

on a voting machine will only be permitted to cast a provisional paper ballot. All of the provisional ballots will be reviewed after the election to ensure that each person who used a paper ballot was legally able to vote. If a ballot is deemed legal, the votes will be added to the selected candidates’ total vote count. In recent weeks, municipal officials in Colts Neck, Freehold Township and Millstone Township – where Republicans run the governing body – passed a resolution that opposes an election that will be con-

tested primarily through the use of mail-in ballots. The Monmouth County Board of Freeholders, which has a 5-0 Republican majority, also passed a resolution that opposes an election that will be contested primarily through the use of mail-in ballots. The resolutions from Colts Neck and Millstone state that the practice of compelling all registered voters to vote by mail has caused and will cause concern among voters for dishonesty, voter fraud and voter disenfranchisement in a mail-in election. The resolutions also state that mandated all mail-in voting significantly delayed election results following the July 7 primary election in Monmouth County. Officials said they expect the delay in producing election results to be magnified following the Nov. 3 election. “Voters should not have to be concerned about disenfranchisement, voter fraud anddishonesty, or delayed election results in the November general election,” officials wrote in the resolutions. Freehold Township’s resolution notes that New Jersey Attorney General Gurbir Grewal charged individuals with illegally collecting or processing ballots in a Paterson election this year. According to the resolution, election officials in Paterson admitted that more than 3,000 mail-in ballots were disqualified. “The Township Committee is gravely concerned that the exclusive mail-in ballot ‘experiment’ has been difficult, at best, during the primary election cycle, (which) represents a small fraction of the ballots to be cast when compared to the upcoming general election. “The Township Committee does not believe voting ‘experiments’ should be conducted when selecting the individuals to lead political parties, local governments, boards of education, county governments, state government or the federal government,” Freehold Township’s officials wrote. The resolution states that voting in person can be accomplished using existing Centers for Disease Control and Prevention protocols of social distancing. Registered voters are expected to receive their ballot by Oct. 13 and may return the ballot immediately by mail, by bringing it to a polling location on Nov. 3, or by placing it in a drop box that will be provided at locations throughout the county. Planners OK addition to building By PETER ELACQUA Staff Writer

MARLBORO – Members of the Marlboro Planning Board have approved the construction of an addition to a veterinary office at 382 Route 79 in the Morganville section of the community. The application was submitted by the Touchstone Veterinary Center with a request to expand a one-story building on the state road just south of Beacon Hill Road. The applicant was represented before the board by attorney Anthony Hatab during a recent meeting. At present, the property contains a onestory veterinary center. There are 12 parking spaces at the location. The applicant proposed constructing a 3,518-square-foot addition on the south side of the building, plus a second story and a basement level which would increase the gross floor area to 11,925 square feet. The business’s expansion plan will add 13 parking spaces to the site, for a total of 25 parking spaces, according to engineer Marc Leber of East Point Engineering, Marlboro. “Banked” space will be set aside for five additional parking spaces if those spaces are needed, Leber testified. Dr. Mary Beth Morgan, owner of the Touchstone Veterinary Center, said the building is 50 years old and needs to be upgraded so staff members may properly perform modern medical treatment. Administrators working to bring students back to school By MATTHEW SOCKOL Staff Writer

FREEHOLD – Administrators in the Freehold Borough K-8 School District are taking action that will eventually allow students to return to the district’s buildings at some point during the 2020-21 academic year. Since the start of the school year, all of the district’s students have been receiving instruction on a remote basis. District administrators determined

that as the new school year began with the 2020 coronavirus outbreak still an issue, they were unable to meet health and safety guidelines related to the reopening of school buildings. The schools have been closed since March when the coronavirus initially struck New Jersey. Students completed the 2019-20 school year by receiving instruction remotely. Freehold Borough administrators planned to begin the 2020-21 school year

with a hybrid model of in-person and remote learning, but that plan did not materialize after they identified two significant issues: the lack of physical barriers between students to limit the possible transmission of the virus, and the heating, ventilation and air conditioning (HVAC) filtration systems, according to Superintendent of Schools Rocco Tomazic. Tomazic discussed those issues in a Sept. 20 letter to the community. He said administrators are working to implement

