Coordinator Observatory for Development Cooperation of Ecuador
Philosopher with a Master degree in Social Sciences, with 10 years of experience in management, social research and public policy, focused in the topics of international cooperation, civil society and development effectiveness. He is coordinator of the Observatory for Development Cooperation in Ecuador, member of the Research Group on South-South Cooperation of the Latin American Council of Social Sciences (CLACSO), member of the Civil Society Global Alliance for Effectiveness, member of the Partnership for Development Effectiveness (ALOP), and member of the Monitoring Group for Aid Effectiveness in Ecuador.

Vice Minister for Multilateral Affairs
A career diplomat since 2010, Ambassador Morales is a lawyer from the Universidad Libre of Colombia. He has served in the Embassies of Colombia in Japan, Denmark and the United States of America. He has held several positions in the Ministry of Foreign Affairs such as in the General Secretariat, the Directorates of Asia, Consular Affairs and Protocol. In 2011, he was appointed Director for the Americas, where he contributed to strengthen the relations between Colombia and the Americas, as well as the mechanisms of regional integration and political cooperation. The Vice Minister of Multilateral Affairs speaks English and has knowledge of French and Japanese.

PhD candidate on Development Studies and International Cooperation, from the University of the Basque Country. Since 2002 is a full-time Research Professor at the Mora Institute. Her research is focused on South-South and triangular cooperation, academic cooperation and internationalization processes in higher education. She has several publications and has been a consultant for special studies and projects for the BID, OCDE and GIZ, among others. She coordinates the “Journal of International Cooperation and Development” and since 2013 she is the Academic Coordinator of the Master of International Cooperation for Development, in the Mora Institute.

Lawyer from Los Andes University of Colombia and holds a Master degree on Air and Space Law from McGill University. For 13 years, she worked in the private air law field. In her public service experience, she has served as Coordinator of Environmental Affairs in the Ministry of Foreign Affairs of Colombia, where she leaded Colombia’s position within the Post-2015 agenda. She is now advisor of the General Director of the Presidential Agency for International Cooperation of Colombia, continuing her rol on promoting initiatives such as the Sustainable Development Goals within the development processes.

Sociologist from the University of Chile, he holds a Master degree in Urban Development from the Pontificia Universidad Cat贸lica of Chile, and is a PhD candidate in Social Sciences, from the Radboud University of the Netherlands. At ECLAC he has worked as Social Affairs Officer in the Division of Social Development and in the Latin American and Caribbean Institute for Economic and Social Planning. Mr. Oviedo has taught at Chilean universities, has been director of the Magister in Sociology and has also worked on the design and implementation of public policies in the Ministry of Interior of Chile.

Mr. Simplicio has over 17 years of experience in UNDP, working in Latin America, as well as globally from the UN Headquarters in NY. He is the manager of the Global South-South Development Academy, a platform to enable development partners to identify, document and catalogue development solutions through peer-review process that foster mutual learning and stronger South-South networks. He manages several South-South Cooperation Funds, namely the India, Brazil and South Africa Facility for Poverty and Hunger Alleviation, the United Nations Fund for South-South Cooperation and the Perez-Guerrero Trust Fund.

Director of the UK Department for International Development (DFID) in Brazil. He has worked in international development topics for over 15 years in countries such as Colombia. He was professor of the National University of Colombia, Palmira Campus, India, Bangladesh, Zimbabwe and now Brazil. He holds a Master degree and a PhD in Development Studies from the London School of Economics. During his career in DFID, he was recognized for his performance and competence for over 4 consecutive years.

He has been General Director of Bilateral Cooperation and Ambassador in charge of the Division of Relations with Haiti. He was a consultant for the final report on sustainable development published by the Technical Secretariat of the Dominican Presidency and the UNDP, as well as for the “Action Plan for the border of Dominican Republic and Haiti”. He holds a bachelor degree in sociology from the Autonomous University of Santo Domingo, a Master degree in Public Managment from the Research Institute of José Ortega y Gasset and a Master on Security and Defense from the National Security Institute of Higher Studies for National Defense and Security.
Juanita Olarte SuescĂşn

She has nine years of professional experience in international relations, with emphasis on addressing management and negotiation of international cooperation. Since august 2008 she has served as an advisor to the Agency for International Cooperation of Colombia, focused on strategic issues related the international cooperation agendas. She is currently the Director of SouthSouth and Triangular Cooperation at the Presidential Agency for International Cooperation of Colombia. She holds a degree in International Relations from the Universidad del Rosario and a Master Degree in Diplomacy and Strategic Negotiation from the University of Paris.

He holds a Bachelor degree in Law, a Master degree in International Relations and a Master degree in International Development Cooperation. He is professor of several postgraduate courses in Argentina, Latin America and European countries, on topics related to international cooperation. He was advisor of the General Direction for International Cooperation of the Argentinian Chancellery and has done consulting works for different countries and international organizations. He has published articles in academic journals and books that have been published in Argentina, Spain and Italy. He is head of the Department of International Cooperation in the Institute of International Relations, of the Universidad Nacional de la Plata, Argentina.

International Consultant International Cooperation /Debt Management
Expert on international development cooperation and public debt management. He has worked on providing technical assistance to several governments in Latin America and the Caribbean, Eastern Europe and Africa, with the WB, CEMLA and the UNCTAD. In La Paz, he is the director of Debt & Aid Consulting. In the public sector of Bolivia, he implemented the operational framework for the management of South-South cooperation, coordinated the development of the first catalog for south-south cooperation and was the national coordinator of the rounds of monitoring and evaluation of the Paris Declaration. He was also p.art of the Working Party on Aid Effectiveness of the OECD-DAC.
Jorge Daccarett

Former Executive Director of the International Cooperation Agency of Chile (AGCI). He is one of the main promoters of the South-South and Triangular Agenda in Latin America and the Caribbean, and within the OECD. He has been panelist and moderator of various forums on the subject, including Chatham House, the WTO and the Global Alliance. Industrial Engineer and MBA, Daccarett has previously served in the private sector and civil society, encouraging public-private partnerships. He is Professor of International Business at the University of Los Andes in Santiago, and is currently developing a consultancy agency on International Relations for Corporate Governments in the Pacific Alliance.

Responsible for leading the corporate management of the institution, designing and implementing advocacy, resource mobilization, networking, publicity and public relations, in order to meet the social mission of the institution, helping to enhance the quality of life of the poorest, most vulnerable and marginalized population in the country.

Molly Elgin-Cossart

Senior Fellow American Progress Senior Fellow at the American Progress, where she works on issues involving foreign policy, international development, and global conflict. She is a nonresident fellow and former senior fellow at New York University’s Center on International Cooperation (CIC). She was chief of staff to the U.N. Secretary-General’s High-Level Panel on the Post-2015 Development Agenda. She has written on the “data revolution” for development, political settlements, economic development, and the effects of military, economic, and political interventions on civilian security. She holds a degree from Tulane University and a Master degree from Stanford University.

Philipp has published numerous essays in Latin America, Europe and the United States and writes periodically in the Latin American press. He is also a guest-lecture at various universities. He is a Board Member of the Executive Committees of the Colombian Confederation of NGO and the global Beyond 2015 campaign, as well as Co-Chair of the LAC Community of Practice on Management for Development Results.
