WHAT POSITIONS ARE UP FOR ELECTION We hope you’ll vote in all elections on your voting document – the successful candidates make decisions that affect us all every day so make sure you have your say. You may find all or some of these positions on your voting document: 1) The Mayor is the leader of the City or District Council. 2) The City or District Council provides communities with a wide range of local services and facilities. Councils make decisions to improve community wellbeing including key infrastructure (e.g. water supply, sewerage, roads), local regulations, recreational facilities, parks, planning and building issues. 3) The Regional Council makes decisions about functions best delivered at a regional scale such as natural resource management (e.g. quality of water, allocation of water, land and soil, coastal planning, plant and pest control), regional transport, and civil defence and emergency management. Unitary Authorities perform the functions of both City or District Councils and Regional Councils. 4) The District Health Board makes decisions every day to improve the health of people in the community – including the kinds of health services to be provided. 5) A Community Board provides leadership to empower local communities and may make decisions about local issues or recommend how Council should spend money on local services. 6) A Licensing Trust exists to sell alcohol responsibly through premises in the trust area and decide how surplus profits are returned to the community. Community and other Trusts support charitable work. 7) A Poll or Referendum may also be on your voting document. Your vote in this helps the Council make decisions on the issue being considered.

Thankyou to you the community, it has been an honour and a privillege representing you on our council for the last 3 yrs and now I ask for your humble support as mayor. My principal place of residence is in the Central Otago District Council Election area. Since being granted the privilege of being made Mayor, I have worked hard to fulfil the promises I made to be available and to be Mayor to all parts and all people of the district. I make those promises again to you now. Engagement between council and community has never been stronger. I have enjoyed meeting people at Coffee and Chats from Tarras to Millers Flat and there have been record numbers engaging with the 10 year plan, the Cromwell Masterplan and other consultations. Seeing pipes being laid to start getting Clyde off septic tanks alongside other pipes bringing softer water to Alexandra, the opening of the Cromwell wastewater plant and Maniototo Hospital and forming an Affordable Housing Trust have been

A dynamic, educated person with strong community involvement, I have the enthusiasm, time and energy to get things done. I was born here, and throughout my life have maintained a constant connection with the land and the people of the Cromwell Basin. Through my first two terms I listened to what you wanted and worked hard to make change happen. My focus now is to build on what we've achieved and keep pushing for more. My principal place of residence is in the Cromwell Ward area. Elected members must strive to maintain levels of service and provide for the growth of Cromwell and our district in future years. Expenditure by Council to retain the present levels of service and enable continued growth needs to be carefully balanced by elected members against the benefits for ratepayers. The efforts of many, including our Community Board, have ensured Cromwell has been able to cope with significant growth in recent years. Leading development of the Masterplan to ensure Cromwell's continued growth while meeting the community's aspirations was a significant achievement for me. Its implementation will require experienced and capable Councillors that understand and can apply the governance processes associated with local government. My current community involvement and my experience as Board Chairman and Councillor since 2001 and Deputy Mayor since 2010, demonstrates that I have the proven skills, common sense and logic to represent community interests for the Cromwell Ward.

I am also standing for the Cromwell Community Board. I am a family focused, energetic, community minded person who loves to get on with it and make things happen. I am a qualified nurse and counsellor, with years of management experience in hospitals, Plunket, a youth centre and in business. I have a lifetime association with Cromwell and have lived here for 5 years. I recognise what makes Cromwell special - our unique history, geographic centrality, productive industries, and hard-working, well-grounded people. I support responsible growth and the provision of new sporting and cultural facilities, such as the Cromwell Cultural Centre. I am passionate about encouraging a safe, progressive and family friendly environment, including promoting responsible camping and enhancing recreational opportunities for locals and visitors. My style is to be consultative, approachable and available so that others views can be heard and appropriately acted upon. My principal place of residence is in the Cromwell Ward area. We live in the fastest-growing town in New Zealand and that presents us with challenging but exciting possibilities. That said, it is our community that must have the greatest say in our district's development and not private developers. I will work for a more open, transparent and proactive Council that keeps listening. Pegging our rates to the level of inflation, holding weekly constituent clinics, and ending the procrastination around the Memorial Hall will also be personal priorities. I've been a Cromwell ratepayer for 20 years and a resident for five am actively involved in the Fine Thyme and Belles troupes, work in the wine industry, and am the step-mum to three lovely school-aged children. Like you, I love our unique region and will always campaign to preserve what makes us special, including supporting those voluntary organisations - cultural, commercial, sporting and social - that are making such a positive difference.