the hybrid instruction plan. On Sept. 21, Board of Education members approved the purchase of 800 desk barriers from H&H Interiors. The equipment cost $22,500 and board members requested to have the funds withdrawn from district’s capital reserve. Regarding the HVAC issues, Tomazic said the desired higher grade filters will not be able to be installed because the HVAC systems are not designed to handle that equipment. Instead, administrators are pursuing a system called a bipolar ionizer as an authorized alternative. “We have professionals inspecting our systems and we should have a price and a timeline shortly,” Tomazic said. “We also are looking at portable HEPA (high efficiency particulate air) filters on a limited basis. “This, too, is an authorized alternative. The resolution of the HVAC filtration issue is what will drive our date to transition to the in-school hybrid mode,” he said. The board members requested a $5,000 withdrawal from the capital reserve to purchase five Airmedic Pro 5 HD air purifiers. Tomazic said district administrators will give parents at least three weeks notice of any change in operations.

Borough Council members in Freehold Borough in have adopted a $5 million bond ordinance to purchase and retrofit a building at 30 Mechanic St. that will become the new Borough Hall. The building on Mechanic Street will also house the Freehold Borough Police Department and the municipal court. The bond ordinance was adopted on Sept. 21. The legislation authorizes the issuance of $4.76 million in bonds or notes and provides for a $240,000 down payment. Councilman George Schnurr said moving the municipal offices from their current location in Borough Hall on West Main Street to 30 Mechanic St. will open up the West Main Street building for development, end the need for the borough to rent space for police operations in the Rug Mill Towers on Jackson Street, and allow officials to sell a parking lot on Jackson Street that is currently used by the police department. An emergency contract related to ďŹ re alarm panels in municipal buildings has been awarded by the Township Committee in Freehold Township. On Sept. 8, committee members awarded the emergency contract to Fire Security Technologies for emergency repairs and replacement of ďŹ re alarm panels in the construction building and the recreation administration building. The amount of the contract was $8,240, according to a resolution. Committee members said the work was needed immediately because the lack of ďŹ re alarms in the buildings affected public health, safety and welfare. Finally, the committee members passed a resolution to adopt the 2019 audit. Municipal ofďŹ cials said the audit did not contain any recommendations and because of that fact, a corrective action plan was not required.

The Stephanie Nicole Parze Foundation will host a golf outing on Oct. 19 (Oct. 23 rain date) at the Gambler Ridge Golf Club, Upper Freehold Township. The Monmouth County Prosecutor’s Office determined Stephanie was killed by a former boyfriend who had previously been accused of assaulting her. The 29-year-old man subsequently committed suicide. The foundation’s mission is twofold: to provide education, intervention and support to families and individuals who are dealing with domestic violence and sexual abuse; and to support families who have a missing loved one. Stephanie’s father, Edward Parze, is the president of the foundation. He said that because of the 2020 coronavirus pandemic, the foundation’s initial events have been delayed. However, he noted October is significant because it is Domestic Violence Awareness Month. “I’m looking forward to having the events kick off,” Parze said this week. “We are going to raise awareness of domestic violence and promote the foundation. We will have funds raised for next year for my daughter’s foundation.”

Freehold Borough Mayor Kevin Kane will lead a team of runners during the Oct. 24 event at Lake Topanemus to help raise money for the foundation. Individuals who participate in the “Run With Mayor Kevin Kane to End Domestic Violence” and pay the event’s registration fee will also receive a mayor’s team shirt. “In late 2019, Stephanie Nicole Parze was a victim of domestic violence,” Kane said. “In the weeks that followed, her family, friends and the entire Freehold community came together to try and find her, and ultimately, to mourn her tragic death. “In their grief, her parents, family members and friends have dedicated themselves to honoring her memory and working to protect others from domestic violence and sexual abuse, and (to support families with) missing loved ones. “They have established the Stephanie Nicole Parze Foundation to increase awareness and raise funds to support their cause. This event will be filled with camaraderie, love and support for the Parze family and provide an opportunity to help fulfill the foundation’s mission. “I hope people can join me and the foundation in supporting this worthy cause to fight domestic violence and sexual abuse, and to support families with missing loved ones,” Kane said.

Freehold Borough eyes acquisition of historic Court Street School ration station. The building reopened in 1949 as an integrated school for kindergarten and first grade pupils. The school closed in 1974. The former school now operates as a community education and historical center. The Court Street School Education Community Center was formed in 1990 to restore the school for use as an education community center and to preserve it as an African-American landmark. In 1995, following a significant effort by supporters of the local landmark, the Court Street School was placed on the National Register of Historic Places. Gallo said if the site is acquired by Freehold Borough, the Court Street School will remain a community center. “We will also expand its use as a community center for various programs of community groups that want to use the facility, in accordance with the rules established,” he said. The business administrator said the historic building could be used for lectures, entertainment, educational instruction and yoga. “Personally, I think it’s a home run, but obviously, it’s not my decision,” Gallo told members of the governing body. “The county has inquired on a fairly regular basis and has asked us if we are interested and we have reached a point where if we are interested, we should make a move.” Gallo said obtaining the building from Monmouth County would not cost Freehold Borough anything, but he said the municipality would become responsible for its maintenance. “It’s a free building, but it comes with obligations,” he said. “It comes with our obligation to insure it and maintain it. There would be costs involved with groundskeeping, all of which comes with owning a property. But I think it would be a useful place for the community and it would preserve forever its integrity as a historic building in the town.” Following Gallo’s presentation, the council members voted to support a plan to move forward with acquiring the Court

Colonials hold off Braves to win 2020 grid season opener By STEVEN BASSIN Staff Writer

FREEHOLD – Control the controllables. That is the message Freehold High School football coach Dave Ellis gave to his players the first time he was able to meet with them during the off-season prior to the start of the 2020 campaign. After going through a preseason that was unlike any other because of the coronavirus pandemic, Ellis continues to tell his players every day that tomorrow isn’t guaranteed and that the only thing they can control is what goes on that day. “We can’t control when we can practice or what happened in March, April or May. All we can focus on is the day,” Ellis said. “We don’t know with everything going on if this (Oct. 3) was going to be our last game. We are trying to focus on one day at a time and the guys have grasped that and have been able to move forward every day,” the coach said. Ellis watched his players take his message to heart during the Colonials’ season

opener against Manalapan High School on Oct. 3 in Freehold Borough. A sack on the final play of the game by junior Cameron Crooms stopped a late comeback attempt by Manalapan (0-1) and helped Freehold (1-0) hang for a 14-12 victory to start the 2020 season. “Whenever you win your first game, I feel it gives you some nice momentum for the season,” Ellis said. “We made a lot of mistakes, but we kept going out there and found a way to win.” Senior quarterback Sha’Kim Shuler rushed for 215 yards and scored twice on four-yard runs to lead Freehold. Special teams play was a significant factor as the Colonials blocked an extra point attempt and a field goal attempt. Junior Kamore Gill ran for 106 yards for the Colonials, while seniors Yah-Sin Calhoun and Jason Lee each recorded an interception. Getting the opportunity to be on the field and to defeat a successful program like Manalapan meant a lot to Shuler, who said the victory was a special one for the

Freehold High School seniors. “We played together as a family,” Shuler said. “We are happy to have the chance to play on this field. We play every game like it’s our last.” Despite the loss, the biggest take-away for Manalapan Coach Dom Lepore was seeing his players get the opportunity to play and have a season. “Playing and having a season is obviously the positive in all of this,” Lepore said. “We tell the kids to take things day by day. We will learn from this game and move on.” Manalapan forced three fumbles and saw senior Anthony Matrone snare a onehanded interception during the contest. Junior quarterback Mike DeMayo and Matrone hooked up on a 67-yard TD pass with 7:40 left to bring Manalapan within a two-point conversion of tying the game. Shuler did a great job covering tight end

DeMayo came off off the bench in the second quarter and threw for 155 yards and two TDs, including a seven-yard strike to Paul Wojciechowski just before halftime. The Braves got the ball back at their own 10 with :45 to play after Ethan Rodriguez recovered a fumble by Shuler. They moved to midfield, but Crooms sacked DeMayo on the final play to end the contest. Lepore hopes his squad can learn from the loss and rebound with a victory on Oct. 9 at Howell. The Braves and the Rebels will kick off at 7 p.m. “Every game is important in the situation we are in right now because of what is going on with the pandemic,” he said. “If we get the next one, that would be great.” Freehold will return to the field at noon on Oct. 10 when the Colonials host Colts Neck.