The Cromwell Master Plan I helped initiate has shown the path forward for Cromwell and I offer continuity and knowledge to guide the process through council to implement the outcomes the Cromwell community so clearly seeks. I am Chair of the Waste and Property Committee and as such am proud of the commissioning of our state of the art waste water plant, as protecting the environment is a strong focus for me. Fighting excessive rate rises is also important to us all. I will continue to advocate for low rate rises, aiming to balance needs and wants alongside the books. I bring a strong business background, six years on council, and nine years on the Cromwell Community Board. Central Otago District Council Vincent Ward Electing 5 Councillors Tamah ALLEY My principal place of residence is in the Vincent Ward area. Central Otago requires a voice for growing families to ensure our area remains progressive, innovative and affordable. Together with my husband Matt and three children, we have 40 acres near Omakau. Currently a Police Youth Aid Constable, I am also chairperson of two local youth charities. Our ageing population presents new challenges for residents and ratepayers. We want retirees to be well cared for and have ample opportunities to engage in and contribute to our society and economy, while ensuring the cost of additional infrastructure and development is distributed in a fair and equitable way without burdening any one generation. Environmental sustainability coupled with economic viability and development are integral to successfully growing our region in a way that retains the values of why we live here. I have lived in Central Otago for most of my life with my husband John and have my family living nearby. Previously Associate and Practice Manager in a local accounting firm, Accounting Manager in the gold mining industry, and now co-own and operate Affinity Funerals, incorporating The Cellar Door Function Centre. I have considerable previous experience on Council and Community Board, and the Central Lakes Trust I understand issues facing our ratepayers from many perspectives, and I have the common sense, proactive and positive attitude necessary to support progress most beneficial to our communities. In the wake of the Cromwell Masterplan,having worked hard to get funding for scoping a masterplan/spatial plan for Alexandra, Clyde and surrounding areas on the agenda, I want to see this through. I have managed businesses in the Irrigation and Hospitality sectors over the last 15 years. Currently I am Assistant Manager of a large local Tavern and Restaurant. I coach a number of junior sports teams and I have 3 children who attend a local primary school and are 5th generation Alexandra Locals. Issues that I consider are vitally important for our region include: Infrastructure: Ensuring the long-term delivery of safe drinking water, irrigation, wastewater, roading and recreation networks. Business: Promoting business and technology to enable us to grow a forward thinking, stable economy, create well-paid, meaningful jobs and develop a vibrant local economic network. I live in Clyde with my wife Christine and our 2 adult daughters work in Otago. I have enjoyed coaching the Clyde RFC, serving on the committee of the Central Otago Wakatipu Cycling Club, and the local Business Network committee in its formative years. Whilst employed by Rabobank as National Succession Planning Manager, I worked closely with people in situations with high stakes. I developed skills enhancing relationships while delivering families' commercial outcomes, using effective planning. I like a collaborative approach to work on challenges using active listening to enable decision making. Managing our water and roading assets, and housing affordability while ensuring our townships provide for our growing communities' diverse needs is a priority. Our unique district with talented people and a great story energises me. Martin R MCPHERSON
My principal place of residence is in the Vincent Ward area. I am probably best known as the event manager for the Alexandra Blossom Festival, this role brings me into contact with people across our wonderful district. It's great to see progress on all fronts across Central; a secure and safe water supply for Alexandra and the reticulation of sewerage for Clyde will stimulate development opportunities to enhance the districts popularity. These projects will future proof our district. It is flattering when local residents approach me and ask if I would consider running for council, if residents want someone who is approachable and accountable then I'm here to listen and respond to the challenges we face. In putting my name forward for council I hope to retain the support I have been shown by residents of this community and I undertake to give them a voice on matters that will make our district a great place to live, work and play.

Bruce Potter has been heavily involved in the Central Otago community after moving here six years ago. Bruce is the Sensei of the Alexandra Shotokan Karate Dojo, painted the huge mural in the Clyde underpass and performs regularly in local musical theatre. He is a professional artist, author and a multi-international award winning illustrator of over 120 books. He is a former NZ Champion powerlifter, World Champs Bronze medalist and world record holder. My principal place of residence is in the Vincent Ward area. I have served two terms on CODC representing the Earnscleugh/Manuherikia Ward where I have used my strong background in financial and infrastructure management and company governance to contribute to Council and organisations including the VCB, Central Stories (the recent restructuring being an example), Central Otago Heritage Trust and Alexandra Airport. For the past term I have been chair of the 3 Waters Committee where a number of significant projects have been initiated, e.g. Dunstan and Omakau/Ophir Water Supply Schemes and Clyde Waste Water Scheme. I am keen to stay and see these projects through. I am committed to ensuring environmental stewardship and that the effects of pollution and climate change are considered at planning stage of all development within the region. Central Otago District Council Cromwell Community Board Electing 4 Board Members Robin DICEY My principal place of residence is in the Cromwell Community Board area. After one term during which it was resolved that persisting with our present hall was a bad idea plus, Cromwell deserves better - I would like to see progress on a new hall through to fruition. With Cromwell experiencing rapid expansion, I would like to see this growth carefully and wisely managed. Our commercial and residential development should follow the Masterplan as closely as possible. Our vital soils need to be protected. During the last three years it has been a delight to see the people of Cromwell become more engaged in local matters Plan Change 13 and the Masterplan being two examples. I would like the opportunity to further lock this in.