Discussion of overpass dominates Planning Board hearing MANALAPAN – Large trucks using an overpass near the Village Grande adult community to access Route 33 west was the primary topic of the Manalapan Planning Board’s Sept. 24 meeting when a hearing on the proposed Manalapan Logistics Center continued. Countryside Developers Inc. is proposing to build two warehouses on an 86-acre property on Route 33 just east of Pegasus Boulevard. The warehouses would be 294,560 square feet and 302,250 square feet in size. Warehouses are a permitted use in Manalapan’s Special Economic Development zone, according to previous testimony. The warehouses are proposed for a site approximately across from the Four Seasons at Manalapan adult community. Pegasus Boulevard is an entrance to and an exit from Four Seasons. The rear of the development tract is separated by a natural buffer from a residential development that includes Gramercy Lane and Astor Drive. Countryside Developers is seeking preliminary and final major site plan approval for the Manalapan Logistics Center from the Planning Board. Attorneys who represent parties objecting to the warehouses had an opportunity to cross-examine traffic engineer John Rea, who had previously testified on behalf of the applicant. Attorney Ron Gasiorowski, who represents residents of Astor Drive, which is behind the proposed development site, and attorney Michael Lipari, who represents the Village Grande Neighborhood Association, questioned Rea. Rea made several points during his give-and-take with the two attorneys: • He said the New Jersey Department of Transportation, which has jurisdiction on Route 33, will not permit the developer to construct a traffic signal and a median cut on Route 33 at the entrance/exit to the warehouse site; • He said the intersection of the overpass above the Route 33 bypass will be im-

proved at the point it meets Business Route 33 near the Village Grande adult community; • He said the geometry at a planned new traffic light on Route 33 at an entrance to the approved Manalapan Crossing commercial development will not permit trucks that leave the Manalapan Logistics Center heading east on Route 33 to make a U-turn to head west on the highway toward the New Jersey Turnpike. Rea said approximately 75% of the trucks that leave the two warehouses will want to head west on Route 33 toward the New Jersey Turnpike. To do that, the trucks will have to travel east on Route 33 for about 1.5 miles and take the overpass that is just east of Sweetmans Lane. The trucks will take the overpass to the point where it meets the two-lane Business Route 33, turn left, go past the entrance to the Village Grande community (Yates Road) and merge onto Route 33 (a divided highway) approximately in front of the Peking Pavilion restaurant. Rea said that during a peak hour at the Manalapan Logistics Center, there will be 16 trips in and 16 trips out, and that of the 16 outbound trips, about 12 trips would require the use of the Route 33 overpass. The number of trucks passing Yates Road and the proximity of the trucks to their homes are the primary concerns of the residents of the Village Grande. There is a children’s daycare facility on Business Route 33, across from Yates Road. All of those details, as well as information that the developer has not leased space in the proposed warehouses to any tenants at this time, were discussed by Rea under questioning from Lipari and Gasiorowski. Gasiorowski raised the question as to whether the proposed warehouses are or could be considered distribution centers; the issue was not technically defined or discussed in depth and was not resolved. Residents had a chance to ask questions after Gasiorowski and Lipari concluded their discussions with Rea. Anne Mazzara, who owns two properties on Business Route 33 near where the overpass meets the two-lane highway, said, “Pristine Route 33 will turn into Route 9”

as a result of the number of trucks coming from the warehouses and across the overpass. Lori Polhamus, who lives behind the development site, posed questions about sound that would come from the property to Norm Dotti, an acoustic engineer who had testified on behalf of the applicant. Polhamus asked questions about sound that would be generated during a third shift at the warehouses, i.e., midnight to 8 a.m. James Horne, who lives behind the development site, expressed concern that “people can leave that (warehouse) complex and walk right into our backyards. What kind of security will we have? This is not a safe thing this town should be having here.” Attorney Salvatore Alfieri, who represents the applicant, said a 6-foot-tall solid fence would be placed at the rear of the property to separate the development site

from the homes on the southern border.