valley. I trained as a community worker at the University of Otago, and have knowledge and experience of community development issues, here in the Cromwell basin. I would like to see proposals to rebuild the Cromwell Memorial Hall progress, in a meaningful way. I believe that the Alpha street reserve could be reinstated as a camping ground. I am involved in many community activities, including: Chair of the board of Central Otago REAP (Rural Education Activities Programme); Chair of the board of Central Otago District Arts Trust; President of the Creative Writers Circle; and a member of a number of committees including Alexandra U3A. I love walking, swimming, playing pretty bad golf, cycling, reading and listening to a wide variety of podcasts. I have represented the VCB on the Clyde Planning Group, the Clyde Historic Museum committee, the Clyde Historic Precinct Group, the Clyde Recreation Reserve Committee and the annual ANZAC wreath-laying. I believe our health system is in crisis. After years without an elected board, now is the time for a new candidate with new ideas. Board members need the time, commitment and knowledge of the health system to be effective. With 12 years of financial experience in health, (7 years at our DHB), I understand the challenges we are facing. I know the questions to ask and am not afraid to ask them. I will strongly advocate that access to cancer treatments and mental health services be improved, waiting times for elective surgeries be reduced, and our health professionals be adequately resourced. As a father of sons aged 13 and 3, I know the anguish when a family member requires serious medical treatment. Patients and their families deserve a health system that is there for them when they need it most. It's time for a fresh perspective. Vote for Jason.

Southern District Health Board - Otago Constituency Electing 4 Board Members Ilka BEEKHUIS My principal place of residence is in the Southern District Health Board - Otago Constituency area. The SDHB has multiple challenges: maintaining quality patient care, organising the Dunedin hospital rebuild, serving its diverse rural population and meeting those needs with an understaffed and under-resourced workforce. I will ensure that the SDHB keeps its specialty services, increases rural healthcare access and addresses the increasing pressures on its workforce. This will improve patient care and create a better work environment for staff. I'm a member of the SDHB and WellSouth's Community Health Council, where I provide advice on proposed healthcare policies and programmes in the Otago/Southland region from a patient's perspective. I've worked as a medical research Grant Manager for a large teaching hospital in Boston, where I ensured clinical research staff operated within their budgets. Southern District Health Board - Otago Constituency Electing 4 Board Members John CHAMBERS My principal place of residence is in the Southern District Health Board - Otago Constituency area. I have worked as an emergency doctor in Dunedin for 26 years. I am aware of the important health issues, locally and nationally, and 100% committed to the public system. GPs are busy and require co-payments. Hospitals are full to bursting. Scans, surgery and investigations are subject to delay or cancellation. I will advocate for better, faster health services and modern facilities for patients and families across the entire Southern region. Greatest SDHB expenditure is on staff. All staff from cleaners and orderlies to doctors, nurses, technicians and midwives should be recognised for their hard work and supported to improve care. Involvement of all communities is also key. Board meetings and business should almost all be open to the public. This new Board, with democratically elected and accountable members, will govern healthcare for the next three years. Necessary improvements in care cannot be put off until the new hospital opens.

At the time of submitting my nomination for the election to the Southern District Health Board I wish to declare all possible conflicts of interest. (a) I am Director of Emergency Medicine for the Australasian College. It is my responsibility to advocate for staffing and facilities at the level sufficient to meet the recommended standards of this professional body. (b) As Vice President of the Otago branch of the Association for Salaried Medical Specialists I represent members (salaried senior doctors and dentists employed in the region including by SDHB) on matters concerning their terms and conditions. (c) I am an Honorary Clinical Lecturer of the Dunedin Medical School, University of Otago. The work performed for ACEM, ASMS and the Medical school does not involve any payment from these organisations. (d) My wife has been employed by the SDHB for 12 years as coordinator for the National Immunisation Register. (e) My daughter is employed by the SDHB as a radiographer. I am not aware of any other current or future actual or perceived conflicts of interest with the SDHB.

I am an Otago local, having lived in South and now Central Otago all my life. I am passionate about our health and our region. I have a health coaching qualification and run a small disability support team. My personal commitment to wellness, my past governance experience and my ability to think globally and apply locally will help the DHB with a new strategy. We need a far bigger investment in prevention rather than cure. Preventing chronic disease through effective education, improved nutrition and primary health care starting at home will save us all millions - that can then be re-invested in the accessible acute care which our region deserves. Independent My principal place of residence is in the Southern District Health Board - Otago Constituency area. Kia ora I'm a proud Dunedin resident just finishing nine years as Dunedin's Mayor. During that time the city has gone from a divided economic struggler, to a growing, buoyant, internationally confident and more inclusive community. Otago healthcare also faces timely opportunities. A new hospital to provide services equitably and efficiently to all our communities. The opportunity to lift and enhance access to primary level preventative care. It's also time for our whole community to confront the root causes of health issues, like inadequate housing. We can only do that by collaboration between the SDHB, local Councils, primary health providers, government agencies, educators and social service organizations. Independent My principal place of residence is in the Southern District Health Board - Otago Constituency area. We have a health system that is far from world standard. Years of penny-pinching have led to a system where only the very ill get what they need. It can take four visits to ED to warrant a CT scan, all the while the cancer grows. Knees have to cripple someone before they are bad enough to be fixed. So the eventual treatment is more expensive and recovery less likely. Saying no to requests that are granted anywhere else is regarded as frugal but ends up very expensive. Cries for help from staff are ignored leading to demoralization and hopelessness. Complacency leads to a worse normal. It is with passion and frustration that I stand for the SDHB. I bring 37 years of public hospital service to the board. I understand healthcare is a network that needs to be maintained and improved for the good of all of us.

The commissioners have done a sterling job, but is five years without community representation taking its toll? As a practice owner, married to a GP, with previous experience around the SDHB table, and with research interests in governance - especially failure to govern - I can take broad experience and deep knowledge to the SDHB table. The new board will need to challenge the status quo, and advocate to fill the obvious gaps. I can help to do that.

Lyndsay Arthur Rackley Q.S.M. Born in Dunedin. Received Queens Service Medal in the recent Queen's Birthday Honours for services to broadcasting. Started with 4XD in 1961. In 1990 was instrumental in setting up the then 4XD as a fulltime commercial station, until October 2015 was presenter of the afternoon show. Now a fill in announcer currently presenter of the Sunday breakfast show. Also known on air as (Crackley Rackley). Currently a GOBUS driver for special needs children and urban buses also a former Ambulance Officer and a Funeral Directors Assistant. In 2009 developed a Lymphoma cancer tumour ending in a successful treatment. Along with recent visits to some departments at Dunedin Hospital have become very aware of the workings of the Southern District Health Board and the excellent way they operate and would love to be a member of the SDHB particularly during the exciting Hospital rebuild.

Peter brings a strong rural health voice for the 40% rural population of the SDHB. He has a people, community, and quality focus. He supports the urgent need for change in health care delivery, enjoying and encouraging team work to achieve the best outcome for all. He is an Otago graduate, an experienced Emergency Medicine Specialist. He has proven leadership skills with training and experience in healthcare management and governance. Peter was the director of Middlemore emergency department for 16 years, and 14 years as a clinical leader at Oamaru hospital. He helped establish the Australasian College for Emergency Medicine, the NZ Rural Hospital Network, the Rural Health Alliance Aotearoa New Zealand, and served on each of their boards of governance. I am also standing for Otago Regional Council Molyneux Constituency. For the last 15 years I've been living in the constituency area, graduating from Telford Polytechnic in 2005. I moved much further South for a year - to Scott Base, where I was employed by Downer Engineering (TelecomNZ and Science Events support). Antarctica reinforced my belief in the role we have to play in nature: to be a thoughtful guardian, long-term partner who shares environment with others. Life is fragile. In my councillor's capacity, I will bring diverse and positive approach to the challenging issues we are all facing today: climate change, pollution, economic pressures, conflicting views, political uncertainty. I am also standing for Otago Regional Council Dunedin Constituency. I am a multigenerational Otago resident Company Director and graduate from Massey University with a Business Degree in Communications Management. I'm a member of the National Party and past Chairman and Treasurer for their Dunedin North Electorate Committee. The SDHB employs 4,600 great staff trying to deliver $1 billion in health services annually. The SDHB Purpose Statement says it aims to support everyone across our district to live well and access the right care when they need it, by delivering high quality, patient-centred health services. But is it really? Babies are being born on the side of the road. Cancer diagnosis and treatment is inadequate. Neurosurgery in Dunedin is in jeopardy. Otago taxpayers deserve better than 3rd world health care. You deserve transparency and a voice. My vision: Best healthcare, fast.
